Goa Value Added Tax-Based Subsidy on H.S.D. Oil Consumed by Fishing Vessels Scheme
Goa state government scheme
Goa Value Added Tax-Based Subsidy on H.S.D. Oil Consumed by Fishing Vessels Scheme, 2015 reimburses the actual VAT paid on high-speed diesel burnt by a registered Goan fishing vessel, against a statewide quota of 20,000 kilolitres per financial year. Owners claim it offline at the Directorate of Fisheries, Panaji, with fuel bills and licences.
What is the Goa VAT-based subsidy on H.S.D. oil for fishing vessels?
Goa Value Added Tax-Based Subsidy on H.S.D. Oil Consumed by Fishing Vessels Scheme, 2015 is a fuel-cost scheme of the Directorate of Fisheries, Government of Goa. High-speed diesel is the largest single running cost of a mechanised fishing vessel, and Value Added Tax forms a visible slice of the pump price. The scheme's design is simple: the state charges the tax at the point of sale, and then gives it back to the vessel owner as a subsidy.
According to the Government of Goa's published statement of fisheries schemes, an amount equivalent to the actual Value Added Tax paid is reimbursed to the owner of an eligible fishing vessel as subsidy, on the H.S.D. oil consumed by that vessel for the purpose of fishing, on a limited quota as decided by Government. The same document fixes the total quota under the scheme at 20,000 kilolitres of H.S.D. oil per financial year for the entire fishing industry.
Two features follow from that wording and are worth understanding before you spend anything.
- The benefit is a reimbursement, not a discount at the pump. You pay the full price including VAT, and claim the tax component back afterwards.
- The benefit is quota-bound, both at the level of the individual vessel and at the level of the industry. Consumption beyond the sanctioned quota is not covered however genuine it is.
Is the scheme currently open?
This is the question a Goan boat owner most needs answered, and the honest answer is that it needs checking with the Directorate before you act on it.
Goa news reporting states that the VAT-based diesel subsidy for fishing vessels was withdrawn with retrospective effect from 30 November 2022, through a notification dated 23 May 2023. Since then, trawler and purse-seine owners' associations in Goa have repeatedly and publicly asked the state government to restore the subsidy, citing rising fuel costs, which is itself evidence that the payment stopped.
At the same time, the scheme continues to appear as entry 13 in the Government of Goa's published compilation of fisheries schemes, with its full eligibility and document list intact. That compilation carries an express note that the pattern of assistance, eligibility criteria and document requirements may vary subject to modification in the scheme.
The practical reading is this. The scheme exists on paper and its rules are the ones set out on this page, but payment has been in question since late 2022. Do not buy fuel, or plan a season's costs, on the assumption that the VAT will come back to you, until the Directorate of Fisheries at Panaji confirms in writing that claims for the current period are being accepted.
Who is eligible for the H.S.D. oil VAT subsidy?
You can claim if:
- You own a fishing vessel registered under the Merchant Shipping Act, 1958 with the Directorate of Fisheries, Government of Goa.
- You hold a valid fishing net licence and a valid fishing licence for the year of the claim.
- You procure your H.S.D. oil from a diesel outlet run by a registered Fisheries Co-operative Society, or from an outlet approved by the Government of Goa.
- You can produce the consumption statement, the fuel bills and fish catch data for the period claimed.
You cannot apply if:
- You are a defaulter of the Department of Fisheries. Any outstanding dues or unsettled recovery against you stops the claim at scrutiny.
- You are a violator of the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 or the rules framed under it. Fishing during the ban period, or in a prohibited zone, takes a vessel out of this scheme.
- Your fishing vessel licence or net licence has expired at the date of the claim.
- Your vessel is not registered under the Merchant Shipping Act with the Goan Directorate.
- You bought the diesel from an ordinary retail outlet rather than a Fisheries Co-operative Society outlet or a government-approved outlet.
There is no caste-based or gender-based variation of rate under this scheme, and no separate SC, ST or women's slab. The benefit is entirely a function of tax actually paid on fuel actually consumed.
What documents does the claim need?
- Statement of H.S.D. oil consumed for the period being claimed.
- Invoices and bills of H.S.D. oil, from an eligible outlet.
- Copy of the Vessel Registration Certificate (VRC).
- Fish catch data for the period.
- Fishing Vessel Licence certificate, valid.
- Fishing Net Licence certificate, valid.
- Fishermen Corpus Fund form, duly filled.
- Report on the VAT charged on H.S.D. oil by the oil company.
The eighth item is the one that decides the money. The oil company's report of VAT charged is the arithmetic basis for the reimbursement, and a claim filed without it can be scrutinised but not quantified.
How to apply for the Goa H.S.D. oil VAT subsidy
- Confirm with the Directorate of Fisheries at Panaji that claims are being accepted for the period you want to claim, given the subsidy's withdrawal from 30 November 2022 reported in the Goan press.
- Buy your H.S.D. oil only from a diesel outlet run by a registered Fisheries Co-operative Society, or an outlet approved by the Government of Goa, and keep every original bill.
- Maintain the consumption statement and the fish catch data through the season. These are contemporaneous records โ they cannot be reconstructed convincingly at claim time.
