What is the residence certificate in Goa?

Goa's equivalent of a domicile certificate is the Residence Certificate, issued by the Mamlatdar of the taluka under the Revenue Department. On the state's citizen services portal, goaonline.gov.in, the service carries the code REV-05, and the official declaration form is published there as SDREV05.

Goa's process is distinctive in two ways. First, the state applies an explicit 15-year residence test: the government's own declaration form requires the applicant to affirm, in writing, that they have been a permanent resident of the State of Goa for more than 15 years. Second, the certificate carries a special significance in Goa because of the state's Portuguese history, the South Goa district administration publishes a separate set of requirements for applicants who hold or are applying for a Portuguese passport.

Goans need the residence certificate for:

  • Goa government recruitment, where residence in the state is a condition of eligibility.
  • Admission to professional and higher education courses under state quota.
  • State welfare schemes restricted to residents of Goa.
  • Passport, nationality and civil registration formalities, including the Portuguese passport route.

Who is eligible for a Goa residence certificate?

You can apply if:

  • You have been a permanent resident of Goa for more than 15 years. The prescribed declaration requires you to state this plainly, along with the years of continuous residence at the address.
  • You were born in Goa and have lived there since, which is the simplest case, the declaration form has a clause for exactly this: residence at the address "since my birth" up to the present, with the family.
  • You shifted address within Goa during those years. The form has an alternative clause for this, where you set out the earlier address, the years you lived there, and the current address and the year you moved to it.
  • You studied outside Goa but did not give up your residential status in the state. The form asks where you took your education and carries a specific declaration that residential status in Goa was not surrendered.
  • You are an Indian national, whether single, married, widowed, a widower or divorced, the declaration form provides for all of these.

You cannot apply if:

  • You have lived in Goa for less than 15 years, because the declaration you must sign says otherwise and a false declaration is a criminal matter.
  • Your residence in Goa is broken and cannot be explained through the addresses and years the form requires you to list.
  • You hold a residence or domicile certificate of another state, since domicile is single.
  • You cannot produce a birth certificate, an identity document and an educational qualification document. These are the mandatory items on both the North Goa and South Goa district lists.

What documents are required?

North Goa and South Goa publish near-identical requirement lists on their official district sites:

Document Mandatory Notes
Application in prescribed form to the Mamlatdar Yes The taluka Mamlatdar is the issuing authority
Self-declaration (REV-05 / SDREV05 format) Yes Contains the 15-year residence affirmation
Birth certificate Yes Self-attested
Educational qualification document Yes School leaving certificate or equivalent, self-attested
One government photo ID; voter card, PAN, driving licence, passport or Aadhaar Yes Self-attested
Two passport-size photographs Yes As listed by South Goa
Previous residence certificate If held Self-attested
Marriage certificate For married applicants Self-attested
LPG connection proof For rented premises Self-attested
House owner's self-declaration (NOC) For rented premises Self-attested
Indian passport copy plus government witness Portuguese passport applicants Witness signs with name, designation and office at collection

The house owner's NOC and the LPG connection proof together are how Goa handles tenants. If you do not own the house you live in, assemble both before you apply. They are the two items most often missing from a tenant's file.

What the declaration form actually asks you to state

The SDREV05 declaration published on goaonline.gov.in is worth reading before you fill anything in, because it tells you exactly what the Mamlatdar will test. The declarant states:

  1. That they are a permanent resident of the stated address, giving taluka and district in the State of Goa.
  2. That their name is recorded on a ration card of a stated number, and that they hold an EPIC / voting card of a stated number.
  3. Either that they have resided continuously at the address since birth, with the year stated, or that they lived at an earlier address for stated years and then shifted, with the year of the move.
  4. Where they took their education, and that they have not surrendered their residential status in Goa while studying elsewhere.
  5. That they are a permanent resident of the State of Goa since more than 15 years.
  6. That the declaration is being made to file with the Mamlatdar of the named taluka in order to apply for the Residence Certificate.
  7. That the contents are true and no facts have been misrepresented.

