Construction of Fish Markets Scheme
Goa state government scheme
Construction of Fish Markets is a Goa Directorate of Fisheries scheme giving local bodies a subsidy of up to Rs 5 lakh to build a fish market. A Panchayat or Municipality with annual income up to Rs 2 lakh gets 100% subsidy; one earning above Rs 2 lakh gets 75%, in both cases limited to Rs 5 lakh.
What is the Construction of Fish Markets scheme?
Construction of Fish Markets is a state scheme of the Directorate of Fisheries, Government of Goa, listed at serial number 9 in the Directorate's Citizen's Charter. The scheme provides financial assistance in the form of a subsidy to local bodies, Municipalities and Village Panchayats, for constructing fish markets in Goa.
The Directorate's stated mission includes creating infrastructure for hygienic landing of fish and the socio-economic upliftment of fishing communities. Construction of Fish Markets sits squarely in that mission: fish sold from a tarpaulin at a roadside is a public health problem and a price problem at once, and a small coastal Panchayat rarely has the reserves to build a proper covered market with drainage, water and ice storage on its own.
How much the scheme pays
According to the Citizen's Charter of the Directorate of Fisheries, the quantum of assistance depends on the annual income of the local body:
| Annual income of Panchayat / Municipality | Quantum of assistance |
|---|---|
| Up to Rs 2 lakh | 100% subsidy limited to Rs 5 lakh |
| Above Rs 2 lakh | 75% subsidy limited to Rs 5 lakh |
The Rs 5 lakh ceiling applies to both tiers. The difference between the tiers is what share of the project the local body must find itself: a poorer Panchayat building a Rs 5 lakh market pays nothing; a better-resourced Municipality building the same market pays a quarter of the cost, and anything above Rs 5 lakh in either case comes from the local body.
Who is eligible for the fish market subsidy?
Eligible applicants are:
- Village Panchayats in Goa.
- Municipalities and Municipal Councils in Goa.
The Citizen's Charter states the eligibility criterion in a single line: financial assistance in the form of subsidy shall be given to local bodies such as Municipalities and Village Panchayat for construction of fish markets.
Who cannot apply:
- Individual fishermen or fish vendors. This scheme funds a public facility built by a local body, not a private stall. It is not a personal benefit and an individual is not eligible.
- Fisheries cooperative societies and associations. They have their own route: the Directorate provides financial assistance to registered fishermen societies and associations to the extent of Rs 50,000 as grant-in-aid, subject to the society having more than 25 members, producing audited accounts and employing at least one person for record maintenance.
- Private developers, traders and contractors. A contractor may build the market, but the subsidy is released to the local body that commissioned it.
- Self-help groups. The Directorate's Value Addition to Seafood scheme gives preference to self-help groups, women entrepreneurs and trained youth, but the fish market subsidy is restricted to local bodies.
There is no fisherman-community or caste condition attached to this particular scheme, unlike several other Directorate schemes which require the beneficiary to be a traditional fisherman by birth or profession, or a member of the Kharvi community, and to have been a resident of Goa for the last fifteen years.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Resolution of the Panchayat Body / Municipal Council | Yes | Approving the project and authorising the application |
| Certificate of annual income of the local body | Yes | Decides the 100% or 75% subsidy tier |
| Detailed project estimate | Yes | Costed, ideally PWD-vetted |
| Site plan and land ownership/possession proof | Yes | Land must be with the local body |
| Building plan approval and clearances | Yes | Planning, and CRZ or health where applicable |
| Bank account details of the local body | Yes | Subsidy is released to the body, not a contractor |
| Utilisation certificate for earlier grants | No | Only where a prior grant exists |
How to apply for the Construction of Fish Markets scheme
- Pass a resolution. The Village Panchayat body or the Municipal Council passes a resolution approving construction of the fish market, fixing the site and authorising the Secretary or Chief Officer to apply to the Directorate of Fisheries.
- Prepare a costed project estimate. Get a detailed estimate prepared or vetted for the market structure: covered selling platforms, drainage, water supply, washing and waste disposal, and obtain the necessary building plan approval and any coastal or health clearance the site requires.
