Residence / Domicile Certificate in Chandigarh
Chandigarh state government scheme
Residence/Domicile Certificate in Chandigarh is issued through the e-District portal chdservices.gov.in, which lists a service time limit of 45 days and has delivered 17,893 of 23,184 applications received so far. The paper form carries only a Rs 2 court fee stamp. Apply online, or through a Sampark Kendra.
What is the Chandigarh residence/domicile certificate?
The Residence/Domicile Certificate of UT Chandigarh is the document that records, in writing and under an official seal, that a named person lives in Chandigarh. Employers, colleges, scholarship bodies and the Chandigarh Administration's own welfare departments ask for it when they need proof that the applicant belongs to the Union Territory rather than to neighbouring Punjab or Haryana.
Chandigarh delivers the certificate through e-District Chandigarh at chdservices.gov.in, a portal whose content is managed by the Department of Information Technology, Chandigarh Administration and which is hosted by the National Informatics Centre. The certificate itself is issued at the level of the Sub Divisional Magistrate under the Deputy Commissioner, UT Chandigarh, and SDM Central publishes its own "Forms & Procedures" page for the same certificate.
Two numbers are worth carrying into the process. The portal's own dashboard labels the service RESIDENCE/DOMICILE CERTIFICATE with a time limit of 45 days, and reports 23,184 applications received and 17,893 delivered, at an average of 49 days and a median of 35 days. In other words, half of all Chandigarh residence certificates are delivered inside about five weeks, but the average is dragged past the notified 45-day limit by the slower files.
Key facts
- Portal: chdservices.gov.in, e-District Chandigarh.
- Online since 21 August 2015.
- Notified time limit: 45 days.
- Charge printed on the form: a Rs 2 court fee stamp.
- Assisted filing available through Sampark Kendras, whose operator signs an undertaking on the form.
Who can apply for a Chandigarh residence certificate?
You can apply if:
- You live in Chandigarh and can produce a document from the portal's accepted residence-proof list showing a Chandigarh address in your own name.
- You can state, in the field the form provides, the date since which you have been "Residing in Chandigarh since". The form asks for this date; the Chandigarh Administration has not published a single fixed minimum number of years for this certificate on the portal, and the SDM office weighs the documentary record.
- You are applying for yourself, or you are a parent applying for your minor child, or a grandparent applying where the parents are not available.
You are not eligible / cannot apply if:
- You live outside the Union Territory. Residents of Mohali, Kharar, Zirakpur, Panchkula or any other town in Punjab or Haryana cannot apply to Chandigarh even if they work in Sector 17 every day. They must approach their own state's revenue authority.
- You cannot produce any document from the accepted residence-proof list in your own name. A utility bill in a landlord's name does not establish your residence; a registered rent agreement for more than one year does.
- You are a grandparent applying for a minor while the parents are available and able to apply. The form restricts that route.
What documents are required for the Chandigarh residence certificate?
| Document | Mandatory | Notes |
|---|---|---|
| Application form with Rs 2 court fee stamp | Yes | Stamp pasted in the printed box on the form |
| Self-undertaking / affidavit | Yes | Printed on the form; IPC Sections 177 and 191 liability |
| Photograph with cross signature | Yes | No cross signature means rejection |
| Identity proof | Yes | Aadhaar, EPIC, passport, driving licence and others |
| Residence proof | Yes | Ration card, EPIC, Aadhaar, registered rent agreement, revenue record and others |
| Date of birth proof | Yes | Birth certificate, school leaving certificate, PAN, passport |
| Parent's residence proof and photograph | For minors | Plus supporting documents if a grandparent applies |
SDM Central's own forms page for the Residence Certificate is shorter and sets out the same core: an "Application duly affixed with Rs. 2.00 Court Fee Stamp" plus a "Self Declaration/undertaking by the applicant", with residential proof and income proof as enclosures, and it names ration card, voter card and Aadhaar card as acceptable residence proofs.
How to apply for a Chandigarh residence certificate online
- Open chdservices.gov.in and click Citizen Login for Income/Residence Certificate/Social Welfare Services. Register first if you have never used the portal, using your mobile number.
- Select the Residence Certificate service. If you prefer to prepare offline first, download Form for Residence Certificate from the Downloads section of the same site.
- Fill the applicant block and, separately, the person details block for whoever the certificate will name, these are different people when the certificate is for a minor. Enter house or flat number, sector or village, tehsil, district, PIN code, the date you have been residing in Chandigarh since, and the purpose of the certificate.
- Upload the scanned documents: photograph, identity proof, residence proof and date of birth proof, plus the parent's documents in a minor's case.
- Complete the self-undertaking, sign it, and make sure the photograph carries a cross signature, half on the paper, half on the photograph. The form states plainly that the application will be rejected without it.
- Submit and write down the application number shown on screen. It is the only handle you have for tracking.
How to apply offline or through a Sampark Kendra
- Download and print Form for Residence Certificate from chdservices.gov.in, or collect it at the SDM office.
- Affix a Rs 2 court fee stamp in the marked box and complete the self-undertaking.
