What is Bihar Vaas Bhoomi Yojana?

Bihar Vaas Bhoomi Yojana is the Revenue and Land Reforms Department programme under which the Government of Bihar allots a small plot of government land to a family that owns no homestead land of its own. Locally the programme is known simply as vaas bhoomi, and the certificate it produces is called a basgeet parcha.

The Revenue and Land Reforms Department is the department that holds the state's land records and the record of government (gair-mazarua) land, which is why homestead allotment sits with it rather than with a housing or welfare department. According to the department's own portal at state.bihar.gov.in/lrc, land distribution and settlement is one of its core functions, alongside land records, mutation and revenue courts.

Two points define the scheme and are worth getting right before you apply:

  • Vaas Bhoomi Yojana gives land, not a house. The plot is where a house can be built. The money to build it comes from a separate scheme: Pradhan Mantri Awas Yojana Gramin or a state housing assistance scheme, for which the basgeet parcha is often the document that unlocks eligibility.
  • Vaas Bhoomi Yojana is one plot per family, not one per adult member. The Anchal Office treats husband, wife and dependent children as a single family unit for this purpose.

Who is eligible for Bihar Vaas Bhoomi Yojana?

You qualify if:

  • You are a permanent resident of Bihar and of the Anchal in which you are filing.
  • Your family owns no homestead land anywhere in Bihar. This is the core test, and it is verified against the jamabandi records of your Halka.
  • Your family is poor and landless in the sense used by the district administration, established through your income certificate and family particulars.
  • No member of your family has already received a homestead plot or homestead purchase assistance from the state.

You are not eligible and cannot apply if:

  • Your family already holds homestead land recorded in the jamabandi in any member's name, however small the plot.
  • Your family has already received a basgeet parcha or purchase assistance in an earlier round.
  • You are a resident of another state, even if you currently live in Bihar on rented premises.
  • You are applying for agricultural land. Vaas Bhoomi Yojana is homestead land only; agricultural land distribution to the landless runs under separate provisions of the Bihar land reform laws.
  • You are applying as a second adult in a family where another member's application is already pending or already allotted.

How to apply for Bihar Vaas Bhoomi Yojana

  1. Go to the Anchal (Circle) Office of your block and ask at the counter for the vaas bhoomi / basgeet application. There is no online application for this scheme, so ignore any website that offers to file one for you.
  2. Fill the application with your name, your father's or husband's name, village, panchayat, Halka number, and a clear statement that your family owns no homestead land in Bihar.
  3. Attach the document set listed above: Aadhaar, residence certificate, income certificate, ration card or family register extract, photograph and the landlessness declaration.
  4. Submit the application at the Anchal Office and insist on a dated receipt or diary number. Without a diary number there is no way to follow the file later.
  5. Cooperate with the field verification. The Halka Karmchari checks the jamabandi to confirm your family holds no land, and the Anchal Amin identifies an unencumbered government plot that can be allotted.
  6. Follow the file at the DCLR level. The Circle Officer forwards a recommendation, and the Deputy Collector Land Reforms and District Magistrate approve the allotment.
  7. Collect the basgeet parcha when the allotment is sanctioned, and then get the plot mutated in your name through the online dakhil-kharij service on biharbhumi.bihar.gov.in so that the jamabandi reflects your title.

How do I check the progress of my application?

  1. Return to the Anchal Office with your diary number and ask the counter or the Circle Office clerk for the current stage of the file. This is the only reliable status check, because the scheme is not on any online tracking system.
  2. Ask your Halka Karmchari whether the field verification has been done and whether a plot has been identified — this is where most files sit longest.
  3. Escalate to the DCLR if the file has been with the Anchal for months with no verification recorded.
  4. After allotment, verify the record online. Once the parcha is issued and mutation is done, your name should appear in the jamabandi search on biharbhumi.bihar.gov.in. If it does not, the mutation has not been completed and your title is not yet reflected in the record of rights.

Why do vaas bhoomi applications stall or get rejected?

  • A jamabandi entry in a family member's name. The commonest rejection: the applicant believes the family is landless, but an old entry exists in a father's or grandfather's name.
  • No unencumbered government land in the Halka. The application is sound but there is nothing to allot. This is where the purchase-assistance route becomes relevant.
  • Disputed or encroached government land. Land under litigation or physical encroachment cannot be allotted until the dispute is cleared.
  • Incomplete family particulars, so the one-plot-per-family test cannot be applied.
  • A duplicate application from another member of the same family.
  • No diary number, so the file cannot be traced at all.

Where do I complain or get help?

  • Circle Officer (Anchal Adhikari) of your block, the first authority for the application itself.
  • Deputy Collector Land Reforms (DCLR) of your subdivision, the appellate and supervisory authority for land allotment cases.
  • District Magistrate's grievance sitting (janta darbar) in your district.
  • Revenue and Land Reforms Department, Bihar, Old Secretariat, Baily Road, Patna 800015. Secretariat telephone 0612-2215259, email revenue-bih@gov.in.
  • Bihar Bhumi portal at biharbhumi.bihar.gov.in for jamabandi, mutation and parimarjan once the plot is allotted.

Applying is free at every stage. Bihar has a standing public grievance route for revenue matters, and paying a middleman for a basgeet parcha is both unnecessary and a reportable offence.

Frequently asked questions

What does Bihar Vaas Bhoomi Yojana actually give you?

Bihar Vaas Bhoomi Yojana gives a landless family a homestead plot of government land, allotted free of cost, along with a basgeet parcha recording the allotment in the family's name. It is a land allotment, not a cash transfer and not a house — house construction is funded separately under Pradhan Mantri Awas Yojana Gramin or the state's own housing schemes.

Can I apply for Vaas Bhoomi Yojana online?

No. There is no online application for homestead land allotment in Bihar. The Revenue and Land Reforms Department's online services on biharbhumi.bihar.gov.in cover jamabandi, mutation, land possession certificates, parimarjan and land tax — not vaas bhoomi allotment. The application is filed on paper at the Anchal (Circle) Office.

Who decides whether I get the land?

The Circle Officer of your Anchal processes the case and the Deputy Collector Land Reforms (DCLR) and District Magistrate approve the allotment. The Halka Karmchari and Anchal Amin do the field verification of your landlessness and of the availability of unencumbered government land.

Who is not eligible for Vaas Bhoomi Yojana?

A family that already owns homestead land anywhere in Bihar is not eligible, and neither is a family that has already received a homestead plot or homestead purchase assistance from the state. Residents of other states cannot apply, and the benefit is one plot per family, not one per adult.

What is a basgeet parcha?

A basgeet parcha is the certificate of homestead allotment issued by the Revenue and Land Reforms Department that records a landless family's title to the allotted plot. Keep the original safe — it is the document you will need for mutation, for a land possession certificate, and for any housing scheme application later.

What happens if there is no government land available in my village?

Where no unencumbered government land is available, the Revenue and Land Reforms Department's alternative route is purchase assistance — a cash grant to a landless family to buy a homestead plot on the open market, known in Bihar as the Grih Sthal Kray Sahayata route. Confirm the current amount and whether the scheme is open at your Anchal Office, because the figure has been revised more than once and is not published on the department's website.

Is there any fee or agent charge?

No. Filing a vaas bhoomi application at the Anchal Office is free. No Karmchari, Amin or agent may charge you for the application, for the field verification or for issuing the parcha, and paying anyone for it is the single most common way applicants lose money on this scheme.
