PAN-Aadhaar Linking

Quick answer

PAN-Aadhaar linking is the Income Tax Department service that ties a Permanent Account Number to a 12-digit Aadhaar number on the e-filing portal at incometax.gov.in. Linking is mandatory for every PAN allotted on or before 1 July 2017, and the statutory deadline of 30 June 2023 has passed, so late linking now requires paying a fee before the request is submitted.

What is PAN-Aadhaar linking and who requires it?

PAN-Aadhaar linking is the process of recording a taxpayer's 12-digit Aadhaar number against their 10-character Permanent Account Number in the Income Tax Department's database. The service runs on the e-filing portal at incometax.gov.in and is available both pre-login and post-login, so a person who has never registered on the portal can still complete it.

The purpose is de-duplication. PAN was historically allotted on the strength of documents that could be repeated across applications, which allowed some taxpayers to hold multiple PANs and fragment their financial trail. Aadhaar is biometrically de-duplicated and cannot be held twice, so tying PAN to Aadhaar collapses those duplicate identities and makes the reporting of high-value transactions coherent.

According to the Income Tax Department's own guidance, for existing PAN holders allotted a PAN on or before 1 July 2017, linking with Aadhaar is mandatory. The service is aimed at individual taxpayers, whether or not they are registered users of the e-filing portal.

You must link if:

  • You were allotted a PAN on or before 1 July 2017.
  • You are an individual taxpayer, registered or unregistered on the e-filing portal.
  • You hold both a valid PAN and a valid Aadhaar number.
  • You are not in the exempted category.

You cannot use this service, or are not required to, if:

  • You fall within the exempted category recognised by the Income Tax Department. The department confirms that people in this category are not subject to the consequences of PAN becoming inoperative, but its help text does not enumerate the category, so confirm your position on the e-filing helpline rather than assuming it.
  • You do not hold an Aadhaar number and are not eligible to obtain one. Linking presupposes both identifiers exist.
  • Your name, date of birth or gender do not match across the PAN and Aadhaar records. The request will be rejected at validation. Correct the mismatched record first, this is a prerequisite, not a bar.
  • Your PAN was allotted after 1 July 2017 through an Aadhaar-based process, in which case the two are typically already linked. Check the status before paying anything.

What are the prerequisites for linking?

The Income Tax Department lists three prerequisites, and all three must be in place before you start:

  1. A valid PAN.
  2. A valid Aadhaar number.
  3. A valid mobile number, which for practical purposes must be the number registered against your Aadhaar, since the OTP that validates the request is sent there.

A fourth practical prerequisite is that the demographic details agree across both records. Verify this before you pay the fee, because the fee is not refunded when validation subsequently fails.

The process has two distinct phases: paying the fee, then submitting the request. Attempting the second before the first has been credited is the most common reason people believe the portal is broken.

Phase one; pay the fee through e-Pay Tax

  1. Open incometax.gov.in and select Link Aadhaar from the Quick Links panel on the home page.
  2. Enter your PAN and Aadhaar number, then continue to e-Pay Tax.
  3. Select the Income Tax tile and proceed, choosing the applicable Assessment Year.
  4. Choose Other Receipts (500) as the type of payment. The portal pre-fills the applicable amount, read it on screen and confirm it before paying.
  5. Complete the payment through your bank and save the challan.

Phase two — submit the linking request

  1. Return to Link Aadhaar. You may do this pre-login from Quick Links, or post-login by going to Dashboard > Profile > Link Aadhaar to PAN.
  2. Enter your Aadhaar number and select Validate.
  3. Provide the remaining details as prompted and submit the linking request.
  4. Enter the OTP received on your registered mobile number to authenticate.
  5. Note the confirmation message and check the status a few days later.
  1. Open incometax.gov.in and select Link Aadhaar Status from Quick Links. No login is needed.
  2. Enter your PAN and Aadhaar number.
  3. Select View Link Aadhaar Status.

The result falls into one of three states. Either the two are already linked, in which case no action is needed and no fee is payable. Or the request has been sent to UIDAI for validation and is pending, in which case wait rather than resubmitting. Or no request exists, in which case follow the process above.

Checking status is free and requires no login, so make it your first step. A substantial number of people pay the late-linking fee for a PAN that was already linked years earlier.

What happens if PAN is not linked to Aadhaar?

The Income Tax Department is explicit that an unlinked PAN becomes inoperative. An inoperative PAN is not cancelled and is not reallocated to anyone else, but it cannot be used where a valid PAN is required. The practical consequences cascade quickly:

  • Income tax returns cannot be filed against an inoperative PAN.
  • Pending refunds are not released while the PAN remains inoperative.
  • Tax deducted at source can be deducted at a higher rate, because the deductor's system treats the PAN as unfurnished.
  • Banks, mutual funds and depositories that must report against a valid PAN may restrict transactions in the account.

