Character Certificate (Police) in Chandigarh
Chandigarh state government scheme
Character Certificate in Chandigarh is issued by Chandigarh Police through its Citizen Portal at citizenportal.chandigarhpolice.gov.in, which lists Police Clearance Certificate, Character/Employee Verification and a separate "Character Certificate Download" screen among its 10 online services. You register a citizen login, submit the request, wait for your police station's verification, then download the certificate using your character registration number.
What is a police character certificate in Chandigarh?
A character certificate in Chandigarh is Chandigarh Police's written statement that its records disclose nothing adverse against a named person at the address that person has declared inside the Union Territory. Chandigarh Police delivers the service through its Citizen Portal at citizenportal.chandigarhpolice.gov.in, built under the Crime and Criminal Tracking Network and Systems (CCTNS) project of the Ministry of Home Affairs.
Chandigarh is a compact Union Territory with a single police force covering all its sectors, villages and the industrial area, so there is no district-by-district variation of the kind that exists in a large state. One force, one portal, one set of screens.
The Citizen Portal home page lists ten services under the heading "Chandigarh Police Services": Complaint Registration, Police Clearance Certificate, Character/Employee Verification, Employee Certificate Download, Character Certificate Download, Register Vehicle Theft e-FIR, Lost/Stolen Mobile Blocking Request, Arrested Person Report, Accidental Report, and Missing/Kidnapped Person Report. Two of those ten concern this document directly: one for making the request, one for collecting the finished certificate.
Employers running antecedent checks, passport and visa processes, arms licence applications, private security agency registrations, contractor and tender empanelment, and landlords in Chandigarh's rental market all ask for this certificate.
Who can and who cannot apply?
You can apply for a Chandigarh police character certificate if you live in the Union Territory of Chandigarh and can name the police station whose jurisdiction covers your residential address. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that apply to a caste, income or EWS certificate apply here.
You cannot apply on the Chandigarh portal for an address outside the Union Territory. Mohali, Panchkula and Zirakpur are next door but are not Chandigarh: Punjab Police and Haryana Police verify those addresses on their own portals, and a Chandigarh certificate will not cover them. Applicants routinely lose two weeks discovering this.
You are also not eligible to receive a clean certificate while a criminal case or an FIR is pending against you. Chandigarh Police records what the register shows rather than suppressing it, so a pending case appears on the certificate.
Applicants who have lived at more than one Chandigarh address are eligible, but should expect a longer enquiry, because more than one police station then has to report.
What documents are required?
Chandigarh's Citizen Portal flow is built around identity, address and a working mobile number:
- Government photo identity proof, Aadhaar, passport, voter ID or driving licence in the applicant's name.
- Proof of the Chandigarh address to be verified, electricity bill, water bill, rent agreement, ration card or property tax receipt.
- A passport-size photograph, uploaded to your Citizen Portal profile.
- A mobile number you still hold, because the download screen asks for it alongside the character registration number.
Upload the scans, and also keep the originals at home. The officer who visits from the local police station asks to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.
How to apply for a character certificate in Chandigarh
- Open citizenportal.chandigarhpolice.gov.in and create a citizen login. The portal's home page carries a "Create citizen login" link beside the login box. Register with a mobile number you actually hold — the same number is used later to retrieve the certificate.
- Log in and complete your profile. Upload your photograph, identity proof and address proof to the profile before you raise any request, so the same documents attach to every service you use afterwards.
- Open "Character/Employee Verification" or "Police Clearance Certificate" from the Chandigarh Police Services list, depending on which document you have been asked for. Some entries on the portal now display the prompt "Apply service on Chandigarhpolice.gov.in website under Online Services", in which case follow that route to the main Chandigarh Police website instead.
- Fill the request form. Enter your name exactly as it appears on the identity document, your father's name, date of birth, the complete Chandigarh address with sector and police station, your contact number and the purpose: employment, passport, visa, licence, tender or tenancy. List every Chandigarh address you have lived at, not only the current one.
- Pay the fee shown on your submission screen and save the acknowledgement. Note down the character registration number on it. That number, and nothing else, is what retrieves your certificate later.
- Stay available for the police station's verification. Your file goes to the station covering the address you entered; its staff verify you there and may ask neighbours to confirm residence.
How do you download the finished certificate?
Chandigarh Police runs a dedicated retrieval screen; Character Certificate Download: reachable from the Citizen Portal home page. The screen asks for three things: your character registration number, the first three characters of your name, and your mobile number. Enter them, and then click the save icon on the report header to store the certificate as a file on your computer, as the page's own instruction line says.
There is a parallel Employee Certificate Download screen for employer-initiated verifications. If your employer, not you, raised the request, that is the screen to use, and the reference number will have come to the employer rather than to you.
If the download screen returns nothing, the usual reasons are a mistyped registration number, a mobile number different from the one registered, or a request still pending at the police station. Log in to your citizen account and check the request status before assuming the certificate is lost.
