What is property mutation in Goa?

Property mutation in Goa is the change of the recorded occupant's name in the Record of Rights after a sale, an inheritance, a gift, a partition or a court order. In Goa the Record of Rights is issued as Form I and XIV, and that pair of forms is what banks, buyers, panchayats and courts in Goa actually ask to see.

  • Form I carries the survey number, the sub-division, the area and the land particulars.
  • Form XIV carries the occupant, the tenant, the cultivator and the nature of the holding, along with any other rights noted against the land.

Because Form XIV names the occupant, mutation in Goa is in practical terms a change to Form XIV, and until it is made the seller or the deceased remains the recorded occupant no matter what the sale deed says.

Goa land is not identified by a khasra number or a gat number as in north and west India, but by survey number and sub-division within a named village of a taluka. Getting the sub-division wrong is the fastest way to have an application returned.

Which department handles mutation in Goa?

Two offices between them run the Goa record of rights:

  • The Directorate of Settlement and Land Records (DSLR), which maintains the cadastral survey records, the survey plans and the Form I and XIV records for the state.
  • The Mamlatdar of the taluka, with the Talathi at the village level, who under the Goa Land Revenue Code, 1968 deals with applications to change the Record of Rights and issues the orders that mutate it.

Above them sit the Deputy Collector and Sub-Divisional Officer, the Collector of North Goa or South Goa, and the state Revenue Department.

Goa's citizen-facing digital window is the Goa Online portal (goaonline.gov.in), which lists Form I and XIV, Property / Land Information (Record of Rights, Registration, Property Tax), application for issuance of a digitally signed survey plan, the Property Register and the Divergence Certificate among its citizen services.

Who can apply for mutation in Goa?

You can apply if:

  • You have purchased land in Goa under a registered sale deed and want Form XIV in your name.
  • You are a legal heir of a deceased recorded occupant, having established heirship through a deed of succession or inventory proceedings.
  • You received the land under a registered gift deed or a deed of relinquishment from a co-owner.
  • You are a party to a registered partition among co-owners.
  • You hold a court decree or order that changes rights in the land.
  • You are a registered power-of-attorney holder for any of the above.

You cannot apply; or the mutation will not be sanctioned, if:

  • The transfer rests on an unregistered agreement or an oral arrangement.
  • The land carries a tenancy, mundkarial or communidade interest recorded against it that has not been dealt with. Goa's tenancy and mundkar protections and its communidade (village community) landholdings are unique to the state and they routinely stop a mutation that would otherwise be straightforward.
  • The land is communidade land being dealt with outside the communidade's own sanction process.
  • The property is under inventory proceedings or litigation, where heirs are still being determined.
  • Conversion or sanad conditions attached to the land have not been complied with.
  • You are a stranger to the record with no registered instrument and no succession claim.

How to apply for property mutation in Goa

  1. Pull the current Form I and XIV for the survey number and sub-division through the Form I and XIV service on goaonline.gov.in. Read Form XIV line by line: the occupant column, the tenant column and any other rights noted.
  2. Settle the survey number and sub-division exactly as they appear in the record, and match them against the description in your deed. Where the deed describes the property in Portuguese-era terms, get the survey number and sub-division confirmed before you file.
  3. Register the deed at the Sub-Registrar of the taluka, or, for an inheritance; complete the deed of succession or the inventory proceedings that establish who the heirs are.
  4. File the mutation application with the Talathi of the village and the Mamlatdar of the taluka, attaching the registered deed or succession papers, the current Form I and XIV, the death certificate for an inheritance case, and your identity proof.
  5. Obtain a dated acknowledgement with the file or application number on it. Every later enquiry runs on that number together with the survey number and sub-division.
  6. Let the notice run. Notice is issued to the interested parties recorded against the land. The previous occupant, tenants, mundkars and co-owners, so any competing claim can be raised.
  7. Attend the hearing if one is fixed. An objection converts the file into a contested matter heard by the Mamlatdar under the Goa Land Revenue Code.
  8. Collect the order sanctioning the mutation, and ask for Form I and XIV to be corrected against it.
  9. Verify online. Pull a fresh Form I and XIV. Your name in the occupant column of Form XIV is the only real confirmation the mutation went through.

How do I check my mutation status in Goa?

  • On goaonline.gov.in, use the Form I and XIV service and the Property / Land Information service to see the current record for your survey number and sub-division.
  • At the Mamlatdar's office of the taluka, quoting the file number from your acknowledgement.
  • With the Talathi of the village, for the ground-verification stage.
  • At the Directorate of Settlement and Land Records, where the issue is with the survey plan or the sub-division itself rather than with the occupant entry.
  • On the Goa Online helpline, +91-8882988000, 9:30 AM to 1:15 PM and 2:15 PM to 5:45 PM on working days, or by email to services.goa@gov.in, where the problem is with the portal, a payment or a downloaded document. Goa Online publishes notices when the Record of Rights or the payment gateway service is temporarily down, so check the portal banner before concluding your application has failed.