The status is reversible. Paying the fee and completing the linking restores the PAN to operative status, though the restoration is not instantaneous. The request goes to UIDAI for validation first.

Why linking requests fail, and how to fix them

  • Demographic mismatch. The name, date of birth or gender differs between the two records. This is the single largest cause. Decide which record is wrong, then correct it: a PAN correction through the Protean or UTIITSL portal, or an Aadhaar update through myaadhaar.uidai.gov.in.
  • Name formatting differences. An expanded middle name in one record and an initial in the other counts as a mismatch even though a human reader would call them the same person.
  • Challan not yet reflected. The fee was paid but has not been credited against your PAN. Wait and retry. Do not pay a second time. A duplicate payment is difficult to recover.
  • OTP not received. The mobile number registered against Aadhaar is out of date. Update it at an Aadhaar enrolment centre, which cannot be done online.
  • Wrong Assessment Year selected during payment, which can route the challan to the wrong head.
  • Aadhaar already linked to another PAN, which usually means you hold a duplicate PAN. Surrender the duplicate through the PAN correction service.

How do I get help with PAN-Aadhaar linking?

  • e-Filing helpline: 1800 103 0025 or 1800 419 0025 (toll-free), or +91-80-46122000 and +91-80-61464700, 08:00 to 20:00 hrs, Monday to Friday
  • PAN and TAN application queries (Tax Information Network): +91-20-27218080, 07:00 to 23:00 hrs, all days
  • UIDAI, for Aadhaar-side corrections: 1947, or help@uidai.gov.in
  • Grievance: raise it through the e-filing portal, quoting your challan details where a payment is involved

Submitting the PAN-Aadhaar linking request is free on incometax.gov.in. The only payment involved is the statutory late-linking fee, and that is paid to the government through the e-Pay Tax facility on the official portal: never in cash to an agent, and never through a payment link sent by SMS or WhatsApp. Fake "PAN-Aadhaar linking" websites and messages warning that your PAN will be "blocked today" are a well-established fraud, and they exist precisely because the genuine process involves a real government payment. Check your status first at incometax.gov.in, pay only through e-Pay Tax, and never share your OTP with anyone who calls you.

Who is eligible

Use this as a quick self-check before you open the portal.

You need to link (and pay the fee if not already linked):

  • Your PAN was issued on or before 1 July 2017.
  • You are an individual taxpayer, whether or not you have ever logged into incometax.gov.in.
  • You hold a valid, active Aadhaar number in your own name.
  • Your name, date of birth and gender are recorded the same way on both PAN and Aadhaar.
  • Your mobile number registered with Aadhaar is still active, since the OTP for the request lands there.

You do not need to act, or cannot proceed yet:

  • Your PAN was allotted after 1 July 2017 through an Aadhaar-based process. These are usually linked already; check status before paying anything.
  • You fall in the exempted category the Income Tax Department recognises. The department's help text does not spell out who this covers, so confirm your specific case with the e-filing helpline rather than assuming exemption.
  • You do not hold an Aadhaar number and are not eligible to be issued one.
  • Your PAN and Aadhaar records disagree on name, date of birth or gender. This does not exempt you, it blocks you until the mismatched record is corrected.

Quick checklist before you start:

  • PAN number on hand
  • Aadhaar number on hand
  • Mobile number registered with Aadhaar is working and with you
  • Name spelling, date of birth and gender match across both documents
  • You have checked Link Aadhaar Status and confirmed no existing link

How to apply

Everything in this process is online, through incometax.gov.in. There is no offline or in-person channel for the linking request itself; the only situation that forces an offline step is a mobile number update, which must be done at an Aadhaar enrolment centre before you return online.

Before you begin

  1. Check your current status first. Go to Quick Links > Link Aadhaar Status, enter PAN and Aadhaar, and confirm no link already exists. This step needs no login and costs nothing, and it prevents paying a fee for a PAN that is already linked.
  2. Confirm PAN and Aadhaar carry the same name, date of birth and gender. Fix any mismatch before you pay; the fee is not refunded if validation later fails on this ground.

Step-by-step (online, incometax.gov.in)

  1. Go to Quick Links > Link Aadhaar and enter your PAN and Aadhaar number.
  2. Continue to e-Pay Tax and select the Income Tax tile.
  3. Pick the relevant Assessment Year. Choosing the wrong one can route your payment to the wrong head and delay recognition of the challan.
  4. Select Other Receipts (500) as the payment type. Read the pre-filled fee amount on screen before paying rather than relying on any third-party figure.
  5. Pay through your bank and download or save the challan for your own record, even though the portal tracks it against your PAN.
  6. Return to Link Aadhaar, either from Quick Links without logging in, or after logging in via Dashboard > Profile > Link Aadhaar to PAN.
  7. Enter your Aadhaar number and select Validate.
  8. Complete the remaining fields as prompted and submit the request.
  9. Enter the OTP sent to your Aadhaar-registered mobile number to authenticate the submission.
  10. Save the acknowledgement or confirmation message shown, and revisit Link Aadhaar Status after a few days rather than immediately.

