Vehicle Registration (Vahan)
Vehicle registration through Vahan gives a motor vehicle its permanent registration number and Registration Certificate, issued by the Ministry of Road Transport and Highways system at parivahan.gov.in. A new non-transport vehicle's RC is valid for 15 years and renewable in 5-year blocks. The online process is unified nationwide, while physical inspection routes through the local RTO.

What is vehicle registration under Vahan?
Vehicle registration is the legal act of recording a motor vehicle with a registering authority and assigning it a permanent registration mark, after which the owner receives a Registration Certificate (RC). Section 39 of the Motor Vehicles Act makes registration compulsory: a vehicle cannot be driven in a public place without a valid registration.
Vahan is the national vehicle registration system built by the Ministry of Road Transport and Highways with the National Informatics Centre, and reached through the Parivahan Sewa portal at parivahan.gov.in. Vahan holds the national vehicle register, issues registration numbers, records hypothecation and ownership transfers, and prints the RC. Its sibling system, Sarathi, does the same job for driving licences.
Two structural points shape everything below:
- The online process is unified nationwide. Every state and union territory runs on the same Vahan software and the same forms, so the screens you see in Kerala are the screens you see in Assam. What differs between states is the road tax, the local RTO's appointment practice, and which of the 2 to 27 online services that state has switched on.
- Physical steps route through your local RTO. Vahan describes some services as contactless (eKYC), where Aadhaar-based biometric authentication removes the need to appear in person. Others are not contactless. The portal states that for services such as fitness, the applicant must visit the RTO along with the vehicle for verification.
In practice, most people buying a new vehicle never touch Vahan themselves: the dealer registers the vehicle. The Ministry has extended a faceless registration facility under which vehicle dealers apply through parivahan.gov.in and pay the registration fee and tax with no in-person interaction at all. Vahan matters directly to owners for what comes later; renewal, duplicate RC, address change, ownership transfer and hypothecation.
Who can register a vehicle, and who cannot?
You can register a vehicle if:
- You have bought a new motor vehicle from a dealer and hold the sale certificate in Form 21 and the roadworthiness certificate in Form 22.
- You are buying a used vehicle and the seller has initiated the transfer of ownership on Vahan.
- You have imported a vehicle and hold the customs clearance documents.
- You are a company, trust, society or firm registering a vehicle in the entity's name, using the entity's documents rather than an individual's.
- You are a dealer registering a vehicle on the buyer's behalf under the faceless dealer route.
You cannot register, or the application will not proceed, if:
- The vehicle has no valid insurance policy. Registration cannot be granted without cover in force.
- The vehicle does not meet emission and roadworthiness standards certified in Form 22, or fails the fitness inspection where one is required.
- You cannot show proof of address at the place where the vehicle is to be registered. The registering authority is determined by where the vehicle is normally kept.
- Road tax has not been paid for the state of registration.
- You are the buyer of a used vehicle trying to transfer ownership on your own. The Vahan portal states that the transfer must be initiated by the seller using the TO option, after which the buyer proceeds.
- The vehicle carries an unreleased hypothecation to a financier and you are attempting a transfer without the financier's no-objection.
What documents are required for vehicle registration?
| Document | Mandatory | Notes |

| Customs clearance certificate | Imported vehicles only | Proof of lawful import |
How to apply for vehicle registration online through Vahan
- Open parivahan.gov.in and go to the Vahan citizen services section, or go directly to the Vahan services site. Check the address bar. A large number of look-alike private "parivahan" sites exist, and the portal itself warns users to verify the genuine URL before entering personal details or paying.
- Choose how to identify yourself to the system: search by registration number, or select the registering authority. Then select your state and RTO from the dropdowns.
- Accept the Privacy Policy and Terms of Service, then enter your mobile number for verification. Enter the OTP you receive.
- For a temporarily registered or NOC-issued vehicle, choose New Registration and enter the registration number and the last 5 characters of the chassis number, then click Verify Details.
- Fill the application, which is Form 20 in electronic form, with owner details, address, and vehicle particulars.
- Upload the required documents; sale certificate, roadworthiness certificate, insurance, identity and address proof: in the formats the portal specifies.
- Review the fee panel, which itemises the statutory registration fee and the state road tax, then pay online. Save the payment receipt.
- Complete Aadhaar-based eKYC where the service is marked contactless, which removes the need to appear at the RTO.
- Where the service is not contactless: fitness inspection in particular: book the appointment slot and take the vehicle to the RTO on that date with the original documents and the fee receipt.
- Track the application with the Application Status option and download the RC once it is issued. Physical smart-card RCs are dispatched by the RTO.
How to register a vehicle offline at the RTO
- Collect Form 20, Form 21 and Form 22 from the dealer, along with the temporary registration if one was issued.
- Buy motor insurance before you go. The RTO will not process registration without it.
- Pay the state road tax at the RTO counter or online, and keep the challan.
