Caste Certificate in Chandigarh (SC and BC/OBC Bonafide Certificate)

Chandigarh state government scheme

Quick answer

Caste Certificate in Chandigarh is issued by the Sub Divisional Magistrate as an SC Bonafide or BC/OBC Bonafide Certificate. Chandigarh Administration charges NIL government fee and lists 9 working days for a bonafide certificate and 30 working days for an outside-state certificate. Apply at any e-Sampark Centre or online through the Chandigarh e-District portal.

Benefit
An official Scheduled Caste or Backward Class certificate recognised by Chandigarh Administration departments, UT educational institutions and central reservation authorities
How to apply
Both — online through the Chandigarh e-District portal and offline at any e-Sampark Centre

Caste Certificate in Chandigarh is the document that records, in writing from the Chandigarh Administration, that you belong to a Scheduled Caste or a Backward Class notified for the Union Territory. Chandigarh issues it in four distinct forms; SC Bonafide Certificate, BC/OBC Bonafide Certificate, SC (Outside State) Certificate and BC/OBC (Outside State) Certificate, and the one you need depends on whether your caste is notified for Chandigarh itself or for another state.

Which department issues the caste certificate in Chandigarh?

Chandigarh Administration issues the caste certificate through the Deputy Commissioner's office, with the Sub Divisional Magistrate named as the issuing authority on the Chandigarh district portal's Scheduled Caste Certificate service page. Delivery to the public happens at two counters: the e-Sampark Centres run by the Department of Information Technology, and the Chandigarh e-District portal built on the Service Plus platform.

This is a genuine difference from neighbouring Punjab and Haryana. In most large states a Tehsildar signs the caste certificate; in Chandigarh, a UT with a single district and no rural tehsil structure of the usual kind, the Sub Divisional Magistrate holds the power. Chandigarh Administration publishes the full list of designated authorities on chandigarh.gov.in, and the SDM appears there for caste certification.

e-Sampark Centres are the physical front office. Chandigarh operates them across Sector 7, Sector 21, Sector 40, Sector 47, Manimajra and Industrial Area Phase 1, among other locations, and every one of them accepts caste certificate applications.

Who can and cannot apply for a Chandigarh caste certificate?

You can apply if you are a resident of Chandigarh and you belong to a caste notified as a Scheduled Caste for the Union Territory of Chandigarh, or to a Backward Class on the Chandigarh list. Descent is patrilineal for this purpose: the caste is taken from the father, which is why Chandigarh asks for the father's caste certificate and the father's residence proof rather than only the applicant's.

You can also apply as a Chandigarh resident whose caste is notified in a different state, but the certificate you receive is then an SC (Outside State) or BC/OBC (Outside State) certificate, and it says so on its face. This matters. A caste notified as Scheduled Caste in Uttar Pradesh does not automatically carry Chandigarh reservation, and an outside-state certificate is not a substitute for a bonafide one in UT recruitment or UT college admission.

You cannot apply if your caste is not on any notified SC or Backward Class list, if you cannot produce Chandigarh residence proof for yourself and your parents, or if the family is claiming a caste through the mother's side alone. A person converted out of Hinduism, Sikhism or Buddhism to a religion outside those three cannot hold Scheduled Caste status, since the Constitution (Scheduled Castes) Order restricts SC status to those three religions. This is a national rule, not a Chandigarh one, but it is the reason a fair number of Chandigarh applications fail.

What is the fee for a caste certificate in Chandigarh?

Chandigarh charges NIL. The e-Sampark e-payment fee schedule lists all four caste certificate services; SC Bonafide, BC/OBC Bonafide, SC (Outside State) and BC/OBC (Outside State) — with a fee of NIL.

Two small statutory costs sit outside that. e-Sampark's checklist asks for the application on legal paper with a court fee of Rs 1.25 affixed, and for an attested affidavit on Rs 5 stamp paper. Those are stamp-vendor costs, not administration charges, and they total under Rs 10.

Nobody in Chandigarh Administration is authorised to charge you anything beyond that. If a middleman near the Deputy Commissioner's office quotes you a few hundred rupees to "get it moving", you are paying for a queue you could join yourself for free.

