What is Bhagwan Birsa Munda Lakshya Siddhi Yojana?

Bhagwan Birsa Munda Lakshya Siddhi Yojana is a coaching scholarship run by the Directorate of Tribal Welfare, Government of Goa, named after the tribal leader Birsa Munda. The scheme exists to close a specific gap: Scheduled Tribe students in Goa clear the board examinations but rarely convert those marks into seats in medical and engineering colleges, because the coaching that the entrance examinations demand is expensive.

Bhagwan Birsa Munda Lakshya Siddhi Yojana therefore reimburses the coaching fees paid by Scheduled Tribe students at the Higher Secondary School Certificate (HSSC) stage for offline coaching towards the National Eligibility cum Entrance Test (NEET) and the Joint Entrance Examination (JEE).

The support is substantial, up to Rs 3,00,000 per student per course, and runs for two years, covering Class XI and Class XII, released in two instalments by Direct Benefit Transfer.

Key features

  • Maximum Rs 3,00,000 for a NEET coaching course, and Rs 3,00,000 for a JEE coaching course.
  • 100% reimbursement where family income is up to Rs 8,00,000 a year; 75% above that, within the same ceiling.
  • Benefit runs for two years, one instalment in Class XI, one in Class XII.
  • Selection is on merit from SSCE marks, with roughly 300 seats in total.
  • Offline coaching only, online coaching is excluded.

Who is eligible for Bhagwan Birsa Munda Lakshya Siddhi Yojana?

You can apply if:

  • You belong to the Scheduled Tribe community of Goa.
  • You scored at least 65% in the SSCE board examination (Class 10).
  • You are a regular, full-time student in a higher secondary school recognised by the Goa Board of Higher Secondary Education or a central board.
  • You are in Class XI, the application must be made in the XIth standard only.
  • Your chosen coaching institute is a registered body, run by an organisation registered under the Societies Registration Act 1860, the Companies Act, or another relevant state Act.

You cannot apply, or are not eligible, if:

  • You are already availing another coaching scheme of the Centre or the State Government. A declaration to this effect must be filed.
  • You intend to take online coaching — the scheme supports offline coaching only.
  • You are applying in Class XII, having missed the Class XI window.
  • Your SSCE score is below 65%.
  • You fail Class XI, in which case you become ineligible to continue.

How much money is given, and on what income?

Family annual income Share of coaching fee reimbursed Ceiling
Up to Rs 8,00,000 100% Rs 3,00,000
Above Rs 8,00,000 75% Rs 3,00,000

Where the course fee exceeds the admissible amount, the student must arrange the balance from their own resources. Students who have already paid registration, admission or tuition fees in advance to a coaching institute to book a seat may claim those fees under the scheme, within the maximum benefit.

How are students selected?

Selection under Bhagwan Birsa Munda Lakshya Siddhi Yojana is strictly by merit list, drawn separately for each course from the marks secured in the Goa Board or central board SSCE examination among eligible students.

  • For the NEET course, a tie is broken first by the Science score, then by Mathematics.
  • For the JEE course, a tie is broken first by Mathematics, then by Science.
  • If both those subjects are equal, the English score decides.
  • A waitlist beyond 150 students is drawn for each course.
  • If slots remain vacant after the merit list, candidates are taken from those who applied for the other course, subject to a total maximum of 300 student seats.

How to apply for Bhagwan Birsa Munda Lakshya Siddhi Yojana

  1. Download the Bhagwan Birsa Munda Lakshya Siddhi Yojana form from the Application page on tribalwelfare.goa.gov.in, or collect a hard copy from the Office of the Director, Tribal Welfare, Panaji, or the Office of the Deputy Director, Tribal Welfare, Margao.
  2. Fill in every mandatory field while you are in Class XI, and paste a passport-size photograph.
  3. Attach self-attested copies of the ST certificate, SSCE marksheet, Aadhaar card, income certificate, institute identity card, bank passbook and mandate form, together with the coaching institute's registration certificate and fee structure.
  4. Add the declaration that you are not availing any other coaching scheme of the Centre or the State Government.
  5. Submit the complete set to the Director or the Deputy Director, Tribal Welfare, and keep a photocopy of everything submitted.

