What is a birth certificate in Goa?

A birth certificate in Goa is the certified extract of the birth register maintained by the Registrar of Births and Deaths of the place where the birth occurred, issued under the Registration of Births and Deaths Act 1969. Goans still commonly call it the teor. The Portuguese-era word for a certified extract of a civil register, and older families often ask for a "teor of birth" at the panchayat counter, but the document issued today is the standard statutory birth certificate.

Goa runs the system through the Directorate of Planning, Statistics and Evaluation (DPSE), whose Director has been appointed by the State Government to function as the Chief Registrar of Births and Deaths. The DPSE office at Pt. Deendayal Upadhyay Bhavan, Porvorim, sits at the top of a registration chain that covers 206 registration units across the state, with District Registrars, Block Development Officers, municipal officers and panchayat secretaries below it.

Who actually holds your record depends entirely on where the birth happened:

  • Village Panchayat Secretaries are designated Registrars of Births and Deaths for their respective Village Panchayat jurisdiction. Most births in Goa outside the towns are registered here.
  • The Chief Officer of the Municipal Council is the Registrar for each of Goa's municipal council areas; Margao, Mapusa, Ponda, Vasco, Bicholim, Curchorem, Quepem, Sanguem, Canacona, Pernem, Valpoi, Cuncolim, Sanquelim and Mormugao among them.
  • The Commissioner of the Corporation of the City of Panaji is the Registrar for the capital.
  • The Medical Superintendent of Goa Medical College has separately been designated a Registrar of Births and Deaths, so a birth at GMC Bambolim is registered there.

Goa is unusual among Indian states in how completely it has digitised this. According to the DPSE, all birth and death records digitally signed by the concerned Registrar or Sub-Registrar can be obtained from the web portal www.rbd.goa.gov.in at the doorstep of the citizen upon online payment of Rs 50. The portal states that digitally signed birth certificates are available online for the period from 1971 till date: more than five decades of back records, which is far deeper than most state portals go.

The Department of Information and Publicity has also announced that Goa onboarded the central CRS portal of the Office of the Registrar General of India, Ministry of Home Affairs, for birth and death registration.

Who can and who cannot apply?

You can apply for a Goa birth certificate if the birth took place inside Goa and you are a person the Registration of Births and Deaths Act 1969 recognises:

  • The father or mother of the child.
  • The head of the household where a home birth occurred.
  • The medical officer in charge of the hospital, nursing home, PHC or maternity home where the delivery took place, who reports it directly to the Registrar.
  • The jail superintendent for a birth in prison, and the officer in charge for a birth in a hostel or public institution.
  • The Village Panchayat Secretary or officer in charge for an abandoned newborn found in the jurisdiction.
  • Any adult born in Goa who needs a certified copy of their own entry, on payment of the Rs 50 online fee.

You cannot apply in Goa for a birth that took place outside the state. The register is territorial. A Goan family whose child was born in Belagavi, Mumbai or Bengaluru must obtain the certificate from the local body there, and no Goa Registrar can transfer or reissue that entry. Equally, a child born to visiting parents at GMC or a Panaji nursing home is registered in Goa, and the parents' home state cannot issue it.

You are also not eligible for a fresh registration where the birth is already registered, the correct request there is a certified copy or a correction under Section 15, not a new entry. And a Goa Registrar cannot register a birth more than one year old without a written magistrate's order under Section 13(3).

There is no income test, no caste condition and no domicile requirement for a birth certificate in Goa. Residence matters only in deciding which of the 206 registration units holds your record.

What documents are required?

Where the birth has already been reported and you only need a copy, the online route needs nothing more than the registration details and the Rs 50 payment. Where the entry has to be created or matched, Goa Registrars ask for:

  • Report of Birth in Form 1, signed by the informant.
  • Hospital discharge summary or delivery record showing date, time, sex of the child and the mother's name.
  • Aadhaar of both parents and of the informant, now part of the birth reporting information under the 2023 amendment that the DPSE cites.
  • Proof of residence in the panchayat or municipal area, house tax receipt, electricity bill or ration card.
  • Marriage certificate or joint affidavit where surnames differ or the father's name is added later.
  • Affidavit of date, time and place of birth for a home delivery and for every delayed registration.
  • Executive Magistrate's order under Section 13(3) where the birth is over one year old.

How to apply for a birth certificate in Goa online

  1. Confirm the birth was reported within 21 days. Ask the hospital for the Form 1 acknowledgement or the registration number, or check with the Village Panchayat, Municipal Council or Corporation office. If nothing was reported, registration must happen before any certificate can be issued.
  2. Open rbd.goa.gov.in and choose User Registration. The portal generates an OTP to your mobile number to create the account.
  3. Log in to the Birth/Death Certificate module and search for the record by the child's details, the date of birth and the registration jurisdiction. Remember that only records from 1971 onwards are digitally signed and available online.
  4. Verify that the entry on screen matches the hospital record: spelling of the child's and parents' names, date, time and place of birth. If anything differs, stop and take the correction route with the local Registrar first, because the portal will issue exactly what the register says.
  5. Pay Rs 50 online for the digitally signed certificate.
  6. Download the digitally signed PDF. Under the Goa notification of 27 January 2023, that PDF is valid for all official purposes with no stamp or attestation. Save it, since you can reprint the same file without paying again.

How to apply offline at the Registrar's office

  1. Go to the office that holds the register — the Village Panchayat for a village birth, the Municipal Council office for a town, the Corporation of the City of Panaji for the capital, or Goa Medical College for a birth registered there.
  2. Submit the Report of Birth in Form 1 with the hospital discharge record, the parents' Aadhaar and residence proof.
  3. Pay the counter fee and keep the receipt. Reporting inside 21 days carries no penalty at all; beyond that the Registrar states the late fee before accepting the file.
  4. Collect the signed certificate from the same counter, or take the record number home and download the digitally signed copy from rbd.goa.gov.in instead.

