Mukhyamantri Bagwani Mission: Kela Vikas Yojana
Bihar state government scheme
Kela Vikas Yojana is the banana component of Bihar's Mukhyamantri Bagwani Mission, paying Rs 46,875 per hectare in the first year and Rs 15,625 per hectare in the second and third years, a total of Rs 62,500 per hectare, for tissue-cultured banana planting. Farmers with 0.1 to 4 hectares apply free at horticulture.bihar.gov.in.
What is the Kela Vikas Yojana in Bihar?
Kela Vikas Yojana, the Banana Development Scheme, is a crop component of the Mukhyamantri Bagwani Mission, the umbrella horticulture programme of the Agriculture Department, Government of Bihar, delivered through the Directorate of Horticulture. The component exists to move banana cultivation in Bihar from traditional sucker-based planting to tissue-cultured planting material and to expand the commercial banana area in districts where banana is not yet an established crop.
According to the component description carried on the national myScheme directory, Kela Vikas Yojana promotes plantain cultivation by combining financial assistance with quality tissue-culture plants, and the assistance is structured across three years rather than paid as one lump sum.
Banana matters to Bihar because it is a quick-return horticultural crop. Unlike mango or litchi, where an orchard takes years to bear, a banana plantation delivers a harvest within roughly a year. That makes it a realistic switch for a small farmer who cannot leave land unproductive for long, which is exactly the farmer this component is aimed at.
How much money does Kela Vikas Yojana give?
The assistance pattern is year-wise:
| Year | Assistance per hectare |
|---|---|
| Year 1 (planting year) | Rs 46,875 |
| Year 2 | Rs 15,625 |
| Year 3 | Rs 15,625 |
| Total over three years | Rs 62,500 per hectare |
A farmer planting the maximum permitted 4 hectares would therefore be looking at up to Rs 2,50,000 across three years, though most applicants under this component plant well under one hectare.
The heavy front-loading is deliberate. The bulk of a banana plantation's cost: tissue-culture plants, pit preparation, basal manuring, drip laying, falls in the planting year, so roughly three-quarters of the total assistance is released in year one.
Every rupee is released by Direct Benefit Transfer into the Aadhaar-seeded bank account recorded against the farmer's DBT Agriculture registration. There is no cheque and no cash component.
Who is eligible for Kela Vikas Yojana?
You can apply if:
- You are a farmer resident in Bihar with cultivable land in one of the notified banana districts for the current financial year.
- You hold a valid 13-digit DBT Agriculture registration number issued at dbtagriculture.bihar.gov.in.
- Your proposed banana area is between 0.1 hectare (0.25 acre) and 4 hectares (10 acres).
- You are either a ryot farmer with land in your own name, or a non-ryot (tenant) farmer with a registered lease or sharecropping agreement.
- Your bank account is in your own name and Aadhaar-seeded.
The 15 districts notified for this component have included Arwal, Bhojpur, Buxar, Gopalganj, Jehanabad, Kaimur, Lakhisarai, Madhepura, Nawada, Saran, Sheohar, Sitamarhi, Siwan, Supaul and Sheikhpura. Notice that Bihar's traditional banana belt around Hajipur and Vaishali is largely absent. The component is an expansion instrument, targeted at districts where banana area is thin, not a top-up for districts that already grow it.
You are not eligible / cannot apply if:
- Your land is in a district not notified for banana in that year's action plan.
- You have no DBT Agriculture registration, or the name on it differs from Aadhaar.
- Your proposed area is below 0.1 hectare or above 4 hectares.
- You cannot produce a land document, and you have no registered lease deed either.
- You have already taken assistance for the same plot under the same component within the guideline gap period.
- The district physical target is already filled. Selection is against a fixed hectare target, so eligibility alone does not guarantee a seat.
Beneficiary selection follows the mission's reservation pattern of roughly 78.56 percent general, 20 percent Scheduled Castes and 1.44 percent Scheduled Tribes, with 30 percent participation by women inside each category.

How to apply for Kela Vikas Yojana
- Register first at dbtagriculture.bihar.gov.in as a farmer and note the 13-digit DBT registration number. The horticulture form will not open without it, and this step trips up more first-time applicants than anything else.
- Open horticulture.bihar.gov.in and go to the Scheme Dashboard on the home page.
- Select the fruit schemes group and then Kela Vikas Yojana (Banana Development Scheme).