Does a Goa mutation entry expire or need renewal?

No. Once Form XIV is corrected, the entry stands until the next change of right in the land. There is no renewal and no expiry.

The extract is what ages. Goa banks, buyers' advocates and panchayats routinely ask for a Form I and XIV issued within the last few weeks, because an older copy says nothing about entries made since โ€” including a mortgage, a tenancy claim or a fresh sale by a co-owner.

Why do mutation applications fail in Goa?

  • Unregistered document offered in place of a registered deed.
  • Tenancy or mundkarial rights recorded against the land and never settled. A tenant's or mundkar's protected entry in Form XIV does not disappear because the land was sold.
  • Communidade land dealt with outside the communidade's own process.
  • Succession not properly established. Under the Portuguese Civil Code as it continues to apply in Goa, heirship and the matrimonial property regime work differently from the rest of India, and a deed of succession that misses a half-share or an heir will unravel the mutation later.
  • Wrong sub-division number, or a deed that describes the property only in old Portuguese-era terms with no survey number linkage.
  • Conversion sanad conditions unmet where agricultural land has been put to non-agricultural use.
  • Objection by a co-owner, tenant or mundkar during the notice period.
  • Pending inventory proceedings in which the shares are not yet allotted.

What does mutation cost in Goa, and what should you refuse to pay?

Mutation in Goa costs only the fee notified at the Mamlatdar's counter or shown on the Goa Online payment screen, taken against a printed receipt. Goa Online services are delivered at published rates, and the citizen-facing services listed on the portal are the legitimate route.

Agents around taluka offices in Goa offer to "get the mutation through" for several thousand rupees. They file the same application with the same documents before the same Mamlatdar. There is no paid fast track, the notice to interested parties is a statutory step, and no officer can extinguish a recorded tenancy, mundkarial or communidade interest for a fee. Do it yourself, take a receipt for every payment, and never hand your original deed or succession papers to an intermediary.

Grievance and escalation route in Goa

  • Talathi of the village, the first point for the ground report.
  • Mamlatdar of the taluka, the authority that sanctions mutation of the Record of Rights under the Goa Land Revenue Code, 1968.
  • Deputy Collector and Sub-Divisional Officer, appeal against the Mamlatdar's order.
  • Collector, North Goa or South Goa, next level of appeal.
  • Directorate of Settlement and Land Records, for survey plan and sub-division corrections.
  • Goa Online helpline, +91-8882988000, 9:30 AM to 1:15 PM and 2:15 PM to 5:45 PM, Monday to Friday excluding public holidays, and services.goa@gov.in, for portal, payment and document-download problems.

Quote the file number, the survey number and the sub-division in every communication. Without all three, no Goa revenue office can trace the record.

Frequently asked questions

What is Form I and XIV in Goa?

Form I and XIV is Goa's Record of Rights for a survey number. Form I shows the survey number, sub-division, area and land details, and Form XIV shows the occupant, the tenant, the cultivator and the nature of the holding, so a mutation in Goa is in practice a change to Form XIV.

Where do I apply for mutation of land records in Goa?

Apply through the Talathi of the village and the office of the Mamlatdar of the taluka. Goa administers the Record of Rights under the Goa Land Revenue Code, 1968, with the Directorate of Settlement and Land Records maintaining the survey records and issuing Form I and XIV.

Can I get Form I and XIV online in Goa?

Yes, "Form I and XIV" is listed as a citizen service on the Goa Online portal at goaonline.gov.in, alongside property and land information, digitally signed survey plans and the property register.

Does registering a sale deed change Form XIV automatically in Goa?

No, registration and mutation are separate acts in Goa. The Sub-Registrar records the transaction, while the occupant's name in Form XIV changes only after a mutation is applied for and sanctioned through the revenue machinery of the taluka.

How is inheritance mutation different in Goa?

Goa's succession law differs from the rest of India because the Portuguese Civil Code continues to apply as Goa's uniform civil law, so heirs are usually established through a notarised deed of succession or inventory proceedings before the mutation is applied for.

Is a Form I and XIV entry proof of ownership in Goa?

No, Form I and XIV is a revenue record of occupancy and cultivation, not a title deed. Goa title is traced through the registered deed, and older Goa titles are also traced through the Land Registration records and the Matriz records of the Portuguese period.

How much does mutation cost in Goa?

Only the fee notified at the Mamlatdar's counter or shown on the Goa Online payment screen, taken against a receipt. No agent is entitled to charge above the notified rate, and no payment can shorten the notice period.

Whom do I contact if a Goa Online land service is not working?

Call the Goa Online helpline on +91-8882988000, available 9:30 AM to 1:15 PM and 2:15 PM to 5:45 PM, Monday to Friday, excluding public holidays, or write to services.goa@gov.in.