What if the birth was never registered, or is over 1 year old?

Goa follows Section 13 of the Registration of Births and Deaths Act 1969 in three stages:

  • Within 30 days. The Registrar registers the birth on payment of the prescribed late fee.
  • After 30 days but within one year: registration needs the written permission of the prescribed authority, an affidavit explaining the delay, and the late fee.
  • After one year: registration is possible only on the written order of an Executive Magistrate or a First Class Magistrate under Section 13(3), supported by hospital, school or panchayat evidence of the date and place of birth.

Adults in Goa who need a birth certificate for a passport, an OCI or Portuguese nationality application, or a government post most often fall in this third category, and the magistrate stage is the slowest part. Start it early rather than assuming the panchayat can regularise a decades-old birth on its own.

How do you check the application status?

For an online request, log back into rbd.goa.gov.in with the same account, the certificate module shows whether the record was found and whether the digitally signed copy is ready to download. For an offline file, follow up with the same Registrar's office that accepted the Form 1, quoting the acknowledgement number.

For escalation, the Chief Registrar's office at the Directorate of Planning, Statistics and Evaluation can be reached on 0832-2417445 (Director and Chief Registrar) and 0832-2417441 (Deputy Director and Additional Chief Registrar), at Pt. Deendayal Upadhyay Bhavan, Porvorim. Corrections, however, go to the local Registrar, not the Directorate, rbd.goa.gov.in says so plainly.

Why are birth certificate applications rejected in Goa?

  • The birth was never reported in Form 1, so there is no register entry to certify.
  • The application was filed with the wrong registration unit; jurisdiction is the place of birth, not the family's home village.
  • The birth predates 1971 and so has no digitally signed online record; it must be traced in the physical register.
  • Child's date of birth, sex or the mother's name does not match the hospital discharge record.
  • A home delivery was filed with no affidavit and no panchayat confirmation.
  • The birth is over one year old and no Section 13(3) magistrate's order is attached.
  • The father's name is being inserted without a marriage certificate or joint affidavit.

What does it cost, and what about agents?

Goa issues the digitally signed birth certificate at the government fee of Rs 50 paid online on rbd.goa.gov.in, or at the fee quoted at the Registrar's counter for a physical copy. Reporting a birth within 21 days attracts no penalty at all. No panchayat secretary, municipal clerk or middleman is entitled to a rupee beyond the listed fee.

Because the Goa portal is genuinely self-service and the fee is only Rs 50, there is no reason to pay an agent hundreds of rupees for a "fast" teor. Anyone quoting a large fee is filing the same request you can file yourself in a few minutes. Keep the online payment receipt and report any demand for extra money to the Chief Registrar's office on 0832-2417445.

What do you need the Goa birth certificate for?

A Goa birth certificate is the base document for school admission, Aadhaar enrolment for a child, a passport, a learner's licence, PAN, the electoral roll entry at 18, residence and income certificates, marriage registration, and any government appointment where date of birth must be proved. It carries additional weight in Goa for Portuguese nationality and OCI-related applications, where the register extract of the birth is the primary evidence; one more reason to check the spelling on the entry carefully before the record is needed under time pressure.

The Registrar of Births and Deaths of the local body where the birth took place issues a birth certificate in Goa — the Village Panchayat Secretary in a village, the Chief Officer of the Municipal Council in a town, the Commissioner of the Corporation of the City of Panaji in the capital, and the Medical Superintendent of Goa Medical College for births there. The Director of the Directorate of Planning, Statistics and Evaluation is the Chief Registrar of Births and Deaths for Goa.

The Directorate of Planning, Statistics and Evaluation states that records digitally signed by the concerned Registrar or Sub-Registrar can be obtained at the doorstep of the citizen on online payment of Rs 50.

How far back do Goa's online birth records go?

Digitally signed birth certificates are available online in Goa for the period from 1971 till date, as stated on rbd.goa.gov.in. A birth before 1971 has to be traced in the physical register held by the Village Panchayat, Municipal Council or Corporation of the place of birth.

Is a Goa online birth certificate valid without an office stamp?

Yes — a Goa government notification dated 27 January 2023 permits online birth and death certificates as a valid document for all official purposes. The digitally signed PDF downloaded from rbd.goa.gov.in needs no further counter-signature, stamp or attestation.

Within how many days must a birth be registered in Goa?

A birth must be reported to the Registrar within 21 days of its occurrence in Goa, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days attracts no penalty; after that the delayed registration route under Section 13 applies.

What if the birth in Goa is more than 1 year old?

A birth more than one year old can be registered in Goa only on the written order of an Executive Magistrate or First Class Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the applicant proves the birth with hospital, school or panchayat evidence. Between 30 days and one year, the written permission of the prescribed authority plus an affidavit and the late fee is enough.

How do I correct a mistake on a Goa birth certificate?

Contact the Registrar of Births and Deaths of the registration jurisdiction that made the entry — rbd.goa.gov.in directs corrections to that office, not to the Directorate. Corrections are made under Section 15 of the Registration of Births and Deaths Act 1969 on documentary proof, after which the corrected certificate is reissued from the same register.

Does a Goa birth certificate expire?

A birth certificate in Goa never expires, because it certifies a permanent entry in the register of the panchayat, municipal council or corporation. An office asking for a "recent" copy is asking for a fresh digitally signed extract of the same entry, which costs Rs 50 online.
