Promotion of Tiatr Related Activities
Goa state government scheme
Promotion of Tiatr Related Activities is a Tiatr Academy of Goa scheme that reimburses cultural institutions and individuals who stage Konkani musical shows, singing competitions, acting competitions and artist felicitation programmes free of charge to the public. Applications go offline to the Academy's Campal office between 8 and 30 days in advance.
What is the Promotion of Tiatr Related Activities scheme?
Promotion of Tiatr Related Activities is a collaboration scheme run by the Tiatr Academy of Goa (TAG), a body under the Art, Culture and Museums Department, Government of Goa. The scheme exists because a large number of cultural institutions and individuals across Goan villages and towns already organise tiatr-linked events on their own: competitions, Konkani musical shows, one act plays and evenings honouring local tiatr artistes, and the Academy wanted a formal route to part-fund them rather than leave them entirely to local sponsorship.
According to the Tiatr Academy of Goa Citizen's Charter published on goa.gov.in, the scheme operates in two broad categories, each with its own norms and its own advance-notice period. Category A covers Konkani music and song, and Category B covers other tiatr-related activities. The Academy does not hand over a lump sum in advance. It reimburses approved expenditure after the event, against original bills.
Tiatr; sometimes transliterated as teatro; is the traditional Konkani stage form built around acts called podd'dde and songs called kantaram. This scheme sits alongside the Academy's competition schemes and is aimed at the smaller, village-level activity that keeps the form alive between the big annual competitions.
The four supported activity types
- Category A1, Konkani Musical Shows, a full evening of newly composed Konkani songs with comedy skits.
- Category A2, Singing Competitions, a competition in which participants sing newly composed kantaram.
- Category B1, Competitions: acting competitions such as monologue and dialogue competitions, and one act play competitions.
- Category B2, Celebrating Tiatr Artistes, a special programme remembering or felicitating a prominent tiatr actor, singer or writer, whether deceased or living but no longer active.
Who is eligible for the Tiatr Academy collaboration?
You can apply if:
- You are a cultural institution or an individual organising a tiatr-related activity in your own village or town in Goa.
- You will stage the programme free of charge to the public.
- You agree to acknowledge the Tiatr Academy of Goa collaboration in every promotional material.
- Your scripts, lyrics, performances and speeches carry no adverse remarks against any government, individual or institution, and nothing against caste, creed and religion.
Category-specific conditions you must also meet:
For a Konkani musical show, the lyrics must be newly composed and never recorded on any audio, video or DVD album. The band must have at least 5 instruments, including drums, keyboard, guitar and 2 blowing instruments. The show must run to a minimum of 14 songs: including an interactive duet, duo, trio, quartet or quintet, a choral song and solos β plus at least 2 comedy skits. Typed lyrics and skit scripts must reach the Academy at least 30 days in advance.
For a singing competition, there must be at least 15 participants, all singing newly composed kantaram not previously recorded. The same 5-instrument band requirement applies. You must hand the Academy a copy of the rules governing the competition, and the typed song lyrics must arrive at least 8 days in advance.
For other competitions; acting competitions and one act play competitions, the completed application form must be submitted at least 30 days in advance.
For celebrating a tiatr artiste, the programme must focus on a prominent tiatr personality such as an actor, singer or writer. Contributions may be conveyed through speeches or a published brochure, and the personality may be honoured with a memento. The form must be submitted at least 15 days in advance.
You cannot apply if:
- You intend to charge tickets or any entry fee for the programme. Free public admission is a mandatory condition, not a preference.
- You are organising the activity outside Goa.
- Your material contains adverse remarks against any government, individual or institution, or anything against caste, creed and religion. If this is proved, the Academy can disqualify the performance, refuse payment, or recall money already paid.
- You cannot produce original bills after the event. Without a supported statement of expenditure, no payment is released at all.
Note also that sponsorship from businessmen and other sources is expressly permitted alongside the Academy's assistance, so a local sponsor does not make you ineligible.
