Development of Manures & Fertilizers: Assistance for use of Micronutrients
Goa state government scheme
Assistance for use of Micronutrients is a Goa Department of Agriculture component paying a 75 percent subsidy up to Rs 7,500 per hectare, for a maximum of 4 hectares per farmer, on zinc, boron, magnesium sulphate and other notified micronutrients. Krishi Card holders cultivating at least 0.1 hectare apply through the Zonal Agriculture Officer.
What is the Assistance for use of Micronutrients component?
Development of Manures and Fertilizers is a scheme of the Department of Agriculture, Government of Goa, and Assistance for use of Micronutrients is one of its components. The component targets a specific and well-documented agronomic problem in Goa: laterite soils across much of the state are deficient in secondary and micro nutrients, particularly zinc and boron, and those deficiencies cap crop productivity no matter how much nitrogen, phosphorus and potassium a farmer applies.
According to the Department of Agriculture, the component pays a 75 percent subsidy limited to Rs 7,500 per hectare on zinc, boron, magnesium sulphate and other notified micronutrients, for all categories of farmers, up to a maximum of 4 hectares per farmer. At the full four hectares that is a ceiling of Rs 30,000 per farmer.
Two features of the design are worth understanding before you plan around it. First, the subsidy is released after the micronutrients are purchased and used, not before, so the farmer carries the cash outlay initially. Second, the scheme requires a Soil Health Card not older than 2 years, which ties the subsidy to actual measured deficiency rather than blanket application, a sensible condition, since over-application of zinc or boron can itself damage a crop.
Payment of the sanctioned subsidy is made through the Electronic Clearance System (ECS), and applications are accepted offline through the Zonal Agriculture Officer.
Who is eligible for the micronutrients subsidy?
You can apply if:
- You are a farmer carrying out agricultural activities in the State of Goa.
- You hold a valid Krishi Card.
- You are cultivating a minimum of 0.1 hectare in general.
- You possess a Soil Health Card not older than 2 years, or a certificate to that effect from the Assistant Chemist of the Soil Testing Laboratory, North or South.
Institutions and private limited companies involved in agricultural activities and holding a Krishi Card are also assisted under this scheme. This is worth noting, because many farm subsidies restrict themselves to individual cultivators and this one does not.
You cannot apply if:
- You do not hold a Krishi Card. This is the gateway document for Department of Agriculture subsidies in Goa, and no claim is admissible without it.
- You cultivate less than 0.1 hectare.
- You have no Soil Health Card less than 2 years old and no substitute certificate from the Assistant Chemist of the Soil Testing Laboratory.
- Your agricultural activity is outside the State of Goa.
- You have not actually purchased and used the micronutrients. Advance claims are not entertained, since the subsidy is a reimbursement against a cash invoice.
The Government is supported to relax any or all clauses or conditions of the scheme in genuine cases. Financial assistance under a relaxed condition requires approval from the Finance (Expenditure) Department, so relaxation is possible but not routine.
How much subsidy do you get?
| Item | Detail |
|---|---|
| Subsidy rate | 75 percent of the cost of notified micronutrients |
| Per-hectare ceiling | Rs 7,500 |
| Maximum area | 4 hectares per farmer |
| Effective maximum | Rs 30,000 per farmer |
| Farmer categories covered | All categories |
| Payment mode | Electronic Clearance System (ECS) |
| Timing | Released after purchase and use |
The micronutrients covered are zinc, boron, magnesium sulphate and other notified micronutrients. Because the qualifying list is a notified one, it can change, and it is worth confirming with your Zonal Agriculture Officer that a particular product qualifies before you spend money on it.
The 75 percent rate applying to all categories of farmers, rather than a lower general rate with a higher rate for small, marginal, SC or ST cultivators, simplifies planning considerably compared with many central input subsidies.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Krishi Card abstract | Yes | Establishes you as a registered Goan farmer |
| Soil Health Card | Yes | Must be less than 2 years old, or substituted by an Assistant Chemist's certificate |
| Cash invoice | Yes | Proof of purchase of the notified micronutrients |
| Bank account details | Yes | For the ECS credit of the sanctioned subsidy |
If your Soil Health Card has lapsed, get soil tested at the Soil Testing Laboratory, North or South, before you buy the micronutrients. Doing the test first also tells you which nutrient is actually deficient on your plot, which is the point of the condition.
How to apply for the micronutrients subsidy
- Get your soil tested and ensure you hold a Soil Health Card not older than 2 years, or obtain a certificate to that effect from the Assistant Chemist of the Soil Testing Laboratory, North or South.
- Purchase the notified micronutrients; zinc, boron, magnesium sulphate or another notified product β and keep the cash invoice. Apply them to the crop, because the subsidy is released only after purchase and use.
- Visit your Zonal Agriculture Officer and request a hard copy of the prescribed application form from the staff entrusted with issuing and collecting filled-in applications. Contact details for Zonal Agriculture Officers are listed on agri.goa.gov.in.
- Fill in all mandatory fields on the form and attach self-attested copies of the Krishi Card abstract, the Soil Health Card, the cash invoice and your bank account details.
- Submit the duly filled and signed form with the documents to the Zonal Agriculture Officer within the prescribed period, and keep a photocopy of everything for your records.
What happens after you apply?
The Zonal Agriculture Officer receives and verifies your application and the supporting documents, then forwards the case onward. The District Agriculture Officer, North or South depending on where your holding sits, is the officer responsible for examining and sanctioning the subsidy claim.
