What is the Petrol Subsidy to Persons with Disability in Chandigarh?

Petrol Subsidy to Persons with Disability is a scheme of the Department of Social Welfare, Women and Child Development, Chandigarh Administration. Under it, a person with a disability who uses a motorised vehicle is entitled to a 50 per cent subsidy on the actual expenditure on the purchase of petrol or diesel, subject to a maximum of 20 litres per month.

The scheme's logic is straightforward. Chandigarh is a city built around distance and road travel, and a person with a mobility impairment often cannot use a bus or walk the last stretch. A private vehicle stops being a convenience and becomes the only workable way to reach a job, a college or a hospital. The running cost of that vehicle is therefore a disability-related cost, and the administration meets half of it up to a ceiling.

Because the benefit is expressed as a percentage of what you actually spent, and capped by quantity rather than by rupees, the money you receive moves with the pump price. Twenty litres is the outer limit of what can be claimed in a month, and half the cost of those litres is the outer limit of the subsidy.

This scheme sits within the same disability portfolio as the department's disability pension, the unemployment allowance for disabled persons, the assistance for purchase of aids and appliances, and the issuing of identity cards to disabled persons. All are administered from the department's office at Additional Town Hall Building, Sector 17-C.

Who is eligible for the Chandigarh petrol and diesel subsidy?

The department publishes three eligibility conditions and one exclusion.

You can apply if:

  • You are a person with disability who owns a motorised vehicle. The vehicle's Registration Certificate must be in your own name.
  • Your income from all sources is up to Rs 1.50 lakh per annum.
  • Your disability is certified at 40 per cent or above, evidenced by a disability certificate or identity card.
  • You hold a valid driving licence in your own name, which the department lists among the mandatory documents.
  • You have been resident in Chandigarh and can prove it for the last three years, using a voter identity card, ration card or electricity bill.

You are not eligible and cannot apply if:

  • You are already in receipt of a conveyance allowance from any government source or from any voluntary organisation. The department states this exclusion in its own words: such persons "shall not be eligible for grant of subsidy on purchase of petrol/diesel". A salaried employee whose office already pays a conveyance allowance falls out of the scheme on this ground alone.
  • Your annual income exceeds Rs 1.50 lakh from all sources counted together.
  • Your disability is certified below 40 per cent.
  • The vehicle is registered in someone else's name, a parent, spouse, sibling or employer.
  • You do not hold a driving licence in your own name.

What documents are required for the petrol subsidy?

The department publishes the list directly. Every copy must be self-attested.

Document Mandatory Notes
Two passport size photographs Yes Self-attested
Residence proof for the last three years Yes Voter identity card, ration card or electricity bill
Disability certificate or identity card Yes Must show 40 per cent or above disability
Vehicle Registration Certificate Yes Must be in the applicant's own name
Driving licence Yes Must be the applicant's own licence
Income certificate Yes Income from all sources up to Rs 1.50 lakh per annum

An income certificate for Chandigarh is itself an eDistrict service, available through chdservices.gov.in, where the published time limit for the service is 30 days. If you do not already hold a current income certificate, start that application first. It is the document that most often delays a petrol subsidy file.

Similarly, a residence or domicile certificate is an eDistrict service with a published time limit of 45 days. For this scheme, though, the department accepts ordinary residence proof; voter ID, ration card or an electricity bill β€” so a formal domicile certificate is usually not necessary.

How to apply for the Chandigarh petrol subsidy for disabled persons

  1. Confirm you clear all three published conditions, the vehicle is registered in your name, your income from all sources is within Rs 1.50 lakh a year, and you are not drawing a conveyance allowance from any government or voluntary source.
  2. Obtain or renew your disability certificate or identity card showing 40 per cent or above disability. A UDID card issued through the national Unique ID for Persons with Disabilities portal, which the Chandigarh Social Welfare Department links from its own site, serves this purpose.
  3. Get a current income certificate. Apply on chdservices.gov.in if you do not have one; the portal's published time limit for income certificates is 30 days, so allow for that.
  4. Collect the application form for the scheme from the Form Downloads section of chdsw.gov.in or from the department counter at Sector 17-C.
  5. Fill the form and attach self-attested copies of the two photographs, the three-year residence proof, the disability certificate, the vehicle Registration Certificate and your driving licence, along with the income certificate.
  6. Submit the file at the Department of Social Welfare, Women and Child Development, Additional Town Hall Building, 3rd Floor, Sector 17-C, Chandigarh 160017, and take an acknowledgement carrying a diary number.
  7. Retain your fuel bills. Because the subsidy is calculated on actual expenditure on petrol or diesel, keep the pump receipts for the period you are claiming so the claim can be worked out against real spending.

