What is the Bihar Student Credit Card Scheme?

Bihar Student Credit Card Scheme is an education loan programme run by the Education Department, Government of Bihar, through the Bihar State Education Finance Corporation. The scheme forms one of the three youth components of the state's Seven Nishchay programme, launched under the slogan "Aarthik Hal, Yuvaon Ko Bal". An economic answer, strength to the youth. It is commonly called BSCC, and in Hindi it is known as the Bihar Student Credit Card Yojana.

According to the Seven Nishchay Yuva Up Mission portal, the purpose of the scheme is to stop students from dropping out after Class 12 for want of money. Commercial education loans in India carry interest in the 9 to 12 percent band and usually demand collateral. Bihar Student Credit Card Scheme instead lends up to Rs 4,00,000 at simple interest of 4 percent per annum, and at just 1 percent per annum for women, transgender applicants and divyang applicants. The state government positions the loan as effectively interest-light rather than interest-free, and the concessional rate is the single most important thing to understand about it.

The scheme sits alongside two sister programmes on the same portal. The Mukhyamantri Nishchay Swayam Sahayata Bhatta, which pays a monthly allowance to unemployed youth, and the Kushal Yuva Program, which delivers language and computer training to those aged 15 to 25. All three share one registration, but a student may take the benefit of only one.

Who is eligible for the Bihar Student Credit Card?

You can apply if:

  • You are a permanent resident of Bihar and can produce a residence certificate issued through the RTPS system.
  • You have passed Class 12 or an equivalent examination from an educational institution located in Bihar. The mission FAQ is explicit that the qualifying examination must have been taken from a Bihar institution.
  • You have secured admission to a recognised higher-education course: general degree courses, technical and engineering courses, polytechnic and diploma courses, and professional courses all qualify, provided the institution appears on the mission's approved college list.
  • You are within the prescribed age band for the scheme. The mission publishes the current age limit on the portal and applies relaxations of five years for SC and ST applicants, three years for OBC applicants and five years for persons with disabilities across the Seven Nishchay youth schemes.
  • You can produce a co-applicant, normally a parent or legal guardian, whose identity and bank details go on the application alongside yours.

You cannot apply, or are not eligible, if:

  • You are not domiciled in Bihar, or you passed Class 12 from an institution outside Bihar.
  • Your institution or course is not on the approved list maintained on the mission portal. Checking the college list before you apply saves the most time, because an unlisted institution is the commonest reason an otherwise sound application stalls.
  • You are already drawing another Seven Nishchay youth benefit, in particular the self-help allowance. Only one of the three schemes may be claimed.
  • You have not yet taken admission. The scheme funds an admission that has already happened; an aspirant who has only appeared for an entrance test cannot apply in advance.
  • You do not attend the DRCC on the date allotted to you and do not seek a fresh date. Non-appearance closes the file.

How much money does the Bihar Student Credit Card give?

Bihar Student Credit Card Scheme sanctions a maximum of Rs 4,00,000 for the whole course. The sanction is a limit, not a payout: the corporation releases money in instalments against the fee demand raised by your institution, semester by semester or year by year. If your course costs less than Rs 4 lakh, you draw only what the fee schedule justifies and the rest of the limit is never disbursed.

Interest runs at 4 percent simple for most borrowers and 1 percent simple for women, transgender and divyang borrowers. Because the interest is simple and not compounded, the cost of a Rs 4 lakh loan is dramatically lower than a commercial education loan of the same size. Repayment begins after the course ends, following the moratorium terms recorded in the sanction letter issued by the Bihar State Education Finance Corporation. Read that sanction letter carefully, the moratorium length, the number of instalments and the exact repayment start date are stated there and can differ between courses.

How to apply for the Bihar Student Credit Card

  1. Open 7nishchay-yuvaupmission.bihar.gov.in and choose New Applicant Registration. Enter your name, Aadhaar-linked mobile number and email address exactly as they appear on your documents.
  2. Verify the OTP sent to your mobile number and email. The portal then issues a user ID and password to that mobile number and email, save both, because every later step needs them.
  3. Log in with the user ID and password, and fill the common application form with your personal, educational and address details.
  4. From the scheme list, select BSCC (Bihar Student Credit Card) and click apply. Fill the BSCC-specific section β€” course, institution, course duration and fee; followed by the full details of your co-applicant.
  5. Submit the form. No documents are uploaded at this stage. The portal generates an application number and allots you a date and a District Registration and Counselling Centre.
  6. Attend the DRCC on the allotted date with the originals and one self-attested photocopy set of every document listed above. DRCCs work weekdays from 10 AM to 6 PM.
  7. The DRCC verifies your papers, records your biometrics where required, and forwards the case to the Bihar State Education Finance Corporation for sanction.
  8. On sanction, collect or download your sanction letter, and the corporation begins releasing money against your institution's fee demands.

