What is Krishak Samagra Vikas Yojana?

Krishak Samagra Vikas Yojana is the flagship state-funded crop scheme of the Chhattisgarh Department of Agriculture Development, Farmer Welfare and Biotechnology, listed as state-funded scheme number 3 on the department's own state schemes page at agriportal.cg.nic.in. In Hindi it is कृषक समग्र विकास योजना, and the department's implementation guideline for the scheme is published on the same portal along with two later amendments.

The name translates as "comprehensive farmer development", and the scheme lives up to it by bundling four distinct crop-support programmes under one budget head rather than running them as separate schemes. The Chhattisgarh outcome budget, published by the state Finance Department, prints the components against the scheme as follows:

  1. Distribution of improved seed to farmers of all categories, and subsidy on seed production, the Akti Beej Bank Yojana component.
  2. Promotion of pulse seed production.
  3. Subsidy on various components to raise sugarcane area, production and productivity. The State Sugarcane Scheme component.
  4. Increase in area, production and productivity of ramtil (niger). The Ramtil Yojana component.

Seed is the pivot. Chhattisgarh is a paddy state where seed replacement rate directly determines yield, and Krishak Samagra Vikas Yojana is the vehicle through which the state pushes certified and improved seed into farmers' hands at a subsidised price ahead of each sowing season.

How big is Krishak Samagra Vikas Yojana?

The scheme is the largest single state-funded line item in the Chhattisgarh agriculture department's outcome budget:

Financial year Budget provision Seed distribution target
2023-24 Rs 98 crore 9,17,400 quintals
2024-25 Rs 106.05 crore 10,00,000 quintals
2025-26 Rs 150 crore 10,00,000 quintals
2026-27 Rs 150 crore 15,24,998 quintals

The 2026-27 outcome budget also sets a seed production target of 15,24,998 quintals, the same figure as distribution, which reflects the scheme's design: subsidy is paid both to the farmer who buys improved seed and to the farmer who grows seed for the state's own supply chain.

What does each component actually deliver?

Improved seed distribution and seed production subsidy (Akti Beej Bank). The bulk of the money sits here. Farmers of every category are eligible, and the department distributes improved and certified seed of paddy and other crops through Chhattisgarh State Seeds and Agricultural Development Corporation counters, primary agricultural cooperative societies and registered dealers. Farmers who produce seed under the department's arrangement receive subsidy on that production.

Pulse seed production. The 2026-27 target is a seed production subsidy over 54,000 quintals of pulse seed, up from 46,000 quintals in 2024-25. Chhattisgarh uses this component to lift pulse acreage in the rabi season on land that would otherwise stay fallow after paddy.

State Sugarcane Scheme. The 2026-27 targets printed in the outcome budget are subsidy on seed purchase over 1,540 hectares, subsidy on the purchase of 1,56,000 tissue culture plants, and seed treatment over 1,100 hectares. The 2024-25 targets were different in shape — 1,740 quintals of seed purchase and 3,50,000 tissue culture plants, so the sugarcane component is re-cast each year.

Ramtil (niger) Yojana. The 2026-27 kharif target is 40 thousand hectares of area, 14,000 metric tonnes of production and 350 kg per hectare of productivity. Niger is a tribal-belt oilseed, and this component is aimed at the forested districts where it is traditionally grown.

Who is eligible for Krishak Samagra Vikas Yojana?

You can apply if:

  • You are a farmer in Chhattisgarh with cultivable land and a recorded sowing area, the outcome budget states the seed component covers farmers of all categories (सभी वर्ग के किसान).
  • You register your seed demand with the department or your cooperative society before the sowing season begins.
  • You hold a bank account, for components where the benefit is paid as subsidy rather than as a price discount at the counter.

Priority within the scheme follows the standard Chhattisgarh agriculture department order: small and marginal farmers, Scheduled Caste and Scheduled Tribe farmers, and women farmers are served first where supply is short.

You are not eligible if:

  • You have no cultivable land and no recorded sowing area, since the seed entitlement is worked out against area to be sown.
  • You are a farmer outside Chhattisgarh. The scheme is financed entirely from the state budget.
  • You are claiming a crop component that your district is not covered by. The sugarcane and ramtil components run only in the districts where those crops are programmed.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity and DBT seeding
B-1 and Khasra (P-II) Yes Fixes the sowing area and the seed quantity allowed
Bank passbook copy Yes For subsidy paid by transfer
Caste certificate Only for SC / ST benefit Where a reserved benefit is claimed
Cooperative society membership No Useful when seed is lifted through a society
Seed purchase receipt Yes Proof of the transaction, kept for verification

How to apply for Krishak Samagra Vikas Yojana

  1. Approach your RAEO before the season. Meet the Rural Agriculture Extension Officer for your village cluster before kharif sowing (roughly April to June) or before rabi sowing (roughly September to October) and say which crop and how much area you intend to sow.
  2. Register your seed demand. Give your name, village, Khasra details and the seed variety and quantity needed. Demand is aggregated block-wise and sent up so that the seed corporation can position stock at counters in time.
  3. Submit the supporting papers: Aadhaar, B-1 and Khasra, bank passbook copy, and a caste certificate where a reserved benefit is claimed.
  4. Lift the seed when the allocation reaches your block. Collect it from the seed corporation counter, your primary agricultural cooperative society or a registered dealer, paying the subsidised price.
  5. Keep the receipt. It is the proof used at verification and for any later subsidy claim.
  6. For the seed production component, register separately. Farmers who want to grow seed rather than only buy it must register with the department and the seed certification agency before sowing, since certification requires inspection during the crop cycle.

Where the seed actually comes from

Chhattisgarh routes the physical supply through the Chhattisgarh State Seeds and Agricultural Development Corporation and through the network of primary agricultural cooperative societies that also handle fertiliser and crop loans. For a farmer, this means the practical sequence is: register demand with the RAEO, then lift the seed from the society counter. The seed certification process itself has moved online to the national SATHI portal, which the state uses for tracking certified seed lots.

How to check whether your demand was recorded

Krishak Samagra Vikas Yojana has no individual online tracker. Check in two places:

  1. Your RAEO's demand register, which lists village-wise seed demand for the coming season.
  2. The block agriculture office, which holds the block allocation against which your demand sits. If a variety is short, the block office is where the substitution is decided.

Why farmers miss out on this scheme

  • Demand registered too late. Seed is positioned before the season; a farmer who asks after sowing begins finds the block allocation already lifted.
  • Land record not updated, so the sowing area on file is smaller than the area actually cultivated and the seed quantity allowed is cut.
  • Variety not allocated to the block. A farmer asking for a variety outside the block's plan will be offered a substitute.
  • Bank account not Aadhaar-seeded, blocking subsidy paid by transfer.
  • Crop component not run in the district. This is the usual reason a sugarcane or ramtil request goes nowhere.

Grievance and help

Raise a complaint first with your Rural Agriculture Extension Officer, then the Senior Agriculture Development Officer at block level, and then the Deputy Director of Agriculture at the district collectorate. The Directorate of Agriculture at Raipur, under the Department of Agriculture Development, Farmer Welfare and Biotechnology, is the final departmental authority, and the department's state-funded scheme guidelines are published for public reference at agriportal.cg.nic.in.

Registering demand under Krishak Samagra Vikas Yojana is free. Seed is sold at the notified subsidised rate and nothing beyond that rate is payable to any dealer, society official or agent.
