Promotion of Tiatr Music
Goa state government scheme
Promotion of Tiatr Music is Scheme No. 9 of the Tiatr Academy of Goa. It pays the tuition fees of a tutor teaching blowing instruments such as trumpet and saxophone, and refunds 50% of the cost of the instrument after the student completes the full course. Students must undertake to play in a tiatr band for at least one year. Apply on the TAG form with Aadhaar and PAN copies.
What is the Promotion of Tiatr Music scheme?
Promotion of Tiatr Music is Scheme No. 9 of the Tiatr Academy of Goa (TAG), the academy under the Directorate of Art and Culture, Government of Goa, that works to foster and develop Tiatr and its dances, music, songs and literature.
The scheme exists to fix a specific shortage. TAG has observed that the number of musicians playing blowing instruments such as the trumpet and saxophone is decreasing day by day, and that these two instruments are very important for the music of tiatr. In view of this, TAG formulated a scheme to encourage youth and others to learn to play blowing instruments, particularly trumpet and saxophone, by providing them with financial assistance.
The scheme is not a scholarship paid to a student in cash. It works through the tutor and through the instrument: TAG pays the tuition fee to a tutor whose credentials it has verified, and refunds half the cost of the instrument once the student finishes the course.
Who is eligible for the Tiatr music scheme?
You can apply if:
- You are any interested person, young or adult, the scheme sets no age bracket, subject to rule 9, under which TAG finalises the names of the applicants based on the merit report submitted by the tutor.
- You can identify a tutor having the credentials to teach you the blowing instrument. TAG accepts the tutor after verifying his or her credentials.
- You are prepared to purchase the blowing instrument first, before the 50% subsidy is refunded on completion of the full course.
- You are willing to give an undertaking to TAG that you will serve the tiatr stage by playing in any tiatr band or musical group for at least one year after completion of the course.
- You can submit self-attested copies of your Aadhaar and PAN cards with the application, as norm 16 requires.
You cannot continue under the scheme if:
- You cannot cope with the syllabus, or are found not serious in learning. Students undergo periodical tests, and those who fail this test are terminated from continuing under the scheme after a proper evaluation report from the expert panel.
- You do not complete the full course. The 50% instrument subsidy is refunded only on completion of the course in all respects.
- Your tutor's credentials are not accepted by TAG.
Preference is given to applicants having knowledge of music, and the scheme is implemented on a first come first serve basis, with applications considered as per the availability of funds.
What financial assistance is given?
| Item | What the scheme says |
|---|---|
| Tuition fees | Paid to the tutor; the amount is decided by TAG |
| Instrument subsidy | 50% of the cost, refunded to the student on completion of the full course |
| Instrument price band | Should be of medium price β neither of lesser cost nor of higher cost |
| Costlier instrument | Allowed, but TAG takes into consideration only the value of a medium-priced instrument |
| Condition on refund | Subject to availability of funds |
| Certification support | TAG shall encourage students to register and be certified by institutions such as Trinity College or the Royal School of Music through appropriate financial support |
TAG does not publish the rupee value of the tuition fee or of a medium-priced instrument, so no figure should be assumed. The Academy fixes both.
How the course works
- TAG may conduct music classes for blowing instruments at TAG's Conference Hall by appointing tutors having the credentials to teach these instruments.
- The tutor maintains a record of attendance of the students and submits it to TAG.
- TAG appoints a panel of expert musicians in the field to frame the syllabus of the course under the scheme. The same panel examines the progress of the students learning music.
- The duration of the course is at two levels, spread over a period of 2 years, or else as finalised by the panel of experts as the need may be.
- Students are awarded certificates upon successful completion of the course.
- Periodical tests verify performance.
How to apply for the Promotion of Tiatr Music scheme
- Identify a tutor with the credentials to teach you the trumpet, saxophone or clarinet. TAG will accept the tutor only after verifying those credentials.
- Collect the prescribed application form for Scheme No. 9 from the office of the Tiatr Academy of Goa, Campal Trade Centre, Campal, Panaji.
