Police Clearance Certificate (Character Certificate) in Goa
Goa state government scheme
Police Clearance Certificate in Goa is issued by Goa Police through the citizen portal at citizen.goapolice.gov.in. Goa Police charges Rs 200 excluding bank charges, requires the applicant to have stayed in Goa for more than one year, and issues the certificate only after a "Clear" verification from the concerned police station, which the portal says takes 5 working days.
What is a Police Clearance Certificate in Goa?
A Police Clearance Certificate in Goa is Goa Police's written confirmation that its records show nothing adverse against a named applicant who has been living at a declared address in Goa. Goa Police delivers the service through its CCTNS citizen portal at citizen.goapolice.gov.in, operated under the Home Department, Government of Goa.
Goa uses the phrase "Police Clearance Certificate" rather than "character certificate" on its own portal, and the two mean the same document in the Goa context. That matters when an employer or a licensing authority asks for a "character certificate" and you cannot find any such heading on the state portal. The service you want is listed under Citizen Services as Police Clearance Certificate.
This is a police document, not a revenue one. Goa's Directorate of Civil Registration-cum-Registrar General and the mamlatdar offices issue birth, death, residence and income certificates, but none of them can issue a PCC, because only the police hold the criminal records the certificate speaks to.
Who can and who cannot apply?
You can apply for a Goa PCC if you are of Indian origin and have stayed in Goa for a period of more than one year. Those are the two conditions Goa Police states in its own PCC FAQ. There is no income test, no caste criterion and no age bar, because this is a records check and not a welfare benefit.
You cannot apply through the Goa Police portal if you have lived in Goa for one year or less. Goa Police can only verify a period it can actually check with a jurisdictional station, so a shorter stay has to be verified by the police of the state you lived in before. Applicants who are not of Indian origin are also not eligible on this channel and should approach the Foreigners Registration Office route instead.
A pending FIR or criminal case does not stop you from applying, but it stops you from getting a clean certificate: Goa Police issues the PCC only on receipt of a "Clear" verification from the concerned police station, so an adverse report means no certificate rather than a certificate with a footnote.
What documents are required for a Goa PCC?
Goa Police publishes the document list by purpose, which is unusual and useful. The set changes depending on why you need the certificate.
For a job, Goa Police lists a passport-size photograph, EPIC card (Voter ID), a copy of the passport, Aadhaar card, birth certificate and driving licence.
For a liquor licence, the same set applies, plus a copy of the Excise licence application.
For a Portuguese passport, the same set applies, plus the surrender copy of the Indian passport, a requirement peculiar to Goa because of the number of residents who take up Portuguese nationality and must surrender the Indian passport first.
For other purposes, Goa Police tells applicants to contact the concerned police station for the specific document list rather than guessing from the job-purpose set.
Keep the originals at home as well as uploading scans. The PCC terms and conditions on the portal state that physical and document verification at the police station may be required, so the police station may ask you to produce the originals in person.
How to apply for a Goa Police Clearance Certificate online
Goa Police's citizen portal describes the application as a short, three-part flow once you are registered:
- Register on citizen.goapolice.gov.in. Click "New User" and create the citizen account. Goa Police makes a valid email ID and a valid, active mobile number mandatory at registration, because both carry the OTP and the later alerts.
- Log in and open Citizen Services, then Police Clearance Certificate. Select the concerned District and Police Station for your Goa address and click Continue. Getting this pairing right matters, the file goes to the station you pick, and a wrong station means the application sits waiting to be reallocated.
- Fill the "Other Details" section with the purpose for which you are applying β job, liquor licence, Portuguese passport or another reason, and save and continue. The purpose decides which extra document Goa Police expects.
- Fill the "Person Details" section with your personal particulars exactly as they appear on the identity documents you are uploading. A mismatch between the form and the Aadhaar or EPIC card is the most avoidable cause of rejection.
- Upload the documents and proceed to payment. Goa Police charges Rs 200, excluding applicable bank charges, paid through the AXIS payment gateway on the portal.
- Submit and save your reference number. You receive the acknowledgement as soon as the concerned police station accepts the application, and you can download it from "My Service Status" after logging in.
Save that reference number. It is what you quote at the police station and what you use to download the certificate.
How long does verification take, and what happens in between?
Goa Police issues the certificate only after receiving a "Clear" police verification from the concerned police station, and the portal's FAQ puts that verification at 5 working days. The portal's Standard Operating Procedure separately tells applicants that the certificate is issued once police verification is successfully completed, which can take about 8 to 10 working days end to end.
In that window, the station may call you in for physical verification and to see the original documents. The PCC terms and conditions on the portal say plainly that physical and document verification at the police station may be required, so treat a call from the station as part of the process rather than a problem.
How do you check your application status?
Log in at citizen.goapolice.gov.in, open My Service Status, and view or download the acknowledgement against your PCC application. Because the middle of the process sits with a police station rather than with the software, an application that looks unchanged for a few days is usually waiting on the station's report.
Why do Goa PCC applications get rejected?
- The applicant has not completed more than one year of stay in Goa.
- The district and police station selected do not cover the address given.
- Personal details on the form do not match the Aadhaar, EPIC card or passport uploaded.
- A purpose-specific document is missing: no Excise licence application copy for a liquor licence, or no passport surrender copy for a Portuguese passport.
- The application is incomplete or invalid, which the portal's terms say leads to rejection outright.
- The police verification does not come back "Clear".
Rejection is expensive here in a way it is not everywhere: Goa Police states that payment is non-refundable if the application is rejected. Check the form and the uploads before you pay the Rs 200, not after.
What does it cost, and should you use an agent?
Goa Police's published fee is Rs 200, excluding applicable bank charges, paid directly on citizen.goapolice.gov.in. That is the whole government charge. Nobody at a police station is entitled to anything beyond it, and no agent can shorten the 5 working days the concerned station takes to send its report.
Agents in Panaji, Margao and Vasco who advertise a "same-week PCC" for a few thousand rupees are selling a queue position that does not exist. The file still goes to the same station and the same verifying officer. Pay on the portal yourself, keep the payment record, and treat that record as your proof of what the government actually charged.
If the portal itself misbehaves, Goa Police publishes 8411972029 for technical issues. For anything about your documents or the state of your verification, the portal directs you to the concerned police station; if that goes nowhere, the Superintendent of Police for the district and the office of the Director General of Police, Goa, are the escalation route. Also state a false particular at your peril, the portal's terms warn that false information can lead to criminal action.
