Promotion of Patriotism/National Integration/Communal Harmony - Production of Musical Programme or Tiatr
Goa state government scheme
Promotion of Patriotism/National Integration/Communal Harmony is a Tiatr Academy of Goa scheme that funds a tiatr or musical programme of at least two hours on those themes. TAG pays remuneration, covers hall charges, video records the show and stages up to 4 free public shows. Apply offline 30 days before staging.
What is this Tiatr Academy of Goa scheme?
Promotion of Patriotism/National Integration/Communal Harmony - Production of Musical Programme or Tiatr is a scheme of the Tiatr Academy of Goa (TAG) under the Art, Culture and Museums Department, Government of Goa. The scheme projects patriotism, nationalism and communal harmony through tiatrs, songs and music, using cultural performance rather than campaigning to carry those values.
Under the scheme, TAG pays a remuneration to the successful applicant, covers the actual charges of the hall or auditorium or pays a lump sum where the performance is held in a makeshift pandal, video records the activity and provides the applicant with one Digital Video Disc copy, and itself stages up to 4 shows of the programme at various places. Applications are accepted offline.
What does the scheme provide?
- Remuneration as fixed by the Tiatr Academy of Goa, paid to the applicant.
- Reimbursement of actual charges of the hall or auditorium, or payment of a lump sum amount fixed by TAG if the performance is held in a makeshift pandal.
- Video recording of the activity or programme carried out by TAG.
- One copy of the Digital Video Disc provided to the applicant.
- A maximum of 4 shows of the programme staged by TAG at various places.
- One banner provided by TAG for compulsory display.
No fixed rupee figure is published for the remuneration or the pandal lump sum. Both are fixed by the Tiatr Academy of Goa, so applicants should not budget against a specific number.
Who is eligible for this scheme?
You can apply if:
- You are an individual, organisation, educational institution or club.
- You propose an activity that is a tiatr or musical programme on the theme of patriotism, national integration or communal harmony.
- The duration of the programme is not less than two hours.
- You submit the application along with the typed script or lyrics at least 30 days before the date of staging the programme.
- You attach a No Objection Certificate from the lyricist, writer or director concerned if you are not yourself the lyricist, writer or director of the proposed activity.
- Your scripts and lyrics do not contain any adverse remarks against any government, individual or institution, or anything against caste, creed and religion.
You are not eligible if:
- Your programme runs for less than two hours.
- Your theme falls outside patriotism, national integration and communal harmony. A general entertainment tiatr cannot apply under this particular scheme; other TAG and Kala Academy schemes cover those.
- You are not the author of the script or lyrics and have no NOC from the lyricist, writer or director.
- Your script or lyrics contain adverse remarks against any government, individual or institution, or against caste, creed or religion.
- You apply less than 30 days before the staging date.
- You intend to charge the public for admission. All shows must be shown to the public free of charge.
What conditions must be complied with?
- All shows must be shown to the public free of charge.
- The duration of the musical programme or tiatr must be not less than two hours.
- In all advertisements, whether oral, print or electronic, and on banners, the line "This programme is promoted by Tiatr Academy of Goa" must be inserted, published or announced.
- A few seats must be reserved by the organisers for the representatives of the Tiatr Academy of Goa.
- The TAG banner must be compulsorily displayed at one of the two front side wings of the stage, and returned after all shows.
- The organising institution or individual must discuss with TAG and decide about the Chief Guest or Guest of Honour well in advance.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Self-attested copy of Aadhaar card | Yes | Of the applicant |
| Self-attested copy of PAN card | Yes | Payment cheque is issued in the applicant's name |
| Three typed copies of the lyrics of songs and the script of the tiatr or skits | Yes | All three copies with the application |
| List of participants | Yes | In the prescribed format in the Annexure |
| NOC from the lyricist, writer or director | Conditional | Only if the applicant is not the author |
The requirement of three typed copies is a practical point applicants routinely miss. TAG assesses the script against the theme before approval, and a single copy holds up the file.
How to apply for this scheme
- Take a printout of the prescribed format of the application form from the Tiatr Academy of Goa Citizen's Charter published on goa.gov.in, or collect the form from the TAG office.
