Financial Assistance to Brackish Water Aquaculture Farms
Goa state government scheme
Financial Assistance to Brackish Water Aquaculture Farms is a Goa Fisheries scheme giving 25 per cent subsidy up to Rs 2,00,000 per hectare for farm construction, 50 per cent up to Rs 1,00,000 per hectare for equipment and 25 per cent up to Rs 30,000 per crop for feed. Farmers with 2 hectares or less apply offline in Panaji.
What is Financial Assistance to Brackish Water Aquaculture Farms?
Financial Assistance to Brackish Water Aquaculture Farms is a state sector scheme of the Department of Fisheries, Government of Goa. Brackish water aquaculture. The farming of shrimp and fish in the estuarine belt where fresh river water mixes with the sea, is capital-heavy at the start. Bunds and sluice gates have to be built, aerators and pumps bought, and seed and feed paid for before any crop is harvested. The scheme meets a share of each of those three costs.
It is deliberately targeted at the small farmer: the eligibility test is a water spread area of 2 hectares or less. Larger operations are outside it.
What are the three components?
| Component | Subsidy | Ceiling | Frequency |
|---|---|---|---|
| Construction and renovation of farm | 25 per cent | Rs 2,00,000 per hectare | Periodic |
| Purchase of farming equipment | 50 per cent | Rs 1,00,000 per hectare, up to 2 ha | Again after 5 years |
| Purchase of feed | 25 per cent of cost of feed | Rs 30,000 per crop per hectare, 2 crops a year | Eligible every year |
The three components work on different clocks, which is worth understanding before planning a season. The construction and renovation component funds the one-off physical work on the farm. The equipment component is capped at 2 hectares and becomes available again after 5 years, matching the working life of aerators, pumps and nets. The feed component is the only one that is eligible every year, and it covers two crops in a year at Rs 30,000 per crop per hectare.
A farmer with 2 hectares who does construction work, buys equipment and runs two crops in the same year could therefore draw against all three heads, subject to the per-hectare ceilings and to the actual cost incurred.
Who is eligible for this scheme?
You can apply if:
- You are a small farmer with a water spread area of 2 hectares or less.
- The farms you own are licensed by the Coastal Aquaculture Authority (CAA).
- You can produce the estimate of the work and, for a construction claim, the work completion certificate of the farm.
You cannot apply if:
- Your water spread area exceeds 2 hectares. The scheme is framed for small farmers, and this is the boundary.
- Your farm is not licensed by the Coastal Aquaculture Authority. CAA registration is a statutory requirement for coastal aquaculture in India, and the scheme will not release money to an unlicensed farm.
- You are seeking assistance for fresh water aquaculture, which is covered by a separate Goa scheme with its own rates — 25 per cent up to Rs 2,00,000 per hectare for construction, 25 per cent up to Rs 50,000 per hectare for seed and feed, and 50 per cent up to Rs 60,000 per hectare for farm equipment.
- You are claiming the equipment subsidy again within 5 years of a previous claim.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application in the prescribed form | Yes | A separate form for each of the three components |
| Joint photograph of applicant with spouse | Yes | Standard across Goa fisheries schemes |
| Aadhaar card or ration card | Yes | Identity and residence |
| CAA licence copy | Yes | Non-negotiable |
| Mandate form | Yes | Bank details for direct credit |
| Copy of estimate of work | Yes | For the construction and renovation claim |
| Work completion certificate of the farm | Yes | Confirms the work was carried out |
Note that the Department publishes three separate application forms; one for construction and renovation of the farm, one for purchase of feed, and one for purchase of farming equipment. A farmer claiming under more than one head files more than one form.
How to apply for the brackish water aquaculture subsidy
- Confirm your Coastal Aquaculture Authority licence is current, and take a copy. Without it the file will not move, and a lapsed licence is the most common single reason a claim stalls.