How much money does the petrol subsidy actually put in your hand?

The department does not publish a fixed rupee figure, and deliberately so. It publishes a formula. The subsidy is 50 per cent of actual expenditure, on a maximum of 20 litres per month. So the ceiling is half the price of 20 litres of fuel in the month you are claiming for, and if you bought less than 20 litres, you get half of what you actually spent.

Because the pump price of petrol and diesel changes, no honest fixed monthly figure can be quoted. Work it out from the current pump rate in Chandigarh against your own receipts.

How do I check the status of my application?

Chandigarh has not published an online tracker dedicated to the petrol subsidy. Use the diary number on your submission acknowledgement and follow up at the Sector 17-C office or on 0172-2700372.

The Chandigarh eDistrict portal at chdservices.gov.in carries an Application Status page and a Verify Certificate page, and a Citizen Login described as covering "Income/Residence Certificate/Social Welfare Services". If your file was routed through eDistrict, the reference number issued there is the one the status page will accept.

Why do petrol subsidy applications get rejected?

  • Vehicle registered in another person's name. This is the single most common reason. The RC must carry the applicant's own name.
  • No driving licence in the applicant's name. Families sometimes assume a relative can drive the vehicle for the person with disability. The document list does not allow for that.
  • An existing conveyance allowance. If any government department, employer or voluntary organisation already pays you a conveyance allowance, the subsidy is barred.
  • Income above Rs 1.50 lakh. Income is counted from all sources, so pension, rent and interest count alongside salary.
  • Disability certificate below 40 per cent, or one that omits the percentage altogether.
  • Residence proof not covering three years. A recently issued electricity connection or a new voter ID will not by itself establish the period.

What are the key dates?

The Chandigarh Social Welfare Department publishes this as a standing scheme with no advertised application window, opening date or last date. Applications are received through the year at the Sector 17-C office. The department has not published a service-delivery timeline for the subsidy, so ask for one when you submit.

How do I raise a grievance about the petrol subsidy?

Contact the Department of Social Welfare, Women and Child Development, Additional Town Hall Building, 3rd Floor, Sector 17-C, Chandigarh 160017, telephone 0172-2700372, email dirswd-chd@nic.in.

Chandigarh Administration's Lodge Your Grievances facility is linked from the department's own website, and the department falls under the Chandigarh Right to Service Act and the Right to Information Act 2005. If a sanctioned claim is not being paid, an RTI request quoting your diary number and asking for the current stage of the file is the standard escalation.

Frequently asked questions

How much petrol subsidy do disabled persons get in Chandigarh?

50 per cent of the actual expenditure on petrol or diesel, subject to a maximum of 20 litres per month. The subsidy is calculated on what you actually spent, so it is a reimbursement against the litres consumed rather than a flat monthly cash amount.

What is the income limit for the Chandigarh petrol subsidy for disabled persons?

Rs 1.50 lakh per annum from all sources. The department applies this same annual ceiling to its other disability schemes, including the aids and appliances assistance and the unemployment allowance.

What percentage of disability is needed for the Chandigarh petrol subsidy?

40 per cent or above. The department's document list specifically requires a copy of a disability certificate or identity card showing 40 per cent or more disability.

Can I claim the subsidy if the vehicle is registered in my father's name?

No. The department requires a copy of the vehicle's Registration Certificate in the name of the applicant, so a car or scooter registered to a parent, spouse or sibling does not qualify even if the person with disability is the one travelling in it.

Do I need a driving licence to get the petrol subsidy?

Yes. A copy of the applicant's own driving licence is on the department's mandatory document list for this scheme, alongside the vehicle's Registration Certificate in the same name.

Who cannot get the Chandigarh petrol and diesel subsidy?

Persons with disability who are already receiving a conveyance allowance from any government or voluntary source are not eligible. The department states this exclusion explicitly to prevent the same travel cost being met twice.

Does the subsidy cover an electric vehicle or a non-motorised tricycle?

The scheme as published covers expenditure on petrol and diesel, so it is framed around motorised vehicles that run on fuel. The department has not published a variant of this subsidy for electric vehicles, so check the current position at the Sector 17-C office before you buy on that assumption.

What documents are required for the Chandigarh petrol subsidy?

Two passport size photographs, residence proof for the last three years, a disability certificate or identity card showing 40 per cent or above disability, the vehicle Registration Certificate in the applicant's own name, the applicant's driving licence, and an income certificate showing income up to Rs 1.50 lakh per annum.

How many litres a month does the subsidy cover?

Up to 20 litres per month. The 50 per cent subsidy is applied to actual expenditure but the department caps the quantity that can be claimed at 20 litres in any month.
