Mukhyamantri Bagwani Mission: Aam Vikas Yojana
Bihar state government scheme
Aam Vikas Yojana is the mango component of Bihar's Mukhyamantri Bagwani Mission, paying a 50 percent subsidy on a notified unit cost of Rs 60,000 per hectare for new mango orchards, released as Rs 18,000 in year one and Rs 6,000 in each of years two and three. Farmers with 0.1 to 4 hectares apply free at horticulture.bihar.gov.in.
What is the Aam Vikas Yojana in Bihar?
Aam Vikas Yojana. The Mango Development Scheme; is the mango component of the Mukhyamantri Bagwani Mission, Bihar's umbrella horticulture programme run by the Directorate of Horticulture under the Agriculture Department, Government of Bihar. The component pays part of the cost of establishing a new mango orchard, spread over the three years it takes a young orchard to get past its most vulnerable stage.
Bihar has a genuine claim on mango. The state produces roughly 15.84 lakh metric tonnes annually and ranks as the third-largest mango-producing state in India. Its named varieties, Zardalu, Dudhia Malda and Amrapali: carry real market recognition, and Zardalu received a Geographical Indication tag in 2018. With support from APEDA, Bihar exports over 1,200 metric tonnes of fresh mango to markets including the United Kingdom, the Middle East and New Zealand.
Aam Vikas Yojana exists because that base is ageing. A large share of Bihar's mango area sits in old, low-productivity orchards, and replacement planting is slow because a mango orchard costs money for years before it earns any. The component pays a farmer to bridge that gap.
How much subsidy does Aam Vikas Yojana give?
The scheme provides a 50 percent subsidy at a notified unit cost of Rs 60,000 per hectare for mango area expansion. Released year-wise, the pattern reported for recent years is:
| Year | Assistance per hectare |
|---|---|
| Year 1 (planting year) | Rs 18,000 |
| Year 2 | Rs 6,000 |
| Year 3 | Rs 6,000 |
| Total | Rs 30,000 per hectare |
That total is exactly 50 percent of the Rs 60,000 unit cost. Some published summaries instead headline the total as Rs 24,000 per hectare, and the two figures cannot both be right, so treat the year-wise split as the practical guide and confirm the current year's sanctioned amount on horticulture.bihar.gov.in or with your District Horticulture Officer before you budget.
Payment is by Direct Benefit Transfer into the Aadhaar-seeded account linked to your DBT Agriculture registration.
Who is eligible for Aam Vikas Yojana?
You can apply if:
- You are a farmer resident in Bihar with cultivable land in a district notified for mango in the current financial year.
- You hold a 13-digit DBT Agriculture registration number from dbtagriculture.bihar.gov.in.
- Your proposed mango area is between 0.25 acre (0.1 hectare) and 10 acres (4 hectares).
- You are a small or large farmer — the component does not restrict itself to smallholders.
- You are an eligible tenant farmer able to avail the benefit on the strength of land documents, or an owner farmer with an LPC or jamabandi.
- Your bank account is in your own name and Aadhaar-seeded.
You are not eligible / cannot apply if:
- Your land lies in a district not notified for mango that year.
- You have no DBT Agriculture registration, or the name on it differs from Aadhaar.
- The area you propose is below 0.1 hectare or above 4 hectares.
- You cannot produce land documents of the plot you are planting.
- Your bank account is not Aadhaar-seeded, or is not in your own name.
- You are applying for an existing mature orchard rather than new planting. This component funds area expansion, and orchard rejuvenation is dealt with under a separate component.
- The district target is exhausted, in which case the application is waitlisted rather than rejected outright.
Beneficiary selection follows the mission pattern of 78.56 percent general, 20 percent Scheduled Castes and 1.44 percent Scheduled Tribes, with 30 percent participation by women inside each category.

How to apply for Aam Vikas Yojana
- Register as a farmer at dbtagriculture.bihar.gov.in and note the 13-digit DBT registration number. This is the gate for every Bihar agriculture subsidy, not just mango.
- Open horticulture.bihar.gov.in and go to Schemes → fruit-related scheme from the Scheme Dashboard.
- Select Aam Vikas Yojana (Mango Development Scheme) and start a new application.
- Enter your 13-digit DBT registration number. Your name, address and bank details are fetched automatically from the DBT database, check each field.
- Enter the plot details; district, block, panchayat, village, khata, khesra and area in hectares.