How is the money released?

The Director, Tribal Welfare, scrutinises the applications, draws the merit list and sanctions the benefit. The coaching fee is then released directly into the student's bank account by DBT in two instalments:

  • First instalment; in Class XI, against the fee receipt, attendance certificate and Annexure B.
  • Second instalment, in Class XII, against the fee receipt, attendance certificate and the passing marksheet of Class XI.

Without the Class XI passing marksheet, the second-year scholarship is not awarded.

What conditions apply after selection?

Bhagwan Birsa Munda Lakshya Siddhi Yojana attaches strict continuation conditions, and students should read them before enrolling in an expensive course:

  • At least 90% attendance in the coaching classes is required.
  • Absence of more than 15 days without valid reason, or leaving the coaching midway, makes the entire amount released recoverable.
  • A student who opts out in the second year must refund the full amount released within 30 days.
  • False information or documents attract recovery of the amount released with 15% compound interest.

Why applications get rejected

  • SSCE score below 65%, which is a hard eligibility floor.
  • Application made in Class XII rather than Class XI.
  • Coaching institute not registered under the Societies Registration Act, Companies Act or another relevant Act, so its registration certificate cannot be produced.
  • Online coaching chosen, which the scheme does not support.
  • Already drawing another Centre or State coaching scheme, disclosed at verification.
  • Merit rank below the cut-off. This is a competitive, capped scheme, and a student can be fully eligible yet not selected. Waitlisted students should follow up with the Directorate, since seats move when candidates drop out.
  • Bank account not in the student's own name, which blocks DBT.

Where to get help

  • Directorate of Tribal Welfare, Shram Shakti Bhavan, 5th Floor, Patto, Panaji, Goa 403 001.
  • Phone: 0832-2438024. Fax: 0832-2438052.
  • Email: dir-tw[dot]goa[at]nic[dot]in
  • Deputy Director, Tribal Welfare, Margao, for students in South Goa.
  • Feedback and Grievance section on tribalwelfare.goa.gov.in for written representations against non-selection or delayed instalments.

Forms for the scheme are published free on the Directorate's Application page. No fee is payable to apply, and no coaching institute can claim to guarantee selection under the scheme.

How to check your Bhagwan Birsa Munda Lakshya Siddhi Yojana application status

Bhagwan Birsa Munda Lakshya Siddhi Yojana is applied for offline, on paper, at the Directorate of Tribal Welfare, so there is no online tracking portal or application-ID lookup for this scheme. Status has to be confirmed directly from the office that received the form.

  1. Keep your submission proof ready. When you hand in the form, ask the receiving clerk for an acknowledgement, a receipt number, or a signed and dated photocopy of the form. Quote this when you follow up, since the Directorate does not issue a separate tracking number.
  2. Call or visit the office that processed your form.
  • Students from North Goa: Office of the Director, Tribal Welfare, Shram Shakti Bhavan, 5th Floor, Patto, Panaji, Goa 403001, phone 0832-2438024.
  • Students from South Goa: Office of the Deputy Director, Tribal Welfare, Margao. Ask specifically whether your application has been included in the merit list, is on the waitlist, or has been rejected, and if approved, whether the first instalment has been sanctioned.
  1. Watch for the published merit list. The Directorate draws separate merit lists for the NEET and JEE courses after the application window closes. Check the notice board at the Directorate, or the notices section of tribalwelfare.goa.gov.in, for your name, roll number, or application reference.
  2. If you are on the waitlist beyond the first 150 names, status can change as selected students drop out or fail to complete formalities, so it is worth checking back periodically with the office rather than assuming a fixed answer applies for the full year.
  3. To track the DBT payment itself once selected, check your bank passbook or bank statement for the credit rather than relying on the Directorate, since the instalment is transferred directly by DBT after the fee receipt, attendance certificate, and (for the second instalment) the Class XI passing marksheet are verified.
  4. If there is no response or an unexplained delay, use the Feedback and Grievance section on tribalwelfare.goa.gov.in to file a written follow-up, referencing your submission date and the office where you applied.

Because the scheme runs entirely offline, applicants should not expect an SMS or email update by default. Following up in person or by phone at the relevant office remains the only reliable way to confirm where an application stands.
