Financial Assistance for Construction/ Purchase of Wooden/ FRP Fishing Vessel (Canoe) for Fishermen
Goa state government scheme
This Goa Fisheries scheme pays 50 per cent of the actual cost of a wooden or FRP fishing canoe, limited to Rs 60,000 for general category fishermen and Rs 80,000 for SC and ST fishermen. Applicants need a vessel registration certificate, a valid fishing vessel and net licence and the original GST bill from an authorised dealer.
What is the wooden and FRP fishing canoe subsidy in Goa?
Financial Assistance for Construction or Purchase of a Wooden or FRP Fishing Vessel (Canoe) for Fishermen is a state sector scheme of the Department of Fisheries, Government of Goa. The canoe is the working unit of Goa's small-boat fishery, and replacing one; whether by building a traditional wooden craft or by buying a fibre-reinforced plastic (FRP) hull: is the single largest capital outlay a small fisherman faces.
The scheme meets half of that cost, subject to a ceiling:
| Category | Subsidy | Ceiling |
|---|---|---|
| General category | 50 per cent of actual cost | Rs 60,000 |
| SC and ST category | 50 per cent of actual cost | Rs 80,000 |
Both categories receive the same 50 per cent share. What differs is the ceiling, which is Rs 20,000 higher for SC and ST fishermen. A general category fisherman buying a canoe costing Rs 1,00,000 receives Rs 50,000; one buying a canoe costing Rs 1,50,000 receives Rs 60,000, because the ceiling binds before the percentage does.
Who is eligible for the canoe subsidy?
You can apply if:
- You possess a certificate of vessel registration issued by the Directorate of Fisheries, Government of Goa, under the Merchant Shipping Act 1958.
- You possess a valid fishing vessel licence certificate and a fishing net licence certificate.
- You can produce the original GST bill from the authorised dealer towards the construction of the wooden or FRP craft.
- You submit a valid SC or ST caste certificate, if you are claiming the higher ceiling of Rs 80,000.
You cannot apply if:
- You do not hold a vessel registration certificate from the Directorate of Fisheries under the Merchant Shipping Act 1958. An unregistered craft is outside the scheme.
- Your fishing vessel licence or fishing net licence has lapsed. Both must be valid.
- You cannot produce the original GST bill from an authorised dealer. A handwritten receipt from an unregistered builder does not satisfy this condition, and it is the requirement that most often stops a claim.
- You are claiming the SC or ST ceiling without a valid caste certificate.
Note that this scheme is for the marine canoe. Goa runs a separate scheme for new fishing craft of less than 26 feet for fishing in inland waters, at 50 per cent up to Rs 30,000 on a unit cost of Rs 60,000 excluding GST for the general category, and 60 per cent up to Rs 36,000 for SC, ST and women applicants. That inland scheme requires an OBC Kharvi certificate or a profession certificate, registration of the canoe with the Department of Captain of Ports, and a seven-year gap between claims. Applying under the wrong one of the two is a common mistake.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application in the prescribed form | Yes | From the Department or a BDO office |
| Certificate of vessel registration | Yes | Directorate of Fisheries, Merchant Shipping Act 1958 |
| Valid fishing vessel licence certificate | Yes | Must be current |
| Fishing net licence certificate | Yes | Held with the vessel licence |
| Original GST bill from the authorised dealer | Yes | Basis of the subsidy calculation |
| Self declaration | Yes | Sworn statement |
| Caste certificate | No | Only for the SC or ST ceiling |
| Aadhaar card or election card | Yes | Identity and residence |
| ECS mandate form | Yes | For direct credit of the subsidy |
The original GST bill does the most work in this file. Because the subsidy is 50 per cent of the actual cost, the bill is what fixes the amount, and it must come from an authorised dealer. A fisherman commissioning a wooden canoe from a local builder should confirm before placing the order that the builder can issue a GST invoice, since a claim cannot be reconstructed after the boat is built.
How to apply for the canoe subsidy in Goa
- Check that your vessel registration certificate, fishing vessel licence and fishing net licence are all current. Renew anything that has lapsed before you start the claim.
- Buy or commission the canoe from an authorised dealer and obtain the original GST bill towards the construction of the wooden or FRP craft.
- Obtain the prescribed application form from the Department of Fisheries or from the fisheries official posted at your BDO office or at a sub-office of the Directorate.
- Fill in all mandatory fields and attach self-attested copies of the vessel registration certificate, the fishing vessel and net licence certificates, the Aadhaar or election card, and — if claiming the higher ceiling. The valid SC or ST caste certificate.
- Attach the original GST bill and the self declaration, and complete the ECS mandate form with your bank account details.
- Submit the complete application to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa, or to the fisheries official at your BDO office or a departmental sub-office, and ask for an acknowledgement.
How the money reaches you
Payment is made by ECS directly to the fisherman's bank account, which is why the ECS mandate form is a mandatory attachment rather than an optional one. An account in the applicant's own name, with the name matching the vessel registration and the caste certificate where applicable, avoids a mismatch at the credit stage.
When can you apply?