- Fill in all the mandatory fields, attach self-attested copies of all mandatory documents, sign the application form and mention the date.
- Attach three typed copies of the lyrics and the script, the list of participants in the Annexure format, and self-attested copies of the Aadhaar card and PAN card. Add the NOC from the lyricist, writer or director if you are not the author.
- Submit the completed application to Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001, at least 30 days before the date of staging.
- Keep a copy of the submitted application form and any acknowledgement, since the scheme is implemented on a first come first serve basis and the date of receipt matters.
What happens after approval
- Programme coordination. The organising institution or individual coordinates with TAG to discuss and decide the Chief Guest or Guest of Honour well in advance, with the President or Vice President of TAG, or a nominee, serving in that capacity.
- Banner collection and display. The applicant collects the TAG banner from the office and ensures it is displayed at one of the two front side wings of the stage during performances.
- Performance implementation. The applicant stages the approved programme ensuring all conditions are met, including free public access, reservation of seats for TAG representatives and proper acknowledgement in all promotional material.
- Post-performance requirements. After all shows are completed, the applicant returns the TAG banner to the office. The payment cheque is issued in the name of the applicant as appearing at Serial Number 1 of the application form.
The name at Serial Number 1 therefore decides who receives the money. Where a club or institution applies, the person named there should be the one authorised to receive and account for the payment.
Key dates and how funds are allocated
The operative deadline is 30 days before the date of staging, and the application must carry the typed script or lyrics at that point. The scheme is implemented on a first come first serve basis, and applications are considered as per the availability of funds. That combination means a programme planned late in the financial year can be refused on funds even if it meets every substantive condition, so early application matters as much as eligibility.
Why applications fail
- Submitted with fewer than 30 days' notice of the staging date.
- Script or lyrics not attached in three typed copies, so the theme cannot be assessed.
- Programme shorter than two hours.
- Theme not clearly patriotism, national integration or communal harmony.
- NOC missing where the applicant is not the lyricist, writer or director.
- Adverse remarks found in the script or lyrics against a government, individual, institution, caste, creed or religion.
- Plan to charge admission, contrary to the free-to-public condition.
- List of participants not in the Annexure format.
- Funds exhausted for the year by the time the application is taken up.
Where to apply and get help
Tiatr Academy of Goa, AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001. The scheme note, conditions and prescribed form are published in the TAG Citizen's Charter on goa.gov.in. The form is free, and no fee is charged for applying under the scheme.
How to check your application status
This scheme has no online tracking portal or application ID system, so status has to be confirmed the same way the application was submitted: directly with the Tiatr Academy of Goa office.
- Keep your acknowledgement. When you submit the form at the TAG office in Campal, Panaji, ask for the date of receipt to be noted on your copy or on an acknowledgement slip. Since the scheme runs on a first come first serve basis, this date is your proof of where you stand in the queue.
- Follow up in person or by phone at the TAG office at AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, Opposite Kala Academy, Campal, Panaji, Goa 403001. Since no dedicated helpline number is published for this scheme, calling or visiting the main TAG office is the only route, and it helps to quote your date of submission and the name on Serial Number 1 of the form.
- Ask specifically whether the script has cleared theme assessment. TAG reviews the three typed copies of the lyrics or script against the patriotism, national integration or communal harmony theme before approving the application, so a useful status question is whether this review is complete or still pending.
- Confirm fund availability for the year. Because approval also depends on funds being available when your file is taken up, ask whether funds are still open for the current financial year, especially if you applied close to the year end.
- Watch for a call about the Chief Guest and banner. In practice, one of the first signs an application has been approved is TAG initiating the discussion on the Chief Guest or Guest of Honour and arranging handover of the TAG banner. If this coordination has not started as your staging date approaches, that is a sign to follow up urgently rather than wait.
- After the show, track the payment separately. The remuneration cheque is issued in the name of the person at Serial Number 1 of the application only after the shows are completed and the banner is returned, so a pending payment after staging should be followed up with the TAG accounts section directly, referencing the staging dates and the returned banner.