How to apply for a caste certificate in Chandigarh online

  1. Open the Chandigarh e-District portal at eservices.chd.gov.in and register as a citizen with your mobile number and email. The Chandigarh district site links this registration page straight from its Scheduled Caste Certificate service page.
  2. Log in and search the service list for "Scheduled Caste Certificate" or "Backward Class / OBC Certificate", picking the Bonafide or Outside State variant that matches your case.
  3. Fill the application with your name, father's name, permanent Chandigarh address, caste and sub-caste exactly as they appear on your father's certificate. A sub-caste spelt differently from the notification list is the commonest reason a file comes back.
  4. Upload scanned copies of your residence proof, your parents' residence proof, your school or birth certificate, your father's caste certificate and the signed affidavit.
  5. Submit and note the application reference number shown on the acknowledgement. There is no fee to pay at this step.
  6. Track the file under the status option using that reference number, and download the digitally signed certificate from the portal once it is approved.

How to apply offline at an e-Sampark Centre

  1. Collect the caste certificate application form at any e-Sampark Centre, or write the application on legal paper and affix the Rs 1.25 court fee stamp.
  2. Get the affidavit typed on Rs 5 stamp paper, declaring your caste and sub-caste and that you do not already hold the certificate, and have it attested.
  3. Attach the residence proofs for yourself and both parents, the school or birth certificate, and your father's caste certificate. If no family member has ever held one, attach instead the caste verification signed by two gazetted officers with copies of their ID cards, and residence proof of your father, grandfather or forefather from before 1 November 1966.
  4. Submit the complete set at the e-Sampark counter and keep the receipt with the reference number printed on it.
  5. Return to the same counter, or check online, after the service period to collect the certificate signed by the Sub Divisional Magistrate.

How long does Chandigarh take, and how do I check status?

Chandigarh publishes 9 working days for an SC Bonafide or BC/OBC Bonafide Certificate and 30 working days for an SC or BC/OBC (Outside State) Certificate. The gap is real work: an outside-state file needs a reference to the notifying state's revenue authority before Chandigarh will certify anything.

Status is checked with the reference number on the acknowledgement: on the e-District portal under the track-application option, or at the e-Sampark counter that took the file. Chandigarh's e-District setup also offers a dashboard and mobile access for tracking submitted applications.

Does a Chandigarh caste certificate expire?

A caste certificate records a fact of birth, so the caste entry itself does not lapse and Chandigarh does not run a routine renewal cycle for it. In practice, though, recruiting bodies and colleges frequently insist on a recently issued copy, and the non-creamy-layer element of an OBC certificate genuinely does go stale: creamy-layer status turns on parental income and service rank, both of which change. Treat the OBC non-creamy-layer certificate as a document to refresh before each major application, and keep the SC certificate itself as a permanent record.

Why do Chandigarh caste certificate applications get rejected?

The recurring reasons are documentary rather than substantive. Residence proof younger than six months is a frequent problem, because e-Sampark asks for documents at least six months old to establish settled residence. A sub-caste spelling that does not match the notified Scheduled Caste list for Chandigarh is another. Missing parental residence proof, applicants routinely attach their own and forget the father's and mother's, accounts for a large share of returns.

First-time cases fail most often on the pre-1966 residence requirement. If no one in the family has ever held a caste certificate, Chandigarh needs both the two-gazetted-officer verification and paternal-line residence proof from before 1 November 1966, and a file with only one of the two goes back.

Finally, applying for the wrong variant wastes weeks: if your caste is notified in Bihar and not for Chandigarh, an SC Bonafide application will be rejected and you should be filing SC (Outside State) instead.

Where do I complain if the certificate is delayed?

Escalate first to the Sub Divisional Magistrate's office under the Deputy Commissioner, Chandigarh, quoting your reference number and the published 9-working-day or 30-working-day service standard. The e-Sampark Centre that accepted your file can tell you which desk it is sitting on.

If that does not move it, file a grievance on the Chandigarh Administration grievance channel or on the central CPGRAMS portal at pgportal.gov.in, attaching the acknowledgement. Chandigarh publishes its designated authorities list at chandigarh.gov.in, which is the right place to confirm exactly which officer is answerable for the delay before you write.