Once sanctioned, the amount is paid through the Electronic Clearance System directly into the bank account linked to your application. Because the route runs Zonal Officer to District Officer to accounts, follow-up on a delayed claim should start with the Zonal Agriculture Officer who accepted the file.
Why micronutrient subsidy claims get rejected
- No Krishi Card. This is the most common failure across all Goa agriculture subsidies. Register for a Krishi Card first if you do not hold one.
- Soil Health Card older than 2 years. The card must be current, or replaced by the Assistant Chemist's certificate.
- Missing cash invoice. Without proof of purchase, there is nothing to reimburse.
- Holding below 0.1 hectare. The minimum cultivated area is a hard condition.
- Product not notified. Buying a micronutrient formulation outside the notified list leaves the expense uncovered.
- Area claimed above 4 hectares. The excess is simply not payable, so a large farmer should plan the claim around the four-hectare cap.
- Bank account details wrong or dormant. ECS credits fail against closed accounts and re-issue takes weeks.
Where to get help and how to raise a grievance
- Zonal Agriculture Officer: your first point of contact for forms, submission and status. Zonal office contact details are published on agri.goa.gov.in under Contact Us.
- District Agriculture Officer, North or South, the sanctioning authority for the subsidy claim.
- Minister for Agriculture, Government of Goa; under the scheme, the Minister holds the final authority to hear and decide any grievance arising from the scheme's implementation, and that decision is final and binding on all concerned parties.
There is no application fee. The Government may relax any clause or condition of the scheme in a genuine case, with financial assistance in such cases requiring the approval of the Finance (Expenditure) Department. The full scheme text is published in the Official Gazette by the Goa Government Printing Press.
How to check your application status
The micronutrients subsidy runs entirely offline, on a paper file, so there is no portal login or application number you can track online the way you would for a digitally processed scheme. Status has to be chased through the office chain that actually handles the claim.
- Start with the Zonal Agriculture Officer who accepted your form. This is the office that logged your application first, so it is the fastest place to confirm whether your file has even moved forward, and whether any document was found missing at the intake stage.
- Keep your submission photocopy and acknowledgement ready when you call or visit. Since there is no system-generated tracking ID, the Zonal Officer identifies your case from your name, Krishi Card number and the date you submitted the form, so having that photocopy in hand speeds up the check considerably.
- Ask specifically which stage the file is at: still with the Zonal Agriculture Officer for verification, forwarded to the District Agriculture Officer (North or South) for sanction, or sanctioned and queued for ECS payment. Each stage has a different office to follow up with, so knowing which one your file is sitting at tells you who to call next.
- If the file has been sanctioned, the remaining wait is for the Electronic Clearance System credit to your linked bank account. A sanction that has not yet reflected as a credit after a reasonable interval is worth raising with the District Agriculture Officer's accounts section directly, since ECS failures are usually due to a bank account mismatch rather than a delay in sanction.
- If weeks have passed with no update at the Zonal level, escalate to the District Agriculture Officer, North or South depending on your taluka, since that office holds sanctioning authority and can tell you why a forwarded file has not been decided.
- For a claim that appears stuck beyond normal processing time despite repeated follow-up, the scheme's own grievance route places final authority with the Minister for Agriculture, Government of Goa, and that route is the one to use once the department-level channels have not resolved the delay.
Because there is no SMS alert or online dashboard for this component, checking status is a matter of periodic direct contact rather than a one-time lookup, so it helps to note the date of each follow-up call or visit in case you need to demonstrate a pattern of non-response later.

Frequently asked questions
How much subsidy is given for micronutrients in Goa?
The Department of Agriculture pays a 75 percent subsidy limited to Rs 7,500 per hectare, for all categories of farmers, up to a maximum of 4 hectares per farmer. That works out to a ceiling of Rs 30,000 per farmer if the full four hectares are claimed.
Which micronutrients are covered?
Zinc, boron, magnesium sulphate and other notified micronutrients are covered. The notification of which products qualify rests with the Department of Agriculture, so check the current notified list with your Zonal Agriculture Officer before buying.
Do I need a Krishi Card to apply?
Yes. A valid Krishi Card is mandatory, and it is the document that establishes you as a farmer carrying out agricultural activities in Goa. The Krishi Card abstract must be attached to the application.
How recent must my Soil Health Card be?
Not older than 2 years. If you do not have a current card, a certificate to that effect from the Assistant Chemist of the Soil Testing Laboratory, North or South, is accepted in its place.
Can a company or institution claim this subsidy?
Yes. Institutions and private limited companies involved in agricultural activities and holding a Krishi Card are assisted under this scheme on the same terms as individual farmers. This is unusual among farm subsidies and is stated explicitly in the scheme.
Who cannot apply for this subsidy?
A farmer without a Krishi Card is not eligible, and neither is one cultivating less than 0.1 hectare. A farmer with no Soil Health Card less than 2 years old, and no substitute certificate from the Assistant Chemist, cannot apply. Farming outside the State of Goa is outside the scheme altogether.
Is the subsidy paid before or after I buy the micronutrients?
After. The subsidy is released only once the micronutrients have been purchased and used by the farmer, which is why the cash invoice is a mandatory document. You fund the purchase first and claim the 75 percent back.
How is the subsidy paid out?
Through the Electronic Clearance System, directly into the bank account linked to your application. The District Agriculture Officer, North or South, sanctions the claim after the Zonal Agriculture Officer forwards it.
