What is a labour card in Chhattisgarh?

A labour card in Chhattisgarh is the registration of a construction worker with the Chhattisgarh Building and Other Construction Workers Welfare Board: in Hindi, the Chhattisgarh Bhawan Evam Anya Sanniraman Karmkar Kalyan Mandal. The Labour Department, Government of Chhattisgarh runs the service on its Shramev Jayate portal at shramevjayate.cg.gov.in, built and hosted by the National Informatics Centre, and mirrors it in the Shramev Jayate mobile app.

The board's legal foundation is the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Building and Other Construction Workers Welfare Cess Act, 1996, both passed in 1996 and assented to on 19 August 1996. Chhattisgarh framed its own Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2008 under that Act, and constituted the board through notification F 10-1/2006/16 dated 5 September 2008.

The Labour Department's own explanation is blunt about why the card exists: construction workers form part of the roughly 94 per cent of India's working population that is unorganised, working in hazardous conditions with temporary and irregular employment and no assured social security. Registration is what converts a worker from invisible to a beneficiary the board can pay.

Who can and who cannot apply?

You can apply for Chhattisgarh BOCW registration if:

  • Your age is between 18 and 60 years, proved by Aadhaar card, voter identity card, a marksheet or a birth certificate.
  • You can produce a certificate of 90 days of construction work issued by your employer, your contractor, or a registered construction workers' union.
  • You hold a ration card showing your permanent and temporary address and your family members.
  • You have a mobile number and a bank account number, both of which are compulsory on the form.

MGNREGA workers have a separate route: a job card showing 50 days of work is accepted for them.

The board notifies 60 categories of work. Stone cutters, breakers and grinders; masons and brick layers; carpenters and workers who paint and varnish wooden material; painters; fitters and bar benders; plumbers and drainage and tap workers; electricians and panel fitters; mechanics; well diggers; welders; head labourers; labourers, rezas and coolies; spraymen and mixermen on road works; wood and stone packers; divers who remove silt from wells; hammer operators; thatchers; blacksmiths; wood sawyers; caulkers; concrete mixer operators; pump operators; roller drivers; khalasis on heavy machinery and bridge work; chowkidars and security guards; mosaic polishers; tunnel workers; marble, slab cutting and tiling workers; road workers; rock breakers and mining workers; earthworkers on construction; lime makers; flood erosion control workers; brick kiln, tile and fly-ash workers; pandal workers; bansods; potters; makers of cement poles, jaalis, pots, pipes and tanks; sand and aggregate workers; fire-fighting equipment installers; air conditioner, refrigeration and geyser fitters; iron grill, window and door makers; carpet workers; lift and escalator installers; solar panel makers and fitters; modular kitchen workers; POP, false ceiling and lighting workers; centring workers; safety door and safety equipment workers; water harvesting workers; glass panel cutters and fitters; builders of playgrounds, swimming pools and golf courses; makers of bus stops, depots, stands, road signals and sign boards; fountain builders; public garden, footpath and landscaping workers; drivers of vehicles supplying sand, brick, aggregate and murrum; debris and waste removers; and loaders and unloaders of sand, murrum, aggregate, cement and brick.

You cannot apply if you are below 18 or 60 and above, if no employer, contractor or registered union will certify 90 days of construction work for you, or if your work falls outside the 60 notified categories. Workers with no ration card, no mobile number or no bank account are not eligible to complete the form as the department has designed it.

What documents are required?

The Chhattisgarh Labour Department's eligibility page lists them precisely:

  1. A colour passport photograph, scanned.
  2. The 90-day construction work certificate from the employer, contractor or registered construction workers' union, scanned; compulsory.
  3. Age proof; Aadhaar, voter ID, marksheet or birth certificate, scanned, compulsory.
  4. The ration card, scanned, for the permanent and temporary address of the worker and family members: compulsory.
  5. Mobile number and bank account number β€” compulsory.
  6. For MGNREGA workers, the job card showing 50 days of work.

How to apply for a labour card in Chhattisgarh

  1. Open the Shramev Jayate portal at shramevjayate.cg.gov.in and go to the Building and Other Construction section, or use the Shramev Jayate mobile app published by the Labour Department.
  2. Create the user account. The registration request page asks you to choose between User Registration and User Login; create the user first, using the mobile number you actually carry.
  3. Fill the worker registration form with your name, address, family details, trade and bank account, and attach the scanned colour photograph, the 90-day work certificate, the age proof and the ration card.
  4. Submit and wait for the SMS. After the above steps are complete, the worker receives an intimation on the mobile number given.
  5. Contact your district labour office once the SMS arrives. This step is prescribed by the department, not optional, the district office completes the verification.
  6. Pay Rs 10 as the registration fee. The application must be disposed of within 45 days of receipt.

How do you check the status or download the card?

The Shramev Jayate portal carries a registration and renewal search where you enter your details and see the position of the file, and a separate BOCW worker card download page from which a registered worker prints the card. The portal also has pages to complete an incomplete registration, to refill an application returned by the district, and to complete a pending renewal. Workers can also get information at the Labour Department office in their district, which the department names as an alternative to the portal for both registration and scheme benefits.

Renewal; why cards go dead

Chhattisgarh treats the labour card as a renewable registration. The portal's own message to workers whose card has lapsed is direct: contact the nearest district labour office or renew the worker card through the Shramev Jayate mobile app, so that you can apply for schemes and receive their benefits. A lapsed card is the most common reason a Chhattisgarh worker's scheme application is refused, and it is fixed by renewal, not by a fresh registration.

Why are Chhattisgarh registrations rejected or returned?

  • The 90-day work certificate is missing, or is signed by someone who is not the employer, contractor or a registered union.
  • The age proof shows the worker is under 18 or 60 and above.
  • The ration card is not attached, so the permanent and temporary address cannot be established.
  • Scans are unreadable, or the wrong document is attached in a slot. The portal has a dedicated flow for completing documents on an incomplete application.
  • The district returns the application; the portal then offers a "refill the returned application" route rather than a fresh one.

What does it cost, and what about agents?

Registration costs Rs 10. That is the figure the Chhattisgarh Labour Department publishes on its own eligibility and process page, and the scheme applications that follow are free to file on the portal. No middleman is entitled to anything beyond that, and no officer may demand a payment for verification. If money is demanded, use the complaint pages on shramevjayate.cg.gov.in, call the board on 0771-2971063, or use the Chief Minister's Shramik Sahayata Kendra number 0771-3505050.
