Financial Assistance to the Fish Vendors Registered with the Directorate of Fisheries to Purchase the Accessories Required for Fish Vending
Goa state government scheme
Financial Assistance to Fish Vendors registered with Goa's Directorate of Fisheries pays a 50% subsidy up to Rs 10,000 on a unit cost of Rs 20,000 for vending accessories, rising to 60% and Rs 12,000 for SC, ST and women vendors. The benefit repeats once every 3 years and is applied for offline in Panaji.
What is the Goa fish vendor accessories subsidy?
Financial Assistance to the Fish Vendors Registered with the Directorate of Fisheries to Purchase the Accessories Required for Fish Vending is a subsidy of the Directorate of Fisheries, Government of Goa. The scheme helps registered fish vendors buy the equipment they need to sell fish in hygienic conditions: crates, a weighing balance, an insulated box, gloves, stools, a platform to keep fish on, a shed or umbrella, choppers and similar items.
Goa's fish retail trade is overwhelmingly a small-operator trade, and a large share of it is run by women who buy at the jetty or the wholesale market in the morning and sell from a bench, a basket or a small stall the same day. The department's stated purpose is that fish should reach people in hygienic condition. A weighing balance, a covered platform and an insulated box are what that actually requires at the point of sale.
Applications are accepted in offline mode only.
How much subsidy does a registered fish vendor get?
The subsidy is calculated on a notified unit cost of Rs 20,000:
| Category | Subsidy rate | Maximum payable |
|---|---|---|
| General | 50% of unit cost | Rs 10,000 |
| SC, ST or woman vendor | 60% of unit cost | Rs 12,000 |
The beneficiary can avail the scheme once every three years.
Because a very large proportion of Goa's registered fish vendors are women, the enhanced 60% rate is in practice the common one. A woman vendor does not need a caste certificate to draw the higher rate, being a woman is itself one of the three qualifying grounds.
Who is eligible for the fish vendor assistance?
You can claim the subsidy if:
- You are a fish vendor registered with the Department of Fisheries, Government of Goa, and hold the Fish Vendor Identity Card issued by the department.
- You have bought accessories for fish vending and hold an original invoice from a registered dealer.
- Three years have passed since any earlier sanction to you under this scheme.
You cannot apply if:
- You are not registered with the Department of Fisheries as a fish vendor. Registration is the single eligibility condition of the scheme, and an unregistered vendor, however long established, is not eligible until the identity card is issued.
- You have no original invoice — a quotation, an estimate or an informal bill from an unregistered seller is not accepted.
- You have drawn the benefit within the last three years.
- The account named in your mandate form is not in your own name.
If you sell fish in Goa but hold no vendor identity card, the first step is not this scheme but registration itself, which is done at the Directorate of Fisheries or the taluka Fisheries office.
What items are covered?
The department lists crates, weighing balance, insulated box, gloves, stools, platforms to keep fish, shed or umbrella, choppers, and other equipment related to fish vending. The list is illustrative rather than exhaustive, the test is whether the item is equipment related to fish vending.
Practical guidance from how claims are assessed:
- Buy items that are clearly trade equipment. Personal items or general household goods will not pass.
- A weighing balance should be one that can be stamped by Legal Metrology. Vendors are separately liable to have verified weights and measures.
- The insulated box claimed here is the vending box. Goa also runs a separate Supply of Insulated Boxes scheme with its own 75% rate and its own ceilings, and the same box cannot be claimed twice.
How to apply for the Goa fish vendor subsidy
- Request the prescribed application form from the Department of Fisheries and pay the Rs 50 form charge.
- Fill in all mandatory fields, paste a passport-sized photograph signed across if required, and self-attest the document copies.
- Attach the original invoice from the registered dealer, a copy of your Fish Vendor Identity Card issued by the Department of Fisheries, a copy of your Aadhaar card, and the mandate form with your bank passbook.
- Submit the duly filled and signed form with the documents to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa 403 521, or to the official posted at a BDO office or a sub-office of the Department of Fisheries.
- Collect the acknowledgement with the inward number and keep it safely.
How is the payment made and how do I follow it up?
The subsidy is paid by credit to the bank account named in the mandate form. No online tracker is published for this scheme, so status is checked at the office where the file was inwarded, quoting the inward number.
Sanction depends on the budget provision available under the departmental head for the year, which is a real constraint on small subsidy schemes. Filing early in the financial year rather than in the closing months materially improves the chance of sanction in the same year.
Why do fish vendor claims get rejected?
- Vendor identity card not produced, expired, or issued in a different name from the applicant.
- Invoice from an unregistered dealer, or a handwritten bill without a GST number where one is required.
- Items claimed that are not fish vending equipment.
- Three-year gap not complete since the last sanction.
- Bank mandate mismatch, most often where the account is in a husband's or son's name rather than the vendor's own.
- The same insulated box claimed under both this scheme and the Supply of Insulated Boxes scheme.
Most of these are fixable. The department normally returns a deficient file for correction rather than rejecting it, so act on a departmental letter quickly.
Where do I complain?
The Directorate of Fisheries publishes a grievance route in its citizen charter. Any dissatisfaction or complaint about a service or its standards can be registered with the Department's Grievance Redressal Officer, and grievances may also be lodged by email at dir-fish.goa@nic.in. The charter commits to acknowledging complaints and communicating the final action taken within 30 days.
The Government of Goa's general public grievance route on goaonline.gov.in is available if the departmental reply does not resolve the issue.
Practical advice for vendors
- Get registered first. Everything in this scheme flows from the Fish Vendor Identity Card, and registration is free of the delays that surround the subsidy itself.
- Open a bank account in your own name and link it to Aadhaar. A large share of failed credits in vendor schemes across India come from claims filed in one name and accounts held in another.
- Plan the purchase around the Rs 20,000 unit cost. Spending far above it does not raise the grant, so it is usually better to spend near the notified cost now and claim again after three years.
- Keep the sanction letter for three years. It fixes the date from which you become eligible again.
