What is the GBOCWWB Disability Pension?

Disability Pension is a welfare scheme of the Goa Building and Other Construction Workers Welfare Board (GBOCWWB), which functions under the Office of the Commissioner, Labour and Employment, Government of Goa. Through the scheme, a worker who is permanently disabled due to paralysis, leprosy, tuberculosis or an accident is provided financial assistance of Rs 300 per month.

The Board has implemented the Building and Other Construction Workers Welfare Act 1996 in Goa with effect from 1 April 2008, and its funds come from the cess levied on the cost of construction in the state.

The scheme addresses the harshest feature of construction work: it is one of the few occupations where a single day can end a career. A fall from scaffolding, a crush injury, a stroke, or tuberculosis contracted in crowded site accommodation all remove a worker's ability to earn permanently, and construction workers rarely have employer-provided cover to fall back on. The Board's disability pension is a lifetime monthly payment attached to the worker rather than to any employer, which means it survives the end of the job that caused the injury.

The four named conditions, paralysis, leprosy, tuberculosis and accident, reflect what actually disables construction workers in India rather than a general disability list. Two are occupational risks of the site, and two are diseases strongly associated with the living conditions of migrant construction labour.

Who is eligible for the disability pension?

You can claim the pension if:

  • You are a registered beneficiary of the Goa Building and Other Construction Workers Welfare Board.
  • You are permanently disabled, and the disability arises from paralysis, leprosy, tuberculosis or an accident.
  • Your membership of the Fund was in force at the time the disability arose.
  • You hold a medical certificate of permanent disability from a competent government medical authority.

You are not eligible if:

  • You are not registered with the Board. This is the fundamental condition for all of the Board's benefits, and it cannot be met retrospectively after the disabling event.
  • Your disability is temporary. The scheme is written for permanent disability, not for a period of incapacity followed by recovery.
  • Your condition falls outside the four named causes, unless the Board's current rules extend the list.
  • You are a contractor or employer rather than a building worker.
  • You have no medical certification of the disability from a competent authority.

How much is the disability pension and how is it paid?

Element Detail
Monthly pension Rs 300
Nature Recurring monthly payment
Qualifying causes Paralysis, leprosy, tuberculosis, accident
Condition Permanent disability

The pension is credited to the worker's bank account. Rs 300 a month is a small figure against the cost of living in Goa, and it is best understood as one strand of support rather than as a livelihood replacement. A permanently disabled worker in Goa should pursue the Board's pension and the disability pensions and assistance available through the Directorate of Social Welfare, since the two run from different authorities under different rules and are not mutually exclusive.

What documents are required?

Document Mandatory Notes
Board registration identity card Yes Registration as a beneficiary
Medical certificate of permanent disability Yes From a competent government medical authority
Contribution or membership record Yes Membership in force when the disability arose
Accident record No Where the disability arose from an accident
Bank account details Yes For the monthly credit
Aadhaar card Yes Identity verification

The medical certificate is the document the claim turns on, and its wording matters. It must record that the disability is permanent and must identify the cause as one of the four the scheme names. A certificate that describes the condition without stating permanence will not carry the claim.

How to apply for the disability pension

  1. Obtain a medical certificate of permanent disability from a competent government medical authority, stating the cause, paralysis, leprosy, tuberculosis or accident β€” and that the disability is permanent.
  2. Gather your Board registration card and contribution record, establishing that you were a registered beneficiary with membership in force.
  3. Collect the accident record where relevant. The site accident report, police record or hospital record connecting the disability to the accident.
  4. Obtain the prescribed application form for the Disability Pension from the Goa Building and Other Construction Workers Welfare Board through the Office of the Commissioner, Labour and Employment.
  5. Complete the form with your registration number, the nature and cause of the disability, and your bank account details.
  6. Submit the application with all enclosures to the Board through the Labour Commissioner's office, and take an acknowledgement with the inward number and date.
  7. Follow up on the first credit. Once sanctioned, the pension is a recurring monthly payment, and the first credit is the point to confirm that the bank details were captured correctly.

Where the worker is unable to attend in person because of the disability, a family member can carry the application, but the medical certificate and the bank account must be in the worker's own name.

How do I check the status of my claim?

Contact the Office of the Commissioner, Labour and Employment on 0832-2437081, 0832-2437082 or 0832-2437083, or write to com-labo.goa@nic.in, quoting your Board registration number and the inward number on your acknowledgement.

After sanction, the practical check is the bank passbook. A pension that starts and then stops is nearly always a bank or KYC problem rather than a withdrawal of the sanction, and it is resolved by updating the account details with the Board.

Why do disability pension claims fail?

  • Not registered with the Board, or registration lapsed before the disabling event.
  • Medical certificate does not state permanence. This is the single most common documentary defect.
  • Cause outside the four named conditions.
  • Certificate from a private practitioner rather than a competent government medical authority.
  • No link established between an accident and the disability, where the claim rests on an accident.
  • Bank account not in the worker's own name, which prevents the monthly credit.

Where do I complain?

The Office of the Commissioner, Labour and Employment, Government of Goa, is the authority above the Board to 0832-2437081, 0832-2437082, 0832-2437083, email com-labo.goa@nic.in. The office publishes a citizen charter and a citizen's client charter and names an appellate authority on labour.goa.gov.in.

A grievance may also be lodged against the department through the Government of Goa's citizen services portal at goaonline.gov.in.

Practical advice

  • Register with the Board before you need it. A worker cannot register after becoming disabled and then claim the pension; the entitlement runs from membership, and this is the point at which most claims are lost.
  • Get the medical certificate worded correctly the first time. Ask the certifying authority explicitly to state that the disability is permanent and to name the cause.
  • Report site accidents formally. A site accident that was never recorded is hard to prove years later when the disability is assessed.
  • Claim the state social welfare pensions in parallel. The Board's Rs 300 is not intended to be the whole of a disabled worker's support in Goa.
  • Keep contributions current for dependants' sake. The Board's Pension Benefit scheme for workers who have completed the qualifying service depends on the same continuous membership, and a disabled worker's family may need it.

Frequently asked questions

How much is the GBOCWWB disability pension in Goa?

The disability pension is Rs 300 per month, paid to a registered construction worker who is permanently disabled. It is a recurring monthly payment, not a one-time settlement.

Which conditions qualify for the disability pension?

Permanent disability arising from paralysis, leprosy, tuberculosis or an accident. The disability must be permanent, not a temporary incapacity that resolves with treatment.

Does the accident have to have happened at a construction site?

The scheme is written around permanent disability of a registered construction worker rather than around the location of the accident. Where the disability arose from a site accident, the site accident report strengthens the claim, and the Board should be asked how it treats an off-site accident in a specific case.

Do I need to be registered with the Board to claim?

Yes. The disability pension, like every other benefit of the Goa Building and Other Construction Workers Welfare Board, is payable only to a worker registered as a beneficiary with the Board.

Is Rs 300 a month the only benefit for a disabled construction worker in Goa?

No. The Rs 300 monthly disability pension is the Board's own benefit. A disabled person in Goa may separately qualify for the state's social welfare pensions and for central disability schemes, which are applied for through the Directorate of Social Welfare rather than through the Board.

Who certifies the disability?

A competent government medical authority. A certificate from a private practitioner is not normally sufficient for a permanent disability finding under a statutory welfare fund.

Where do I apply for the disability pension?

To the Goa Building and Other Construction Workers Welfare Board through the Office of the Commissioner, Labour and Employment, Government of Goa, on 0832-2437081, 0832-2437082 or 0832-2437083, email com-labo.goa@nic.in.
