What is the Establishment of Integrated Educational Complexes programme?

Establishment of Integrated Educational Complexes is an initiative of the Directorate of Education, Government of Goa aimed at the inadequate infrastructure and congested conditions faced by government schools in the state. Rather than adding rooms to buildings that have already outgrown their sites, the approach is to build planned, integrated campuses that bring school stages together with the space, facilities and services a modern school needs.

This page has to be honest about the limits of what is verifiable. The programme appears in the national scheme catalogue as a Goa Directorate of Education initiative, and the problem it addresses; old, cramped government school buildings, many of them decades old and sited on plots that cannot expand; is well documented in the Directorate's own infrastructure work. But no scheme notification, guideline, budget figure or application form for this programme is published on a Government of Goa source reachable online. The Directorate's Schemes and Scholarships page carries section-wise scheme notes for the academic, accounts, administration, adult education, GIA-I, GIA-II, planning, vocational, DIET, SCERT and Goa Sarva Shiksha Abhiyan sections, and an integrated educational complexes scheme note is not among them.

Everything below therefore describes what can be said accurately, and says plainly where the record is silent.

Who can and cannot benefit from this programme?

No. This is the single most important thing to understand about this entry.

Establishment of Integrated Educational Complexes is an infrastructure programme, not a beneficiary scheme. Government school construction in Goa is planned, tendered and executed by the department and its agencies. There is no application form, no eligibility certificate, no bank account to link and no payment to any individual.

  • Students, parents and teachers cannot apply for a personal benefit.
  • Schools do not apply either, in the sense that a scheme application is filed. Requirements are identified by the department through its zonal offices and planning section.
  • Private and aided institutions are outside it, the programme concerns government school infrastructure.

If you have arrived at this page looking for money for a school building, the sections below point to the schemes that actually do that.

Which Goa schemes actually fund school buildings?

Four routes exist, and they are easy to confuse with each other:

1. Revised Infrastructure Loan cum Grant Scheme (GIA-II section), for government-aided institutions only. An interest-free loan cum grant of up to Rs 50 lakh for a primary school, Rs 100 lakh for a secondary school, Rs 200 lakh for a higher secondary school and up to Rs 350 lakh for a full composite school, of which 50 per cent is a grant. Repayment is Rs 278 per lakh a month over 15 years through the Goa Education Development Corporation. The institution must be at least five years old from recognition and must meet enrolment and SSCE pass percentage norms that differ between developed and less developed talukas.

2. Grant-in-aid to Village and Urban Education Committees, for urgent minor repairs to government school buildings, proposed by the local education committee to the Directorate of Education.

3. Civil works and maintenance grants under Goa Samagra Shiksha — additional classrooms, compound walls to demarcate school land and prevent encroachment, ramps with facilities for children with special needs, MS grills for verandahs, child-friendly elements, and annual maintenance and repair grants for existing buildings.

4. One-time centenary grant (GIA-II section): Rs 50 lakh for aided educational institutions completing 100 years of existence and Rs 25 lakh for those completing 75 years, to upgrade infrastructure such as school buildings, playgrounds, halls, equipment, furniture, toilets, drinking water and electricity. An institution that took the Rs 25 lakh at 75 years can draw the balance Rs 25 lakh at 100 years.

How is this different from the School Complex Scheme?

The names are close enough that they are regularly confused, and they are entirely different things.

The School Complex Scheme is an academic programme of the Directorate of Education, described in its planning section scheme note. A school complex generally consists of 3 to 10 primary schools or primary sections of secondary schools in the vicinity, with all middle schools in the area included, headed normally by the head of the secondary school in the area, that school being the "lead school". A super school complex groups 3 to 10 secondary schools and is headed by the principal of the higher secondary school in the area. The Directorate records 76 super school complexes in the state.

Its object is to break the isolation of schools, decentralise planning and monitoring, share human and material resources, and raise the quality of instruction. The grants are small and academic in purpose: Rs 2,700 for a complex with two member schools, Rs 4,050 for three, Rs 5,400 for four, Rs 6,750 for five and Rs 8,000 for six or more, with Rs 10,000 for a super school complex, Rs 20,000 for the TLSCC and Rs 30,000 for the ZLSCC. Sixty per cent of the grant goes on seminars, workshops, short-term courses, guidance classes, teaching aids, exhibitions and meeting costs, and 40 per cent on prize distribution, competitions, wall papers, manuscript magazines, sports excursions and community development. Funds must be used within one year and unspent amounts surrendered.

In short: the School Complex Scheme funds activity; the Integrated Educational Complexes initiative concerns buildings.

How to apply for school infrastructure funding in Goa

Since there is no application route under this programme, the practical steps for a parent, teacher or school committee are these:

  1. Raise the problem with the head of the institution and get it recorded in writing, with photographs where the issue is structural.
  2. Take it to the Village Education Committee or Urban Education Committee if the school is a government school and the works are urgent minor repairs. That committee is the body supported to identify the building and send a proposal to the Directorate of Education.
  3. Approach the zonal office of the Directorate of Education for your taluka for anything beyond minor repairs, since planning and prioritisation of government school infrastructure runs through the zones.
  4. Write to the Directorate of Education, Porvorim, on 0832-2416023 or dir-educ.goa@nic.in, for the current position on any integrated complex proposal affecting your school.
  5. If the school is aided rather than government, ask the management to apply under the Revised Infrastructure Loan cum Grant Scheme through the GIA-II section, which is the route that carries real money for aided school buildings.

Frequently asked questions

What is the Establishment of Integrated Educational Complexes programme?

It is a Directorate of Education, Government of Goa initiative to address the inadequate infrastructure and congested conditions faced by government schools, by establishing planned integrated educational complexes rather than expanding cramped individual buildings.

Can a parent or a student apply for a benefit under this programme?

No. Establishment of Integrated Educational Complexes is a departmental infrastructure programme, not a beneficiary scheme. Individuals cannot apply, and no money is paid to students, parents or teachers under it.

Can a private or aided school apply to be included?

No. The programme addresses government school infrastructure. Aided institutions have a separate route — the Revised Infrastructure Loan cum Grant Scheme of the Directorate's GIA-II section, which offers up to Rs 350 lakh with 50 per cent as grant.

How much does the programme spend per complex?

No per-complex figure is published on a reachable Government of Goa source. School construction in Goa is estimated case by case, with the Goa State Infrastructure Development Corporation assisting on technical assessment.

Is this the same as the School Complex Scheme?

No. The School Complex Scheme is a separate, long-running academic programme of the Directorate of Education in which 3 to 10 neighbouring schools form a complex headed by a lead school and receive annual grants from Rs 2,700 to Rs 8,000, with Rs 10,000 for a super school complex. That scheme funds academic activity, not buildings.

Where can I check what is happening with my child's school building?

Ask the head of the institution first, then the zonal office of the Directorate of Education for that taluka, and then the Directorate of Education at Porvorim on 0832-2416023 or dir-educ.goa@nic.in.

Which schemes actually pay money to a school in Goa?

For government schools, school grants, teacher grants and maintenance grants under Goa Samagra Shiksha, plus the grant-in-aid scheme routed through Village and Urban Education Committees for urgent minor repairs. For aided institutions, the Revised Infrastructure Loan cum Grant Scheme.