- Obtain the annual income certificate. The Directorate needs the local body's annual income to decide whether the 100% or the 75% tier applies. This single document determines the size of the sanction.
- Submit the proposal to the Directorate of Fisheries at D.B. Marg, Panaji – Goa, under the signature of the Panchayat Secretary or the Municipal Chief Officer, enclosing the resolution, estimate, site plan, land documents, clearances, income certificate and bank details.
- Facilitate inspection. Directorate officials verify the site and the estimate before the proposal is recommended for sanction.
- Receive the sanction order and execute the work as approved. The subsidy is released to the local body's account against the sanctioned amount.
- Submit the utilisation certificate with completion photographs and accounts after the market is built, which conditions any future grant.

The Directorate's Citizen's Charter carries an express caution that the pattern of assistance, eligibility criteria and document requirements may vary subject to modification in the scheme. A local body should therefore confirm the current tier percentages and ceiling with the Directorate before finalising a project estimate.
Common reasons a fish market proposal stalls
- No Council or Panchayat resolution, or a resolution that does not name the site and authorise the signatory.
- Annual income certificate missing, so the Directorate cannot fix the subsidy tier.
- Land not in the local body's name or not under its control, which stops the file at inspection stage.
- Project estimate not vetted, or wildly above the Rs 5 lakh ceiling with no stated source for the balance.
- Statutory clearances pending, particularly Coastal Regulation Zone clearance for a market close to the shore in a state where most fish landing points are coastal.
- Earlier grant not accounted for through a utilisation certificate.
- Budget exhausted for the financial year, which is why proposals filed early in the year fare better.
Where a larger fish market project should go instead
Rs 5 lakh builds a modest covered market. For anything more ambitious, Goa implements centrally sponsored fisheries infrastructure components with much larger ceilings. Under the pattern of assistance recorded in the Directorate's Citizen's Charter:
- Development of Retail Fish Markets and Allied Infrastructure, as per actual, with ceilings of Rs 100 lakh for 10 retail outlets, Rs 200 lakh for 20 outlets and Rs 500 lakh for 50 outlets.
- Setting up of a Mobile or Retail Fish Outlet (Kiosk), as per actual, with a ceiling of Rs 10 lakh per unit.
- Development of ice plants and cold storage — Rs 2.50 lakh per tonne with a ceiling of Rs 100 lakh per plant; renovation or modernisation at Rs 1.50 lakh per tonne with a ceiling of Rs 60 lakh.
- Establishment of Fishing Harbours and Fish Landing Centres: as per the actual approved project cost.
Under the beneficiary-oriented project pattern, government assistance is 40% for the general category and 60% for SC, ST, women and their cooperatives, with the balance as beneficiary share. For projects implemented through the National Fisheries Development Board by states, the central and state shares are 50:50 for states other than the North East and hilly states.
A Panchayat planning a market that will serve several villages should therefore speak to the Directorate about routing it through the centrally sponsored framework rather than capping its ambition at Rs 5 lakh.
Related Goa Directorate of Fisheries schemes
- Supply of Insulated Boxes to 75% subsidy for fish vendors and fishermen, up to Rs 1,500 for a 50-litre box, Rs 7,000 and Rs 15,000 for larger sizes.
- Financial Assistance to take up Value Addition to Seafood to 50% subsidy up to Rs 5 lakh per unit for construction or renovation, and 50% up to Rs 2 lakh for equipment, open to any individual resident in Goa for 15 years.
- Financial Assistance to Registered Fishermen Societies / Associations: Rs 50,000 grant-in-aid.
- Financial Assistance for Purchase of Lifejackets and Lifebuoys to 75% of cost, up to Rs 1,000 per lifejacket and Rs 1,500 per lifebuoy.
Taken together, these fill the gap the fish market scheme leaves: the market itself is a local body's project, while the vendor's box, the society's grant and the value-addition unit are individual and institutional routes.