- Take the vehicle to the RTO for inspection where the registering authority requires it, along with all original documents.
- Submit the application at the counter, pay the registration fee, and collect the acknowledgement carrying the application number.
- Note the assigned registration number and collect or await dispatch of the smart-card RC.
Even where you go in person, the RTO enters the transaction into the same Vahan system, so the application status is visible online afterwards.
What does vehicle registration cost?
Two different charges are involved and people routinely confuse them:
- The statutory registration fee is prescribed under Rule 81 of the Central Motor Vehicles Rules, 1989. It is a small, nationally uniform amount running to a few hundred rupees for a motorcycle and for a light motor vehicle in the non-transport category, with separate slabs for other vehicle classes, for duplicate RCs, for transfer of ownership, for change of address and for hypothecation entries.
- State motor vehicle tax (road tax) is levied by the state, is usually calculated as a percentage of the vehicle's price, and is by far the larger amount. It varies substantially between states, which is why the same car costs different amounts to register in different states.
The authoritative figure for your specific case is the one shown on the fee panel in Vahan before you pay, because it applies your state's tax rates to your vehicle's class and value. Do not rely on a fee table quoted by a dealer or an agent.
On agents: applying on Vahan is a free government process — you pay only the statutory fee and the tax shown on the portal. Registration agents and "RTO consultants" who add a facilitation charge on top are charging for form-filling you can do yourself, and none of them can accelerate the RTO's queue. If a dealer bundles an unexplained "RTO charge" into the invoice, ask for the Vahan fee receipt showing what was actually paid to the government.
How long is registration valid and how do you renew it?
A new non-transport vehicle's registration certificate is valid for 15 years from the date of registration. After that it must be renewed, and each renewal runs for 5 years. Transport vehicles are governed by the fitness certificate cycle rather than the 15-year rule.
The Parivahan portal states that a registration certificate is to be renewed not more than 60 days before the date of its expiry, so the practical window to act is the two months before the RC lapses. Renewal generally requires a fitness inspection of the vehicle, which is one of the non-contactless services; expect to take the vehicle to the RTO.
Driving with an expired registration is an offence under the Motor Vehicles Act and attracts a penalty, and insurers may resist a claim on an unregistered vehicle.
How to check application and RC status
- Open the Vahan citizen services site and select your state and RTO.
- Use Application Status with your application number to see where the file stands.
- Use Know Your Vehicle Details with the registration number to confirm the registered particulars, or the mParivahan mobile app, which holds a digital RC recognised as valid.
- Use the payment status options to check a Vahan PGI or eTrans transaction that did not confirm, and the receipt verification option to validate a receipt.
If a payment is debited but the application does not advance, use the payment status check before paying again; duplicate payments are refunded only through a separate RTO process and take much longer than the check does.
Common reasons registration is delayed or rejected
- Insurance not in force on the date of the application.
- Mismatch between the chassis or engine number on the documents and the physical vehicle, found at inspection.
- Address proof does not match the jurisdiction of the RTO chosen.
- Road tax underpaid for the vehicle's class or value.
- Documents uploaded in the wrong format or unreadable, which sends the application back for re-upload.
- Transfer of ownership initiated by the buyer instead of the seller. The application simply cannot proceed in that order.
- Hypothecation still recorded against a financier who has been paid off; the termination of hypothecation must be filed first.
- Vehicle fails the fitness inspection on tyres, lights, emission compliance or, for applicable vehicles, the speed governor and its calibration certificate.
Most of these are fixed by correcting the document and resubmitting rather than by starting a fresh application, so read the rejection reason on the status screen carefully before refiling.
Help and grievance redressal
- Official portal: parivahan.gov.in, the single authoritative source for Vahan services and the current helpdesk contact details
- Your local RTO / registering authority, the correct forum for inspection disputes, delayed smart cards and jurisdiction questions
- Grievance option on the Parivahan portal, for complaints that the RTO has not resolved
- mParivahan app for carrying a digital RC and checking vehicle details
Before contacting anyone, keep the application number, the fee receipt and the chassis number ready; every helpdesk will ask for them first. And treat any person promising a faster registration for a payment as a red flag: the queue is in the RTO's system, not in anyone's pocket.
Who is eligible
Eligibility for Vahan registration depends less on who you are and more on whether the vehicle, the paperwork, and the applicant's identity line up correctly with the RTO you are registering in. Use this checklist by category.