- Enter your 13-digit DBT registration number. The portal auto-fills your name, address and bank details from the DBT database; check them, do not assume they are right.
- Enter the plot details: district, block, panchayat, village, khata, khesra and the exact area in hectares you will plant.
- Upload the land document, photograph, lease deed if you are a tenant, and caste certificate if you are claiming a reserved seat.
- Submit, then print or screenshot the acknowledgement and keep the application number safe.
The Bihar Krishi app on the Google Play Store carries the same form and is usually the easier route on a phone. If you cannot do either, the Block Horticulture Officer or a Vasudha Kendra will submit it for you — but the application still goes into the same online system.
How is the subsidy actually released?
- Block horticulture staff verify your application and you are selected against the district target.
- Tissue-cultured banana plants are arranged through the department's supply chain: Centres of Excellence and registered nurseries.
- You plant at the density prescribed in the component guideline.
- Staff carry out a physical verification of the plantation and the Rs 46,875 per hectare first instalment is released by DBT.
- In years two and three, an annual survival verification is done. If the plantation is standing and healthy, Rs 15,625 per hectare is released each year.
The practical implication: a farmer who takes the first instalment and then lets the plantation die does not get the second and third instalments, and may face recovery.
How to check your application and payment status
- Go back to horticulture.bihar.gov.in and open the Kela Vikas Yojana page.
- Use the application status / print application link and enter your application number or DBT registration number.
- For the money itself, check the Aadhaar-seeded account passbook or ask the Block Horticulture Officer for the release status against your application number.
Why Kela Vikas Yojana applications get rejected
- District not notified for banana that year. The commonest failure.
- Area below 0.1 hectare or above the 4 hectare ceiling.
- Khesra mismatch between the land document and the form.
- Name mismatch across Aadhaar, DBT registration and the bank account.
- Bank account not Aadhaar-seeded, so the DBT credit bounces back.
- Tenant farmer without a registered agreement. An informal understanding with the landowner is not accepted.
- Plantation not found or survival below the required level at verification.
- District target exhausted, which waitlists rather than rejects.
Fix name and bank problems in the DBT Agriculture profile, not in the horticulture form. The horticulture portal only reads what DBT holds.
Key dates and where to complain
Kela Vikas Yojana opens financial-year-wise, generally ahead of the banana planting window, and closes when the district target is met or the announced window ends. There is no permanent open application, so watch the Scheme Dashboard.
For grievances, approach the Block Horticulture Officer first, then the District Horticulture Officer. The district contact list is published on horticulture.bihar.gov.in, and then the Bihar Lok Shikayat Nivaran grievance route. Applying is free; no agent can charge you for selection under the Mukhyamantri Bagwani Mission.

Frequently asked questions
How much subsidy does Kela Vikas Yojana give per hectare?
Kela Vikas Yojana pays Rs 46,875 per hectare in the first year and Rs 15,625 per hectare in each of the second and third years, adding up to Rs 62,500 per hectare across three years. The later instalments are released only if the plantation survives the annual verification.
Which districts are covered under Bihar's Kela Vikas Yojana?
The component has been notified for 15 districts — Arwal, Bhojpur, Buxar, Gopalganj, Jehanabad, Kaimur, Lakhisarai, Madhepura, Nawada, Saran, Sheohar, Sitamarhi, Siwan, Supaul and Sheikhpura. District lists are revised each financial year, so confirm on horticulture.bihar.gov.in before applying.
What is the minimum land needed for the banana subsidy in Bihar?
You need at least 0.1 hectare, which is 0.25 acre, and the ceiling is 4 hectares or 10 acres per applicant. Applications below the minimum area are rejected at block verification.
Does the scheme give banana plants or only money?
Kela Vikas Yojana is built around tissue-cultured banana planting material supplied through the department, alongside the cash assistance. Tissue culture plants are used because they are disease-free and give a far more uniform crop than suckers.
Can a tenant farmer apply for Kela Vikas Yojana?
Yes. Both ryot (owner) and non-ryot (tenant) farmers can apply. A non-ryot farmer must upload a registered lease or sharecropping agreement covering the plot instead of an LPC.
When is the money credited?
The first instalment is credited by DBT after block horticulture staff physically verify that the banana has actually been planted on the declared plot. Nothing is paid on submission of the form alone.
Is there a fee to apply?
No. Both the DBT Agriculture registration and the horticulture application are free. A Vasudha Kendra or CSC may charge only the small notified assisted-service fee for typing the form.
