Caste Certificate in Goa
Goa state government scheme
Caste Certificate in Goa is issued by the District Collectorate and applied for on the Goa Online e-District portal at goaonline.gov.in or at the Collectorate counter. Goa asks for birth certificates of the applicant and a paternal relative, school records, a Samaj certificate, Talathi and Mamlatdar reports, and for SC and ST claims proof of residence in Goa before 19 February 1968.
What is a caste certificate in Goa?
A caste certificate in Goa is the District Collectorate's written proof that a named person belongs to a caste notified for Goa as Scheduled Caste, Scheduled Tribe or Other Backward Class. The South Goa Collectorate, at the Matanhy Saldanha Administrative Complex near the KTC Bus Stand in Margao, is the issuing office for South Goa district and can be reached on 0832-2794100; the North Goa Collectorate handles the northern talukas. Applications are filed on the Goa Online e-District portal at goaonline.gov.in or at the Collectorate counter.
The certificate is what a reserved-category claim in Goa rests on: reserved seats in Goa University, Goa Medical College and the state's engineering and polytechnic institutions, reserved posts in Goa government recruitment, scholarships and hostel facilities administered by the Directorate of Social Welfare and the Directorate of Tribal Welfare, and the welfare and subsidy schemes run for Scheduled Castes, Scheduled Tribes and Other Backward Classes in the state.
Goa's process differs from most states in two respects that catch applicants out. The Collectorate, not the Tehsildar or Mamlatdar alone, issues the certificate. And for SC and ST claims Goa requires proof of residence in Goa before 19 February 1968. A historical cut-off tied to the extension of the Presidential caste and tribe lists to the territory.
Who can and who cannot apply?
You can apply if you reside in Goa and your paternal family belongs to a caste, tribe or backward class notified for Goa. Goa traces the claim through the father's side, which is why the document list begins with the birth certificate of the father or a paternal relative and asks for documents showing that the father or grandfather belongs to a notified caste.
You cannot apply in Goa on the strength of a caste record from another state. A family recorded as Scheduled Caste in Maharashtra or Karnataka that has since settled in Goa is not eligible for a Goa caste certificate against that record, the certificate must come from the state where the family's caste is recorded. For Scheduled Caste and Scheduled Tribe claims specifically, an applicant who cannot show the family's residence in Goa before 19 February 1968 is not eligible under the Collectorate's stated requirement.
There is no separate income bar on the caste certificate itself, but Goa asks for income certificates for the preceding three years as part of the application, and OBC candidates in Goa are normally asked for a current non-creamy-layer or income certificate as well when they use the caste certificate for a reserved seat or post.
What documents are required?
The South Goa Collectorate publishes the list, and every copy must be self-attested:
- Birth certificate of the applicant.
- Birth certificate of the applicant's father or of a relative on the father's side.
- School leaving certificate and bonafide certificate issued by the school authorities.
- Documents showing that the applicant's father or grandfather belongs to an SC, ST or OBC notified by government.
- Proof of residence in Goa before 19 February 1968, for SC and ST claims.
- Samaj certificate from the community association.
- Talathi's report and Mamlatdar's report.
- Marriage certificate, where applicable.
- Aadhaar card or voter card copy.
- Income certificates issued by the competent authority for the preceding three years.
Two of these need lead time. The Talathi's and Mamlatdar's reports are field verifications you must set in motion at the village and taluka level, and the three years of income certificates come from a separate revenue application. Start both before you file the caste certificate application, not after.
How to apply for a caste certificate in Goa online
- Register on Goa Online. Open goaonline.gov.in and create a citizen account, or log in if you already have one. The same login covers every e-District service in the state.
- Open the Revenue services list and select the caste certificate service. Choose the applicable option on the service page and click "Proceed to apply". The service page shows the documents required and the notified delivery period before you begin.
- Complete the application form with the applicant's name, the father's and grandfather's names, the caste and sub-caste claimed, the category, the village, taluka and district, and the purpose of the certificate.
- Upload the self-attested documents, birth certificates, school records, caste proof, Samaj certificate, Talathi and Mamlatdar reports, identity proof and the three income certificates.
- Pay any charges shown on the payment screen and submit the application.
- Save the acknowledgement. Goa Online issues an acknowledgement number on submission, and the South Goa Collectorate advises keeping it safe for future reference — it is the only way to track the file.