How much assistance does the Tiatr Academy of Goa pay?
The Tiatr Academy of Goa fixes the assistance amount for each activity category. The Citizen's Charter for the Academy sets out the norms and conditions in detail but does not publish a single rupee figure or a common ceiling for this scheme, so the honest answer is that you should confirm the current rate for your category directly with the Academy office before you commit to any spending.
What the charter is explicit about is the payment mechanism, and this matters more than the headline number:
- Payment is made only after the event, never in advance.
- Payment is released only against a statement of expenditure supported by original bills.
- Stamped receipts are compulsory for every bill exceeding Rs 5,000.
- Applications are considered on a first come, first served basis and are subject to the availability of funds in the Academy's budget for the year.
That last point is the practical constraint. An application that is technically perfect can still be turned down late in the financial year simply because the head is exhausted, which is a strong argument for applying early in the year rather than close to your event date only.

How to apply for Promotion of Tiatr Related Activities
- Take a printout of the prescribed application form. The form is set out in the Tiatr Academy of Goa Citizen's Charter on goa.gov.in, and hard copies are also available at the Academy office.
- Fill in every mandatory field, decide which of the four categories your activity falls under, and attach self-attested copies of your Aadhaar card and PAN card.
- Attach the category-specific material, the typed lyrics and skit scripts for a musical show, the typed lyrics and competition rules for a singing competition, and a No Objection Certificate from the director or writer if you are not the author of the material.
- Sign the form, write the date on it, and submit it in person at Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001, respecting the advance-notice period for your category.
- Keep a photocopy of the submitted form and any acknowledgement the office gives you. You will need it when you follow up on payment months later.
What happens after you apply?
Step one: coordinate the guest list. Once your application is accepted, you must discuss and finalise the Chief Guest and Guest of Honour arrangements with the Academy. Under the scheme norms, the President or Vice President of the Tiatr Academy of Goa will occupy one of those roles at your function.
Step two: set up and stage the event. Prepare a backdrop of at least 6 feet by 10 feet carrying the Academy logo and the collaboration statement. Every banner, advertisement and announcement, whether oral, print or electronic, must carry the line "This programme is organized in collaboration with Tiatr Academy of Goa". Admission stays free throughout.
Step three, claim payment. After the event, prepare the statement of expenditure, gather all original bills, and obtain stamped receipts for anything over Rs 5,000. Submit the complete set to the Academy. This is the trigger for payment, and an incomplete set is the single most common reason a claim stalls.
Why claims under this scheme get rejected or delayed
- Missing original bills. Photocopies do not satisfy the charter. Collect originals from every vendor on the day.
- No stamped receipt on a large bill. Any single bill above Rs 5,000 needs a stamped receipt, and a claim will sit unpaid until it is produced.
- Late application. Missing the 30-day, 15-day or 8-day window for your category is fatal, because the Academy has no scope to approve retrospectively.
- Tickets sold at the door. Charging admission breaches a mandatory norm and ends the claim.
- Missing acknowledgement. If the banners, backdrop or announcements do not carry the collaboration line, the Academy can withhold payment.
- Funds exhausted. Applications run first come, first served against the year's budget, so a late application in a busy year can fail on funds alone.
- Objectionable content. Adverse remarks against a government, individual or institution, or content against caste, creed and religion, allows the Academy to disqualify the performance and recall any payment already made.
Where to get help
- Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001. Application forms are issued and collected here.
- Directorate of Art and Culture, Government of Goa: Sanskruti Bhavan, Patto, Panaji. Phone 0832-2404600, email dir-dac.goa@nic.in. This is the parent directorate for cultural schemes in the state.
- Citizen's Charter. The full scheme norms and the application proforma are in the Tiatr Academy of Goa Citizen's Charter hosted on goa.gov.in.
The Tiatr Academy of Goa reserves the right to change the rules of the scheme, so check the current charter before planning an event around the assistance. There is no application fee, and no agent is needed to file the form.
