What is the Chandigarh Housing Board and what does it offer?

Chandigarh Housing Board (CHB) is the housing agency of the Chandigarh Administration. Its stated vision is "to provide affordable, good quality housing for the residents of the Union Territory of Chandigarh and to improve the quality of life by establishing self-contained urban communities with state-of-the art amenities, in harmony with the environment."

Chandigarh Housing Board does not run a single standing scheme called the "affordable housing scheme". That is the most important thing for an applicant to understand. CHB delivers affordable housing through four distinct routes:

  1. Numbered housing schemes. Each project is floated as its own scheme with a code, a category and a location, for example SCH1781, 144 EWS flats in Sector 52, or SCH2063, 504 MIG flats in Sector 61. Applications are invited when the scheme is floated and allotment is by draw.
  2. E-auctions on the GeM portal, used for vacant residential and commercial units. CHB issued public notices for e-auction of residential freehold property on 30 July 2026 and for commercial leasehold units on 14 July 2026.
  3. Rehabilitation and slum housing, most significantly the Chandigarh Small Flats Scheme 2006, under which CHB has completed 17,696 small flats.
  4. Rental housing, including flats under the Affordable Rental Housing Complexes (ARHC) arrangement.

The categories CHB builds in are EWS, LIG, MIG and HIG, plus Category I to IV units in the Manimajra schemes. The published schemes list runs to dozens of projects across Sectors 38-West, 39-B, 40, 41, 43-B, 44, 45, 46, 47, 51, 52, 55, 61 and 63, and at Manimajra, Palsora, Maloya, Dhanas and Mauli Jagran.

Who is eligible for a Chandigarh Housing Board flat?

CHB eligibility is set scheme by scheme, in the brochure published when each scheme is floated. There is no single permanent eligibility rule that governs every CHB allotment, so the brochure for the scheme you are applying to is the binding document.

You can generally apply if:

  • You are a resident of the Union Territory of Chandigarh, satisfying the residence condition stated in that scheme's brochure.
  • Your income falls within the band for the category; EWS, LIG, MIG or HIG, under which the flats are offered.
  • You can pay the earnest money or registration amount specified for the scheme along with your application.
  • You are of the age of majority and legally competent to hold property.

You cannot apply if:

  • You are not a resident of Chandigarh. Residents of Mohali, Panchkula, Zirakpur or Kharar are not eligible for CHB resident-category allotments, though open e-auctions on GeM operate on their own published terms.
  • Your income falls outside the category band, an HIG-level income does not qualify for an EWS flat, and an EWS applicant will not meet the paying capacity requirements of an HIG scheme.
  • You already own a dwelling unit in Chandigarh, where the scheme brochure carries that restriction, as CHB schemes conventionally do.
  • You are seeking to be added to the Small Flats Scheme 2006 list. Those beneficiaries were identified through a biometric survey conducted in 2006 by the Estate Office, UT Chandigarh, and fresh applications are not invited.

How to apply for a Chandigarh Housing Board scheme

CHB sets out the online route on its e-Services page.

  1. Check what is open. Open the Notices, Notifications and Schemes sections of chbonline.in to see which scheme or e-auction is currently inviting applications, and download the brochure and terms.
  2. Open CHB e-Services on chbonline.in and click through to proceed. You are redirected to the ServicePlus portal, which handles the application.
  3. Register on ServicePlus. If you are already registered on ServicePlus for any other Chandigarh e-service, use the same login credentials rather than creating a second account.
  4. Complete email OTP verification. CHB's own instructions warn that the OTP "may take some time to be delivered", so wait rather than requesting it repeatedly.
  5. Fill the application form for the scheme, entering your category, personal details, income details and bank account for refund of earnest money.
  6. Upload the documents listed in the scheme brochure and pay the earnest money by the last date in the public notice.
  7. Save the acknowledgement, then watch the Draw Results section of chbonline.in for the outcome.

For anything that goes wrong while applying online, CHB directs applicants to email chb_chd@yahoo.com or call the Help Desk on 91-0172-2511131-39.

How does a CHB e-auction property work?

E-auctions follow a different path from scheme allotment. CHB publishes a public notice on chbonline.in listing the vacant residential or commercial units, the terms and conditions, and a link to the GeM portal, where the auction itself is conducted. Bidding takes place on GeM under its own registration and earnest-money rules, not through ServicePlus.

This route matters because it is often live when no fresh housing scheme is floated. The two most recent notices at the time of writing were for residential freehold units on 30 July 2026 and commercial leasehold units on 14 July 2026.

What CHB housing is coming next?

CHB lists the following as forthcoming, which is where the next round of applications is expected:

  • 128 Category-II flats in Sector 51. CHB states the scheme "shall be floated shortly". The Board resolved on 18 May 2015 to take up construction of 128 two-bedroom flats in Sector 51-A with approved plans.
  • Around 500 flats of various categories in Sector 53, on 19.5 acres. CHB has paid the Estate Office for the land, and states that applications will be invited after the Chief Architect approves the drawings.
  • Approximately 1,500 flats in Sector 54, on 30 acres, planned after the Sector 53 scheme. The land cost has already been paid.
  • 464 flats of various categories at Maloya-II.
  • 1,400 flats of various categories at Dhanas.
  • 600 EWS flats in Sector 26 (East).
  • A UT Employees Self Financing Housing Scheme.

None of these has an open application window until CHB issues the public notice floating the scheme. Watch the Notices section rather than relying on news reports.

What has CHB already built?

Chandigarh Housing Board's completed work explains the shape of its housing stock. Under slum rehabilitation, begun as the Chandigarh Small Flats Scheme 2006 covering families scattered across 18 colonies, CHB has completed 17,696 small flats, including 1,024 in Sector 49-C and 1,120 in Sector 38-West, with physical possession handed to beneficiaries.

