Financial Assistance for Purchase of Barrier Net and its Accessories
Goa state government scheme
Financial Assistance for Purchase of Barrier Net and its Accessories is a Goa Directorate of Fisheries subsidy of 50% up to Rs 30,000 on a notified unit cost of Rs 60,000, raised to 60% and Rs 36,000 for SC, ST and women applicants. Goan fishermen holding a barrier net licence can claim once every 4 years, offline.
What is the Goa barrier net subsidy?
Financial Assistance for Purchase of Barrier Net and its Accessories is a gear subsidy of the Directorate of Fisheries, Government of Goa. A barrier net is a wall of netting set across a creek, a channel or a section of an estuary, which blocks the passage of fish so they can be collected as the tide turns. It is a traditional inland and estuarine method, worked in Goa along the same tidal waters where stake nets are used, and it is gear that a single family operates.
According to the Government of Goa's published statement of fisheries schemes, the subsidy is calculated on a notified unit cost of Rs 60,000 excluding GST, and paid at 50% or 60% depending on the applicant's category. The beneficiary can avail the scheme after every 4 years.
Applications are accepted in offline mode only.
How much does the barrier net subsidy pay?
| Category | Subsidy rate | Maximum payable |
|---|---|---|
| General | 50% of unit cost | Rs 30,000 |
| SC, ST or woman applicant | 60% of unit cost | Rs 36,000 |
Because the base is a notified unit cost rather than the actual bill, a costlier net does not raise the grant, and a cheaper one is subsidised on the lower of the two. The invoice must nevertheless show the pre-GST value, so that the notified base can be verified against what was actually bought.
The four-year cycle sits between the three-year cycle Goa allows for stake nets and the five-year cycle for outboard motors and singel or rampon nets, a reflection of how long a barrier net lasts in tidal water before it has to be replaced.
Who is eligible for the barrier net assistance?
You can claim the subsidy if:
- You possess a valid Barrier Net registration certificate and Licence certificate issued by the Department of Fisheries, Government of Goa.
- You have already purchased the barrier net and its accessories and hold the bills from the authorised dealer.
- Four years or more have passed since your last sanction under this scheme, if any.
- You obtain the prescribed application form from a BDO office or a Fisheries sub-office against payment of Rs 50.
You cannot apply if:
- Your Barrier Net registration certificate or Licence certificate has lapsed, or you do not hold one. Without registered and licensed gear there is no operation for the scheme to subsidise.
- Fewer than four years have passed since your previous sanction under this scheme.
- You are claiming against a quotation, an estimate or a second-hand purchase rather than an original invoice from an authorised dealer.
- Your invoice shows only a GST-inclusive figure, so the notified pre-GST base cannot be applied.
The SC, ST or woman classification changes only the rate, not the eligibility. An applicant who is none of these is treated as general category at 50% and is fully eligible.
What documents do I need?
- Original invoice towards the purchase of the Barrier Net, from an authorised dealer.
- Barrier Net registration certificate and Licence certificate, issued by the Department of Fisheries.
- Undertaking as per proforma.
- Copy of the Aadhaar card.
- Mandate form along with the bank passbook.
Take the originals of the registration and licence certificates to submission even though copies are filed. The receiving officer normally wants to sight them before inwarding the file.
How to apply for the Goa barrier net subsidy
- Buy the barrier net and its accessories from an authorised dealer, and ask for an invoice that shows the base value and GST as separate lines.
- Obtain the prescribed application form issued by the Directorate of Fisheries from a BDO office or a sub-office of the Directorate, paying the Rs 50 form charge.
- Fill in all mandatory fields and sign the undertaking in the prescribed proforma, including the declaration that four years have elapsed since any earlier sanction.
- Attach the documents — original invoice, barrier net registration certificate and licence certificate, self-attested Aadhaar copy, and the mandate form with the bank passbook.
- Submit the duly filled application form to the concerned fisheries official posted at the BDO office or the sub-office of the Directorate of Fisheries.
- Collect the acknowledgement carrying the inward number, and quote it in every follow-up.
How is the money paid and how do I track it?