How to apply offline at the Collectorate
- Visit the Collectorate for your district; South Goa at the Matanhy Saldanha Administrative Complex, Margao, telephone 0832-2794100, or the North Goa Collectorate for the northern talukas.
- Submit the application form with the full set of self-attested documents, including the Talathi's and Mamlatdar's reports.
- Collect the acknowledgement and keep it until the certificate is delivered.
- For the procedure and the delivery period that applies after submission, the Collectorate refers applicants to The Goa (Right of Citizen to Time Bound Delivery of Public Services) Act 2013.
How do you check the application status?
Log in to Goa Online and track the application against the acknowledgement number issued at submission. The file moves from submission to the Talathi and Mamlatdar verification stage and then to the Collectorate for the decision. Where the online status has not changed for a long period, take the acknowledgement number to the Collectorate counter, and remember that Goa's Right to Time Bound Delivery Act gives you an appeal route against a designated officer who misses the notified period.
Why are Goa caste certificate applications rejected?
- The applicant cannot show family residence in Goa before 19 February 1968 for an SC or ST claim.
- The paternal caste record is missing, so nothing connects the applicant to a notified caste.
- The Talathi's or Mamlatdar's report has not been obtained, leaving the file incomplete.
- Income certificates for the full preceding three years have not been attached.
- The caste claimed is notified for another state and not for Goa.
- Names or caste spellings differ between the birth certificate, school records and the relative's caste document.
- Copies were filed without self-attestation.
What does it cost, and what about agents?
A Goa caste certificate is issued at the government charges the Goa Online payment screen displays for the service: nothing more. No Talathi, clerk or Collectorate official is entitled to a cash payment for moving the file, and no agent can produce a certificate faster than the Talathi and Mamlatdar verification that the Collectorate depends on. Middlemen who promise a quick certificate for a fee are charging for a form you can file yourself in a few minutes on goaonline.gov.in. Keep the online payment receipt and the acknowledgement number, and take any demand for extra money to the Collectorate's grievance cell.
Validity and later use
A caste certificate records a fact of descent, so the caste entry does not lapse. What does age is the supporting set. The income certificates Goa requires for the preceding three years, and the non-creamy-layer position of an OBC family, both of which departments and colleges will want in current form. Keep the digitally signed certificate from Goa Online along with the acknowledgement number, and refresh the income documents around each admission or recruitment cycle rather than after a deadline has been announced.

Frequently asked questions
Who issues a caste certificate in Goa?
The District Collectorate issues the caste certificate in Goa — the South Goa Collectorate at the Matanhy Saldanha Administrative Complex in Margao handles South Goa applications, and the North Goa Collectorate handles the north. Applications are filed online on goaonline.gov.in or at the Collectorate counter.
What documents does a Goa caste certificate need?
Goa asks for the applicant's birth certificate, the birth certificate of the father or a paternal relative, school leaving and bonafide certificates, documents showing the father or grandfather belongs to a notified caste, a Samaj certificate, Talathi and Mamlatdar reports, Aadhaar or voter card, and income certificates for the preceding three years — all self-attested.
Why does Goa ask for proof of residence before 19 February 1968?
The South Goa Collectorate lists proof of residence in Goa before 19 February 1968 as a requirement for Scheduled Caste and Scheduled Tribe claims. The date reflects the cut-off applied when the Presidential caste and tribe lists were extended to the territory, and it is the single requirement that most often decides a Goa SC or ST file.
How do I apply for a caste certificate in Goa online?
Register on goaonline.gov.in, log in, open the Revenue services list, select the caste certificate service and click through to apply. Upload the self-attested documents, submit, and keep the acknowledgement number for tracking.
Is there a time limit for issuing a caste certificate in Goa?
Goa's services carry notified delivery periods under The Goa (Right of Citizen to Time Bound Delivery of Public Services) Act 2013, and the South Goa Collectorate refers applicants to that Act for the procedure after submission. Check the delivery period displayed against the caste certificate service on Goa Online before you apply.
What is a Talathi's report and how do I get one?
A Talathi's report is the village-level revenue officer's verification of the applicant's residence and family details, and Goa requires it along with the Mamlatdar's report. Approach the Talathi of your village with the application papers; the report then travels up through the Mamlatdar to the Collectorate.
Can I get a Goa caste certificate if my family moved here from another state?
No — Goa issues caste certificates only against castes notified for Goa, and its SC and ST requirements are tied to residence in the territory before 19 February 1968. A family whose caste record belongs to another state must obtain the certificate from that state.
