What is the Goa lifejacket and lifebuoy assistance scheme?

Financial Assistance for the Purchase of Lifejackets and Lifebuoys for Fishermen is a safety subsidy run by the Directorate of Fisheries, Government of Goa. The scheme reimburses half the cost of personal flotation equipment bought by working fishermen, so that every person on board a Goan fishing craft has a jacket to wear and every craft carries a throwable buoy.

Goa's fishing fleet works a coastline of about 105 km plus the Mandovi, Zuari and Chapora estuarine waters. Sudden squalls during the pre-monsoon and post-monsoon transition are the single largest cause of fatalities among small craft crews, and a lifejacket that is actually on board is the cheapest intervention the state can fund. The Directorate therefore fixed the assistance against a per-unit ceiling rather than a lump sum, so the money follows the number of crew a vessel actually carries.

According to the scheme description published on the National Scheme Delivery Platform (myScheme) for the Government of Goa, the assistance is 50% of the cost, limited to Rs 1,000 per lifejacket and Rs 1,500 per lifebuoy.

How much does the Goa lifejacket scheme pay?

The entitlement is fixed by craft category, not by crew list:

Craft category Lifejackets allowed Lifebuoys allowed Maximum subsidy
Canoe fitted with an outboard motor (OBM) 5 1 Rs 6,500
Mechanised trawler in trawling operations 8 2 Rs 11,000
Mechanised trawler in purse-seining operations 25 4 Rs 31,000

The ceilings are per unit. If a lifejacket costs Rs 1,600, the scheme pays Rs 800 to half the cost, which is under the Rs 1,000 cap. If a lifejacket costs Rs 3,000, the scheme pays Rs 1,000, because half of Rs 3,000 exceeds the cap. The same arithmetic applies to lifebuoys against the Rs 1,500 cap.

The subsidy is credited to the bank account named in the mandate form. Because it is a reimbursement, the fisherman funds the purchase first and recovers half afterwards.

Who is eligible for the lifejacket and lifebuoy assistance?

You can claim the subsidy if:

  • You are a traditional fisherman by birth or by profession.
  • You are a resident of Goa.
  • You own at least one of these craft: a canoe fitted with an outboard motor, a mechanised trawler engaged in trawling, or a mechanised trawler engaged in purse seining.
  • Your fishing licence and net licence are current, and the craft carries a valid Vessel Registration Certificate.

You cannot apply if:

  • You do not own or operate a registered fishing craft in one of the three listed categories. Crew members employed on someone else's vessel are not eligible in their own name, the owner claims for the vessel's complement.
  • You are not a resident of Goa. Fishermen registered in Maharashtra or Karnataka are not eligible even if they land catch at Goan jetties.
  • Your fishing licence or net licence book has lapsed and has not been renewed.
  • You are claiming for equipment bought without an invoice from a dealer, or for second-hand gear.

The Directorate treats the craft, not the person, as the claiming unit. One owner with two registered trawlers may claim the entitlement for each vessel, supported by a separate Vessel Registration Certificate for each.

What documents are required?

  1. Updated Fishing Licence Certificate or Fishing Net Licence receipts. The proof that you are an operating fisherman and not a lapsed registrant.
  2. Vessel Registration Certificate, decides your entitlement band.
  3. Aadhaar card — self-attested copy.
  4. Mandate form, the bank authorisation for the credit, normally submitted with a copy of the passbook so that the IFSC and account number can be checked.
  5. Original purchase invoice for the lifejackets and lifebuoys, from a registered dealer, showing quantity and per-unit rate.

Carry the originals of the licence and registration certificate for verification even though you submit self-attested copies.

How to apply for the Goa lifejacket and lifebuoy subsidy

Applications for this scheme are accepted offline only. There is no online submission route on goaonline.gov.in for it.

  1. Take a print of the prescribed application form for the scheme. The form is available at the Directorate of Fisheries and at the departmental sub-offices; unlike some other Goa fisheries subsidies, no Rs 50 form charge is prescribed for this one.
  2. Fill in every mandatory field, affix a passport-sized photograph signed across, and sign the declaration.
  3. Attach self-attested copies of the fishing licence, Vessel Registration Certificate and Aadhaar card, along with the mandate form and the original purchase invoice.
  4. Submit the file to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa 403 521, or to the Fisheries official posted at your Block Development Officer's office or a Fisheries sub-office.
  5. Collect an acknowledgement with the inward number and date. That number is what you quote in every follow-up.

How do I check the status of my application?

Goa's Directorate of Fisheries does not publish an online tracker for this subsidy. Status is checked by contacting the office where the file was inwarded, quoting the inward number from your acknowledgement. The Fisheries Superintendent or Fisheries Officer for your taluka can also confirm whether the field inspection stage has been completed and whether the file has moved to sanction.

