What is the Goa singel net and small rampon net subsidy?

Financial Assistance To Purchase Singel Net / Small Rampon Net & Its Accessories is a subsidy of the Directorate of Fisheries, Government of Goa. The scheme pays 50% of the actual cost, limited to Rs 50,000, when a traditional Goan fisherman buys a singel net or a small rampon net together with its accessories.

The rampon is Goa's own shore-seine. A long net is carried out from the beach, laid in an arc and then hauled back by a line of people on the sand, and the catch is shared among the haulers. It is the oldest organised fishery on the Goan coast and the one with the lowest capital base. The people who work it typically own no boat at all. The scheme is written for exactly that group, which is why owning a registered canoe or trawler disqualifies an applicant.

The net and its accessories are the whole working asset of a rampon crew, and a replacement runs to lakhs. The Rs 50,000 ceiling is a contribution towards that, available once in five years.

How much subsidy is given, and how often?

The Directorate pays a subsidy to the extent of 50% of the actual cost, limited to Rs 50,000, for purchase of the singel net or small rampon net and its accessories, after every five years.

Because the ceiling is measured against actual cost and not a notified unit cost, the dealer's GST bill decides the amount. A net and accessories costing Rs 80,000 draw Rs 40,000. A net costing Rs 1,50,000 draws the full Rs 50,000 and no more.

The 5-year gap is counted from the previous sanction on the departmental record, so keep your earlier sanction letter.

Who is eligible for the singel net subsidy in Goa?

You can claim the subsidy if:

  • You are a traditional fisherman by birth or by profession.
  • You are a resident of Goa.
  • You belong to the OBC (Kharvi) community.
  • Your grandfather or grandmother were residents of Goa — the scheme requires a generational link to the state.
  • You do not possess a registered fishing canoe or a fishing trawler.
  • No other member of your household has already drawn the benefit under this scheme.

You cannot apply if:

  • You own a registered fishing canoe or fishing trawler. This is the defining exclusion of the scheme.
  • You are not from the OBC (Kharvi) community.
  • You are a resident of a neighbouring state, or cannot show the grandparental residence in Goa.
  • Another member of your household has already taken this benefit. Only one household family member may avail it.
  • Fewer than five years have passed since your last sanction under this scheme.

The household rule and the no-craft rule together mean that the Directorate checks its own beneficiary register carefully before sanction. Do not submit a second application from the same address hoping the first will be missed.

What documents are required?

  1. Certificate of Vessel Registration, issued by the Directorate of Fisheries, Government of Goa, under the Merchant Shipping Act 1958.
  2. Fishing Vessel Licence Certificate.
  3. Fishing Net Licence Certificate.
  4. Copy of the fishing net book, updated.
  5. Original GST bill from the authorised dealer towards construction of the wooden or FRP craft and the net purchase.
  6. Caste certificate (ST or SC), if applicable.
  7. Copy of the Aadhaar card.
  8. Copy of the election card.
  9. Copy of the bank passbook or statement, for an Aadhaar-linked account.
  10. Bank letter, if the purchase is bank financed.
  11. Inspection report with photographs of the fishing canoe, net and accessories, prepared as per the prescribed format by the Fisheries Superintendent, Fisheries Officer or Assistant Superintendent of Fisheries.

The inspection report is not something you produce yourself. Request the inspection from the taluka Fisheries office once the net has been delivered, and build the rest of the file around the report.

How to apply for the singel net subsidy in Goa

Applications are accepted in offline mode.

  1. Take a print of the prescribed application form for the scheme, or collect a hard copy from the Directorate of Fisheries.
  2. Fill in all mandatory fields, paste a passport-sized photograph signed across if required, and self-attest each document copy.
  3. Arrange the departmental inspection of the canoe, net and accessories and obtain the inspection report with photographs in the prescribed format.
  4. Submit the duly filled and signed application form along with the documents to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa 403 521, or to the Fisheries official posted at a BDO office or a departmental sub-office.
  5. Collect the acknowledgement with the inward number and keep it for all follow-up.

How is the subsidy paid?

Payment is made by credit to the Aadhaar-linked bank account whose passbook or statement you submitted. Because the scheme reimburses a purchase already made, the fisherman or the financing bank funds the net first.

Where the purchase is bank financed, the bank letter in the document list allows the Directorate to route the subsidy in a way that reduces the loan, so tell your branch that you are applying before the disbursement is finalised.