One last thing worth repeating: this certificate is free, the timelines are published, and both the online and the counter route are open to you directly. Chandigarh Administration does not authorise any private agent to file, follow up or collect a caste certificate on your behalf for a fee.

Documents required

Residence proof of the applicant
Ration card, voter ID, electricity or water bill in the Chandigarh address. e-Sampark asks for residence documents at least six months old.
Residence proof of the father and the mother
Chandigarh asks for the parents' Chandigarh residence proof separately from the applicant's, because caste descends through the father's line.
School certificate or birth certificate of the applicant
Establishes date of birth and the caste entry recorded at school admission.
Caste certificate of the father
The single strongest document. If the father holds an SC or BC certificate issued in Chandigarh, the case is decided on that alone in most instances.
Affidavit on stamp paper
e-Sampark lists an attested affidavit on Rs 5 stamp paper declaring the caste, the sub-caste and that no such certificate is already held.
Application on legal paper with court fee stamp
e-Sampark lists a court fee of Rs 1.25 affixed to the application when the form is filed on legal paper at the counter.
Caste verification by two gazetted officersoptional
Required only where no caste certificate exists anywhere in the family. Copies of the two officers' identity cards must be attached.
Residence proof of the father, grandfather or forefather prior to 01.11.1966optional
Required for a first-time SC case. 1 November 1966 is the date Chandigarh became a Union Territory on the reorganisation of Punjab, and pre-1966 residence is what establishes an original Chandigarh SC claim.
Aadhaar cardoptional
Used for identity and for linking the online e-District application.

Frequently asked questions

What does a Caste Certificate in Chandigarh cost?

Nothing — Chandigarh Administration lists the government fee for the SC Bonafide Certificate, BC/OBC Bonafide Certificate, SC (Outside State) Certificate and BC/OBC (Outside State) Certificate as NIL on the e-Sampark e-payment schedule. The only money you spend is on the Rs 5 stamp paper for the affidavit and the Rs 1.25 court fee stamp on a counter application.

How long does Chandigarh take to issue a caste certificate?

Chandigarh lists 9 working days for an SC or BC/OBC Bonafide Certificate and 30 working days for an SC or BC/OBC (Outside State) Certificate. The outside-state variety takes longer because the Chandigarh office has to write to the state that originally notified your caste.

Who signs the caste certificate in Chandigarh?

The Sub Divisional Magistrate is the issuing authority for the Scheduled Caste certificate in Chandigarh, working under the Deputy Commissioner, Chandigarh. Chandigarh has no separate Tehsildar-level issuance for this document the way most large states do.

What is the difference between a Bonafide certificate and an Outside State certificate in Chandigarh?

A Bonafide certificate is for a family whose caste is notified for Chandigarh and who have lived here long enough to qualify, while an Outside State certificate records that you belong to a caste notified in another state. The distinction matters for reservation, because a caste notified in one state does not automatically carry reservation in Chandigarh.

Can I apply for a Chandigarh caste certificate online?

Yes — Chandigarh Administration runs its e-District services on the Service Plus platform, and citizens register, apply, upload documents and track status there. The Chandigarh district site links the registration and application pages directly from its Scheduled Caste Certificate service page.

What if nobody in my family has ever held a caste certificate?

Chandigarh then asks for caste verification by two gazetted officers, with copies of their identity cards, plus residence proof of your father, grandfather or forefather from before 1 November 1966. This is the standard route for a first-time SC claim in the UT and it is the slowest one.

Do I need an income certificate for a Chandigarh OBC certificate?

You need one only if you are applying for the non-creamy-layer form of the OBC certificate used for central or UT reservation, since creamy-layer status is decided on parental income and service rank. A plain BC/OBC bonafide certificate that only records caste does not itself carry an income test.

Should I pay an agent to get this done faster?

No — the certificate is free at e-Sampark Centres and on the e-District portal, and no agent can move a file faster than the 9-working-day service standard. Anyone charging you a "processing fee" beyond the Rs 5 stamp paper and Rs 1.25 court fee is charging for something the government does for nothing.