- Attach self-attested copies of identity proof, residence proof and date of birth proof, and paste the cross-signed photograph.
- Take the file and the original documents to a Sampark Kendra. The form carries an "Undertaking from Sampark Operator" certifying that the originals were personally seen and the same have been uploaded in the online application — so carry originals, not just photocopies.
- Collect the acknowledgement carrying the application number.
How do I check the status of my application?
The chdservices.gov.in home page carries an Application Status link under "Online Status & Verification". Enter your application number to see where the file has reached. The neighbouring Verify Certificate link lets a college or employer confirm that an issued certificate is genuine, which is why the certificate number should be quoted accurately on any form you submit it with.
Given the published median of 35 days, a status check is reasonable after about four weeks. If the file is still untouched past the 45-day notified limit, that is the point to escalate.
How long is the certificate valid and does it need renewal?
The Chandigarh Administration does not publish an expiry date for the Residence/Domicile Certificate on chdservices.gov.in, and residence certificates are generally treated as a permanent statement of fact rather than a time-limited licence. In practice, individual recruiters and colleges sometimes demand a recently issued copy, so check the wording of the advertisement you are applying against before assuming an old certificate will be accepted. If your address changes within Chandigarh, the sensible course is a fresh application with the current address rather than a correction.
Why do Chandigarh residence certificate applications get rejected?
- No cross signature on the photograph. The form's own footnote says the application will be rejected without a signature half on the paper and half on the photograph, and without a signature on the undertaking.
- Residence proof in someone else's name. A parent's electricity bill or a landlord's utility bill does not carry the applicant's name; the accepted list is specific about documents being in the applicant's name.
- Date of birth mismatch. A school leaving certificate showing one date and Aadhaar another will stall the file until it is reconciled.
- Missing court fee stamp on the printed application.
- Unregistered rent agreement, or one for a period of a year or less. The form accepts only a registered rent agreement for more than one year.
- A minor's application filed by a grandparent without documents showing why the parents could not apply.
Is there any fee, and what about agents?
The only money the official form asks for is a Rs 2 court fee stamp. Apply directly on chdservices.gov.in, or through a Sampark Kendra at its notified counter charge. No private agent, consultant or "documentation shop" is authorised to charge you extra to get a Chandigarh residence certificate sanctioned, and paying one buys you nothing that the portal does not give free.
How do I raise a grievance or get help?
- e-District Manager, Room No 19 NIC, Second Floor, Estate Office Building, Sector 17, Chandigarh; phone 0172-274 0641, email edm[dot]chd[at]nic[dot]in.
- Feedback section on chdservices.gov.in for portal and service complaints.
- SDM Central, Chandigarh; chdsdmcentral.gov.in carries a Grievances section and the forms and procedure page for this certificate.
- Deputy Commissioner, UT Chandigarh, chandigarhdistrict.nic.in links to the e-District services and carries the district contact and helpline pages.

Frequently asked questions
How long does a residence certificate take in Chandigarh?
The e-District Chandigarh portal displays a service time limit of 45 days for Residence/Domicile Certificate. The same dashboard reports 23,184 applications received, 17,893 delivered, an average delivery time of 49 days and a median of 35 days, so real cases often run past the notified limit.
What is the fee for a Chandigarh residence certificate?
The only charge printed on the official form is a Rs 2 court fee stamp, which the checklist writes as "Rs 2/- court fee (1.25 /-)". No separate application fee is shown on chdservices.gov.in for this service; a Sampark Kendra may levy its own notified counter charge for assisted filing.
Which office issues the residence certificate in Chandigarh?
The Sub Divisional Magistrate's office under the Deputy Commissioner, UT Chandigarh, issues it, and the application is filed through the e-District system run by the Department of Information Technology, Chandigarh Administration. SDM Central publishes its own forms and procedure page for the same certificate.
How do I apply for a Chandigarh residence certificate online?
Use the "Citizen Login for Income/Residence Certificate/Social Welfare Services" link on chdservices.gov.in, register with your mobile number, choose the Residence Certificate service, fill the form, upload identity, residence and date of birth proofs, and submit. The portal issues an application number for tracking.
Can I get a Chandigarh residence certificate for my child?
Yes. The form has a separate block for minors in which a father, mother, grandfather or grandmother applies on the child's behalf, and it asks for the applying parent's own residence proof and photograph in addition to the child's documents. A grandparent can apply only if the parents are not available.
Why do Chandigarh residence certificate applications get rejected?
The most common reason stated on the form itself is a missing cross signature on the photograph — the form says the application will be rejected without it. Weak residence proof, a date of birth that does not match across documents, an unsigned undertaking and a missing court fee stamp are the other frequent causes.
How do I check my Chandigarh residence certificate status?
Use the "Application Status" link on the chdservices.gov.in home page and enter the application number issued at submission. The same site has a "Verify Certificate" link that lets an employer or college confirm a certificate is genuine.
Since when has the residence certificate been available online in Chandigarh?
Since 21 August 2015. The news panel on chdservices.gov.in records "Residence Certificate service launched through eDistrict wef 21 Aug 2015", three weeks after Income Certificate went live on 7 August 2015.
