Why FIST proposals get rejected

FIST proposals fail for a predictable set of reasons: the proposal is not in the prescribed level-specific format, mandatory endorsements or declarations are missing, the department is still inside a cool-off period, the earlier FIST project was never closed out, the department is too new, it lacks enough PhD-holding core faculty, or the submission arrives by email instead of the portal. Reason 1: Proposal not in the prescribed format

Per the DST FIST advertisement, a proposal that does not use the correct level-specific format: Level A, Level B, Level C or FIST-SHAKTI: leads to summary rejection without further processing. This is the most avoidable failure.

The fix: after logging in to onlinedst.gov.in, download the format for the exact level you are applying under from the Proposal Formats section, fill it offline, and keep the file within the 5 MB size limit before upload. Do not adapt an old year's format.

Reason 2: Incomplete application

Missing pieces sink otherwise strong proposals. The commonest gaps are the PI endorsement and summary sheet, the institutional endorsement from the Registrar, Head of Institute or Principal, the DST Policy on Conflict of Interest declaration, and the Project Implementation Group (PIG) details.

The fix: assemble all mandatory documents before you start the portal submission, and use the Preview button to check every entry; no change is possible after final submission.

Reason 3: Cool-off period not completed

A department still inside its cool-off period after an earlier FIST project is not eligible for a repeat cycle. Per the FIST 2023 advertisement, the cool-off is 2 years for an Excellent or Very Good grading, 3 years for Good and 5 years for Satisfactory, counted after the project tenure including any extension.

The fix: confirm your grading and the resulting cool-off before applying. Review grading can be sought by emailing DST from the institutional account of the Head of Department or Principal.

Reason 4: Earlier FIST project not closed

A department cannot get fresh support until its previous FIST project is settled and the Project Completion Certificate obtained.

The fix: submit all settlement documents: utilisation certificates, audited statements — and secure the Project Completion Certificate before the new proposal is considered.

Reason 5: Department too new or too thin on faculty

A department that has existed for less than 5 years is not eligible. Nor is one that falls short of the minimum PhD-holding core faculty for the level to 5 or more at Level B and 8 or more at Level C in the FIST 2023 norms.

The fix: apply at the level your department actually meets. A young or small department may qualify at Level A or Level B even if it cannot meet Level C thresholds.

Reason 6: Wrong discipline or wrong applicant

FIST does not fund individuals; proposals towards individual R&D support are not accepted. Humanities, management and commerce departments are not eligible, and neither are educational organisations under other ministries. Under Level A, NITs, IITs, schools, centres and university constituent colleges cannot apply. Modern-biology areas fall outside the FIST 2023 life-sciences scope.

The fix: if you are an individual scientist, look at DST-SERB research grants instead. If your department is in an excluded discipline, FIST is not your route.

Reason 7: Submission by email or hard copy

Proposals sent by email or in hard copy are not entertained. Only online submission on onlinedst.gov.in counts.

The fix: submit through the portal before the last date in the advertisement, after which the web link is disabled automatically. A department gets three submission chances, and the last submission is the one evaluated, so do not waste chances on a draft.

How to correct or re-submit

FIST has no mid-cycle grievance appeal against a peer-review outcome. If your proposal was rejected on a fixable ground: format, completeness, closure: correct it and apply again in the next FIST call, which DST publishes on dst.gov.in and the e-PMS portal. FIST is not open all year, so watch for the call notice.
