What is an EWS certificate in Goa?

An EWS certificate in Goa is the Income and Asset Certificate issued by the Mamlatdar of your taluka under the Revenue Department of the Government of Goa. It is the document a general-category candidate produces to claim the 10% reservation created by the 103rd Constitutional Amendment, which added Articles 15(6) and 16(6) to the Constitution in January 2019.

Goa delivers Revenue Department services through Goa Online at goaonline.gov.in. The Revenue services page there names the Mamlatdar as designated officer and the Deputy Collector or Sub Divisional Officer as appellate authority, lists a one-day timeline for the income certificate under Goa's Right of Citizens to Time-bound Delivery of Public Services Act, and, importantly for EWS applicants: publishes a downloadable "Affidavit for EWS" form. That affidavit is the Goa-specific piece of the file, and an application submitted without it is incomplete.

Goa's own institutions make the certificate matter well beyond central recruitment. The Directorate of Technical Education runs EWS seats in professional courses, and its notice describes those seats as available to candidates not covered by SC, ST and OBC reservation whose family gross annual income is below Rs 8 lakh, requiring an Income and Assets Certificate in the specified format issued by the Mamlatdar of the concerned taluka. Goa's ITIs and the Directorate of Skill Development and Entrepreneurship apply the same requirement in their admission procedures.

The certificate is issued in the Government of India's prescribed format, generally printed as Annexure-I, "Income and Asset Certificate to be produced by Economically Weaker Sections". UPSC, SSC, IBPS, the railway recruitment boards and the NTA for NEET and JEE all name that format.

Who is eligible for a Goa EWS certificate?

You can apply if all of the following hold:

  • You are a resident of Goa and belong to the general category, you are not covered by SC, ST or OBC reservation.
  • Your family's gross annual income is below Rs 8 lakh for the financial year preceding the year of application, counting salary, business profit, agricultural income, rent, pension and interest together.
  • The family does not own five acres or more of agricultural land.
  • The family does not own a residential flat of 1,000 square feet or more.
  • The family does not own a residential plot of 100 square yards or more in a notified municipal area.
  • The family does not own a residential plot of 200 square yards or more outside notified municipal areas.

"Family" means the applicant, the applicant's parents, siblings below 18 years, the spouse, and children below 18 years. Property held by any of them anywhere is clubbed together before the limits are applied.

You cannot apply if you are covered by SC, ST or OBC reservation in Goa; Goa's own EWS admission notices state that restriction plainly, because the quota exists only for candidates outside every existing reservation. You are also not eligible where combined family income crosses Rs 8 lakh even though your own income is nil, since a student is assessed on the parents' income. And a family owning a 1,100 sq ft flat in Panaji is not eligible on any income at all, because the asset test runs independently of the income test.

For state-quota purposes there is a second layer worth knowing: the Mamlatdar also issues Goa's residence certificate, which proves continuous residence in Goa for the last ten years on the date of application, and Goa admission processes for reserved seats routinely ask for it alongside the EWS certificate. Plan for both documents, not just the EWS one.

What documents are required?

Goa's Revenue services page sets out the supporting documents for income-related certificates, and the EWS file is built on the same set plus the EWS affidavit and land records.

  • The downloadable Affidavit for EWS from the Goa Online Revenue services page
  • Self-attested copy of the ration card
  • Original income certificate from the C.C.P., Village Panchayat or Municipality
  • Self-declaration with family details and electoral information
  • Self-attested copy of the birth certificate
  • Self-attested copy of the school leaving certificate
  • Self-attested copy of the voter's card
  • Form I & XIV land record extract for every parcel the family holds
  • Marriage certificate where the applicant is a married woman
  • Property details where the family owns a flat or plot

Two of these trip Goa applicants up. The first is the original income certificate from the local authority; Goa requires the C.C.P., Village Panchayat or Municipality certificate as an input before the Mamlatdar certifies income, so getting it is a separate errand you should complete first. The second is the self-declaration with electoral information, which Goa uses to fix family composition and residence; incomplete electoral details are a common reason a file goes back over the counter.

