Jamabandi Panji / Land Record Extract in Bihar (Bihar Bhumi)
Bihar state government scheme
A Bihar land record is the Jamabandi Panji, published by the Revenue and Land Reforms Department on the Bihar Bhumi portal at biharbhumi.bihar.gov.in, where the department offers a digitally signed jamabandi view free of cost. The same portal carries dakhil-kharij (mutation), Parimarjan Plus for correcting digitised entries, LPC, bhu-naksha, e-Mapi and online land tax.
What is the land record called in Bihar?
In Bihar the live land record is the Jamabandi Panji, the register of holdings maintained at the Anchal (Circle) Office, showing who holds each piece of land and what rent is payable on it. The Revenue and Land Reforms Department, Government of Bihar maintains it and publishes it online through the Bihar Bhumi portal at biharbhumi.bihar.gov.in.
Bihar has two layers of record and confusing them is the single most common mistake:
- The khatiyan is the survey record. The record of rights prepared at the time of the cadastral or revisional survey. It is historical and is the starting point of most title enquiries in Bihar.
- The jamabandi panji is the current rent register, updated by dakhil-kharij. It shows who is paying rent today.
The department's own portal presents "जमाबंदी पंजी देखें" as the service for viewing digitally signed land records, which is what makes the online copy worth having rather than being merely informational.
A jamabandi entry in Bihar carries the jamabandi number, the raiyat's name with father's name, the khata and khesra numbers, the area in decimal or acre, the rent (lagan) assessed, and remarks.
Who can get a Bihar land record?
You can view or apply if:
- You are the raiyat named in the jamabandi.
- You are a co-sharer in a joint holding.
- You are a buyer checking a plot before paying advance money; in Bihar this check matters more than average, because the same plot is often sold by someone who never mutated it.
- You are a farmer needing the record for a Kisan Credit Card, crop insurance, PM-KISAN verification or a state agriculture scheme.
- You are a legal heir of a deceased raiyat, applying for dakhil-kharij by inheritance.
- You are a bank or advocate doing due diligence.
- You are any member of the public, the jamabandi view is open and needs no login.
You cannot apply, or cannot get what you want, if:
- You cannot search without the mauza and an identifier. Bihar Bhumi needs district, anchal, halka and mauza plus a jamabandi, khata, khesra or name.
- You cannot get dakhil-kharij without a legal basis. A registered deed, a succession, a decree or a government settlement order.
- You cannot use Parimarjan Plus to change ownership. It only corrects digitisation errors in an existing entry.
- You cannot rely on a jamabandi as proof of title. It records rent liability, not ownership, and Bihar disputes usually turn on the khatiyan and the deed chain.
- You cannot get a record for land that was never mutated to you, however long you have been in possession, you have to file the dakhil-kharij first.

How to see your jamabandi in Bihar online
- Open biharbhumi.bihar.gov.in, the Revenue and Land Reforms Department's portal.
- Choose "जमाबंदी पंजी देखें" (view jamabandi register), the service the department describes as showing digitally signed land records.
- Select district, then anchal, then halka, then mauza. Each dropdown loads from the one above it, so work top to bottom.
- Search by jamabandi number, khata number, khesra number or raiyat's name. If you have ever paid lagan, the receipt carries the jamabandi number and that is the fastest search.
- Open the entry and read every column, the area, the share, the rent and the remarks. Where a holding is joint, check the fraction, not just that your name is present.
- Download or print the digitally signed copy. Keep the PDF rather than a screenshot; the digital signature is what makes the file worth anything.
- Cross-check the map using the Bhu-Naksha service listed on the same portal, so that the khesra number you found actually corresponds to the plot on the ground.
How to apply for dakhil-kharij (mutation) in Bihar
- Register on Bihar Bhumi with your name, mobile number and email, and log in to the dakhil-kharij section.
- Enter the district, anchal, mauza and the khata and khesra numbers of the land being mutated, and the details of the deed or the succession.
- Upload the documents — the registered sale, gift or partition deed, or the death certificate and heir details for an inheritance, along with the latest lagan receipt.
- Submit and save the application number. Bihar Bhumi's status tracking works only on that number.
- Follow the notice stage. The Circle Office issues notice, hears objections from co-sharers or neighbours, and the Circle Officer passes the order.
- Check the jamabandi again after sanction to confirm the new entry actually appears with the correct area and share. A sanctioned order that never reached the register is a common and fixable problem.
How do I correct a wrong entry, and how do I get an LPC?
Parimarjan Plus is the Bihar Bhumi service for correcting digitised jamabandi entries, a misspelt name, a wrong khesra number, a wrong area carried over when paper registers were typed into the system. File it with proof of what the correct entry should be, usually the old register page or the deed.
LPC (Land Possession Certificate), listed on Bihar Bhumi as भूमि दखल कब्ज़ा प्रमाण पत्र, certifies that a named person is in possession of a described holding. Banks ask for it with agricultural loan applications and several state schemes require it. Apply through the portal or the Circle Office, with the jamabandi details and the current lagan receipt.
e-Mapi is the department's land measurement service, used when you need official measurement of a plot rather than only a record, and Bhu-Naksha is the revenue map viewer.
What does it cost, and what should you refuse to pay?
Viewing the jamabandi panji on Bihar Bhumi costs nothing. Land tax paid on the portal is your own rent liability, not a service fee. A Common Service Centre may charge only its notified service charge for filing or printing, and it must display that rate.