Why do Chandigarh character certificate applications get delayed?
- The applicant was not found at the declared address when the police station's officer visited, and no neighbour could confirm residence.
- The address entered lies in Mohali, Panchkula or Zirakpur rather than in Chandigarh, so Chandigarh Police has no jurisdiction to verify it.
- The police station chosen does not cover the sector entered, and the file waits to be reallocated.
- Name, father's name or date of birth on the form does not match the uploaded identity document.
- A previous Chandigarh address was omitted and surfaced during the enquiry.
- Uploaded scans are unreadable or in the wrong format.
- A pending FIR or criminal case exists, which the certificate then has to record.
How long is a Chandigarh character certificate valid?
Chandigarh Police does not print an open-ended validity on this document, and in practice the body asking for it sets the limit. Most employers, passport offices and licensing authorities in India accept a police character certificate issued within the previous six months, and many recruitment processes insist on one issued after the date of the offer letter. Ask the requesting authority how recent a certificate it wants before you apply, because a certificate obtained too early usually has to be obtained again.
What does it cost, and what about agents?
Apply directly on citizenportal.chandigarhpolice.gov.in and pay only the fee the government's own screen displays. Chandigarh Police does not publish a rate card for this service on the Citizen Portal home page, so the figure on your own submission screen is the authoritative one, and that figure is the entire legitimate cost. Nobody at any police station in Chandigarh is entitled to a rupee beyond it.
Agents outside the Sector 9 police headquarters who promise a character certificate "in 48 hours" for a few thousand rupees are selling a queue position that does not exist. The file still goes to the same police station and the same verifying officer. Keep the acknowledgement the portal generates, it is your proof of what the government actually charged, and it is the first document to produce if anyone asks you for money on the side.
Where do you complain if something goes wrong?
The Chandigarh Police Citizen Portal publishes a helpdesk page with the numbers to use. For crime-related contact it lists 100, 0172-2749194 and 0172-2744100; for traffic, 1073; for crimes against women and children, 100, the Women and Child Helpline 1091, or 0172-2741174; for senior citizens, 100 or the Senior Citizens Helpline 1090; and for cyber crime, the e-mail address cybercrime-chd@nic.in. A DSP is on night duty daily from 12:00 AM to 5:00 AM on 09465121000.
For a stalled verification, start with the SHO of the police station handling your file, then escalate to the office of the Senior Superintendent of Police, Chandigarh. For a demand for money outside the portal, escalate straight away and take your payment acknowledgement with you.

Frequently asked questions
Who issues a character certificate in Chandigarh?
Chandigarh Police issues it, through the Citizen Portal at citizenportal.chandigarhpolice.gov.in run under the CCTNS project. No tehsildar, SDM or municipal office in Chandigarh issues a character certificate, because only the police hold the criminal records the certificate speaks to.
Can I apply for a Chandigarh character certificate online?
Yes — the Chandigarh Police Citizen Portal lists Police Clearance Certificate and Character/Employee Verification among its online services, and you must create a citizen login before requesting either. Some services on the portal now prompt you to apply through the Online Services section of chandigarhpolice.gov.in instead.
How do I download my Chandigarh character certificate?
Open the "Character Certificate Download" link on citizenportal.chandigarhpolice.gov.in, which asks for your character registration number, the first three characters of your name and your mobile number, then click the save icon on the report header to store the certificate on your computer. Keep the registration number from your acknowledgement — without it the download screen cannot find your record.
What is the difference between the PCC and the character certificate in Chandigarh?
Chandigarh Police lists Police Clearance Certificate and Character/Employee Verification as two separate services on the same Citizen Portal, and a PCC needed for foreign immigration is often issued instead by the Regional Passport Office. Confirm which document your employer or consulate is asking for before you apply, because they are not interchangeable.
What does a Chandigarh character certificate cost?
Pay only the fee the Chandigarh Police Citizen Portal displays on your own payment or submission screen, and nothing beyond it. Chandigarh Police does not publish a rate card for this service on the Citizen Portal home page, so treat the figure shown at your own submission step as the authoritative one.
Which police station verifies my Chandigarh application?
The police station whose jurisdiction covers the sector or village in your declared address does the verification, and the Citizen Portal publishes a "PS Jurisdiction" page so you can check which one that is. Entering an address outside that station's area is the commonest cause of a file being reallocated and delayed.
Can I apply if I moved to Chandigarh recently?
You can apply, but Chandigarh Police verifies only the address and period inside the Union Territory. A previous address in Punjab, Haryana or elsewhere has to be verified by that state's police, and leaving it off the form causes trouble later rather than avoiding it.
Whom do I contact if my Chandigarh application stalls?
Call the Chandigarh Police helpdesk numbers 0172-2749194 or 0172-2744100, which the Citizen Portal publishes for crime-related contact, or approach the SHO of the verifying police station. For a demand for money outside the portal, escalate to the office of the Senior Superintendent of Police, Chandigarh.
