Atal Asra Yojana
Goa state government scheme
Atal Asra Yojana is the Goa Directorate of Tribal Welfare's housing assistance scheme for Scheduled Tribe families, offering up to Rs 5,00,000 for building or rebuilding a house and up to Rs 3,00,000 for repairs after the 2026 revision, with the family income ceiling raised to Rs 5,00,000 a year. Applications are submitted offline at Panaji or Margao.
What is Atal Asra Yojana?
Atal Asra Yojana is a housing assistance scheme run by the Directorate of Tribal Welfare, Government of Goa, for Scheduled Tribe families who need to build a house, rebuild one that has become unfit, or repair one that is standing but damaged. The Directorate operates from Shram Shakti Bhavan, 5th Floor, Patto, Panaji, and the scheme sits alongside its other family-level schemes such as Sheti Samrudhi Yojana and Mundkarache Ghar.
On 11 June 2026 the Directorate of Tribal Welfare issued a fresh notice inviting applications and announcing a substantial upward revision of the scheme. Under the revised terms, eligible beneficiaries can receive financial assistance of up to Rs 5 lakh for the construction of a new house or the reconstruction of an existing one, and up to Rs 3 lakh for repairs to an existing house. The annual income eligibility limit was raised from Rs 3 lakh to Rs 5 lakh, which the Directorate stated was intended to bring a larger number of Scheduled Tribe families within reach of the scheme.
The earlier published ceilings; Rs 3,00,000 for construction or reconstruction and Rs 1,50,000 for repairs, against a Rs 3,00,000 income limit; remain useful context because sanctions issued before the revision were made on those figures.
Key features
- Direct capital assistance for housing, not a loan and not an interest subsidy.
- Restricted to Scheduled Tribe families of Goa.
- Three situations covered: new construction, reconstruction and repair.
- Assistance released to the beneficiary's bank account through a mandate form.
- Applications received and processed offline by the Directorate.
Who is eligible for Atal Asra Yojana?
You can apply if:
- You are an individual from a Scheduled Tribe community of the State of Goa, holding an ST certificate from the competent authority.
- Your annual family income is within the prescribed ceiling, raised to Rs 5,00,000 in the June 2026 notice, from the earlier Rs 3,00,000.
- You can produce a house tax receipt for the existing house, or ownership documents and a construction licence for a new house.
- You can obtain a detailed estimate from an engineer, architect or contractor registered with the PWD, GSIDC, a government department or an autonomous body.
You cannot apply if:
- You do not belong to a notified Scheduled Tribe of Goa. The scheme is community-specific and there is no general category route.
- Your annual family income exceeds the ceiling in force.
- You are seeking new construction or reconstruction but hold neither ownership documents nor an NOC from the landowner, and no construction licence.
- You cannot produce a certified estimate of the work proposed, since the sanction amount is worked out from it.
Families that have earlier been sanctioned housing assistance under JAY or RAY must disclose that sanction order with the application; it is one of the listed documents and non-disclosure is a common ground for cancellation.

These are facilitation contacts published by the Directorate, not a call centre; they are the fastest route to resolve a document question before submitting.
How is Atal Asra Yojana assistance released?
Assistance under Atal Asra Yojana is sanctioned by the Directorate after scrutiny of the application and field verification of the house. The amount is worked out from the detailed estimate, capped at the ceiling for the component applied under, and released to the beneficiary's bank account against the mandate form submitted with the application.
Because the sanction is tied to a specific estimate, applicants should not begin work on the strength of an expectation. The photograph of the existing house submitted with the application is the Directorate's baseline record, and work started before verification can make it impossible to establish the pre-existing condition.
Why Atal Asra Yojana applications get rejected
- ST certificate not from the competent authority in Goa, or issued in another state.
- Income certificate above the ceiling, or dated too far back to reflect the current position.
- No construction licence where new construction or reconstruction is proposed.
- No ownership document and no NOC from the landowner, leaving the right to build unestablished.
- Estimate prepared by an unregistered person, the engineer, architect or contractor must be registered with PWD, GSIDC, a government department or an autonomous body.
- House tax receipt missing, so the existing structure cannot be tied to the applicant.
- Earlier JAY or RAY sanction not disclosed.
Most of these are fixable. The Directorate raises queries rather than closing a file outright in many cases, so respond to a query letter promptly and through the same office where the application was submitted.