The subsidy is credited to the account named in the mandate form after the file is sanctioned. The Directorate does not publish an online status tracker for this scheme; status is confirmed at the office where the file was inwarded, against the inward number on your acknowledgement.
Between submission and sanction the file normally passes a field verification by the Fisheries Officer or Assistant Superintendent covering your taluka, who checks the net against the invoice and confirms that the registered gear matches.
If your address or contact number changes after submission, tell the receiving office in writing and have it recorded against the inward number, so that departmental correspondence reaches you.
Why do barrier net claims get rejected?
- Registration or licence certificate expired at the date of application.
- Invoice shows only a GST-inclusive figure, so the notified pre-GST base cannot be applied.
- Four-year gap not complete since the earlier sanction.
- Invoice from an unauthorised dealer, or a cash memo in place of a proper invoice.
- Mandate form details do not match the applicant's name and bank account.
- Net not found in use at field verification.
Deficient files are usually returned for correction rather than rejected. Fix and resubmit quickly. A file that sits uncorrected past the end of the financial year loses its budget provision and has to be filed afresh.
Where do I complain?
The Directorate of Fisheries names a Grievance Redressal Officer in its citizen charter. Any dissatisfaction with a service or its standards can be registered with that officer, and grievances can also be lodged by email at dir-fish.goa@nic.in or by telephone on 0832-2224838. The Directorate's head office is at Dayanand Bandodkar Marg, Panaji, Goa.
The Government of Goa's public grievance registration route at goaonline.gov.in is the escalation path if the departmental reply is unsatisfactory.
Practical points
- Renew the licence before you buy, not after. An expired barrier net licence is the commonest and most avoidable reason a claim fails.
- Insist on a split invoice. One line separating base value from GST decides whether the file moves or comes back.
- Diarise the four-year cycle. Applying in the year you become eligible again avoids a gap in working gear, and barrier nets in Goan tidal water rarely outlast the cycle by much.
- The Rs 50 form charge is the only prescribed payment. No agent or intermediary is entitled to a fee for getting a subsidy sanctioned.
- Goa runs parallel net subsidies with different cycles; stake nets every 3 years, barrier nets every 4 years, outboard motors and singel or small rampon nets every 5 years, and gill nets on the actual-cost basis with ceilings of Rs 30,000 and Rs 40,000. Each has its own form and must be applied for separately.

Frequently asked questions
How much is the Goa barrier net subsidy?
The Goa barrier net subsidy is 50% of the notified unit cost limited to Rs 30,000 for general category applicants, and 60% limited to Rs 36,000 for SC, ST and women applicants, both calculated on a notified unit cost of Rs 60,000 excluding GST.
How often can I claim the barrier net subsidy?
Once every 4 years. The four-year gap runs from the date of your previous sanction under this scheme as recorded by the Directorate of Fisheries.
What does the application form cost?
Rs 50. The prescribed application form is issued by the Directorate of Fisheries and obtained from a BDO office or a sub-office of the Directorate against that payment. No further application fee is prescribed.
What if the net costs more than Rs 60,000?
The subsidy stays capped. The percentage is applied to the notified unit cost of Rs 60,000 excluding GST, so the maximum remains Rs 30,000 or Rs 36,000 whatever you actually spend.
Can I apply online for the barrier net subsidy?
No. Applications are accepted offline only, through the fisheries official posted at a BDO office or a sub-office of the Directorate of Fisheries.
Do I need a fishing vessel registration certificate?
No. Unlike the gill net and canoe subsidies, this scheme does not list a vessel registration certificate among its requirements. What it does require is a valid barrier net registration certificate and licence certificate issued by the Department of Fisheries.
Does the subsidy cover the accessories too?
Yes, the scheme covers the barrier net and its accessories. Both should be itemised on the dealer's invoice, though the ceiling is fixed by the notified unit cost regardless.
How do I check the status of my application?
The Directorate does not publish an online status tracker for this scheme. Status is confirmed at the office where the file was inwarded — the BDO office or Directorate of Fisheries sub-office — against the inward number on your acknowledgement.