How to apply offline for the Bihar Student Credit Card

Bihar Student Credit Card Scheme has no purely offline route, registration must happen online, but the mission publishes blank application forms for the common information section and for BSCC on the "How to Apply" page. Students without internet access at home commonly do this:

  1. Download and fill the blank BSCC form, or collect one at the DRCC counter.
  2. Take it to the DRCC in your district, where the counter staff complete the online registration on your behalf at no charge.
  3. Complete document verification in the same visit.

Common Service Centres and cyber cafes also do the online step, but they are private operators and are not part of the scheme. Nothing they charge is a government fee.

How to check your Bihar Student Credit Card application status

  1. Log in to 7nishchay-yuvaupmission.bihar.gov.in with the user ID and password issued at registration.
  2. Open the Application Status option in the menu.
  3. Read the stage shown; registered, DRCC verification pending, verified, sanctioned, or disbursed.

If a stage stays unchanged for several weeks, call the toll-free helpline 1800-3456-444 or visit your DRCC in person with your application number. The mission also publishes district-wise DRCC contact details on its "Contact Us" page, which is the fastest route when the issue is a document defect rather than a portal problem.

Why Bihar Student Credit Card applications get rejected

  • Institution not on the approved college list. Verify the list on the portal before you pay an admission fee, not after.
  • Class 12 passed from outside Bihar, which fails the core eligibility test.
  • Name mismatch between Aadhaar, marksheets and the bank passbook. Get the Aadhaar corrected first; the DRCC cannot overlook a mismatch.
  • Joint bank account. The disbursement account must be in the student's sole name.
  • Missing fee structure on institution letterhead, without which no instalment can be computed.
  • Failure to attend the DRCC on the allotted date.
  • Already availing another Seven Nishchay scheme, which makes the second application inadmissible.

Most of these are curable. A defect noticed at the DRCC can usually be fixed and the file re-submitted on a fresh date rather than started again from scratch.

Where to get help and raise a grievance

  • Toll-free helpline: 1800-3456-444
  • District Registration and Counselling Centre (DRCC) in your district; contact details are listed on the mission portal
  • Bihar State Education Finance Corporation for sanction and disbursement questions once the DRCC has cleared your file
  • User manuals, process flow documents and video tutorials for BSCC are published free on the "How to Apply" page of the mission portal

No government official will ask for your portal password or your OTP, and no middleman can get a Student Credit Card sanctioned faster for a fee.

Frequently asked questions

How much loan does the Bihar Student Credit Card give?

Bihar Student Credit Card Scheme sanctions up to Rs 4,00,000 per student for an approved higher-education course. The amount is not paid in one lump sum; it is released in instalments against the institution's fee demand across the years of the course, and any unused balance simply lapses.

What interest rate is charged on the Bihar Student Credit Card?

Simple interest of 4 percent per annum is charged on the outstanding amount for most students, and only 1 percent per annum for women, transgender applicants and divyang (differently abled) applicants. There is no compounding while the course is running.

Who is eligible for the Bihar Student Credit Card?

A permanent resident of Bihar who has passed Class 12 from a recognised institution in Bihar and has secured admission to a recognised higher-education course is eligible, subject to the age limit published on the mission portal. The scheme is run by the Education Department under the Seven Nishchay programme.

Is the Bihar Student Credit Card application fully online?

No. Registration and the application form are online at 7nishchay-yuvaupmission.bihar.gov.in, but no documents are uploaded during the online step. You must attend the District Registration and Counselling Centre in person on the allotted date with self-attested photocopies for verification.

What is the DRCC in the Bihar Student Credit Card process?

DRCC stands for District Registration and Counselling Centre, the district office that verifies your documents and forwards your case to the Bihar State Education Finance Corporation. DRCCs are open on weekdays from 10 AM to 6 PM and there is one in each district of Bihar.

Can I take the Bihar Student Credit Card and the self-help allowance together?

No. The mission's FAQ states plainly that an applicant may take the benefit of only one of the three Seven Nishchay youth schemes. If you draw the Student Credit Card you cannot also draw the Mukhyamantri Nishchay Swayam Sahayata Bhatta.

What can the Bihar Student Credit Card money be used for?

Course fees are the primary use, and the scheme also covers hostel charges and study costs such as books, stationery and a laptop where the institution's fee schedule or the sanction order provides for them. The money is meant for the education of the applicant only.

Is there any fee to apply for the Bihar Student Credit Card?

No. Registration on the Seven Nishchay portal and verification at the DRCC are free. No agent is authorised to charge a fee for getting a Student Credit Card sanctioned, and the toll-free helpline 1800-3456-444 can be used to report anyone who does.