How to check your application status
This scheme runs entirely offline, so there is no portal login or SMS tracker to check. Status has to be followed up directly with the Tiatr Academy of Goa.
- Keep your acknowledgement copy ready. The photocopy of your submitted application, or any receiving stamp the office gave you, is what the Academy staff will ask for to trace your file. Have the date of submission and your activity category (musical show, singing competition, other competition, or artist felicitation) on hand as well.
- Visit or call the Academy office at AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001. Since the scheme has no dedicated helpline, use the Directorate of Art and Culture number, 0832-2404600, or email dir-dac.goa@nic.in, and ask to be connected to the Tiatr Academy desk.
- Before your event: confirm acceptance and guest arrangements. If you have not heard back within a reasonable time after submitting, follow up to confirm the application was received and to finalise the Chief Guest or Guest of Honour slot with the Academy, since this has to be settled ahead of the event.
- After your event: track the reimbursement claim separately. Submission of your application only establishes eligibility to hold the event under the collaboration; the payment itself follows a second, separate claim built on your statement of expenditure and original bills. Once you have submitted that claim, follow up by phone or in person to check whether it is under scrutiny, awaiting a stamped receipt or missing document, or cleared for payment.
- Ask specifically whether funds are available for the year. Because approvals run first come, first served against the Academy's annual budget, a status check late in the financial year should also confirm whether the current year's allocation still has a balance, since that affects when, or whether, your claim can be settled.
- Escalate to the Directorate if the Academy office is unresponsive. As the parent department for the Tiatr Academy, the Directorate of Art and Culture can be approached if repeated visits or calls to the Campal office do not produce an update.

Frequently asked questions
How much money does Promotion of Tiatr Related Activities give?
The Tiatr Academy of Goa fixes the assistance per activity category and the Citizen's Charter does not publish a single rupee ceiling. The Academy pays as a reimbursement, only after you submit a statement of expenditure backed by original bills, with stamped receipts for any bill above Rs 5,000. Confirm the current rate for your category with the Academy office before you commit to spending.
Can I charge tickets for a programme funded under this scheme?
No. Every programme staged under this scheme must be shown free of charge to the public. Sponsorship from businessmen and other sources is permitted, but you cannot sell tickets or collect an entry fee at the door.
How far in advance do I have to apply?
Apply 30 days in advance for Konkani musical shows, acting competitions and one act play competitions, and 15 days in advance for programmes celebrating the contribution of a tiatr artiste. For singing competitions, the typed song lyrics must reach the Academy 8 days in advance.
What are the minimum requirements for a Konkani musical show?
A show must carry at least 14 songs, including an interactive duet, duo, trio and quartet or quintet, a choral song and solos, plus at least 2 comedy skits. The accompanying band must have at least 5 instruments, including drums, keyboard, guitar and 2 blowing instruments. All lyrics must be newly composed and never released on any audio, video or DVD album.
How many participants does a singing competition need?
A singing competition needs at least 15 participants to qualify. Every participant must sing newly composed kantaram that has not been recorded on any audio, video or DVD album, and the band must again carry at least 5 instruments including 2 blowing instruments.
What must the backdrop at my event look like?
The backdrop must be at least 6 feet by 10 feet, must display the Tiatr Academy of Goa logo, and must carry the line that the activity is in collaboration with the Tiatr Academy of Goa. The same acknowledgement must appear in every banner, advertisement and oral, print or electronic announcement.
Who cannot apply for this scheme?
Anyone staging a ticketed programme is not eligible, and neither is an organiser outside Goa. Content carrying adverse remarks against any government, individual or institution, or anything against caste, creed and religion, disqualifies the performance and the Academy can refuse payment or recall money already paid.
Who decides the Chief Guest at my programme?
The Tiatr Academy of Goa does, in consultation with you. The President or Vice President of the Academy will be the Chief Guest or Guest of Honour at the function, and this must be settled well in advance of the event date.
