Trade Licence in Chandigarh
Chandigarh state government scheme
Chandigarh does not run a general municipal trade licence online. Municipal Corporation Chandigarh's Licensing Branch, one of its 27 branches, issues licences and registration certificates for rickshaw pullers and loading rehris, and runs 48 booths in the Rehri Market and 36 platforms in the Old Books Market. A Chandigarh shop's core registration comes from the Labour Department instead.
Does Chandigarh issue a trade licence?
This deserves a direct answer, because Chandigarh genuinely differs from the mainland states around it.
Municipal Corporation Chandigarh does not publish a general trade licence. The corporation lists 27 branches on its own website, Accounts, Agenda, Architecture, B&R, Booking, Building, Colony, Complaint & Grievance, DAY-NULM, Enforcement, Engineering, Establishment, Estate, Fire & Rescue Services, Horticulture & Electrical, IT, Legal, Licensing, Medical Officer of Health, Monitoring, Parking, Public Health, Public Relation, RTI, Rural, Solid Waste Management, Tax and Vendor Cell.
Of those, the Licensing Branch is the one whose name promises a trade
licence. Its own page on mcchandigarh.gov.in describes something narrower: the
branch handles the renewal and issuance of driving licences and registration
certificates for rickshaw pullers and loading rehris, and it operates 48
booths in the Rehri Market at Sector 23-C and 36 platforms in the Old Books
Market at Sector 15-A. It cites the Chandigarh Rules, 1991 and the Day
Markets Rules, 1971 as its governing rules.
Nor does MC Chandigarh's online services list carry a trade licence. That list carries new water meter connections, tubewell water connections, residential and commercial property tax payment, online building plan approvals, fire safety certificate issuance, the MC eChallan, birth and death registration, pedal rickshaw and loading rehri licences, and community centre bookings, and nothing that answers to "trade licence".
So what does a Chandigarh business actually need? In practice: registration under the shops and commercial establishments law with the Labour Department, GST registration where turnover crosses the threshold, FSSAI registration or a licence for any food business, a fire safety certificate for larger premises, building plan approval for construction or alteration, and, if you trade from a rehri, a booth or a day market platform — the MC Licensing Branch licence under the 1991 and 1971 rules.
Who can and cannot apply through the MC Chandigarh Licensing Branch?
The Licensing Branch route is for people who trade from a vehicle, a rehri, a booth or a market platform rather than from a private shop. Rickshaw pullers, loading rehri operators, and holders of the 48 Rehri Market booths at Sector 23-C or the 36 Old Books Market platforms at Sector 15-A come within it.
You cannot apply through the Licensing Branch, and should go elsewhere, where:
- You run a fixed shop in a private building. Your registration is the shops and commercial establishments registration with the Labour Department, not a Licensing Branch licence.
- You want to construct or alter the premises. That is the Building branch and the online building plan approval system, not licensing.
- You are opening a food business. FSSAI registration or a licence is the controlling approval, and the Medical Officer of Health branch is the corporation's public health authority.
- You need a fire safety certificate. MC Chandigarh routes that service to
serviceonline.gov.in. - You are a mobile street vendor. MC Chandigarh runs a separate Vendor Cell among its 27 branches for street vending, which is regulated under street vendor provisions rather than as a trade licence.
- The premises lie outside MC Chandigarh's limits, in which case the Rural branch or the relevant panchayat is the authority.
How to apply for a Chandigarh licence
- Work out which approval you actually need. A rehri, rickshaw, booth or day market platform goes to the MC Licensing Branch. A fixed shop goes to the Labour Department for shops and commercial establishments registration. A food business needs FSSAI on top of either. Getting this wrong wastes weeks.
- For a pedal rickshaw or loading rehri licence, use the MC online service.
MC Chandigarh's online services list carries "New License and Lease For Renew
Application Pedal Rickshaw-Loading Rehri", delivered through the Chandigarh
eGov citizen portal at
egov.chandigarhsmartcity.in/citizen/user/login. Register there with your mobile number. - Fill the application and upload documents. Identity proof, passport photographs, and the vehicle or rehri particulars. For a booth or platform, the allotment particulars.
- Or apply at the Licensing Branch counter. The branch sits in Room No. 9, Ground Floor, New Delux Building, Jan Marg, Sector 17, Chandigarh 160017. The Superintendent is reachable on 0172-5021623 and at supdtmcc@gmail.com.
- Pay only the fee the counter or the portal states, and keep the receipt.
- Clear the related approvals in parallel. Pay the commercial property tax on
the holding through the e-Sampark payment page, apply for the fire safety
certificate through
serviceonline.gov.inif the premises need one, and get the building plan approved throughobps.chandigarhsmartcity.inif you are building or altering. - Collect the licence and keep it at the premises or on the vehicle. An inspector who cannot see the licence treats the trade as unlicensed.
How do I check a Chandigarh licence application?
For an online application, log in to egov.chandigarhsmartcity.in with the
credentials you applied under. For a counter application, take the
acknowledgement back to the Licensing Branch, Room No. 9, New Delux Building,
or call 0172-5021623. MC Chandigarh's general complaint line is
0172-2787200, its main office number is +91 172 2708765, and its
toll-free complaint number is 14420, available from 8 AM to 8 PM.
Renewal and validity
The MC Chandigarh Licensing Branch's own description names renewal alongside issuance, so a rickshaw or loading rehri licence is a renewable permission rather than a permanent one, and MC's online service is explicitly a "New License and Lease For Renew Application". Read the expiry printed on your own licence and renew before it, since operating on a lapsed licence exposes you to an eChallan from the corporation's enforcement wing.
MC Chandigarh does not publish a single statewide fee schedule for these licences on its website, so the amount stated at the Licensing Branch counter or on the eGov portal is the amount to pay, and nothing above it.
Why Chandigarh licence applications get rejected
- Wrong authority approached. A fixed shop filed at the Licensing Branch, when it needed a Labour Department registration.
- No allotment of the booth or platform you claim to trade from, in the Rehri Market or the Old Books Market.
- Weak premises proof for a fixed shop. An expired rent agreement, or no landlord consent for commercial use.
- Property tax arrears on the holding.
- Missing FSSAI registration for a food business.
- No fire safety certificate where the premises size or use requires one.
- Building used contrary to its approved plan, which the Building and Enforcement branches both look at.
Grievance route and a warning about middlemen
Use MC Chandigarh's Complaints and Grievances facility on
mcchandigarh.gov.in, or call the toll-free 14420 between 8 AM and 8 PM.
The corporation publishes a Citizen Charter and a Right to Service page
stating what it commits to deliver, and runs a dedicated Complaint and
Grievance branch. For a licensing file specifically, start with the
Superintendent of the Licensing Branch on 0172-5021623, then escalate to the
Commissioner's office at comm-mcc-chd@nic.in.
Pay only the fee the Licensing Branch counter or the official portal states, and
always against a receipt. Because Chandigarh publishes no general trade licence
and no open fee schedule for these licences, an agent quoting you a "trade
licence fee" for a fixed shop is quoting for a document Municipal Corporation
Chandigarh does not issue. No agent or "licence consultant" can move a municipal
file faster, and no one is entitled to cash on the side. Apply yourself on
mcchandigarh.gov.in and egov.chandigarhsmartcity.in, keep every receipt, and
raise a grievance the moment someone asks for a payment no counter and no portal
ever showed you.