CHB has also delivered rehabilitation schemes for rehri owners through day markets across 17 sectors, for scooter and car-repair mechanics through shops and booths in Sectors 28, 38-West, 48 and 52, for industrial workers, for rag pickers, and for street children at Snehalya, Maloya. Alongside housing it has built the Kalagram at Manimajra, Ambedkar Bhawan in Sector 37, PGIMER housing and doctors' hostel in Sector 12, and police and para-military housing in Sectors 26 and 43.

Why do CHB applications fail?

  • Applying when no scheme is open. There is no rolling waiting list; an application has to be against a specific floated scheme or auction.
  • Missing the last date in the public notice. Scheme windows are short and fixed.
  • Wrong category. Applying under EWS with an income above the EWS ceiling, or under a category whose paying capacity you cannot meet.
  • Earnest money not paid or paid late, which invalidates the application regardless of eligibility.
  • Owning another dwelling unit in Chandigarh where the brochure prohibits it.
  • Failed ServicePlus registration, most often because the applicant did not wait for the email OTP that CHB warns can be slow.
  • Losing an allotment after the draw by not executing the lease deed or by falling into arrears. CHB regularly publishes lists of rent defaulters and cancellation orders — a list of rent defaulters as on 31 July 2026 was published on 7 August 2026.

How do I contact CHB or report corruption?

  • CHB Help Desk: 91-0172-2511131-39
  • General email: info@chbonline.in
  • Online application queries: chb_chd@yahoo.com
  • Draw results, transfer letters and allotment notices, the Draw Results, Notices and Office Orders sections of chbonline.in

Chandigarh Housing Board states that it "has zero tolerance against corruption" and asks residents not to pay bribes. Complaints can be made on the vigilance helpline 8360817378, which has a WhatsApp facility, on landlines 0172-2760820 and 0172-2740012, or by email to sspvigc.chd@nic.in or vigilance-chd@nic.in.

For central housing subsidy, CHB links the PMAY portals pmaymis.gov.in and pmayuclap.gov.in from its own site, and RERA Chandigarh for project registration questions.

Documents required

Proof of residence in Chandigarh
CHB housing is for residents of the Union Territory. The exact residence requirement is set out in the brochure of each individual scheme.
Identity proof (Aadhaar / PAN)
Needed for the ServicePlus registration used by CHB e-Services and for the allotment record.
Income proof
EWS, LIG, MIG and HIG categories are income-defined. The income ceiling for the category you apply under is stated in the scheme brochure.
Affidavit of not owning another dwelling unit
CHB schemes conventionally require that the applicant and family do not already own a house or flat in Chandigarh. Read the brochure clause for the scheme you are applying to.
Earnest money / registration amount
Each scheme specifies an amount payable with the application. It is refunded to unsuccessful applicants and adjusted against the price for successful ones.
Bank account details
Used for refund of earnest money if you are not successful in the draw.
Email address and mobile number
ServicePlus registration is verified by an email OTP, and CHB warns that the OTP may take some time to arrive.

Frequently asked questions

Is there a Chandigarh Housing Board affordable housing scheme open right now?

There is no permanently open CHB housing scheme. The Chandigarh Housing Board floats individual numbered schemes when a project is ready, and separately runs e-auctions of vacant units on the GeM portal. Check the Notices and Notifications sections of chbonline.in for the scheme currently inviting applications.

How do I apply for a Chandigarh Housing Board flat online?

Use the e-Services link on chbonline.in, which redirects you to the ServicePlus portal where you register, verify by email OTP and apply. If you are already registered on ServicePlus for another Chandigarh e-service, the same login works.

What categories of flats does the Chandigarh Housing Board build?

EWS, LIG, MIG and HIG, along with Category I to IV units in the Manimajra schemes. The CHB schemes list shows examples in each — 144 EWS flats in Sector 52, 625 LIG flats in Sector 41-D, 504 MIG flats in Sector 61 and 216 HIG flats in Sector 38-West.

What is the CHB helpline number?

Who cannot apply for a Chandigarh Housing Board flat?

Applicants who are not residents of the Union Territory of Chandigarh, applicants whose income falls outside the category band of the scheme, and in most CHB schemes anyone who already owns a dwelling unit in Chandigarh are not eligible. Each scheme brochure sets the binding conditions.

What was the Chandigarh Small Flats Scheme 2006?

Chandigarh Small Flats Scheme 2006 was a slum rehabilitation scheme covering families across 18 colonies, whose beneficiaries were identified through a biometric survey conducted in 2006 by the Estate Office. CHB has completed 17,696 small flats under it. New applications are not invited — the beneficiary list was fixed by that survey.

How do I check CHB draw results?

Open the Draw Results section on chbonline.in. CHB publishes draw results, allotment lists and transfer letters there, along with public notices for each scheme.

Is the CHB earnest money refunded if I am not selected?

Yes. Each scheme specifies an earnest money or registration amount payable with the application, which is refunded to unsuccessful applicants and adjusted against the price for successful ones.

Can I apply for a CHB flat if I already own a house in Chandigarh?

Generally no. CHB schemes conventionally require an affidavit that the applicant and family do not already own a house or flat in Chandigarh, though the exact clause is set out in the brochure for the scheme you apply to.

What new CHB housing is coming?

CHB lists as forthcoming 128 Category-II flats in Sector 51, 464 flats at Maloya-II, 1,400 flats at Dhanas, 600 EWS flats in Sector 26 East, around 500 flats on 19.5 acres in Sector 53 and roughly 1,500 more on 30 acres in Sector 54. Applications will be invited after drawing approvals.
