What is the Production of Audio Albums scheme?

Production of Audio Albums of Songs on Patriotism & National Integration is Scheme No. 17 of the Tiatr Academy of Goa (TAG), under the Art, Culture and Museums Department, Government of Goa.

The Academy's diagnosis is specific and commercial. Numerous audio albums of songs: kantaram, in Konkani are produced in Goa, but albums of Konkani songs on patriotism and national integration are rarely produced. TAG's view is that such songs are the need of the hour because they help strengthen those values among members of the tiatr fraternity, and that the market on its own will not produce them. So the Academy underwrites production and takes payment in copies.

That exchange is the heart of the scheme, and it is worth stating plainly. TAG gives financial support for producing the album. The producer gives TAG 300 copies. TAG distributes those free to schools and groups. The producer keeps and sells the rest.

Kantaram is the Konkani word for the songs of the tiatr stage, and the application form itself uses it when asking for the album's contents.

What are the content norms for the album?

The scheme sets four content conditions, and every one of them is checked before support is released:

  1. The album must include at least 10 songs of patriotism and national integration.
  2. The album should not have solo songs only.
  3. 50% of the songs must be group songs and children's songs.
  4. Melody and musical arrangement must be appropriate to the content of the song.

The application form makes the second and third conditions auditable by asking for a breakdown of the kantaram by type:

  • Number of solos
  • Number of duets (interactive)
  • Number of duos (interactive)
  • Number of trios (interactive)
  • Number of quartets / quintets (interactive)
  • Number of choral songs

A producer planning an album of ten solo numbers by a well-known singer will not clear this scheme. The children's and group requirement exists because the albums are ultimately distributed to schools, where the songs are meant to be sung rather than only listened to.

Who is eligible for the scheme?

You can apply if:

  • You are a tiatr artiste. The scheme covers commercial as well as non-commercial artistes.
  • Your proposed album has at least 10 songs of patriotism and national integration.
  • Your album is not made up of solo songs only, and 50% of the songs are group songs and children's songs.
  • You can submit a typed copy of the lyrics of all the songs with the application form.
  • You will obtain approval of the lyrics from the Recommendation Committee appointed by TAG.
  • You will wait for the official letter of acceptance from TAG before producing the album.
  • You can give 300 copies of the finished album to TAG.
  • You can produce self-attested copies of Aadhaar and PAN.

You cannot apply, or are not eligible, if:

  • You are not a tiatr artiste. The scheme is written for the tiatr fraternity.
  • Your album has fewer than 10 songs on the theme.
  • Your album is all solos, or group and children's songs make up less than half of it.
  • You cannot supply typed lyrics with the application form, since these are what the Recommendation Committee scrutinises.
  • Your lyrics contain adverse remarks in any form, written or verbal, against any Government, individual or institution, or anything against caste, creed or religion which may hurt anybody's sentiments.
  • You produce the album before the letter of acceptance is issued, and so outside the approved process.
  • You cannot part with 300 copies of the finished album.

How to apply for the Production of Audio Albums scheme

  1. Obtain the prescribed application form for Scheme No. 17 from the Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001, or print it from the Academy's schemes page.
  2. Fill in all the fields, the name of the individual or association, the address, the contact number, the PAN and Aadhaar numbers, the title of the album, the name of the producer, and the breakdown of the kantaram into solos, duets, duos, trios, quartets or quintets and choral songs.
  3. Attach a typed copy of the lyrics of all the songs, plus self-attested copies of the PAN card and the Aadhaar card.
  4. Sign and date the form and submit it at the Academy's Campal office, keeping a copy of everything filed.
  5. Wait for the Recommendation Committee's decision. Do not begin production until TAG issues the official letter of acceptance β€” the scheme's sequence places approval before production, not after.

What happens after the application is submitted?