- Obtain the oil company's report on VAT charged on the H.S.D. oil supplied to you.
- Assemble the claim with the VRC, the current fishing vessel licence, the net licence and the filled Fishermen Corpus Fund form.
- Submit the claim to the Directorate of Fisheries, Dayanand Bandodkar Marg, Panaji, Goa, or to the Fisheries official handling your jetty or taluka, and take an acknowledgement bearing an inward number.
- Follow up against the inward number. The Directorate does not run an online tracker for this claim, so the inward number is your handle on the file.
How is the money paid and how do I check my claim?
The reimbursement is released by the Directorate of Fisheries after scrutiny of the consumption statement against the fuel bills and the catch data. There is no public online status portal for this scheme; status is confirmed at the office where the claim was inwarded, quoting the inward number on your acknowledgement.
Because the benefit is calculated from documents rather than from a fixed slab, the timeline depends on how clean the file is. A claim whose bills, consumption statement and oil company VAT report reconcile to the same quantity moves; one where they do not is held for clarification.
Why do H.S.D. oil subsidy claims get rejected?
- Fuel bought from an ineligible outlet. The co-operative society or approved-outlet condition is absolute.
- Licence lapsed. Either the fishing vessel licence or the net licence being expired on the claim date is enough.
- Defaulter status with the Department of Fisheries.
- Marine Fishing Regulation Act violation on record against the vessel.
- Consumption statement does not reconcile with the bills or with the catch data for the period.
- Oil company VAT report missing, so the reimbursable figure cannot be fixed.
- Industry quota of 20,000 KL exhausted for the financial year.
Where do I complain?
The Directorate of Fisheries names a Grievance Redressal Officer in its citizen charter, and grievances can be sent by email to dir-fish.goa@nic.in or raised at the Directorate on 0832-2224838. The Directorate's head office is at Dayanand Bandodkar Marg, Panaji, Goa.
Where the grievance is about the withdrawal of the subsidy itself rather than about the handling of an individual file, the route that Goan boat owners have actually used is collective; through the registered fishing vessel owners' associations and the Fisheries Co-operative Societies, which have taken the demand for restoration to the state government directly.
Practical points
- Keep the fuel paperwork as you go. This is a records scheme. The single most common avoidable failure is a season's worth of diesel bought correctly but documented loosely.
- The 20,000 KL cap is industry-wide. Filing early in the financial year is materially better than filing late.
- Petrol outboard motors are a different scheme. If your canoe runs on a petrol OBM of 10 HP or below, the relevant Goa scheme pays Rs 30 per litre on up to 1,000 litres a year, or 1,100 litres for SC and ST beneficiaries, and requires a consumption passbook maintained by a registered Fisheries Co-operative Society.
- Ban-period compliance is not a formality. A vessel recorded as having operated by trawl net or purse seine in Goan territorial waters during the ban period loses access to this and to other Directorate benefits.

Frequently asked questions
How much does the Goa HSD oil VAT subsidy pay?
The scheme reimburses an amount equivalent to the actual Value Added Tax paid on the high-speed diesel consumed by the fishing vessel, so there is no flat rupee figure. The quantity that can be claimed is capped by the quota the Government fixes, and the whole fishing industry in Goa shares a ceiling of 20,000 kilolitres of H.S.D. oil per financial year.
Is the Goa VAT-based diesel subsidy still being paid?
Treat it as suspended and confirm before you rely on it. Goa news reports state that the VAT-based diesel subsidy for fishing vessels was withdrawn with retrospective effect from 30 November 2022 by a notification dated 23 May 2023, and purse-seine and trawler owners' associations have since been publicly asking for it to be restored. The scheme text still appears in the Directorate of Fisheries' published list of state schemes, so the only safe step is to ask the Directorate directly whether claims are currently being entertained.
Where must I buy the diesel to be eligible?
From a diesel outlet run by a registered Fisheries Co-operative Society, or from an outlet approved by the Government of Goa. Diesel bought from an ordinary retail pump does not qualify, and this is the single condition that most often disqualifies an otherwise good claim.
Can a canoe owner claim this subsidy?
No. The scheme is built around H.S.D. oil, which is the fuel of mechanised trawlers and purse-seiners. Owners of canoes fitted with petrol outboard motors are covered by a separate Goa scheme that pays Rs 30 per litre on up to 1,000 litres of petrol a year, raised to 1,100 litres for SC and ST applicants.
What disqualifies an applicant?
Being a defaulter of the Department of Fisheries, or being a violator of the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 and the rules framed under it. An expired fishing vessel licence or net licence also stops the claim.
Is there an online application?
No. Claims under this scheme are filed offline with the Directorate of Fisheries at Panaji, along with the fuel bills, the consumption statement and the oil company's VAT report.
What is the 20,000 KL quota and does it affect me?
The 20,000 kilolitre figure is the total quantity of H.S.D. oil the scheme covers for the entire Goan fishing industry in a financial year, not a per-vessel entitlement. It matters because once the industry-wide quota is exhausted, further consumption in that year falls outside the scheme even if your papers are in order.
