Commemoration of Jubilees/Birth Anniversaries of Tiatr Artistes of Yesteryears
Goa state government scheme
Commemoration of Jubilees/Birth Anniversaries of Tiatr Artistes of Yesteryears is Scheme No. 13 of the Tiatr Academy of Goa, funding memorial programmes for deceased tiatr artistes on their 50th, 75th, 100th, 125th or 150th birth anniversary. Up to 4 free shows are staged, with 2 more possible. Apply at least 30 days in advance with a family NOC.
What is the Commemoration of Jubilees/Birth Anniversaries scheme?
Commemoration of Jubilees/Birth Anniversaries of Tiatr Artistes of Yesteryears is Scheme No. 13 of the Tiatr Academy of Goa (TAG), which functions under the Art, Culture and Museums Department, Government of Goa.
The Academy's reasoning is set out plainly in the scheme text: the tiatr stage has produced great personalities in the past, these pioneers are no longer with us, their contribution to Goan tiatr is immense, and today's younger generation does not know anything about them. The scheme exists to close that gap by funding memorial programmes on the milestone birth anniversaries of deceased tiatr artistes.
What TAG provides
- Financial assistance as fixed by TAG.
- An auditorium or hall to stage the programme.
- An additional amount as fixed by TAG for hall charges or stage erection where the programme is held in a village.
- Wide publicity through print and electronic media.
- Portraits of the artistes displayed and garlanded during the function.
- One banner for a tiatr, collected from and returned to the TAG office.
The financial amounts are not published as figures in the scheme rules. They are "as fixed by TAG", so an applicant should establish the current rate with the Academy office before budgeting a programme.
Which anniversaries and which artistes qualify?
The occasions. TAG organises functions to celebrate the jubilee or birth anniversaries of artistes of yesteryears who are no more living. The occasions named are the 50th, 75th, 100th, 125th, 150th and such birth anniversaries; any one of which may be celebrated.
The artiste's record. The scheme sets a performance threshold that decides whether a programme can be built around a particular name:
- A writer or director should have staged 25 tiatrs.
- An actor and others should have performed in 100 tiatrs.
These are not soft preferences. They are the condition on which the occasion may be celebrated at all.
Who is eligible for this scheme?
You can apply if:
- You are an individual or an association willing to organise the programme.
- The artiste you propose to commemorate is deceased and meets the 25 tiatrs staged or 100 tiatrs performed threshold.
- The occasion is a 50th, 75th, 100th, 125th, 150th or similar birth anniversary.
- You can obtain a No Objection Certificate from the nearest family member or members of the artiste.
- You will compulsorily invite the family members to the function.
- You can submit the typed script and lyrics of everything to be presented, along with the names of the artistes taking part.
- You can produce self-attested copies of Aadhaar and PAN.
You cannot apply, or are not eligible, if:
- The artiste is still living. The scheme is explicitly for artistes who are no more.
- The artiste falls short of the 25 tiatrs staged or 100 tiatrs performed record.
- The occasion is not one of the milestone anniversaries listed.
- You cannot obtain the family NOC, which is mandatory with the application.
- You intend to charge for tickets. All shows must be shown to the public free of charge.
- You cannot submit a statement of expenditure with original bills after the programme.
- Funds for the cycle are exhausted, since the scheme runs on a first come first serve basis subject to availability of funds.
How many shows are staged and where?
A maximum of 4 shows at 4 different places are staged by TAG:
- 3 shows may be staged in Panaji, Margao, Curchorem, Vasco or any other city.
- 1 show must compulsorily be staged in the area of residence of the artiste to whom the programme is dedicated.
All shows must be shown to the public free of charge.
If the applicant desires, an additional 2 shows may be granted for performances in villages only, subject to availability of funds, at an amount fixed by TAG plus an additional amount fixed by TAG for pandal, hall or auditorium including stage and sound.
TAG has no objection if the producer takes sponsorship from other sources, which is how many organisers cover the gap between the assistance and the real cost.

- Sign and date the form, confirming the printed declaration that you have read the rules and regulations of the scheme thoroughly and shall abide by them, and keep a copy of everything submitted.