No fixed annual last date is published, so applications are accepted through the year. The practical timing is set by the purchase: the claim follows the GST bill. Because sanction is subject to the availability of funds in the Department's scheme budget for the financial year, filing soon after purchase rather than holding the bill for months is the safer course.
Common reasons a claim is rejected
- Lapsed fishing vessel licence or fishing net licence on the date of application, which is the most frequent avoidable failure.
- No original GST bill, or a bill from a dealer who is not authorised.
- No vessel registration certificate from the Directorate of Fisheries under the Merchant Shipping Act 1958.
- SC or ST ceiling claimed without a valid caste certificate, in which case the claim falls back to the Rs 60,000 general ceiling at best.
- ECS mandate form missing or the account name mismatched, which holds up the credit even after sanction.
- Applying under the marine canoe scheme for an inland-water craft, which falls under the separate inland scheme with different rates and conditions.
How to raise a grievance
Complaints about the service or its standards can be registered with the Department of Fisheries Grievance Redressal Officer, or lodged by email at dir-fish.goa@nic.in. The Department acknowledges all complaints and communicates the final action taken within 30 days. Putting a delayed sanction in writing by email is the practical way to start that clock.
Help and contact
- Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, Goa
- Grievance email: dir-fish.goa@nic.in
- Local route: the fisheries official at your BDO office or at a sub-office of the Directorate of Fisheries
- Scheme document: the consolidated Goa fisheries schemes notification published on goa.gov.in
Related Goa fisheries schemes worth checking at the same time include assistance for the purchase of gill nets and river gill nets with accessories, subsidy on petrol for outboard motors, assistance for the purchase of an outboard motor of 2 HP to 5 HP, insulated fish boxes, and life jackets and lifebuoys. A fisherman replacing a canoe is often eligible for two or three of these in the same year.
How to check your application status
This scheme is applied for offline, through the Department of Fisheries or a fisheries official at a BDO office or a departmental sub-office, and there is no separate online portal for tracking it. Once you have submitted the form, the acknowledgement receipt is the reference point for every follow-up.
- Keep the acknowledgement slip or receipt number given at submission. Quote it in every enquiry, whether in person, by phone or by email, so the office can pull up your file without a fresh search.
- Follow up at the same office where you filed. If you submitted through your BDO office or a departmental sub-office, ask there first, since the file usually stays at that office until it is forwarded for sanction and is easiest to trace close to where it was lodged.
- Ask the Department of Fisheries office at Dayanand Bandodkar Marg, Patto Colony, Panaji directly if the local office cannot confirm the stage, particularly once the file has moved beyond the sub-office for sanction.
- Check that the ECS mandate details went through correctly once you are told the claim is sanctioned. Because payment is credited by ECS, a status of "sanctioned" does not always mean the money has reached your account; a mismatch in the bank account name against the ECS mandate is a common point where a sanctioned claim still sits unpaid.
- Email the Grievance Redressal Officer at dir-fish.goa@nic.in if there is no update a reasonable time after filing, or after sanction if the credit has not come through. Put the acknowledgement number and the date of submission in the email; the Department is required to acknowledge the complaint and communicate the final action taken within 30 days, which gives you a concrete date to follow up against.
- Carry your original documents when you visit in person. Since there is no portal login to show your case history, the vessel registration certificate, licence certificates and the acknowledgement slip are what let an official verify which file is yours on the spot.

Frequently asked questions
How much subsidy does Goa give for a wooden or FRP fishing canoe?
The scheme pays 50 per cent of the actual cost of the wooden or FRP fishing vessel, limited to Rs 60,000 for the general category and Rs 80,000 for SC and ST fishermen.
Who is eligible for the Goa fishing canoe subsidy?
A fisherman who possesses a certificate of vessel registration issued by the Directorate of Fisheries under the Merchant Shipping Act 1958, holds a valid fishing vessel licence and fishing net licence certificate, and can produce the original GST bill from the authorised dealer.
Is the GST bill compulsory for the canoe subsidy?
Yes. The applicant must produce the original GST bill from the authorised dealer towards the construction of the wooden or FRP craft, and the subsidy is calculated on the cost shown in it.
What extra document do SC and ST fishermen need?
A valid SC or ST caste certificate. The higher ceiling of Rs 80,000 applies only where a valid caste certificate is submitted with the application.
Who is not eligible for this canoe subsidy?
A fisherman without a vessel registration certificate from the Directorate of Fisheries, without a current fishing vessel and net licence, or without the original GST bill from an authorised dealer.
Where do I submit the application?
At the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji, or with the fisheries official posted at your BDO office or a sub-office of the Directorate of Fisheries.
How is the subsidy paid?
Through the ECS mandate form submitted with the application, so the amount is credited directly to the fisherman's bank account.
Is this the same as the subsidy for canoes in inland waters?
No. A separate Goa scheme covers new fishing craft of less than 26 feet for inland waters, at 50 per cent up to Rs 30,000 for the general category and 60 per cent up to Rs 36,000 for SC, ST and women, with its own conditions.
