What is the Goa freshwater aquaculture farm subsidy?

Financial Assistance to Fresh Water Aquaculture Farm is a scheme of the Directorate of Fisheries, Government of Goa, that supports inland fish and prawn culture in ponds and tanks. Goa's marine fishery is the visible one, but the state also has khazan land, village tanks and low-lying paddy fields that can carry freshwater culture, and unlike sea fishing, pond culture is a predictable business that a single household can run.

According to the Government of Goa's published statement of fisheries schemes, the assistance is split into three separate components, each with its own rate, its own per-hectare ceiling and its own renewal cycle. This matters more than the headline number: an applicant who understands the three cycles can plan a farm's cash flow over five years rather than treating the scheme as a one-time grant.

How much does each component pay?

Component Subsidy rate Ceiling per hectare Area limit How often
Construction and renovation of farm 25% of cost Rs 2.00 lakh 2 ha Once every 5 years
Seed and feed 25% of cost Rs 50,000 2 ha Once every year
Farm equipment 50% of cost Rs 60,000 2 ha Once every 5 years

Read across a full two-hectare farm, that is up to Rs 4.00 lakh for construction or renovation, up to Rs 1.20 lakh for equipment, and up to Rs 1.00 lakh every year for seed and feed.

The seed and feed component is the one that keeps working. Construction and equipment are five-yearly capital events; seed and feed is a recurring input subsidy that an active farmer can draw in each of those five years.

Who is eligible for the freshwater aquaculture assistance?

You can apply if:

  • You are a fish farmer, an individual, a registered self-help group, a society or an association interested in freshwater fish or prawn farming in the State of Goa.
  • You, as a fish farmer or individual, have been a resident of Goa for the last fifteen years.
  • You can produce Form I and XIV of the proposed land. The Goan record of rights for the survey number.
  • You hold bills for the construction, seed, feed or equipment being claimed.

You cannot apply if:

  • You have not been a resident of Goa for fifteen years as an individual applicant. This is the hard residence bar the scheme sets.
  • You cannot show Form I and XIV for the land on which the farm stands or is proposed, which means you cannot establish a legitimate interest in the site.
  • You are claiming beyond 2 hectares. Area above that ceiling is outside the scheme, though it is not a ground for rejecting the claim on the first 2 hectares.
  • You are claiming a component before its cycle has completed: construction or equipment inside 5 years of an earlier sanction, or seed and feed twice in the same year.
  • You are claiming against estimates rather than bills.

Brackish water farming is not covered here. A farm in brackish water falls under the separate Financial Assistance to Brackish Water Aquaculture Farms scheme, which is limited to small farmers with a water-spread area of 2 hectares or less and requires the farm to be licensed by the Coastal Aquaculture Authority.

What documents do I need?

  1. Application in the prescribed form.
  2. Joint photograph of the applicant and the Aadhaar card.
  3. Form I and XIV of the proposed land.
  4. Mandate form for the bank account.
  5. Bills for the purchase of seed, feed and farm equipment, and for construction of the farm: matching whichever component you are claiming.
  6. Proof of 15 years of residence in Goa.

How to apply for the Goa freshwater aquaculture subsidy

  1. Obtain the prescribed application form from the Directorate of Fisheries, Dayanand Bandodkar Marg, Panaji, or from a Fisheries sub-office or the Fisheries official at your BDO office.
  2. Decide which component you are claiming in this application — construction or renovation, seed and feed, or farm equipment. The components are assessed separately, so keep the bills separate too.
  3. Collect Form I and XIV for the survey number of the farm land from the revenue authorities, and your 15-year residence certificate.
  4. Fill the form, attach the joint photograph, the Aadhaar copy, the land records, the residence proof, the relevant bills and the mandate form.
  5. Submit the complete file at the Directorate of Fisheries or the designated Fisheries office, and collect the acknowledgement with the inward number.
  6. Allow the departmental inspection of the pond, the constructed work or the installed equipment as the case may be.

