What is the Free Coaching for Students with Disabilities scheme?

Free Coaching for Students with Disabilities (SwDs) is a central sector scheme of the Department of Empowerment of Persons with Disabilities (DEPwD), under the Ministry of Social Justice and Empowerment. Who is eligible for free coaching?

A student cannot benefit if:

• The disability is below 40 percent, or there is no valid disability certificate or UDID card.
• Family income exceeds Rs 8 lakh a year.
• The student has already availed free coaching under this scheme for the same purpose (repeat benefit is restricted per the guidelines).

Because the benefit is delivered through an empanelled organisation, a student cannot claim the coaching cost as personal cash - the money for coaching goes to the institute running the approved batch.

What benefits does the scheme provide?

Students apply through an empanelled organisation, not directly to the ministry:

1. Find an organisation empanelled under the scheme - DEPwD and its institutes (such as the national institutes for persons with disabilities) publish lists of organisations running free coaching batches.
2. Confirm your eligibility - 40 percent disability with a UDID card, family income up to Rs 8 lakh, and the required Class XII qualification for the course.
3. Submit your application and documents to the organisation - disability certificate/UDID, income certificate, Class XII marksheet, Aadhaar and bank details.
4. Complete the organisation's selection and join the coaching batch; the organisation claims the coaching cost from DEPwD and disburses your stipend and allowance.

For an organisation that wants to run coaching under the scheme:

How to check your application status

Because this scheme is delivered through empanelled organisations rather than a single central portal where a student logs in and tracks a token number, status checking works differently from most direct-benefit schemes:

1. Ask the empanelled organisation directly. Once you submit your documents to the coaching institute you are enrolling with, the organisation, not DEPwD, holds your file and decides admission into the batch. The institute's coordinator or admissions office is the first and fastest point of contact for whether your documents were accepted and whether you have a seat.
2. Confirm your batch admission in writing or via the institute's own notice board or portal. Many empanelled organisations (including the national institutes for persons with disabilities) post selected candidate lists for each coaching batch on their own websites or notice boards. Check the specific institute's site, not depwd.gov.in, for batch-wise results.
3. Track the stipend and allowance disbursement separately from admission. Being admitted to a batch does not automatically mean the stipend has been credited. The organisation claims the coaching cost, stipend and disability allowance from DEPwD in installments, so a lag between joining the batch and the first stipend credit is normal; ask the institute's accounts or admissions desk for the expected disbursement cycle for your batch.
4. Call the DEPwD helpline (011-24365019) only for scheme-level queries such as which organisations are currently empanelled in your state or subject area, or if an empanelled organisation has stopped responding. DEPwD's helpline cannot look up an individual student's admission or payment status, since it does not run a student-facing case-tracking system, that record sits with the organisation.
5. Keep your own paper trail. Retain a copy of the application you submitted to the organisation, the date of submission, and any acknowledgement or receipt number the institute gives you. If a dispute arises later about whether you applied on time or submitted a document, this is what you will need to show.

In short, status checking under this scheme means following up with the coaching organisation you applied to, not searching for a case number on a government portal.

Common reasons for rejection

• Disability percentage below the 40 percent benchmark. The scheme is restricted to benchmark disability as defined under the disability certificate/UDID system. A certificate showing less than 40 percent disability makes the application ineligible regardless of other qualifications. Fix: get your disability reassessed at a government medical board if you believe your condition has progressed, and obtain an updated UDID card before reapplying.
• No valid UDID card or an expired/mismatched disability certificate. Organisations verify disability status against the UDID card or an equivalent certificate from a competent authority; an old-format certificate that does not match current UDID records, or one that has expired, is commonly flagged. Fix: apply for or renew your UDID card through the UDID portal well before enrolling, since processing takes time.
• Family income above Rs 8 lakh a year. Because eligibility is based on total family income from all sources, not just the student's own income, a household that crosses the Rs 8 lakh threshold (even due to a parent's or sibling's earnings) is disqualified. Fix: submit a current, correctly issued income certificate from the competent revenue authority; if income has genuinely fallen since a previous certificate, get a fresh one dated close to your application.
• Missing or incomplete Class XII qualification proof. Some courses require the student to have passed Class XII, while others accept a student currently studying in Class XII; submitting the wrong type of proof for the course applied to leads to rejection. Fix: check the specific course's eligibility criteria published by the empanelled organisation before applying, and submit the marksheet or bona fide study certificate that matches it.
• Already availed the benefit once before. The guidelines restrict repeat benefit for the same purpose, so a student who has already completed a funded coaching batch under this scheme and applies again for the same exam category is commonly turned down. Fix: check with the organisation whether your case falls under the repeat-benefit restriction before submitting, since exceptions can depend on the specific guideline clause in force at the time.
• Applying to an organisation that is not currently empanelled. Empanelment status can lapse or change; a student who enrols with an institute assuming it is government-funded, when its empanelment has expired or was never approved for the batch in question, will not have coaching costs or stipend paid. Fix: verify the organisation's current empanelment status with DEPwD or the relevant national institute before submitting documents, rather than relying on the institute's own claim.
• Incomplete or mismatched documentation. A common practical reason for rejection at the organisation level is a mismatch between the name, date of birth or address on the Aadhaar card, disability certificate, income certificate and bank passbook. Fix: cross-check that all documents show consistent personal details before submission, and get any discrepancy corrected at the issuing authority first.
• Bank account not in the student's own name or not linked properly. Since stipend and allowance are paid into a bank account, an account that is not in the student's name, or one with incorrect account/IFSC details, causes payment failures even after admission is approved. Fix: open or update a bank account in your own name and provide a clear passbook copy or bank statement showing the account number and IFSC code.