- Take a print of the prescribed application form for the component you are claiming; construction and renovation, purchase of feed, or purchase of farming equipment.
- Fill in all the mandatory fields, paste the passport-size photograph signed across where required, and attach self-attested copies of every mandatory document, including the joint photograph with your spouse.
- Attach the estimate of work for a construction claim, and the work completion certificate of the farm once the work is done. For feed and equipment claims, attach the purchase bills.
- Complete the mandate form with your bank account details so that the subsidy can be credited directly.
- Submit the duly filled and signed application form with the documents to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa, or to the official posted at the BDO office or a sub-office of the Department of Fisheries nearer to your farm.
The BDO-office route matters practically. A farmer in Canacona or Pernem does not need to travel to Panaji; the fisheries official posted at the Block Development Office accepts the form.
When can you apply?
The Department does not publish a fixed annual last date for this scheme, so applications are accepted through the year. The real timing constraint is the crop cycle and the physical work: a construction claim needs the work completion certificate, and a feed claim needs the purchase bills for the crop concerned. Filing promptly after each event, rather than batching claims at the end of a financial year, is the safer approach when a scheme runs on budget availability.
How to follow up and raise a grievance
Any dissatisfaction or complaint about the service or its standards can be registered with the Department's Grievance Redressal Officer. A grievance can also be lodged by email at dir-fish.goa@nic.in. The Department undertakes to acknowledge all complaints and to communicate the final action taken within 30 days.
That 30-day undertaking is useful leverage. If a sanctioned claim has not been credited, put the complaint in writing by email so that the clock starts and the acknowledgement is on record.
Common reasons a claim is rejected
- No valid CAA licence, or a licence that has expired since the farm was set up.
- Water spread area above 2 hectares, which puts the farm outside the small farmer definition the scheme is built on.
- Equipment claim inside the 5-year window since the last equipment subsidy.
- Feed claim for more than 2 crops in a year, or above Rs 30,000 per crop per hectare.
- No work completion certificate for a construction and renovation claim, so the expenditure cannot be verified.
- Mandate form missing or mismatched, which stops the credit even after sanction.

How to check your application status
There is no online portal or tracking number for this scheme; the application is a paper form filed offline, so checking status means following up with the office that holds your file rather than logging into a dashboard.
- Note the date and place of submission. Whether you filed at the Department of Fisheries office in Panaji or handed the form to the fisheries official at your BDO office, keep the acknowledgement or a photocopy of the submitted form with you. This is the only proof you have that the claim was lodged, since there is no system-generated reference number.
- Wait out the normal processing period before following up. A construction and renovation claim needs the work completion certificate to be verified on the ground, so it takes longer than a feed claim, which is largely a documents-and-bills check. Give a claim reasonable time to move through verification before assuming it is stuck.
- Check with the same office where you filed. For a BDO-route application, ask the fisheries official posted there, since it is the point of first contact and usually the fastest way to learn whether the file has moved to Panaji or is still pending local verification.
- Call or visit the Department of Fisheries at Dayanand Bandodkar Marg, Patto Colony, Panaji, if the BDO office cannot tell you where the file stands. Carry your copy of the application and the CAA licence number when you ask, since the office will need these to locate your case.
- Escalate in writing if the file appears stuck. If a sanctioned claim has not been credited, or a submitted claim has had no response for an unreasonable stretch, put the complaint in writing to the Department's Grievance Redressal Officer or by email to dir-fish.goa@nic.in. The Department has committed to acknowledging complaints and communicating the final action taken within 30 days, so a written complaint starts a clock that a verbal enquiry does not.
- Watch your bank account rather than waiting for a notification. Since the subsidy is credited through the mandate form details you submitted, the credit itself is often the first confirmation that a claim has been sanctioned; the Department does not typically send a separate approval letter before the transfer.
If you filed claims under more than one component (construction, equipment, feed) in the same year, track each one separately, since they move through verification independently and can be approved at different times.