How to check your application status
This scheme runs as a paper-file process between a Village Panchayat or Municipal Council and the Directorate of Fisheries, not through an online applicant portal, so there is no case number or dashboard login for a citizen to check. Status tracking here is the Panchayat Secretary's or Municipal Chief Officer's job, since the local body is the applicant, and it happens through a few concrete channels.
- Call or write to the Directorate of Fisheries directly. The Secretary or Chief Officer who signed the original proposal can ask the Directorate at D.B. Marg, Panaji, Goa (telephone 0832-2224838, e-mail dir-fish.goa@nic.in) for the file's current stage, quoting the date the proposal was submitted and the site name.
- Track the three real checkpoints of the file. A submitted proposal moves through receipt and scrutiny, site inspection by Directorate officials, and sanction. Asking specifically which of these three stages the file is at gets a clearer answer than a general "any update" query.
- Watch for a written communication back to the local body, not to an individual. Any query, deficiency memo, or sanction order from the Directorate is addressed to the Panchayat or Municipal Council office, so a citizen who is not the signatory should route status queries through that office rather than approach the Directorate independently.
- Check with the Zonal or Assistant Director of Fisheries covering the taluka, where the local body's file is held locally, if the Panaji office redirects the query; site inspections in particular are usually coordinated through the zonal office before the file goes back to Panaji for sanction.
- After sanction, status shifts to fund release and construction progress. At that point the relevant question is whether the sanctioned amount has been credited to the local body's account and whether the utilisation certificate for it is still pending, since a pending utilisation certificate from a completed phase is what commonly holds up the next release or a future grant to the same body.
Because the file belongs to the local body and not to a private applicant, there is no SMS alert or reference-number lookup to rely on; a direct, periodic follow-up call or letter from the Panchayat or Municipal office to the Directorate remains the only reliable way to know where the proposal stands.

Frequently asked questions
How much subsidy does the Construction of Fish Markets scheme give?
A Panchayat or Municipality with an annual income of up to Rs 2 lakh receives a 100% subsidy limited to Rs 5 lakh. One with an annual income above Rs 2 lakh receives a 75% subsidy, also limited to Rs 5 lakh. The Rs 5 lakh ceiling applies in both cases.
Who can apply for this fish market subsidy?
Only local bodies — Municipalities and Village Panchayats in Goa. The Citizen's Charter of the Directorate of Fisheries states the financial assistance in the form of subsidy shall be given to local bodies such as Municipalities and Village Panchayat for construction of fish markets.
Can a fisherman, fish vendor or a private trader apply?
No. Individuals, fish vendors, cooperative societies and private developers are not eligible under this scheme. A fish vendor looking for individual support should look at the Directorate's Supply of Insulated Boxes scheme or the Value Addition to Seafood scheme instead.
Which department runs the scheme?
The Directorate of Fisheries, Government of Goa, at D.B. Marg, Panaji, reachable on 0832-2224838 and at dir-fish.goa@nic.in.
Is there a deadline to apply?
No fixed last date is announced. Proposals are received through the year, but sanction depends on the Directorate's annual budget allocation, so a proposal submitted early in the financial year has a better chance.
Does the scheme cover renovation of an existing fish market?
The scheme as published in the Citizen's Charter is titled Construction of fish markets. Where a local body wants to renovate rather than build, confirm admissibility with the Directorate before incurring expenditure, because a companion scheme for value addition units covers construction and renovation expressly while this one does not.
What is the largest grant a single Panchayat can receive?
Rs 5 lakh per fish market. Where the project cost exceeds that, the local body must fund the balance from its own resources or from another source, such as a Pradhan Mantri Matsya Sampada Yojana component.
Are larger fish market projects funded anywhere else?
Yes. Under the centrally sponsored framework implemented in Goa, the Development of Retail Fish Markets and Allied Infrastructure component carries far larger ceilings — up to Rs 100 lakh for 10 retail outlets, Rs 200 lakh for 20 and Rs 500 lakh for 50 — and a mobile or retail fish outlet kiosk carries a ceiling of Rs 10 lakh per unit.