How to apply for an EWS certificate in Goa online

  1. Register on Goa Online. Go to goaonline.gov.in, create a citizen account with your mobile number and email, and log in.
  2. Open the Revenue services. Click Services, then All Services, then Revenue, and select the income and asset certificate service. The Revenue services landing page also carries the downloadable forms.
  3. Download and complete the Affidavit for EWS from that same page, have it executed and notarised, and scan it. Do not substitute a generic affidavit drafted elsewhere.
  4. Obtain the original income certificate from your C.C.P., Village Panchayat or Municipality if you do not already have one, and the Form I & XIV land record extract for the family's land.
  5. Fill the online application with the applicant's details, the family members counted under the EWS definition, the gross annual family income for the preceding financial year, and the full asset declaration.
  6. Upload the documents and pay. Attach the affidavit, ration card, income certificate, self-declaration with electoral details, birth certificate, school leaving certificate, voter's card and land record extract, then pay the government fee plus the convenience fee shown on screen and save the acknowledgement.
  7. Collect or download the signed certificate once the Mamlatdar has approved it, and check the name spelling, the financial year and the asset declaration before you use it anywhere.

How to apply offline at the Mamlatdar office

Goa's talukas are small and the Mamlatdar office is genuinely accessible, so the counter route remains popular. Go to the Mamlatdar office of the taluka where you ordinarily reside, and ask for the EWS Income and Asset Certificate application — not the plain income certificate form, which produces a different document that recruiters and admission committees will not accept in its place.

Carry the complete set: the notarised Affidavit for EWS, ration card, original local-authority income certificate, self-declaration with electoral details, birth certificate, school leaving certificate, voter's card, Form I & XIV extract and photographs. Self-attest each photocopy, since Goa's Revenue service page asks for self-attested copies throughout.

Submit at the counter, pay only what the receipt records, and keep the acknowledgement. The Mamlatdar's staff verify residence and holdings, and the file is put up for the Mamlatdar's signature. Where the file needs a field check, the Talathi carries it out.

How do I check the status of my application?

Log in to your Goa Online account and open the application status page, where each application filed under your profile is listed with its stage. An application submitted at the Mamlatdar office is tracked with the acknowledgement number on the counter receipt.

Goa publishes the escalation chain on the same Revenue services page, which is unusually useful: the Mamlatdar is the designated officer and the Deputy Collector or Sub Divisional Officer is the appellate authority. If your file has run past the timeline you were told at the counter, that is exactly the sequence to follow.

For portal and login problems on Goa Online, the support number listed for the portal is +91-8882988000. Note the ticket reference when you call.

How long is it valid, and does it need renewal?

An EWS Income and Asset Certificate is issued with reference to a financial year, because the income test itself is defined against the financial year preceding the application. Recruitment advertisements and Goa admission notices name the financial year the certificate must cover. A 2026 admission notice will normally demand a certificate for financial year 2025-26.

Treat the certificate as an annual document. Even though Goa's Right to Public Services timeline for the income certificate is one day, the EWS file also depends on the local-authority income certificate and the land record extract, both of which take their own time, so start the chain at least a few weeks before an admission or recruitment deadline.

Why do EWS applications get rejected in Goa?

  • The Affidavit for EWS was missing or in the wrong format: Goa publishes its own form and expects that one.
  • No original income certificate from the C.C.P., Village Panchayat or Municipality, only a photocopy or nothing at all.
  • The self-declaration lacked electoral information, so family composition and residence could not be confirmed.
  • The family holds five acres or more of land, revealed when Form I & XIV extracts are read together.
  • The applicant is covered by SC, ST or OBC reservation, which bars EWS outright.
  • Income was declared for the wrong financial year, the test is the year preceding the application year.
  • A parent's pension or a spouse's salary was left out of family income.
  • The urban asset limits were ignored, a 1,000 sq ft flat disqualifies the family regardless of income.
  • Photocopies were not self-attested, which Goa's Revenue service page specifically requires.