- Fill in the form; your name, address, contact number, email ID, Aadhaar card number, PAN card number, date of birth, the name of the blowing instrument, the tutor's name, experience, address and contact number, whether you can read and write music, your cultural hobbies, and any prizes or awards won for singing or music.
- Affix your photograph in the photo box on the form and sign the declaration that you have read and understood the rules of the scheme and abide by them.
- Attach self-attested copies of your Aadhaar and PAN cards, which norm 16 makes compulsory.
- Submit the form at the Tiatr Academy of Goa and wait for TAG to finalise the names based on the merit report submitted by the tutor.
- Purchase the blowing instrument in consultation with or on the recommendation of the music teacher, choosing a medium-priced instrument. Submit a self-attested photocopy of the bill to TAG immediately, and preserve the original.
- Complete the course in all respects, then submit the original bill to TAG to claim the 50% subsidy on the cost of the instrument.
- Give the undertaking that you will play in a tiatr band or musical group for at least one year after completing the course.
Why claims fail
- Original bill not preserved. The 50% refund is claimed by submitting the original bill on completion of the course. A lost original is the commonest way a student loses the subsidy.
- Photocopy of the bill not sent immediately after purchase, as norm 5 requires.
- Course not completed. The refund is expressly tied to completion of the full course in all respects.
- Instrument bought outside the medium price band. A student may buy a costlier instrument, but TAG will compute 50% only on the value of a medium-priced one.
- Termination after a poor evaluation. Periodical tests are part of the scheme, and a student found not serious in learning is removed after the expert panel's evaluation report.
- Missing Aadhaar or PAN copy with the application.
- Funds exhausted. The scheme runs on a first come first serve basis and applications are considered as per the availability of funds.
Where to ask questions
The Tiatr Academy of Goa is at AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, opposite Kala Academy, Campal, Panaji, Goa 403001. The telephones are 0832-2230738 and 0832-2230739, and the email is tiatracademy@gmail.com. The full text of Scheme No. 9 and its application form are published on the Schemes of TAG page at tiatracademyofgoa.com.
The scheme is signed by the President and Member Secretary of the Academy, and ends with the note that TAG reserves the right to make any changes in the rules. Check the current PDF on the TAG site before applying.
How to check your application status
The Promotion of Tiatr Music scheme has no online application portal and no tracking number system, so status checking is entirely offline, directly with the Tiatr Academy of Goa (TAG).
- Wait for TAG to finalise names. After you submit the application form, TAG finalises the list of accepted applicants based on the merit report the tutor submits, and on availability of funds. There is no fixed processing timeline published, so an applicant should not expect an automatic acknowledgement.
- Call the TAG office directly. Phone 0832-2230738 or 0832-2230739 and quote your name, the blowing instrument applied for, and the date you submitted the form. TAG staff can tell you whether your application has been placed on the merit list, is still pending the tutor's report, or has been held up for lack of funds.
- Email as a written follow-up. Write to tiatracademyofgoa@gmail.com with the same details, and keep this as a written record of your enquiry alongside the phone call.
- Visit the office in person if calls go unanswered. The Academy is at AS-1 / AS-4, Block A, 2nd Floor, Campal Trade Centre, opposite Kala Academy, Campal, Panaji, Goa 403001. Carrying a photocopy of your submitted application and the receiving acknowledgement, if one was given, speeds up the enquiry.
- After the course starts, status tracking shifts to your tutor. Once classes begin, your attendance record and periodical test results, which the tutor submits to TAG, effectively become your ongoing status. Asking the tutor about your attendance record and test performance is often faster than asking TAG directly.
- After completing the course, follow up on the refund separately. Once you submit the original instrument bill for the 50% subsidy, that claim is tracked separately from admission status. Call the same TAG numbers to ask specifically about the refund claim, since it depends on availability of funds and may be processed after some delay.
TAG does not publish any SMS or online tracking facility for this scheme, so phone and in-person follow-up at the office remain the only reliable ways to check where an application or a refund claim stands.