Why claims are rejected

  • Applicant owns a registered canoe or trawler, discovered when the departmental vessel register is checked.
  • Net book not updated to show the net being claimed.
  • Inspection report missing or not in the prescribed format, or without the photographs.
  • Household duplication. The register shows an earlier sanction at the same household.
  • Quotation submitted instead of an original GST bill.
  • Five-year gap not completed since the last sanction.
  • Bank account not Aadhaar linked, which blocks the credit.

Where do I raise a grievance?

The Directorate of Fisheries publishes a grievance route in its citizen charter. A complaint about any service or its standards can be registered with the Department's Grievance Redressal Officer, and may also be lodged by email at dir-fish.goa@nic.in. The charter commits to acknowledging complaints and communicating the final action taken within 30 days.

Escalation beyond the department goes through the Government of Goa public grievance facility on goaonline.gov.in.

Practical notes for rampon crews

  • The scheme is written around the traditional Goan rampon and singel net fisheries, and the term "rampon" is what you will hear used at the beach and in the taluka Fisheries office rather than "shore seine".
  • Because the ceiling is against actual cost, buy from a dealer who issues a GST invoice. An informal net purchase, however cheap, cannot be claimed.
  • Get the net licence and net book updated before you request the inspection. Inspections on an unentered net waste a visit.
  • Keep the sanction letter for the full five years. It is the document that establishes when your next claim becomes due.

How to check your application status

This scheme runs entirely offline, so there is no portal login or SMS tracker for it. Status checking works through the paper trail you already hold and direct contact with the office that received your file.

  1. Keep the acknowledgement slip safe. The inward number stamped on it when you submitted the form at the Directorate of Fisheries, a BDO office, or a Fisheries sub-office is the only reference the department uses to trace your file internally. Quote it in every follow-up, written or verbal.
  2. Ask at the same counter first. Because there is no central tracking number system, the office where you filed the application is where the file physically sits while it moves through inspection and sanction. A call or visit to that office, or to the taluka Fisheries officer who handled your inspection, gets a faster answer than writing to Panaji directly.
  3. Check whether the inspection stage is complete. Most delays happen between submission and the departmental inspection of the net and accessories. If the Fisheries Superintendent or Assistant Superintendent has not yet visited to prepare the inspection report and photographs, the file cannot move to sanction, so this is the first thing to ask about.
  4. Escalate through the Directorate if the counter gives no clear answer. The citizen charter commits to responding to a written enquiry or complaint within 30 days. Address the letter or email to the Grievance Redressal Officer, Directorate of Fisheries, or write to dir-fish.goa@nic.in, quoting the inward number and the date of submission.
  5. Use the state grievance portal as a last resort. If the department gives no response within its own 30-day commitment, the matter can be raised on the Government of Goa's public grievance facility at goaonline.gov.in, which logs the complaint against the department and forces a recorded reply.

There is no fixed processing timeline published for this scheme, so absence of a response within a few weeks of the inspection is the practical signal to start following up rather than wait indefinitely.

Frequently asked questions

How much does the Goa singel net subsidy pay?

The Goa singel net scheme pays a subsidy of 50% of the actual cost, limited to Rs 50,000, for purchase of a singel net or small rampon net and its accessories. The benefit repeats after every 5 years.

Who can claim the singel net subsidy in Goa?

Traditional fishermen of Goa belonging to the OBC (Kharvi) community whose grandparents were residents of Goa, and who do not own a registered fishing canoe or fishing trawler. Only one member of a household may take the benefit.

Can a trawler owner apply for this net subsidy?

No. The scheme expressly excludes fishermen who possess registered fishing canoes or fishing trawlers. It is directed at shore-based net operators who have no craft of their own.

How often can I claim the singel net subsidy?

Once every 5 years. The departmental record of your previous sanction fixes the date from which you become eligible again.

Is an inspection needed before the subsidy is sanctioned?

Yes. An inspection report with photographs of the fishing canoe, the net and its accessories, prepared as per format by the Fisheries Superintendent, Fisheries Officer or Assistant Superintendent of Fisheries, is a mandatory document.

Can fishermen from neighbouring states apply?

No. The applicant must be a resident of Goa, and the scheme additionally requires that the applicant's grandfather or grandmother were residents of Goa, which is a stricter residence test than most Goan schemes use.

Is a bank account compulsory for this scheme?

Yes. A bank passbook or statement for an Aadhaar-linked account is a mandatory document, because the subsidy is paid by direct credit.