What does it cost, and what should you refuse to pay?

The EWS certificate in Goa is a government service delivered at the government's listed fee. Online, you pay the government fee plus the convenience fee that the Goa Online payment screen displays at submission; at the Mamlatdar office, only the amount recorded on the receipt. Your other genuine costs are the notary charge on the Affidavit for EWS, the local authority's fee for the income certificate, the record fee for Form I & XIV, and photocopies.

Nobody is authorised to charge you a premium to obtain an EWS certificate in Goa, and no agent can shorten the Mamlatdar's verification. If a consultant quotes a package price to "arrange" the certificate, that is a private charge for filling a form you can file yourself on goaonline.gov.in, and a demand for money inside the office to move your file is a bribe demand, not a fee.

Grievance and helpline route

Goa makes this simpler than most states because the chain is published. Start with the Mamlatdar of your taluka, the designated officer, with a written reminder quoting your application number and the date of filing.

If the Mamlatdar does not act within the timeline, appeal to the Deputy Collector or Sub Divisional Officer, who is named as the appellate authority on the Goa Online Revenue services page. Beyond that, the Collector of North Goa or South Goa supervises revenue certificate issue for the district, and both district administrations publish their service and contact pages online.

For portal, login or payment failures on Goa Online, call +91-8882988000. For a demand for money beyond the receipted fee, complain in writing to the District Collector rather than at the taluka counter.

Frequently asked questions

Who issues the EWS certificate in Goa?

The Mamlatdar of your taluka issues the EWS Income and Asset Certificate under the Revenue Department of the Government of Goa. The Goa Online Revenue services page names the Mamlatdar as the designated officer and the Deputy Collector or Sub Divisional Officer as the appellate authority.

Where do I apply for an EWS certificate in Goa online?

Register and log in at goaonline.gov.in, then go to Services, All Services, Revenue, and open the income and asset certificate service. Goa Online is the state's single citizen services portal and the same application can be submitted at the Mamlatdar office of your taluka.

Is there a special affidavit for EWS in Goa?

Yes — the Goa Online Revenue services page publishes a downloadable "Affidavit for EWS" form alongside the self-declaration forms for mediclaim and housing schemes. Download that exact form, complete it and submit it with your application; a generic affidavit is not a substitute.

What is the income limit for EWS in Goa?

Gross annual family income must be below Rs 8 lakh for the financial year preceding the year of application. Goa's Directorate of Technical Education applies the same figure for EWS seats in professional courses, describing them as available to candidates not covered by SC, ST or OBC reservation whose family gross annual income is below Rs 8 lakh.

How quickly does Goa deliver revenue certificates?

The Goa Online Revenue services page lists a one-day timeline for the income certificate under Goa's Right of Citizens to Time-bound Delivery of Public Services Act. The EWS Income and Asset Certificate depends on that income certificate plus land-record verification, so allow longer for the full chain even in a fast taluka.

Can an OBC candidate in Goa apply for EWS?

No. A candidate covered by SC, ST or OBC reservation in Goa is not eligible for the EWS quota, which was created only for candidates outside every existing reservation. Goa's own admission notices for EWS seats state this restriction explicitly.

Do I need a Goa residence certificate as well?

Usually yes for state-quota purposes. The Mamlatdar also issues the residence certificate proving continuous residence in Goa for the last ten years on the date of application, and Goa admission processes for reserved seats commonly ask for it alongside the EWS certificate.

What should I pay for an EWS certificate in Goa?

Only the government fee and the convenience fee shown on the Goa Online payment screen, or the amount printed on the Mamlatdar office receipt, plus notary and photocopy costs. No agent is authorised to charge a premium or to promise faster issue.