How is the money paid and how do I track it?

The subsidy is credited to the account named in the mandate form once the file is sanctioned. There is no online status tracker published for this scheme; status is confirmed at the office where the file was inwarded, against the inward number on your acknowledgement.

Field verification is central here in a way it is not for a net or a motor. A pond is a fixed asset in a fixed place, the Fisheries Officer or Assistant Superintendent can and does check the excavation, the bund, the inlet and outlet and the stocked area against what the bills and the claim say.

Why do freshwater aquaculture claims get rejected?

  • 15-year residence not established for an individual applicant.
  • Form I and XIV not produced, or showing the land in a name other than the applicant's without a documented arrangement.
  • Cycle not complete, a construction or equipment claim inside 5 years of the last sanction, or a second seed and feed claim inside the same year.
  • Bills do not correspond to the component claimed, for example equipment purchases loaded into a construction claim to use the larger ceiling.
  • Area claimed exceeds 2 hectares without the claim being re-worked to the ceiling.
  • Work not verifiable on site at inspection.
  • Self-help group applicant without registration documents.

Where do I complain?

The Directorate of Fisheries names a Grievance Redressal Officer in its citizen charter. Grievances go by email to dir-fish.goa@nic.in or to the Directorate on 0832-2224838, at Dayanand Bandodkar Marg, Panaji, Goa. The Government of Goa's public grievance registration route at goaonline.gov.in is the escalation path if the departmental response is unsatisfactory.

Practical points

  • Plan the five-year cycle. Build or renovate in year one, buy equipment in the same year, then draw the seed and feed subsidy in each of years one to five. Claiming everything at once wastes the recurring component.
  • Get Form I and XIV early. Revenue records take time and are the most common reason a file waits.
  • Keep construction and equipment bills physically separate, because they are sanctioned against different ceilings and different percentages to 25% and 50% respectively.
  • Consider the interest subsidy alongside. Setting up aquaculture farms and aquarium fish farming are expressly listed among the fisheries purposes covered by Goa's Interest Subsidy on Loans for Agriculture and Allied Activities, which brings the borrower's rate down to 4% on loans up to Rs 5.00 lakh. For fisheries loans under that scheme the application goes through the nearest office of the Directorate of Fisheries rather than directly to the bank.

Frequently asked questions

How much subsidy does Goa give for a freshwater aquaculture farm?

Goa gives three separate subsidies — 25% of the cost of construction and renovation of the farm limited to Rs 2.00 lakh per hectare, 25% of the cost of seed and feed limited to Rs 50,000 per hectare, and 50% of the cost of farm equipment limited to Rs 60,000 per hectare. Each is capped at 2 hectares.

How often can I claim each component?

The construction or renovation subsidy and the farm equipment subsidy can each be claimed once every 5 years, while the seed and feed subsidy can be claimed once every year.

What is the maximum area covered?

Two hectares. All three components are calculated per hectare and limited to 2 hectares, so a farm larger than 2 hectares still draws subsidy only on the first 2 hectares.

Who is eligible for the Goa freshwater aquaculture subsidy?

Fish farmers, individuals, registered self-help groups, societies and associations interested in freshwater fish or prawn farming in Goa. An individual applicant must have been a resident of Goa for the last fifteen years.

Does this scheme cover prawn farming?

Yes. The scheme text covers freshwater fish and prawn farming. Brackish water prawn farming is dealt with by the separate Financial Assistance to Brackish Water Aquaculture Farms scheme, which requires a Coastal Aquaculture Authority licence.

Do I need a Coastal Aquaculture Authority licence?

No, not for freshwater farming. The CAA licence requirement belongs to the brackish water aquaculture scheme. What this scheme requires instead is Form I and XIV of the proposed land.

Is there an online application?

No. The application is made in the prescribed form of the Directorate of Fisheries and submitted at Panaji or a Fisheries sub-office.
