What is an NPS Tier 2 account?
NPS Tier 2 is the optional, withdrawable investment account offered by the Pension Fund Regulatory and Development Authority (PFRDA) alongside the compulsory Tier 1 pension account of the National Pension System. Both accounts sit under the same Permanent Retirement Account Number (PRAN); Tier 2 is not a separate registration and does not get its own PRAN.
According to PFRDA's All Citizen Model guidance, the two accounts differ in purpose. Tier 1 is retirement money: withdrawals are restricted by regulation and tax benefits attach to it. Tier 2 is ordinary savings invested through the same pension fund managers and the same schemes, but with no lock-in, no exit load and no withdrawal restriction.
What Tier 2 gives you
- Access to the same equity, corporate bond, government security and alternative asset schemes used in Tier 1, at NPS's very low fund management charges.
- Money that can be taken out any time, in full or in part, any number of times.
- No compulsion to keep contributing, there is no minimum annual contribution.
- A single consolidated statement covering both tiers under one PRAN.
What Tier 2 does not give you
- No income tax deduction for the general public.
- No annuity, no pension and no guaranteed return, returns are market-linked.
- No standalone existence: close Tier 1 and Tier 2 must go with it.
Who is eligible for an NPS Tier 2 account?
You can open a Tier 2 account if:
- You already hold an active Tier 1 NPS account with a valid PRAN.
- You are aged between 18 and 70 years.
- You are a resident Indian citizen.
- Your KYC on the Tier 1 account is complete and current.
You cannot open a Tier 2 account if:
- You have no Tier 1 account. Tier 2 is not available on its own, and this is the most common reason an activation request fails.
- Your Tier 1 account is frozen because you missed the Rs 1,000 minimum annual contribution. Reactivate Tier 1 with a contribution first.
- You are an NRI or OCI cardholder. PFRDA does not extend Tier 2 to non-resident subscribers, even though they may hold Tier 1.
- You are under 18 or over 70.
Government employees under the mandatory NPS architecture can hold Tier 2 as well, and central government employees have an additional option described below.
What documents are required for NPS Tier 2?
| Document | Mandatory | Notes |
|---|---|---|
| Active PRAN with Tier 1 | Yes | Tier 2 opens under the same PRAN |
| PAN card | Yes | Already on record from Tier 1 registration |
| Bank account proof | Yes | Cancelled cheque or passbook in your own name |
| Aadhaar or Virtual ID | No | Used for OTP authentication of the activation |
| Scanned signature | No | Needed only for the offline PoP route |
Because your KYC already exists on the Tier 1 account, the online Tier 2 activation is largely a confirmation exercise rather than a fresh document submission.
How to open an NPS Tier 2 account online
- Go to enps.nsdl.com and select National Pension System, then the Tier 2 activation option.
- Enter your PRAN, date of birth and PAN, then request an OTP on your registered mobile number or email. Existing subscribers can alternatively log in to the CRA portal with the PRAN and password and choose Tier 2 activation from the menu.
- Confirm the KYC and bank details pulled from your Tier 1 record, and update the bank account if it has changed. Tier 2 withdrawals are credited to this account, so accuracy matters.
- Choose the pension fund manager and investment option for Tier 2. This is an independent choice — Tier 2 does not have to mirror your Tier 1 allocation, and Active Choice allows a different equity share.
- Confirm the nomination for Tier 2, which is also set separately from Tier 1.
- Pay the initial contribution of at least Rs 1,000 by net banking, debit card, credit card or UPI.
- eSign or OTP-authenticate the activation request, then note the acknowledgement number shown on screen.
Once activated, the Tier 2 account appears inside the same CRA login as Tier 1, and future contributions of Rs 250 or more can be made from the same screen.
How to open an NPS Tier 2 account offline
- Visit the Point of Presence Service Provider (PoP-SP) branch where your Tier 1 account is serviced, or any empanelled bank branch.
- Ask for the Tier 2 activation form (CSRF-S2) and fill in your PRAN, scheme preference and nomination.
- Attach a self-attested PAN copy and cancelled cheque, and sign the form in the same signature held on your Tier 1 record.
- Deposit the minimum Rs 1,000 at the counter and collect the receipt.
- Track activation with the receipt number; the PoP forwards the request to the Central Recordkeeping Agency.
How much does an NPS Tier 2 account cost?
Activating Tier 2 carries no government fee. The costs are the regulated intermediary charges that apply to NPS as a whole:
- Rs 20 plus applicable taxes as the bank contribution-verification charge shown on the eNPS portal.
- Payment gateway charges, which vary by payment mode; UPI contributions on eNPS are capped at Rs 2,000 per transaction.
- Fund management and CRA charges, deducted from the corpus rather than paid over the counter. NPS fund management charges are among the lowest of any regulated Indian investment product.
There is no exit load on Tier 2, unlike most mutual funds. Any website or adviser demanding a fee to "activate" or "unlock" your Tier 2 account is selling something the government provides free. The activation is a self-service step on enps.nsdl.com that takes a few minutes with your PRAN.
How do I withdraw from an NPS Tier 2 account?
- Log in to the CRA portal with your PRAN and password.
- Choose the Tier 2 withdrawal option and enter the amount or number of units you want redeemed.
- Authenticate with the OTP sent to your registered mobile number.
- The proceeds are credited to your registered bank account, generally within a few working days depending on unit redemption and settlement.
