CGTMSE: Why Applications Get Rejected and How to Fix It

Under the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), the borrower never files the guarantee application, the lending bank or NBFC does, after it sanctions your collateral-free loan. So a "CGTMSE rejection" is really one of two different failures: your loan was declined by the branch, or your guarantee cover could not be registered on the CGTMSE portal even though the loan was approved. Failure type 1: the loan itself is declined

CGTMSE guarantees the lender against default. It does not force any bank to lend. The branch still appraises your business on merit, so most "rejections" are ordinary credit declines.

  • Weak or missing project report. Without a credible project report showing product, market, machinery/working-capital need and repayment capacity, the branch cannot justify an unsecured facility. Fix: rebuild the report with realistic projections and a clear repayment schedule.
  • Poor credit history of the promoter. A low CIBIL score, past write-offs or existing overdues make the branch wary of an unsecured loan. Fix: clear overdues, wait for the score to recover, and add a co-applicant with a clean record if the entity structure allows.
  • Unviable cash flow. The projected surplus does not cover the proposed EMI. Fix: lower the loan quantum, extend tenure, or strengthen the order book before re-applying.

These are not CGTMSE rejections at all. They are lender decisions, and the fix is a stronger loan case, not a CGTMSE appeal.

Failure type 2: the guarantee cannot be registered

Even after sanction, the CGS-I scheme document makes certain facilities ineligible for cover. If your loan is approved but no Credit Guarantee Number (CGPAN) is issued, check these:

  • No Udyam Registration. CGTMSE covers only enterprises formally classified as micro or small. Fix: complete Udyam Registration before the guarantee is lodged.
  • Medium enterprise size. CGS-I is restricted to micro and small enterprises; a medium enterprise is outside the scheme. Fix: none within CGS-I — explore other guarantee routes.
  • Collateral taken on the whole facility. A fully secured loan cannot be covered. Fix: if only part is secured, ask the branch to structure the unsecured portion under the Hybrid Security model, which the scheme document permits.
  • Account not "standard and regular." The scheme document requires the account to be standard on the material date and not in SMA, and not restructured or in SMA-2 in the year before the guarantee application. Fix: regularise the account and let the seasoning period pass.
  • Risk already covered elsewhere. If the facility is already covered by DICGC, RBI, another government scheme, an insurer or NCGTC, CGTMSE will not double-cover it.
  • Earlier invoked guarantee unpaid. If a previous CGTMSE guarantee against the same borrower was invoked and dues to the Trust remain unpaid, fresh cover is blocked. Fix: settle the outstanding claim position.
  • Guarantee fee not paid on time. CGTMSE issues the CGPAN only after the lender pays the Annual Guarantee Fee; if the branch delays, the cover does not activate. Fix: ask the branch to remit the fee and generate the CGPAN.

How to confirm whether your cover is actually live

  1. Ask your branch manager for the CGPAN, the unique guarantee number CGTMSE issues for your facility.
  2. Look for the Annual Guarantee Fee debit in your loan account statement; that entry is the practical proof the cover is running.
  3. If the branch took collateral and still debited a guarantee fee on the same secured portion, flag it; under CGS-I only the unsecured portion may be covered.

Grievance and correction routes

  • Start at the branch. Because the bank lodges and manages the guarantee, the branch is always the first point of contact for a missing CGPAN or a wrongly structured facility.
  • Escalate to the bank's nodal officer if the branch cannot resolve a fee, structuring or double-charge issue.

A genuine CGTMSE-backed loan costs you only the guarantee fee. No consultant can "arrange" cover or "reverse a rejection" for a fee, the application runs entirely on the bank's own system.
