What is an income certificate in Chandigarh and who issues it?

An income certificate in Chandigarh is an official statement of your family's total annual income from all sources, issued by the Deputy Commissioner's Office, UT Chandigarh. Chandigarh Administration delivers the service electronically through e-District Chandigarh at chdservices.gov.in, a portal content-managed by the Department of Information Technology and hosted by the National Informatics Centre. Income Certificate was in fact the very first service launched on that portal, with effect from 7 August 2015, ahead of late birth entry, late death entry, residence certificate and dependent certificate services that followed later the same month.

Chandigarh is a single-district Union Territory, so there is no district choice to make. Every application lands with the same Deputy Commissioner's Office and its Revenue branch, unlike states where you must pick the correct tehsil first.

Who can and who cannot apply?

Any resident of Chandigarh whose address can be proved from the documents listed on the official form can apply. The form asks for house or flat number, sector or village, district and PIN code, with the State/UT field pre-filled as Chandigarh, which is the practical test of eligibility: the address you declare must be inside the Union Territory.

The certificate is issued in the name of one person but reports the income of the whole family. The form contains a table where you list each family member, their relationship to you and their monthly income, and then a single figure for total annual family income from all sources.

You cannot apply for a Chandigarh income certificate if you live outside the Union Territory, even if you work in Chandigarh. A resident of Panchkula or Mohali must approach the Haryana or Punjab revenue authorities instead. You also cannot apply for someone else's income to be certified in your own name; the photograph on the form must be of the person in whose name the certificate is to be issued. Applications where the declared income cannot be supported by any documentary trail are not eligible for issue either, because the certifying officer has to verify the declaration before signing.

Which documents do you need?

The application form published on the e-District Chandigarh Downloads page carries its own checklist of requisite documents: a signed self-undertaking, two photographs, identity proof of the applicant and residence proof. All four are marked mandatory with an asterisk.

The form then prints two numbered lists that decide which papers count. For identity, it accepts the Election Commission photo ID card, an Aadhaar card or e-Aadhaar letter issued by the Government of India, a driving licence, a passport, or an arms licence with photograph. For address, the accepted list is longer: passport, Election Commission photo ID card, a current and valid ration card, Aadhaar or e-Aadhaar, a registered rent agreement for a period of more than one year, house allotment letter, revenue record, registered sale deed, certified voter list, driving licence, and arms licence with photograph.

Applicant details asked on the form include name, father's name, mother's name, spouse's name, date of birth, gender, mobile number and email address. Carry salary certificates, Form 16 or pay slips for salaried family members as supporting proof of the income you declare, even though these are not on the printed checklist.

How to apply for an income certificate in Chandigarh

  1. Open chdservices.gov.in and use the Citizen Login for Income/Residence Certificate/Social Welfare Services. First-time users register an account before applying.
  2. Download the current income certificate form from the Downloads section of the same portal. The portal carries a specific notice to use the new application form for the income certificate service, so do not reuse an old printed copy.
  3. Fill in applicant details, the family income table listing every earning member, and the total annual family income in both figures and words. State the purpose, the form itself names admission in educational institutions of Chandigarh under the EWS quota.
  4. Attach scanned copies of the identity proof and residence proof you selected from the form's numbered lists, along with two photographs and the signed self-undertaking.
  5. Submit the application and note the application number generated. Pay whatever fee the portal displays on the payment screen, and keep the receipt.
  6. Attend any verification the Revenue branch calls you for, carrying the originals of every document you uploaded.
  7. Track progress through the Application Status link on the portal home page, and download the certificate once it is issued.

Note one operational caution the portal itself publishes: applications for income certificate that were pending at various levels in the earlier system are not visible in citizen accounts on the current system, so an old pending case may need to be filed afresh.

How to apply offline at the Deputy Commissioner's Office

  1. Print the income certificate application form from chdservices.gov.in, or collect it from the Deputy Commissioner's Office, UT Chandigarh.
  2. Complete the form by hand, sign the self-undertaking and paste the photograph in the box marked for scanning without cross-signing it.
  3. Submit the form with self-attested photocopies of identity proof and residence proof at the Deputy Commissioner's Office counter, and carry the originals for verification.
  4. Collect the acknowledgement with the application number, which is what you will quote for status checks and appeals.

How long does it take and what does it cost?

The e-District Chandigarh home page displays a time limit of 30 days for Income Certificate. The same page publishes running service statistics: 79,523 applications received, 69,684 delivered, an average delivery of 41 days and a median of 34 days. Compare that with Marriage Registration Certificate on the same portal, which has an 8-day limit and a 3-day median, and with Residence/Domicile Certificate, which carries a 45-day limit. In short, apply well before any admission or scholarship deadline rather than in the last fortnight.

Chandigarh Administration does not publish a separate schedule of fees for the income certificate on either the e-District portal or the district website. Apply directly on chdservices.gov.in and pay only the amount the portal's own payment screen asks for. No agent, tout or middleman is authorised to charge you extra for filing this application, and paying one buys you no priority in a queue that is worked by the Revenue branch in order.

How do you check status or verify a certificate?

The portal home page carries two separate links under Online Status & Verification: Application Status and Verify Certificate. Application Status is for the applicant tracking a pending file. Verify Certificate is for an institution or employer confirming that a certificate presented to them is genuine, which is why colleges in Chandigarh increasingly ask for the certificate number rather than a photocopy alone.

Why are income certificate applications rejected?

Applications commonly fail on the four checklist items. A missing or unsigned self-undertaking is the simplest cause. A residence proof that is not on the form's numbered list — an electricity bill or a letter from an employer, for instance: is another. Mismatched names between the identity proof and the form, an incomplete family income table, or a total annual income figure that does not match the member-wise monthly figures will also send the file back. Applications from people whose declared address falls outside the Union Territory cannot be issued at all.

Where do you complain if nothing moves?

Chandigarh applies the Punjab Right to Service Act, 2011 along with the Punjab Right to Service (Amendment) Act, 2014, as extended to the Union Territory. Under that framework the Deputy Commissioner's office publishes notified public services with a stipulated time limit, a designated officer, a First Appellate Authority and a Second Appellate Authority. For revenue certificates the designated officer is the Tehsildar (Revenue), the First Appellate Authority is the Additional Deputy Commissioner and the Second Appellate Authority is the Deputy Commissioner. The complete notified list was published in the official gazette by Chandigarh Administration vide notification number 28/67/1-IH(11)-2019/14032 dated 13 September 2019, and is reproduced on the district website's Right to Service page.

If the 30-day limit passes without a decision, quote your application number in a first appeal to the Additional Deputy Commissioner. The e-District portal also carries Contact and Feedback links for portal-level problems such as login failure or a payment that did not register.