Withdrawal is unrestricted; full or partial, any number of times, with no minimum holding period. There is no need to state a reason, unlike Tier 1 partial withdrawals which are allowed only for education, marriage, house purchase, medical treatment or disability.
What is the tax position on NPS Tier 2?
For the general public, NPS Tier 2 contributions attract no deduction under the Income Tax Act. Tier 2 is treated as an ordinary investment: there is no Section 80C or 80CCD(1B) benefit on the way in.
Central government employees are the recognised exception. They may claim a Section 80C deduction on Tier 2 contributions provided the account is held with a three-year lock-in. Choosing this route converts the otherwise freely withdrawable account into a locked one for the amounts on which the deduction is claimed.
Because the treatment of gains on Tier 2 redemption has not been settled by a dedicated statutory provision the way Tier 1 has, subscribers with large Tier 2 balances should confirm the current position with a tax adviser before redeeming rather than assume mutual-fund style treatment.
Why do Tier 2 activation requests fail?
- Tier 1 is frozen for non-payment of the Rs 1,000 annual minimum. Contribute to Tier 1 first, then retry.
- PRAN, PAN or date of birth mismatch in the activation form against the CRA record.
- NRI status flagged on the Tier 1 account, which makes the subscriber ineligible for Tier 2.
- Registered mobile number out of date, so the authentication OTP never arrives. Update the mobile number in the CRA login first.
- Initial contribution below Rs 1,000, which the portal rejects rather than accepts as a partial payment.
Where do I get help with an NPS Tier 2 account?
- eNPS subscriber helpline: 1800 2100 080
- eNPS email: enps@proteantech.in
- CRA grievance portal: cra.nps-proteantech.in, for complaints against a PoP, the CRA or a pension fund, with a token number for tracking.
- PFRDA: unresolved grievances can be escalated to the regulator at pfrda.org.in.
Keep the PRAN ready when you call. No genuine NPS helpline will ask for your password, OTP or card details.
How to check your NPS Tier 2 activation or transaction status
- Log in to the CRA portal (cra.nps-proteantech.in) or eNPS (enps.nsdl.com) using your PRAN and password. Tier 2 does not have a separate login; it sits inside the same PRAN dashboard as Tier 1.
- Open the account statement or transaction statement section. A successful Tier 2 activation shows as a second scheme balance under the same PRAN, alongside the existing Tier 1 balance.
- If you activated through eNPS and have not received confirmation, use the acknowledgement or transaction reference number generated at the end of the activation flow to check status directly on the eNPS transaction status page, without needing to log in.
- For a contribution or withdrawal request rather than activation, the same statement section shows it as pending, processed, or failed, along with the date of credit or debit to your registered bank account.
- If the activation or transaction was done offline at a PoP-SP branch, use the receipt number given at the counter to ask the branch for status, since offline requests are forwarded to the CRA and do not appear online immediately.
- If a request shows no update for several days, call the eNPS subscriber helpline at 1800 2100 080 or write to enps@proteantech.in with the PRAN and acknowledgement or receipt number.
- For a status dispute that the helpline does not resolve, such as a contribution debited but not reflected, raise it on the CRA grievance portal (cra.nps-proteantech.in) with your PRAN; this generates a token number you can use to track resolution.
Keep the PRAN and the relevant acknowledgement, transaction, or receipt number on hand before checking status, since none of these channels can look up a request by name or mobile number alone.

Frequently asked questions
Can I open an NPS Tier 2 account without Tier 1?
No. PFRDA requires an active Tier 1 pension account before a Tier 2 account can be opened, and both operate under the same PRAN. If your Tier 1 is frozen for non-contribution, reactivate it first.
What is the minimum amount to open an NPS Tier 2 account?
Rs 1,000 is the minimum contribution to open an NPS Tier 2 account, and Rs 250 is the minimum for each subsequent contribution. Unlike Tier 1, there is no minimum contribution you must make every year.
Does NPS Tier 2 have a lock-in period?
No. Withdrawal from an NPS Tier 2 account is permitted at any time and any number of times, in full or in part, with no lock-in. The single exception is central government employees who claim the Section 80C deduction on Tier 2, which carries a 3-year lock-in.
Does NPS Tier 2 give a tax benefit?
No, not for ordinary subscribers. Tier 2 contributions carry no deduction under the Income Tax Act for the general public. Central government employees are the exception and may claim Section 80C on a Tier 2 account held with a 3-year lock-in.
Can NRIs open an NPS Tier 2 account?
No. PFRDA restricts the Tier 2 account to resident subscribers; NRIs and OCI cardholders may hold a Tier 1 account but are not eligible for Tier 2.
How is NPS Tier 2 different from Tier 1?
Tier 1 is the pension account with restricted withdrawals and tax benefits; Tier 2 is a plain investment account with free withdrawals and no tax benefit. Tier 1 needs Rs 500 to open and Rs 1,000 a year to stay active; Tier 2 needs Rs 1,000 to open and has no annual minimum.
Is there any charge for opening an NPS Tier 2 account?
There is no government fee to activate Tier 2 on eNPS. Regulated intermediary charges apply to contributions, including the bank contribution-verification charge of Rs 20 plus applicable taxes shown on the eNPS portal and the payment gateway charge.
What happens to Tier 2 if I exit NPS?
The Tier 2 balance must be closed out when you exit Tier 1, because Tier 2 cannot exist without an active Tier 1 account. In practice the Tier 2 corpus is paid out to you at exit.
