Financial Assistance for Purchase of Stake Net and its Accessories
Goa state government scheme
Financial Assistance for Purchase of Stake Net and its Accessories is a Goa Directorate of Fisheries subsidy of 50% up to Rs 30,000 on a unit cost of Rs 60,000, raised to 60% and Rs 36,000 for SC, ST and women applicants. Goan river fishermen holding a stake allotment can claim it once every 3 years, offline.
What is the Goa stake net subsidy?
Financial Assistance for Purchase of Stake Net and its Accessories is a subsidy of the Directorate of Fisheries, Government of Goa, for the fishermen who work Goa's rivers with stake nets. Stake net fishing; locally worked along the Mandovi, Zuari, Cumbharjua and Chapora banks, is a traditional method in which a bag-shaped net is fixed to poles driven into the river bed, and the tide is allowed to drive fish into it.
The Directorate describes stake netting as a traditional method of catching fish practised by fishermen residing near the bank of the river. The scheme meets part of the cost of the net and its accessories so that these fishermen can replace worn gear without going to informal credit.
Applications are accepted in offline mode only.
How much does the stake net subsidy pay?
The subsidy is calculated on a notified unit cost of Rs 60,000, excluding GST:
| Category | Subsidy rate | Maximum payable |
|---|---|---|
| General | 50% of unit cost | Rs 30,000 |
| SC, ST or woman applicant | 60% of unit cost | Rs 36,000 |
The beneficiary can avail the scheme every 3 years, which is a shorter cycle than most other Goa fisheries capital subsidies — a reflection of how quickly a stake net degrades in brackish tidal water.
Because the base is a notified unit cost rather than the actual bill, a costlier net does not raise the grant. The invoice must nevertheless show the pre-GST value so that the base can be verified.
Who is eligible for the stake net assistance?
You can claim the subsidy if:
- You are a traditional fisherman by birth or by profession.
- You are a resident of Goa.
- You have purchased a stake net and its accessories.
- You hold a stake allotment permission issued by the Department of Fisheries, and a Stake Net Registration Certificate and Licence Certificate.
You cannot apply if:
- You have no stake allotment permission. Without an allotted position on the river bank there is no stake net operation to subsidise.
- Your Stake Net Registration Certificate or Licence Certificate has lapsed.
- You are not a resident of Goa.
- Fewer than three years have passed since your last sanction under this scheme.
- You are claiming against a quotation, an estimate or a second-hand purchase rather than an original dealer invoice.
The SC, ST or woman classification changes only the rate, not the eligibility. An applicant who is none of these is treated as general category at 50%.
What documents do I need?
- Stake allotment permission issued by the Department of Fisheries.
- Stake Net Registration Certificate and Licence Certificate issued by the Department of Fisheries.
- Original invoice from authorised dealers for the purchase of the stake net and its accessories.
- Undertaking as per proforma.
- Copy of the Aadhaar card.
- Mandate form along with the bank passbook.
Keep the originals of the allotment permission and the registration certificate with you at submission. The receiving officer usually wants to see them even though copies are filed.
How to apply for the Goa stake net subsidy
- Request the prescribed application form from the Department of Fisheries and pay the Rs 50 form charge.
- Fill in all mandatory fields, paste a passport-sized photograph signed across if required, and sign the undertaking in the prescribed proforma.
- Attach self-attested copies of the stake allotment permission, the Stake Net Registration Certificate and Licence Certificate, the Aadhaar card and the mandate form with passbook, along with the original purchase invoice.
- Submit the duly filled and signed form with the documents to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa 403 521, or to the official posted at a BDO office or a sub-office of the Department of Fisheries.
- Collect the acknowledgement with the inward number, which you will quote in every follow-up.
How is the money paid and how do I track it?
The subsidy is credited to the account named in the mandate form after sanction. The Directorate does not publish an online status tracker for this scheme; status is confirmed at the office where the file was inwarded, against the inward number on your acknowledgement.
Between submission and sanction the file normally passes a field verification by the Fisheries Officer or Assistant Superintendent covering your taluka, who checks the net against the invoice and the allotted stake position.
If your address changes after submission, inform the receiving office in writing and record it against the inward number, so that departmental correspondence does not go astray.
Why do stake net claims get rejected?
- Stake allotment permission not produced, or lapsed.
- Registration or licence certificate expired at the date of application.
- Invoice shows only a GST-inclusive figure, so the notified base cannot be applied.
- Three-year gap not complete since the earlier sanction.
- Mandate form details do not match the applicant's name and account.
- Net not found at the allotted position at field verification.
Deficient files are usually returned for correction. Respond to a departmental letter quickly, since files that sit uncorrected past the financial year lose their budget provision and have to be re-submitted.
Where do I complain?
The Directorate of Fisheries names a Grievance Redressal Officer in its citizen charter. Any dissatisfaction with a service or its standards can be registered with that officer, and grievances can also be lodged by email at dir-fish.goa@nic.in. The charter commits to acknowledging every complaint and communicating the final action taken within 30 days.
The Government of Goa's public grievance registration route at goaonline.gov.in is the escalation path if the departmental reply is unsatisfactory.
Practical points
- The stake allotment permission is the gatekeeping document. If yours has expired, renew it before you buy the net, not after.
- Ask the dealer for an invoice that separates the base value from GST. This single line decides whether your file moves or comes back.
- The 3-year cycle is worth diarising. Stake nets in Goan estuaries rarely last much longer, and applying in the year you become eligible again avoids a gap in working gear.
- Goa's Directorate of Fisheries runs several parallel subsidies, for river gill net canoes under 26 feet, for outboard motors, for insulated boxes and for singel and rampon nets. Each has its own cycle and its own form, and each must be applied for separately.

Frequently asked questions
How much is the Goa stake net subsidy?
The Goa stake net subsidy is 50% of the unit cost limited to Rs 30,000 for general category applicants, and 60% limited to Rs 36,000 for SC, ST and women applicants, both calculated on a notified unit cost of Rs 60,000 excluding GST.
How often can I claim the stake net subsidy in Goa?
Once every 3 years. The three-year gap runs from the date of your previous sanction as recorded by the Directorate of Fisheries.
What is a stake allotment permission and why do I need it?
A stake allotment permission is the Department of Fisheries' authorisation to fix stakes at a specific position on a river bank. It is a mandatory document because the subsidy is for a net operated from an allotted stake position, not for a net in general.
Does the application form cost anything?
Yes. The prescribed application form is issued by the Department of Fisheries against a payment of Rs 50. No further application fee is prescribed.
Can I apply online for the Goa stake net subsidy?
No. Applications are accepted in offline mode only, at the Department of Fisheries in Patto Colony, Panaji, or through the Fisheries official posted at a BDO office or a departmental sub-office.
Can I claim for more than one stake net at a time?
The subsidy is structured around a single unit cost of Rs 60,000 with a fixed ceiling, so a claim is processed against one unit. Ask the taluka Fisheries office before filing if you hold more than one allotted stake position.
What if the net costs more than Rs 60,000?
The subsidy stays capped. The percentage is applied to the notified unit cost of Rs 60,000 excluding GST, so the maximum remains Rs 30,000 or Rs 36,000 whatever you actually spend.