What conditions must the organiser follow?
The scheme sets out a compliance list, and failing it can cost the payment altogether:
- Credit line. In all advertisements: oral, print or electronic media, banners and the rest. The words "This programme is held in collaboration with Tiatr Academy of Goa" must be inserted, published or announced.
- Banner. For a tiatr, TAG gives one banner, which must be compulsorily displayed on the front side wing of the stage, collected from the TAG office and returned after all the shows are staged. For a musical show, a backdrop banner of minimum 6 ft x 10 ft carrying TAG's logo must be displayed.
- Accounts. A statement of expenditure enclosing all original bills must be submitted to TAG, with a stamped receipt where an amount exceeds Rs 5,000.
- Photographs. Five copies of photographs of the function must be sent to TAG for records, two of which must show the TAG banner during the performance.
- Chief Guest. The organiser must discuss and decide the Chief Guest or Guest of Honour with TAG well in advance, and the President or Vice President of TAG will be either the Chief Guest or the Guest of Honour.
- Duration. The programme should be at least 2 hours long.
- Content. The programme must include narration of the history of the life of the late artiste to whom it is dedicated.
- No adverse remarks. There must be no adverse remark in any form, written or verbal, against any Government, individual or institution, or anything against caste, creed or religion that may hurt religious sentiments. If proved, TAG reserves the right to disqualify the performance and refrain from making payment, or recall a payment already made.
Why an application may not succeed
- No family NOC, which is mandatory with the form.
- Artiste is living, placing the proposal outside the scheme.
- Performance record short of 25 tiatrs staged or 100 tiatrs performed.
- Occasion is not a milestone anniversary of the kind listed.
- Application received under 30 days before the proposed programme.
- Funds exhausted for the cycle under the first come first serve rule.
- Tickets charged for a show, breaching the free-admission condition.
- Credit line or banner not displayed, or bills not produced, which can lead to payment being withheld or recalled.
Where to get help
- Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001 to phone 0832-2230738 and 0832-2230739, email tiatracademy@gmail.com.
- Tiatr Academy of Goa schemes page, which hosts the rules and application form for Scheme No. 13.
- Directorate of Art and Culture, Patto, Panaji, phone 0832-2404600.
TAG reserves the right to make any changes in the rules, and the cheque is issued only in the name appearing at serial 1 of the application form, so the applicant named on the form should be the person or body that will actually receive and account for the money.
A closely related scheme is Scheme No. 14, Remembering Tiatr Artistes of Yesteryears, Organisation of Special Dedicated Programmes, which supports a dedicated programme on the life and work of a particular artiste rather than a milestone anniversary function.
How to check your application status
This scheme has no online tracking portal or application ID system. Applications are processed offline at the Tiatr Academy of Goa office, so status has to be checked directly with the Academy rather than through a website login.
- Keep your submission proof. When you hand in the application at the Campal office, note the date of submission (or ask for an acknowledgement) since approval depends on the 30-day-advance rule and the first come first serve order in which forms are received.
- Call the Academy office on 0832-2230738 or 0832-2230739 and quote the applicant's name, the artiste being commemorated, and the proposed date of the programme. Since applications are processed in the order received and are subject to fund availability, the office can tell you whether the form has been logged, whether it is being scheduled, or whether it has been held up for a missing document such as the family NOC.
- Email a follow-up to tiatracademy@gmail.com if a phone call does not get a clear answer, especially as the programme date approaches, since the auditorium, banner, and publicity arrangements all need to be confirmed from the TAG side before the event.
- Visit in person at AS-1/AS-4, Block A, 2nd Floor, Campal Trade Centre, Panaji, if the date is close and a call has not resolved the query. Because sanction depends on funds being available at the time your application is reached, an in-person check is often the fastest way to learn whether the programme has been confirmed or needs to wait for the next cycle.
- After the show, track the reimbursement separately. Once the statement of expenditure with original bills and the five photographs are submitted, follow up with the same office to confirm the paperwork is complete, since payment (or its withholding) depends on the credit line, banner display, and no-adverse-remark conditions being met during the performance.
