Pension to Widows and Destitute Women, Chandigarh
Chandigarh state government scheme
Pension to Widows and Destitute Women in Chandigarh pays Rs 1,000 per month to women aged 18 to 60 whose annual family income does not exceed Rs 1.50 lakh and who have lived in the Union Territory for more than 3 years. The Department of Social Welfare runs it. Apply online at chdservices.gov.in or in Sector 17-C.
What is the Chandigarh widow and destitute women pension?
Pension to Widows and Destitute Women is a monthly social security pension run by the Department of Social Welfare, Women and Child Development, Chandigarh Administration. The department states its objective simply: "to provide financial assistance to Widows and Destitute Women."
Pension to Widows and Destitute Women pays Rs 1,000 per month. The department lists the incentive as "Rs. 1000/- p.m", the same rate it pays under Old Age Pension and under the lower slab of the disability pension.
The scheme's name matters, because it defines who it covers. It is not only a widow pension. A destitute woman. A woman left without support who is not technically a widow, for instance one who has been deserted: falls within the same scheme. That is why the department marks the husband's death certificate as required only "in case of widow" rather than for every applicant.
Chandigarh is a Union Territory administered directly by the Chandigarh Administration, so this is a UT scheme. The administering office is at the Additional Town Hall Building, 3rd Floor, Sector 17-C, Chandigarh 160017.
Key features
- Flat monthly assistance of Rs 1,000, paid into the beneficiary's own account.
- Age band of 18 to 60 years. This scheme has both a floor and a ceiling.
- Annual family income limit of Rs 1.50 lakh.
- Residence in Chandigarh for more than 3 years.
- Online application through e-District Chandigarh, live since 28 May 2017.
Who is eligible for the Chandigarh widow and destitute women pension?
The Department of Social Welfare publishes three conditions, and all three must be satisfied together.
You can get the pension if:
- You are a woman aged between 18 and 60 years.
- You are a widow or a destitute woman.
- You have been a resident of UT Chandigarh for more than 3 years.
- Your annual family income does not exceed Rs 1.50 lakh.
You are not eligible if:
- You are under 18 or over 60. The upper limit is real and it is the difference most applicants miss. A widow who turns 60 does not simply keep drawing this pension, she should move across to Old Age Pension, which pays the same Rs 1,000 and carries no upper age limit.
- Your family income exceeds Rs 1.50 lakh a year. The wording on the department's page is family income, so a widow living in a household with earning adult children may cross the ceiling.
- You have lived in Chandigarh 3 years or less, or cannot document three years of residence.
- You live outside the Union Territory. Residents of Mohali, Kharar, Zirakpur or Panchkula cannot apply here even if they work in Chandigarh.
- You are male. This scheme is confined to widows and destitute women.
The department does not publish any caste or religion condition for this pension. It is open to women of all communities.
What documents are required for the Chandigarh widow pension?
The department asks for self-attested photocopies of the following.
| Document | Mandatory | Notes |
|---|---|---|
| Residence proof of three years | Yes | Voter card, ration card, electricity bill or similar |
| Death certificate of husband | Only for widows | Explicitly marked "in case of widow" |
| Aadhaar card | Yes | For identity and bank account seeding |
| Mobile number | Yes | Receives the e-District application number and alerts |
| Proof of age | Yes | To establish that you are between 18 and 60 |
| Income proof | Yes | Annual family income up to Rs 1.50 lakh |
| Bank passbook copy | Yes | First page with account number and IFSC, in your own name |
A destitute woman applying without a death certificate should be ready to establish her circumstances to the department's satisfaction, since the destitution ground is assessed rather than proved by a single certificate.
If you do not already hold an income or residence certificate, both are separate e-District Chandigarh services and can be applied for through the same Citizen Login. Income Certificate went live on 7 August 2015 and Residence/Domicile Certificate on 21 August 2015.

How to apply for the Chandigarh widow pension offline

- Fill it in and attach self-attested photocopies of every required document.

How much is paid and how does the money arrive?
Pension to Widows and Destitute Women pays Rs 1,000 a month, which is Rs 12,000 across a full year. Payment goes into the beneficiary's own bank account, which is why the account must be in her name and the IFSC must be correct on the application.
The pension is recurring, not one-time. It continues as long as the beneficiary remains within the 18 to 60 age band, remains resident in Chandigarh, and continues to meet the income condition. The department runs a Life Certificate section on chdsw.gov.in, and a lapsed life certificate is a common reason for payments pausing.
Families should plan for the 60-year transition. Because this scheme stops at 60 and Old Age Pension starts at 60 at the same Rs 1,000 rate, a fresh application under Old Age Pension around the 60th birthday avoids a gap in payment.
Why do Chandigarh widow pension applications get rejected?
- Residence proof falls short of three years. A recently issued voter card or a new electricity connection shows current residence, not three years of it.
- Applicant is above 60. The file is returned with a direction to apply under Old Age Pension instead.
- Family income above Rs 1.50 lakh a year, most often because only the applicant's own income was declared.
- Missing death certificate where the applicant has applied specifically as a widow.
- Bank account not in the applicant's own name, or a wrong IFSC, which blocks the transfer even after sanction.
- Address outside the Union Territory. A Mohali or Panchkula address on the form.
Most rejections are documentary rather than substantive. Obtaining the income certificate and residence certificate through e-District first, and then filing the pension application with them attached, removes the majority of them.
What are the key dates for this scheme?
Pension to Widows and Destitute Women has no fixed application window. Applications are accepted through the year and taken up as they arrive, so there is no last date.
The date worth knowing is 28 May 2017, when the e-District portal launched "Sanction of Pension for Widow" alongside the old age and disabled pension services, making an online route available for the first time.

Frequently asked questions
How much is the widow pension in Chandigarh?
Rs 1,000 per month. The Department of Social Welfare, Women and Child Development lists the incentive under Pension to Widows and Destitute Women as "Rs. 1000/- p.m". The same amount applies to widows and to destitute women who are not widows.
What is the age limit for the Chandigarh widow pension?
The applicant must be in the age group 18 to 60 years. The department's eligibility list states "The women of age group 18-60". A woman who crosses 60 should move to the Old Age Pension, which has the same Rs 1,000 monthly rate and no upper age limit.
Can a destitute woman who is not a widow get this Chandigarh pension?
Yes. The scheme is titled "Pension to Widows and Destitute Women" and its stated objective covers both groups. A destitute woman applies on the destitution ground and does not submit a husband's death certificate, which the department lists as required only "in case of widow".
What is the income limit for the Chandigarh widow pension?
The monthly family income of the applicant must not exceed Rs 1.50 lakh annually, as worded on the department's scheme page. It is a family income test, so earnings of other members of the household count towards the ceiling.

How long must I have lived in Chandigarh to qualify?
More than 3 years. The department requires the applicant to be a "Resident of UT, Chandigarh for more than 3 years" and asks for residence proof covering three years, such as a voter card, ration card or electricity bill.
What documents do I upload when applying online for the Chandigarh widow pension?
Self-attested copies of three-year residence proof, Aadhaar, age proof, income proof, a bank passbook page, and the husband's death certificate if you are applying as a widow. Upload these on chdservices.gov.in and save the application number shown on screen.