Around Bihar Circle Offices, agents offer to "get your dakhil-kharij done" for thousands of rupees. The application is free to file online, the Circle Officer decides on the record, and no payment creates a faster queue. If someone asks for money to sanction a mutation, that is a bribe, not a fee; take the application number to the DCLR. Never give your Bihar Bhumi login or Aadhaar OTP to an agent.
Why do Bihar land record requests fail?
- Searching the wrong mauza, where a village name repeats within a district.
- Assuming registration completed the transfer, without dakhil-kharij the jamabandi does not change.
- Buying from a seller whose own mutation was never done, so the chain breaks a generation back.
- Digitisation errors in name or area that need Parimarjan Plus rather than a fresh mutation.
- Unpaid lagan, which stalls LPC and mutation applications at the counter.
- Confusing khatiyan with jamabandi, and producing the wrong document to a bank.
Grievance and escalation route in Bihar
- Circle Officer (Anchal Adhikari); mutation, correction and LPC decisions
- Deputy Collector Land Reforms (DCLR) of the sub-division; appeals against Circle Office orders
- District Collector, district-level revenue escalation
- Revenue Court Management System, listed on Bihar Bhumi, for revenue cases
- Revenue and Land Reforms Department, Old Secretariat, Bailey Road, Patna 800015
Carry the jamabandi number, khata and khesra numbers, mauza name and the application number to every office. Without them, no anchal can trace your land or your file.
How to check your application status
A jamabandi view has no "status" to check, the record either opens on screen or it does not. Status tracking matters for the applications you file on top of the record: dakhil-kharij (mutation), Parimarjan Plus correction, and LPC. All three run through the same application number issued when you submit on Bihar Bhumi, and that number is the only key the portal's tracking accepts.
- Go back to biharbhumi.bihar.gov.in and open the dakhil-kharij (or Parimarjan Plus, or LPC) section you applied through, rather than the jamabandi-view section.
- Enter the application number you saved at submission, along with the district, anchal and mauza if the tracking page asks for them.
- Read the stage shown, not just a yes/no result. Bihar's mutation workflow moves through registration of the application, issue of notice, the hearing where co-sharers or neighbours can object, and finally the Circle Officer's order. The tracker names the stage the file is sitting at.
- If the status has not moved for weeks, the file is usually stuck at the notice or hearing stage waiting on an objection, or waiting on the Circle Officer's order list. A visit to the Anchal (Circle) Office with the application number will get a clearer answer than repeated portal checks.
- After the tracker shows the order passed, do not stop there. Open the jamabandi view again and search the same khata and khesra to confirm the new entry actually appears with the correct name, area and share. A sanctioned order that has not yet been carried into the register is a known gap in the workflow, and the only way to catch it is to check the register itself, not just the application tracker.
- For a Common Service Centre filing, the CSC operator can look up the same application number on your behalf if you do not have online access yourself, since the number, not the login, is what the system tracks against.
Keep the application number, the district-anchal-mauza combination, and the khata and khesra numbers together in one place. Bihar Bhumi's status tools have no way to find your file by name alone.

Frequently asked questions
Which portal shows Bihar land records?
biharbhumi.bihar.gov.in, the Bihar Bhumi portal of the Revenue and Land Reforms Department, is the official source. It carries "जमाबंदी पंजी देखें" for viewing digitally signed jamabandi records, along with dakhil-kharij, bhu-naksha, LPC, Parimarjan Plus, e-Mapi, online land tax and the Revenue Court Management System.
Is the Bihar jamabandi copy free?
Yes, viewing the digitally signed jamabandi panji on Bihar Bhumi is free and needs no payment. Land tax paid through the portal is a separate liability, and Common Service Centres may charge their notified service charge for printing or for filing an application on your behalf.
What is dakhil-kharij in Bihar?
Dakhil-kharij is the mutation that moves a jamabandi entry to the buyer or the heir after a registered deed or a death. Registering a sale deed alone does not change the Bihar land record — until dakhil-kharij is sanctioned by the Circle Officer, the jamabandi still names the earlier raiyat.
What is Parimarjan Plus on Bihar Bhumi?
Parimarjan Plus is the Bihar Bhumi service for correcting mistakes that crept in when old jamabandi registers were digitised — wrong names, wrong khata or khesra numbers, wrong area. It is a correction route, not a transfer route, and it does not replace dakhil-kharij.
What is an LPC and where do I get it in Bihar?
An LPC is a Land Possession Certificate — "भूमि दखल कब्ज़ा प्रमाण पत्र" — certifying that a named person is in possession of a described holding. Bihar Bhumi lists LPC as an online service, and the Circle Office issues it; banks and government schemes commonly ask for it.
Does the jamabandi prove ownership of land in Bihar?
No, the jamabandi is a revenue record of who is liable to pay rent on a holding, and it is presumptive evidence rather than proof of title. A Bihar title check also needs the registered deed chain, the survey khatiyan and the record of the mutation that followed each sale.
How do I see the map of my plot in Bihar?
Use the Bhu-Naksha service listed on Bihar Bhumi, described by the department as a portal for viewing revenue maps. It shows the shape and position of a khesra number, which is what you need before a demarcation or an encroachment complaint.
Where do I complain if my mutation is stuck in Bihar?
Escalate to the Circle Officer of the anchal first, then the Deputy Collector Land Reforms (DCLR) of the sub-division, then the District Collector. The Revenue and Land Reforms Department is at the Old Secretariat, Bailey Road, Patna 800015.
