What is the NEC Merit Scholarship?

The NEC Merit Scholarship: officially Financial Support to the Students of N.E.R for Higher Professional Courses, is a scholarship run by the North Eastern Council under the Ministry of Development of North Eastern Region (DoNER). It gives merit-based financial help to students from the eight North Eastern states so they can complete higher and professional education without dropping out for money reasons.

According to the scheme details published on the National Scholarship Portal, the award ranges from Rs 20,000 to Rs 30,000 per year and is paid directly into the student's Aadhaar-seeded bank account through Direct Benefit Transfer. • Diploma courses: Rs 20,000 per year
• Degree courses: Rs 22,000 per year

The scholarship is meant to cover part of a student's tuition and living cost. It is a supplement, not a full cost-of-education grant, so students usually combine it with their own or their family's resources.

Who is eligible for the NEC Merit Scholarship?

You can apply if:

• You are a permanent resident of one of the eight North Eastern states — Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura or Sikkim.
• Your family income does not exceed Rs 8,00,000 per year.
• You scored at least 60% marks in the qualifying examination.
• You are admitted to a diploma, degree or postgraduate course, or registered for M.Phil./Ph.D., at an institute recognised by the Government.

You cannot apply if:

• Your family income is above Rs 8,00,000 a year.
• You scored below 60% in the qualifying examination.
• You are already receiving another scholarship for the same course.
• You are employed while studying.
• You are studying at an institution that is not recognised by the Government.

Selection is made on merit within the income ceiling. The scheme guidelines make clear that awards are not based on category, religion or gender. A break in the scholarship, or changing your institution or subject midway, can also make you ineligible for continued payment, so students should confirm the renewal rules with their institute before switching.

How to apply for the NEC Merit Scholarship

1. Go to the National Scholarship Portal at scholarships.gov.in and complete the One-Time Registration (OTR), which needs Aadhaar and face authentication through the NSP mobile app.
2. Log in with your OTR reference number, then search for and open the NEC Merit Scholarship (Financial Support to the Students of N.E.R for Higher Professional Courses) under the Ministry of DoNER.
3. Fill in the application form with your personal, academic, income and bank details, then upload the required documents.
4. Submit the form and note the application ID for tracking.
5. Your institute verifies your details first, after which the state nodal authority does the second-level verification.
6. Once approved, the scholarship is credited to your Aadhaar-seeded bank account through Direct Benefit Transfer.

How much benefit does the scheme provide and how is it paid?

The scholarship is an annual award of Rs 20,000 to Rs 30,000 based on the level of your course. It is disbursed by DBT to the student's own bank account, so the account must be linked with Aadhaar for the payment to succeed. Renewal for later years of the same course is generally conditional on continued good performance and maintaining eligibility, and any break makes the student ineligible for further receipt.

Because this scholarship is delivered entirely through the National Scholarship Portal, most problems; OTR failures, verification delays or DBT credit issues: are resolved through the NSP helpdesk and PFMS payment helpdesk rather than the Council directly.

How to check your application status

1. Log in to the National Scholarship Portal at scholarships.gov.in with the credentials you created during One-Time Registration (OTR).
2. Open the "Track Application Status" section in your student dashboard. This shows the current stage of your form: submitted, pending at institute, verified by institute, pending at state nodal authority, or approved and sent for disbursement.
3. Keep your application ID and OTR reference number handy; you will need these for any status query, whether online or by phone.
4. If the status has not moved for several weeks, first check with your institute's scholarship or financial aid cell, since institute-level verification is the most common stage where applications sit unattended.
5. If the institute confirms it has already verified and forwarded your form, the next check point is the state nodal authority for your North Eastern state, which handles second-level verification before the NEC and DoNER release funds.
6. For portal or payment-specific problems, use the VANI chatbot on scholarships.gov.in or raise a ticket under the Grievance Registration section. General portal queries can also be directed to the NSP helpdesk at 0120-6619540.
7. Once your application is approved, the disbursement is made through Direct Benefit Transfer, so also watch your Aadhaar-seeded bank account for the credit rather than relying only on the portal status, since DBT credit can sometimes lag behind the "approved" status shown online.

There is no separate SMS-based tracking or offline counter for this scheme; all status checks run through the National Scholarship Portal itself, because the scheme has no independent application system of its own.

Common reasons for rejection

• Aadhaar not seeded with the bank account. The scholarship is paid only through Direct Benefit Transfer, so if your bank account is not linked to Aadhaar, the disbursement fails even after approval. Fix this by visiting your bank branch or using its net banking / mobile app to complete Aadhaar seeding before you apply, not after.
• Marks below the 60% threshold. Some applicants apply based on an earlier qualifying result that later falls short once the final marksheet is issued, or they miscalculate aggregate percentage across subjects. Check the exact percentage on your official marksheet, not a provisional or expected score, before submitting.
• Family income certificate shows more than Rs 8,00,000 a year, or is outdated. Income certificates issued long before the application, or ones that do not match the format expected by the verifying authority, are a frequent cause of rejection at the institute or state verification stage. Get a fresh income certificate from the competent revenue authority close to the application date.
• Domicile or Permanent Resident Certificate does not clearly establish residence in one of the eight North Eastern states. Some applicants submit an address proof instead of an actual domicile certificate, which is not accepted. Only a proper Permanent Resident or Domicile Certificate issued by the concerned state authority satisfies this requirement.
• Applying while already holding another scholarship for the same course. The scheme does not allow a student to draw two scholarships simultaneously. If you are already receiving a state or central scholarship for the same academic year and course, you must choose one; holding both leads to disqualification once cross-checked.
• Institution not recognised by the Government, or admission/bonafide certificate missing. Applications from students at unrecognised institutes, or without a proper bonafide/admission certificate confirming current enrolment, are rejected at the institute verification stage itself.
• Delayed or incomplete institute verification. Even a correctly filled application can stall or lapse if the institute does not verify it within the window set on the portal each year. Follow up with your institute's nodal officer soon after submission rather than assuming the form will be verified automatically.
• Employment during the course. Since the scheme is meant for full-time students, being employed while studying is grounds for rejection or discontinuation, so applicants working part-time or full-time alongside their course should confirm their eligibility before applying.
• Applying outside the annual application window. The National Scholarship Portal opens and closes the application and renewal windows for fixed periods each year; a technically complete form submitted after the deadline is simply not processed.