Once sanctioned, the payment reaches the account named in the mandate form. A credit that does not arrive after sanction is almost always an account problem. A closed account, a wrong IFSC, or a name that does not match the Aadhaar record; rather than a sanction problem.

Why do applications get rejected?

  • Expired fishing or net licence at the date of application.
  • Vessel Registration Certificate not produced, so the entitlement band cannot be fixed.
  • Invoice missing, or a quotation submitted instead of a tax invoice. An estimate is not a purchase proof.
  • Quantity claimed above the ceiling for the craft category, for example claiming 10 jackets against an OBM canoe, which is allowed only 5.
  • Bank mandate mismatch, where the account holder's name differs from the applicant's name on the fishing licence.
  • Duplicate claim for the same vessel within the departmental record.

Most of these are curable. The Directorate normally returns a deficient file for correction rather than rejecting it outright, so respond quickly when the office calls for a missing paper.

Where do I complain if something goes wrong?

The Directorate of Fisheries publishes a grievance route in its citizen charter. Any dissatisfaction with the service or its standards can be registered with the Department's Grievance Redressal Officer, and complaints can also be lodged by email at dir-fish.goa@nic.in. The charter commits to acknowledging every complaint and communicating the final action taken within 30 days.

Beyond the department, the Government of Goa's public grievance route is available through the state portal at goaonline.gov.in, where a grievance can be registered against a department and tracked by reference number.

Practical points before you buy

  • Buy from a dealer who will issue a GST tax invoice showing the per-unit rate. A consolidated bill without unit rates makes the ceiling calculation impossible and delays the file.
  • Buy gear that meets accepted marine standards. A jacket bought cheap enough to fall well under the Rs 1,000 cap is a poor saving if it is not a genuine personal flotation device.
  • Keep the acknowledgement and a photocopy of the whole submitted file. Fisheries subsidy files in Goa pass through the taluka office, the Superintendent and the Directorate, and a personal copy shortens every enquiry.
  • If you also plan to claim under the Goa insulated box scheme or the outboard motor subsidy, submit those files separately. Each scheme has its own entitlement cycle and its own document set.

Documents required

Updated Fishing Licence Certificate / Fishing Net Licence receipts
Must be current. A lapsed licence is the most common reason applications are returned.
Vessel Registration Certificate (VRC)
Establishes which craft category you fall in, and therefore how many jackets and buoys you may claim.
Aadhaar card
Self-attested copy, used for identity and for seeding the payment account.
Mandate form
Bank mandate authorising the Directorate to credit the subsidy to your account.
Purchase invoice for the lifejackets and lifebuoys
The subsidy is reimbursement-based, so the original dealer bill is what the 50% is calculated on.

Frequently asked questions

How much does the Goa lifejacket and lifebuoy scheme pay?

The scheme pays 50% of the purchase cost, subject to a ceiling of Rs 1,000 per lifejacket and Rs 1,500 per lifebuoy. The number of units allowed depends on your craft, so the total varies from Rs 6,500 for a canoe to Rs 31,000 for a purse-seining trawler.

How many lifejackets can a canoe owner claim in Goa?

A canoe fitted with an outboard motor qualifies for 5 lifejackets and 1 lifebuoy. A mechanised trawler in trawling operations qualifies for 8 lifejackets and 2 lifebuoys, and a mechanised trawler in purse-seining operations qualifies for 25 lifejackets and 4 lifebuoys.

Can I apply online for the Goa lifejacket subsidy?

No. The Directorate of Fisheries accepts applications for this scheme in offline mode only. The filled form and documents must be handed in at the Directorate in Patto Colony, Panaji, or to the Fisheries official posted at a Block Development Officer's office or a departmental sub-office.

Who counts as a traditional fisherman for this scheme?

A traditional fisherman is a person who is a fisherman by birth or by profession and is a resident of Goa. The Directorate verifies this through your fishing licence, net licence book and, where required, a profession or community certificate issued by the Mamlatdar, Chief Officer or Village Panchayat Secretary.

Is there a deadline to apply for the lifejacket subsidy in Goa?

No closing date is published for this scheme. Applications are received through the financial year, but sanction depends on the budget provision available, so applying early in the year improves your chances.

What do I do if my lifejacket subsidy application is not processed?

Write to the Directorate's Grievance Redressal Officer at dir-fish.goa@nic.in. The Directorate's citizen charter commits to acknowledging every complaint and communicating the final action taken within 30 days.

Do I need to buy the safety gear before applying?

Yes. The scheme works as a reimbursement, so you buy the lifejackets and lifebuoys first and then claim 50% of the cost against the dealer's invoice, within the per-unit ceilings.