The scheme runs a defined quality-control sequence:

  1. The Recommendation Committee appointed by TAG scrutinises the lyrics. The committee is free to advise the lyricists to improve the quality of the lyrics, and TAG reserves the right to disapprove the lyrics on the committee's opinion.
  2. If the lyrics are approved, TAG issues an official letter of acceptance to the applicant.
  3. The applicant produces the audio album, strictly following the norms on song count, the mix of group and children's songs, and appropriate melody and musical arrangement.
  4. TAG gives financial support as decided by TAG for the production, and the applicant gives 300 copies of the album to TAG.
  5. TAG distributes those copies to schools and groups that participate in its various competitions, and may also offer them to other schools, groups and individuals interested in promoting patriotism and national integration.
  6. The applicant sells the remaining copies freely, and may also take sponsorship to meet the cost of production.

What rights does the producer keep?

Two provisions protect the producer's commercial position, and they are more generous than applicants expect:

  • Commercial rights. The applicant is free to sell the remaining copies of the album. TAG takes 300 copies for its own distribution and does not restrict the rest.
  • Sponsorship. The applicant may take sponsorship to meet the cost of production. The TAG support does not have to be the only money in the project.

Why an application may not succeed

  • Fewer than 10 songs on the theme.
  • All-solo album, or group and children's songs under 50% of the total.
  • Lyrics disapproved by the Recommendation Committee, or not improved after the committee's advice.
  • Adverse remarks in the lyrics against any Government, individual or institution, or against caste, creed or religion.
  • Typed lyrics not submitted with the form, so the committee has nothing to scrutinise.
  • Aadhaar or PAN copy missing, which rule 14 makes mandatory.
  • Production started before the letter of acceptance was issued.
  • Applicant not a tiatr artiste, placing them outside the scheme's scope.

Where to get help

  • Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001 to phone 0832-2230738 and 0832-2230739, email tiatracademy@gmail.com.
  • Tiatr Academy of Goa schemes page, which hosts the rules and application form for Scheme No. 17.
  • Directorate of Art and Culture, Patto, Panaji, phone 0832-2404600, for the wider Goa art and culture framework.

TAG reserves the right to make any changes in the rules of this scheme. Because the financial support is expressed only as "as decided by TAG" and no figure is published, an applicant should establish the current level of support with the Academy's Campal office before budgeting a production.

Related TAG schemes on the same themes

Artistes working on patriotism and national integration should also look at Scheme No. 21, the Interschool Choreographic Dance Competition, in which school groups dance to recorded Konkani patriotic songs; precisely the kind of recording this scheme funds, and Scheme No. 22, which supports the production of a musical programme or tiatr on patriotism, national integration and communal harmony, with up to 4 free public shows staged by TAG. The three schemes are designed to work together: this one produces the songs, Scheme No. 21 puts them in front of schoolchildren, and Scheme No. 22 stages them as live theatre.

How to check your application status

This is an offline, paper-based scheme, so there is no online tracking portal or application ID to look up on the Tiatr Academy of Goa's website. An applicant has to follow up directly with the Academy at each stage of the process.

  1. Confirm receipt first. When you submit the form at the Campal office, ask the staff to note the date of submission on your retained copy, or ask for an acknowledgement. This is your only record that the application entered the system.
  2. Track the lyrics scrutiny stage. The first real milestone is the Recommendation Committee's review of the typed lyrics. Since no fixed timeline for this review is published, call the Academy a few weeks after submission to ask whether the committee has scrutinised your lyrics, and whether it has asked for any changes.
  3. Wait for the official letter of acceptance. TAG's own process requires this letter before production can begin, so its arrival (or non-arrival) is the clearest status signal an applicant has. If it has not arrived and enough time has passed, call to ask whether it is pending committee decision, held up over the lyrics, or awaiting funds.
  4. Use the published phone numbers or email for every follow-up. Call 0832-2230738 or 0832-2230739, or email tiatracademy@gmail.com, quoting the album title, the producer's name, and the date of submission so the office can locate your file. Referring to "Scheme No. 17" in the query also helps staff route it correctly.
  5. Visit in person if phone or email follow-up does not get a clear answer. The Academy's office is at AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001. For a scheme with committee-based scrutiny rather than an automated workflow, an in-person query to the scheme desk is often the fastest way to get a real update.
  6. After production, track the handover of copies. Once the album is produced and the 300 copies are given to TAG, follow up to confirm the Academy has received and logged them, since the financial support is tied to this exchange rather than to the letter of acceptance alone.