What to have ready before you start: PAN, Aadhaar number, and access to the mobile number linked to Aadhaar for OTP. No supporting documents are uploaded during this process; the portal validates directly against UIDAI's and the Income Tax Department's own records.

Common reasons for rejection

Reason the request fails What is actually happening Fix
Demographic mismatch Name, date of birth or gender differs between the PAN and Aadhaar databases, even in small ways like a spelled-out middle name versus an initial Decide which record is wrong. Correct PAN through the Protean or UTIITSL PAN correction service, or correct Aadhaar through myaadhaar.uidai.gov.in, then retry linking
Payment not yet reflected You paid the late-linking fee, but the challan has not been credited against your PAN in the department's system yet Wait a few days and retry the linking request. Do not make a second payment while the first is still showing as unreflected; a duplicate payment is hard to recover
OTP never arrives The mobile number on file with Aadhaar is inactive, changed, or not the one you are checking Update your mobile number with Aadhaar at an enrolment centre, which is an offline step, then return to the portal once the update is confirmed
Wrong Assessment Year chosen at payment The fee gets recorded under a payment head that does not match what the linking request expects Recheck the Assessment Year before paying; if already paid incorrectly, raise a grievance on the e-filing portal quoting the challan rather than paying again
Aadhaar already linked to a different PAN This usually points to you holding more than one PAN, which is not permitted Identify and surrender the duplicate PAN through the PAN correction service before attempting to link the PAN you intend to keep
Submitting before checking status The request is filed for a PAN-Aadhaar pair that was already linked, or a request is already pending with UIDAI Always check Link Aadhaar Status first; if a request already shows pending, wait rather than resubmitting or paying again

If a request still fails after correcting the specific reason above, raise a grievance through the e-filing portal, quoting your PAN, Aadhaar and challan details, rather than repeating payment or resubmission on the assumption that trying again will clear it.

Frequently asked questions

Who must link PAN with Aadhaar?

Linking is mandatory for every existing PAN holder who was allotted a PAN on or before 1 July 2017, unless they fall in an exempted category. The Income Tax Department applies this to individual taxpayers whether or not they are registered on the e-filing portal.

What happens if PAN is not linked to Aadhaar?

The PAN becomes inoperative. An inoperative PAN cannot be used for the transactions that require a valid PAN, which in practice blocks income tax return filing, refunds, and a range of banking and investment activity. The Income Tax Department states that people in the exempted category are not subject to these effects.

Is there a fee to link PAN with Aadhaar now?

Yes. Because the 30 June 2023 deadline has passed, a late-linking fee must be paid through e-Pay Tax before the request can be submitted. The e-filing portal pre-fills the applicable amount on the challan under the Other Receipts (500) head, so confirm the figure on that screen rather than relying on a third-party website.

How do I check whether my PAN is already linked to Aadhaar?

Use the Link Aadhaar Status option under Quick Links on incometax.gov.in without logging in, entering your PAN and Aadhaar number. The screen tells you whether the two are already linked, whether a request is pending with UIDAI, or whether no request exists.

How long does PAN-Aadhaar linking take to reflect?

The request is sent to UIDAI for validation, so the status does not always change instantly. Check Link Aadhaar Status a few days after submitting; if it still shows pending after that, raise a grievance on the e-filing portal rather than submitting and paying again.

My name differs between PAN and Aadhaar. Can I still link them?

No, not until the mismatch is corrected. Linking fails when the name, date of birth or gender do not match across the two records. Correct whichever record is wrong first, through the PAN correction service or the Aadhaar update service, then retry the linking.

Do NRIs have to link PAN with Aadhaar?

Linking applies to those required to hold Aadhaar, and the Income Tax Department recognises an exempted category that is not subject to the inoperative-PAN consequences. Because the portal does not enumerate that category in its help text, an NRI should confirm their position with the e-filing helpline before paying any fee.

I paid the fee but the portal will not accept my linking request. What now?

Wait for the challan to be reflected against your PAN, which is not always immediate, then retry. Do not pay a second time. If the payment still does not appear after a few days, raise a grievance through the e-filing portal quoting the challan details.

Should I pay someone to link my PAN and Aadhaar?

No. Submitting the linking request is free on incometax.gov.in and takes about five minutes. The only money that changes hands is the statutory late-linking fee, which is paid to the government through e-Pay Tax on the official portal, never to an agent in cash.