Two practical consequences follow. Your ration card number and voter EPIC number are effectively required inputs, so keep both at hand. And the years you write into clause 3 must line up with the documents you attach, a mismatch here is the fastest way to have the file sent back.

How to apply for a residence certificate in Goa

  1. Download and read the declaration form (SDREV05) from goaonline.gov.in and note the years, addresses, ration card number and EPIC number you will need.
  2. Assemble the documents — birth certificate, educational qualification document, one government photo ID, two photographs, marriage certificate if married, and the LPG proof plus owner's NOC if you are a tenant. Self-attest each copy, as both district lists specify.
  3. Register on goaonline.gov.in with your mobile number and email, and complete the citizen profile.
  4. Search for the Residence Certificate service, code REV-05, and open the application form. Quoting the code avoids landing on a different revenue service.
  5. Fill the form and complete the declaration, matching the address history and the years exactly to your documents.
  6. Upload the self-attested documents into their labelled slots and pay the fee shown on the payment screen. The prescribed paper form also carries a court fee stamp requirement, so ask the counter what applies to an online filing.
  7. Submit and keep the acknowledgement with the application number.
  8. Attend the Mamlatdar's office if called for verification of originals, and collect the signed certificate from the Mamlatdar's office, or download it where the portal issues it digitally.

Portuguese passport applicants: South Goa requires you to bring one government servant as witness at the time of collection, who signs with name, designation and office details, along with a self-attested copy of your Indian passport. Arrange the witness in advance, this stops more collections than any other requirement.

How to apply offline at the Mamlatdar office

  1. Visit the Mamlatdar office of your taluka, for example, the Mamlatdar office at Panaji for North Goa applicants in that taluka.
  2. Submit the application in the prescribed form addressed to the Mamlatdar, with the self-declaration and the self-attested document set.
  3. Pay the notified fee, affix any court fee stamp the form requires, and take the receipt.
  4. Track the file with the acknowledgement, and collect the signed certificate from the same office.

How do I check status, and what if it is delayed?

  • Online: track the application on goaonline.gov.in with the application number from your acknowledgement.
  • At the Mamlatdar office of your taluka, which holds the file.
  • At the district Collectorate, the South Goa Collectorate at the Matanhy Saldanha Administrative Complex, Margao, is reachable on 0832-2794100; North Goa's Collectorate contact is published on northgoa.gov.in.

South Goa's own service page points applicants to The Goa (Right of Citizen to Time Bound Delivery of Public Services) Act, 2013. Under that Act a notified service carries a stated delivery period and an appeal against delay or refusal, first to a designated appellate officer and then upward. Check the period notified against REV-05 on the portal when you apply, and use the appeal if the Mamlatdar's office crosses it without a decision.

How long is it valid?

A Goa residence certificate does not carry an expiry date in the way an income certificate does, and residence status does not lapse. Many Goa applicants nevertheless obtain a fresh certificate when applying for a job or a course, because the district lists themselves refer to a "previous residence certificate" as a supporting document; evidence that repeat issue is routine and straightforward once your first one is on record.

Why do applications get rejected in Goa?

  • Fewer than 15 years of residence, which the declaration cannot honestly cover.
  • Address history in the declaration not matching the documents, the years in clause 3 are checked against the birth certificate, ration card and school record.
  • Missing ration card or EPIC details, both of which the declaration requires.
  • Tenant file without the house owner's NOC and the LPG connection proof.
  • Copies not self-attested, which both district lists specifically require.
  • Marriage certificate missing where the applicant has declared themselves married.
  • Portuguese passport applicants arriving without the government witness at collection.

What it costs, and what you should refuse to pay

The Goa residence certificate costs only the government fee displayed for service REV-05 on goaonline.gov.in, plus the court fee stamp the prescribed form requires. Both are small and both are official. Ask for a receipt for anything you pay.

There is no legitimate agent channel and no paid fast track at the Mamlatdar's office. Middlemen who promise a "quick residence certificate" for a few thousand rupees are selling a queue position that does not exist, and the file still has to clear the same declaration and document check. File it yourself on the portal or at the taluka counter, and never hand over your Aadhaar OTP or portal password to an agent.