How to check your Atal Asra Yojana application status
Atal Asra Yojana is processed entirely offline, so there is no applicant login or online tracking number on tribalwelfare.goa.gov.in. Status has to be confirmed through the office that holds the file.
- Note your reference before you leave the counter. When the application is submitted at the Directorate of Tribal Welfare in Panaji, or through the office of the Deputy Director, Tribal Welfare, Margao, ask the receiving clerk for the inward/diary number and the date of receipt. This number is what the office uses to locate the file later, since there is no separate acknowledgment slip system published for the scheme.
- Call the Directorate directly on 0832-2438024 with the inward number, applicant name and taluka, and ask whether the file has moved past scrutiny, is with the field verification stage, or is awaiting the beneficiary's response to a query. Applications from South Goa can also be checked with the Deputy Director, Tribal Welfare, Margao, since that office receives and forwards forms from that side of the state.
- Expect a field visit before any sanction. Because the assistance amount is fixed against the detailed estimate submitted with the form, a Directorate official or the relevant taluka field assistant typically visits the site to verify the existing house against the photograph filed with the application. If this visit has not happened yet, the file has not reached the sanction stage.
- Watch for a written query rather than a rejection. The Directorate more often raises a query on a missing or unclear document than rejects a file outright. If nothing has been heard for several weeks, follow up by phone or in person rather than assuming silence means refusal, since a pending query letter may simply not have reached the applicant.
- Use the written grievance route for anything unresolved. If a call does not clarify the status, or a query response has been sent but not acknowledged, submit a written follow-up or use the Feedback and Grievance section on tribalwelfare.goa.gov.in, quoting the inward number and date of submission, and keep a copy for your own record.
- Confirm disbursal through your bank account, since sanctioned assistance is credited directly against the mandate form filed with the application; the Directorate does not issue a separate physical sanction letter as routine practice for every applicant, so a bank credit is often the first confirmation that a file has been cleared.

Frequently asked questions
How much money does Atal Asra Yojana give?
Atal Asra Yojana gives up to Rs 5,00,000 for the construction of a new house or the reconstruction of an existing house, and up to Rs 3,00,000 for repairs to an existing house, as announced by the Directorate of Tribal Welfare on 11 June 2026. The earlier ceilings were Rs 3,00,000 and Rs 1,50,000 respectively.
What is the income limit for Atal Asra Yojana?
The annual family income limit was raised from Rs 3,00,000 to Rs 5,00,000 in the June 2026 revision, which the Directorate said was done to bring a larger number of Scheduled Tribe families within the scheme.
Who is not eligible for Atal Asra Yojana?
Families that do not belong to a Scheduled Tribe notified in Goa are not eligible, and neither are families whose annual income exceeds the prescribed ceiling. Applicants with no ownership document and no NOC from the landowner cannot be sanctioned for new construction or reconstruction.
Can Atal Asra Yojana be applied for online?
No. Atal Asra Yojana applications are accepted offline, either directly at the Directorate of Tribal Welfare at Shram Shakti Bhavan, Patto, Panaji, or through the office of the Deputy Director, Tribal Welfare.
Who helps applicants fill the Atal Asra Yojana form?
The Directorate has designated taluka-wise field assistants to guide applicants and facilitate submission, covering Dharbandora, Mormugao, Salcete, Sanguem, Quepem, Tiswadi, Bardez, Bicholim, Sattari and Canacona talukas. Their contact numbers are published in the Directorate's June 2026 notice.
Can I claim both construction and repair assistance?
No. The two components address different situations — building or rebuilding a house, versus repairing one that stands. An applicant is sanctioned under one component, decided from the estimate and the field verification of the existing structure.
Is a construction licence needed for Atal Asra Yojana?
Yes, for new construction and reconstruction. The construction licence issued by the competent Panchayat or Municipality must be attached, along with ownership documents or an NOC from the landowner.