- Upload the land document, photograph, tenancy deed if applicable and caste certificate if claiming a reserved seat.
- Submit the form and save the application number and acknowledgement print.
The Bihar Krishi app carries the identical flow on a phone. Farmers who cannot apply themselves can have the Block Horticulture Officer or a Vasudha Kendra submit it.
How is the mango subsidy released?
- Block horticulture staff verify the application and select you against the district's mango target.
- Grafted mango saplings are supplied from the state's Centres of Excellence and district horticulture nurseries, this is a real benefit in itself, because true-to-type grafted material is the difference between an orchard that fruits as expected and one that does not.
- You plant at the density prescribed in the guideline.
- Physical verification of the plantation is done, and the Rs 18,000 per hectare first instalment is credited by DBT.
- In years two and three, an annual survival check releases Rs 6,000 per hectare each year if the orchard is standing and healthy.
The three-year structure is the point of this component. Mango mortality in the first two summers is the main reason new orchards fail in Bihar, so the state deliberately holds back part of the money to reward the farmer who keeps the saplings alive.
How to check your application and payment status
- Return to horticulture.bihar.gov.in and open the Aam Vikas Yojana page.
- Use the application status / print application link with your application number or DBT registration number.
- For the payment itself, check the Aadhaar-seeded passbook or ask the Block Horticulture Officer for the release status against your application number.
Why Aam Vikas Yojana applications get rejected
- District not notified for mango in that year's action plan.
- Area below 0.1 hectare or above the 4 hectare ceiling.
- Khesra mismatch between land document and application.
- Name mismatch across Aadhaar, DBT registration and bank account.
- Bank account not Aadhaar-seeded, causing the DBT credit to fail.
- Application for an existing orchard instead of new planting.
- Saplings not planted or survival below the required level at verification. This is what stops the second and third instalments.
- District target already filled, which waitlists the application.
Name, Aadhaar and bank corrections must be made in the DBT Agriculture profile. The horticulture portal only reads that record and cannot override it.
Key dates, related support and grievances
Aam Vikas Yojana opens financial-year-wise, generally before the monsoon planting window, and closes when the announced window ends or the district target is met. There is no single permanent deadline.
Farmers planting mango should also look at Bihar's micro-irrigation support, which provides 80 percent assistance for drip, mini and micro sprinkler systems to small and marginal farmers and 70 percent to others, plus 80 percent support for community borewells. These are separate components applied for on the same portal, and a drip-irrigated young mango orchard survives its first summers far better than a rain-fed one.
For grievances, go to the Block Horticulture Officer first, then the District Horticulture Officer listed on horticulture.bihar.gov.in, and then the Bihar Lok Shikayat Nivaran grievance route. Applying is free, and no agent can charge you for selection under the Mukhyamantri Bagwani Mission.

Who can apply for the mango orchard subsidy in Bihar?
Any Bihar farmer with cultivable land and a valid 13-digit DBT Agriculture registration number can apply, small and large holders alike. Eligible tenant farmers can also avail the benefit on the strength of their land documents.
What is the minimum and maximum area for Aam Vikas Yojana?
The permitted area runs from 0.25 acre (0.1 hectare) up to 10 acres (4 hectares) per applicant. Anything below the minimum is rejected at block verification.
Where do the mango saplings come from?
Planting material is supplied through the state's Centres of Excellence and district horticulture nurseries, so that farmers get true-to-type grafted saplings rather than uncertain private-market stock.
Which mango varieties does Bihar promote?
Bihar is the country's third-largest mango producing state at roughly 15.84 lakh metric tonnes, and its named varieties include Zardalu, Dudhia Malda and Amrapali. Zardalu received a Geographical Indication tag in 2018.
When is the subsidy credited?
The first instalment is credited by DBT after block horticulture staff physically verify the plantation. The second and third year instalments follow annual survival verification of the orchard.
Is there a fee to apply for Aam Vikas Yojana?
No. DBT Agriculture registration and the horticulture application are free. Only a Vasudha Kendra or CSC may charge the small notified assisted-service fee.
Can I get drip irrigation support along with the mango subsidy?
Yes, separately. Bihar's micro-irrigation support provides 80 percent assistance for drip, mini and micro sprinkler systems for small and marginal farmers, and 70 percent for others, applied for as its own component rather than as part of Aam Vikas Yojana.