By applicant type
| Applicant | Eligible to register | Extra condition |
|---|---|---|
| Individual (resident) | Yes | Standard identity and address proof in that person's name |
| Minor (under 18) | No, in their own name | A vehicle can be registered in a guardian's name for the minor's use, but not directly to a minor |
| Company, LLP, trust, society | Yes | Registration goes in the entity's name using its incorporation and authorisation documents, not an individual director's KYC |
| NRI / foreign national resident in India | Yes | Needs a valid Indian address proof and, for a foreign national, a valid visa/residence permit; a purely overseas address cannot be used |
| Dealer, on a buyer's behalf | Yes | Only under the faceless dealer registration route, and the RC is still issued in the buyer's name |
| State or central government department | Yes | Follows a separate government-vehicle registration category with its own fee treatment |
By vehicle category
- Two-wheelers and light motor vehicles (non-transport): eligible for the standard 15-year RC cycle described elsewhere on this page; this is the majority of Vahan applications.
- Transport vehicles (taxis, trucks, buses, goods carriers): eligible, but registration is tied to a permit process and a shorter, recurring fitness-certificate renewal rather than the 15-year cycle.
- Electric vehicles: eligible through the same Vahan workflow; some states route EVs through a separate road-tax exemption or subsidy field on the same application, which only applies if the vehicle model is listed as an approved EV category with the RTO.
- Vintage and modified vehicles: eligible only if the modification does not violate the approved specifications on the manufacturer's Form 22; an unapproved structural change (altered chassis, non-standard body) blocks registration until reverted or separately certified.
- Vehicles previously registered outside India: eligible only after customs clearance and, for right-hand/left-hand configuration or emission-norm mismatches, a conformity certification; a vehicle that does not meet Indian emission or safety norms is not eligible regardless of paperwork.
Prerequisite checklist before you are considered eligible to apply
- The vehicle is physically present in, or normally kept in, the jurisdiction of the RTO you are applying to; you cannot register in a state where the vehicle will not actually be based.
- You (or the entity) hold a bank account or payment method to pay the fee and tax online; the application does not proceed past the fee panel without payment.
- For a used vehicle, the seller (not you) has already started the transfer of ownership on Vahan; a buyer opening a fresh transfer request in their own name instead of accepting the seller-initiated transfer is not a valid path.
- Any existing hypothecation entry against the vehicle has been terminated, or the current financier is party to the application; an active, unresolved hypothecation from a paid-off loan makes the applicant ineligible to complete a transfer until it is cleared.
- If applying as a company or trust, the person filing has an authorisation letter or board resolution naming them to act for the entity; an individual employee cannot self-certify on the entity's behalf without this.
Who is not eligible, even with complete documents
- A buyer attempting to register a used vehicle before the seller has released it on Vahan.
- Anyone registering a vehicle that has failed, or has not undergone, the roadworthiness certification in Form 22.
- An applicant whose address proof is outside the RTO's jurisdiction and who has not first completed a change-of-address or NOC process from the vehicle's previous state.
- A vehicle still carrying an unreleased financier hypothecation where the financier has not consented to transfer.

Frequently asked questions
How long is a vehicle Registration Certificate valid?
A new non-transport vehicle's Registration Certificate is valid for 15 years from the date of registration, after which it must be renewed and is then renewed in blocks of 5 years. Transport vehicles follow a fitness-certificate cycle instead.
When should I apply to renew my vehicle's registration?
Apply within the 60-day window before the registration certificate expires, as the Parivahan portal specifies that renewal is to be sought not more than 60 days before the expiry date. Driving on an expired RC attracts penalty under the Motor Vehicles Act.
Can I register a vehicle completely online?
Partly. Vahan supports faceless, contactless services using Aadhaar-based eKYC for many registration transactions, but services that require the vehicle itself to be seen — fitness inspection in particular — still need a visit to the RTO with the vehicle.
What documents are needed to register a new vehicle?
Form 20, the dealer's sale certificate in Form 21, the roadworthiness certificate in Form 22, a valid insurance policy, address proof, identity proof and proof of road tax payment are the core set. An imported vehicle also needs customs clearance documents.
How much does vehicle registration cost?
Registration fees are prescribed under Rule 81 of the Central Motor Vehicles Rules, 1989 and are modest — of the order of a few hundred rupees for a motorcycle and a light motor vehicle. The large component of the bill is state road tax, which varies widely by state and by vehicle price.
What is temporary registration and how long does it last?
Temporary registration is a short-lived registration mark issued by the dealer so a newly bought vehicle can be driven to the RTO or home before permanent registration is granted. It is surrendered when the permanent RC is issued.
How do I check my vehicle registration application status?
Go to the Vahan citizen services site, select your state and RTO, and use the application status option with your application or registration number. The same site shows payment status for Vahan PGI and eTrans transactions.
How do I transfer ownership when I sell my vehicle?
The seller must start the transfer-of-ownership application on Vahan using the TO option, after which the buyer completes the remaining steps. The Vahan portal states this order explicitly, and a buyer cannot initiate the transfer alone.
Do I have to pay an agent to register my vehicle?
No. Vahan services are applied for directly on parivahan.gov.in and the only legitimate charges are the statutory fee and state road tax shown on the portal's fee panel. Agents charging an extra "RTO facilitation" amount are charging for a free government process.
