What is the GBOCWWB Pension Benefit?

Pension Benefit is a welfare scheme of the Goa Building and Other Construction Workers Welfare Board (GBOCWWB), a statutory body under the Office of the Commissioner, Labour and Employment, Government of Goa. Under the scheme, a member of the Fund who has been working as a building worker for not less than the qualifying minimum period receives a monthly pension from the Board's welfare fund.

The Board states that it has implemented the Building and Other Construction Workers Welfare Act 1996 in Goa with effect from 1 April 2008. The Fund it administers is built from the cess levied on the cost of construction in the state under the companion Cess Act, so the pension is financed by the construction industry as a whole rather than by any individual employer.

That funding model is the whole point of the scheme. Construction work in Goa is project-based and mobile. A worker may put in thirty years across dozens of sites and a dozen contractors, and none of those employers carries any pension obligation towards him. The BOCW framework replaces the employer with the industry: the cess follows the construction, the registration follows the worker, and the pension attaches to the worker's own continuous membership of the Fund rather than to any job.

Who is eligible for the pension?

You can claim the pension if:

  • You are a member of the Goa Building and Other Construction Workers Welfare Fund, that is, a registered beneficiary of the Board.
  • You have been working as a building worker for not less than the qualifying minimum period fixed by the Board.
  • Your membership has been continuous, evidenced by your contribution record.
  • You have attained the qualifying age the Board applies for superannuation.

You cannot claim the pension if:

  • You were never registered with the Board. Years of construction work without registration create no entitlement, however long the service.
  • Your membership lapsed and the break defeats the qualifying period under the Board's rules.
  • Your period as a building worker falls short of the minimum the Board requires.
  • You are a contractor or employer. The Fund's benefits run to building workers; establishments employing building workers have registration obligations under the Act, not pension entitlements.

On the qualifying figures. The minimum period of building work and the monthly pension rate are fixed by the Board and revised from time to time. This guide does not state those figures, because no current Goa-specific number could be confirmed on a Government of Goa source at the time of writing. A worker approaching superannuation should ask the Office of the Commissioner, Labour and Employment on 0832-2437081, 0832-2437082 or 0832-2437083 for the qualifying period, the qualifying age and the current monthly rate before planning around them.

What documents are required?

Document Mandatory Notes
Board registration identity card Yes Registration as a beneficiary of the Fund
Contribution record Yes Establishes continuous membership and the qualifying period
Age proof Yes To establish attainment of the qualifying age
Bank account details Yes For the monthly pension credit
Aadhaar card Yes Identity verification
Nomination form No Protects the family's position on the pensioner's death

The contribution record is the document that decides the claim. Where a worker's own copy is incomplete, the Board's records are the authority, and a worker who suspects a gap should obtain a statement from the Board well before claiming rather than at the point of claim.

How to apply for the GBOCWWB pension

  1. Obtain a statement of your membership and contributions from the Goa Building and Other Construction Workers Welfare Board, through the Office of the Commissioner, Labour and Employment, and check it against your own records.
  2. Confirm the qualifying period and qualifying age currently applied by the Board, and confirm that you meet both.
  3. Regularise any gap in contributions before claiming, following whatever restoration route the Board allows.
  4. Obtain the prescribed pension application form from the Board through the Labour Commissioner's office.
  5. Complete the form with your registration number, period of service as a building worker, date of birth and bank account details.
  6. Attach the enclosures; registration card, contribution record, age proof, Aadhaar card and bank account proof β€” and complete a nomination form if you have not already recorded a nominee.
  7. Submit the application to the Board through the Office of the Commissioner, Labour and Employment, and take an acknowledgement with the inward number and date.
  8. Verify the first credit in your bank account, and raise any shortfall immediately rather than after several months.

How do I check the status of my pension claim?

Contact the Office of the Commissioner, Labour and Employment on 0832-2437081, 0832-2437082 or 0832-2437083, or write to com-labo.goa@nic.in, quoting your Board registration number and the inward number on your acknowledgement.

The Board's page at labour.goa.gov.in/bocwb lists the Labour Department's current e-services, including the Labour and Employment card and registration of establishments employing building workers. The catalogue grows over time, so it is worth checking whether a pension status facility has been added.

Why do pension claims fail?

  • No registration with the Board, which is fatal and cannot be cured retrospectively.
  • Contribution gaps that break continuous membership and reduce the qualifying period below the minimum.
  • Age proof inconsistent across documents. A common problem where a worker's Aadhaar, school record and Board registration show different dates of birth.
  • Service as a building worker not evidenced. The Board's own record is the primary evidence, and where it is thin, employment records from registered establishments help.
  • Bank account not in the worker's name, which stops the credit after sanction.
  • No nominee on record, which does not defeat the claim but causes serious difficulty for the family later.

Where do I complain?

The Office of the Commissioner, Labour and Employment, Government of Goa, is the departmental authority above the Board to 0832-2437081, 0832-2437082, 0832-2437083, email com-labo.goa@nic.in. The office publishes a citizen charter and a citizen's client charter and names an appellate authority on labour.goa.gov.in.

A grievance may also be registered against the department through the Government of Goa's citizen services portal at goaonline.gov.in.

Practical advice

  • Register early and never let membership lapse. The pension is the one Board benefit that cannot be recovered by a late effort, because it is built entirely from length of continuous membership.
  • Ask for a contribution statement every few years, not once at retirement. A missing year is fixable when it is one year old and often not when it is fifteen.
  • Fix your date of birth across documents now. Age disputes at the point of pension claim are slow to resolve and there is no income during the dispute.
  • File a nomination. It costs nothing and it is the difference between a widow receiving a settlement in weeks and pursuing it for years.
  • Work through registered establishments where you can. Establishments employing building workers must register with the Labour Commissioner, and that registration makes a worker's service far easier to evidence.
  • Registered workers should also look at the Board's Disability Pension, which pays Rs 300 a month on permanent disability, and its Advance for Purchase or Construction of House and Loan for the Purchase of Tools schemes.

Frequently asked questions

Who is entitled to the GBOCWWB Pension Benefit?

A member of the Goa Building and Other Construction Workers Welfare Fund who has been working as a building worker for not less than the qualifying minimum period fixed by the Board. Membership of the Fund, evidenced by the contribution record, is what establishes the claim.

Do I need to be registered to claim the pension?

Yes. Registration as a beneficiary of the Goa Building and Other Construction Workers Welfare Board is the precondition for the pension, as it is for every other benefit the Board pays.

What happens if my contributions lapsed for a period?

A gap in contributions breaks continuous membership and can reduce or defeat the qualifying period. The Board's rules on restoration of lapsed membership determine whether the earlier period can be counted, so this should be raised with the Labour Commissioner's office as soon as a gap is discovered.

Does the family get anything if the pensioner dies?

Family entitlements on the death of a member run under the Board's own rules, and recording a nominee with the Board is what makes them straightforward to settle. Ask the Board for its current family pension and death benefit position when you file the pension claim.

Who funds the pension?

The Board's welfare fund, built from the cess levied on the cost of construction in Goa under the Building and Other Construction Workers' Welfare Cess Act 1996. No employer contribution attaches to the individual worker's pension.

Can I draw this pension along with a state old age pension?

The Board's pension and the state's social welfare pensions are administered by different authorities under different rules. Check the current position with both the Labour Commissioner's office and the Directorate of Social Welfare before assuming either excludes the other.

Where do I apply?

To the Goa Building and Other Construction Workers Welfare Board through the Office of the Commissioner, Labour and Employment, Government of Goa, on 0832-2437081, 0832-2437082 or 0832-2437083, email com-labo.goa@nic.in.
