What is the Griha Aadhar Scheme?

Griha Aadhar Scheme is a monthly cash assistance programme of the Directorate of Women and Child Development, Government of Goa, paid directly to married women who run a household. The Directorate describes Griha Aadhar as one of its flagship programmes, created to answer a very specific problem: household prices in Goa rise faster than a single earning member's income, and the person who absorbs that pressure day to day is usually the homemaker.

Griha Aadhar pays Rs 1,500 per month into the homemaker's own bank account. The design point is that the money reaches her hands, not the household head's. Over a full year the transfer is worth Rs 18,000, which for a lower-middle-income Goan family is a meaningful share of monthly grocery, electricity and school expenses.

Griha Aadhar is spoken of locally simply as the "Griha Adhar" or homemaker allowance, and it is one of the most widely claimed state benefits in Goa, covering women in both North Goa and South Goa districts.

Key features

  • Monthly Direct Benefit Transfer of Rs 1,500 to the beneficiary's own savings account.
  • Household income ceiling of Rs 3,00,000 per annum for husband and wife together.
  • Fifteen-year residence in Goa required, with a relaxation route for women born outside Goa who married into Goan families.
  • No age ceiling; the applicant must simply be over 18 years.
  • Renewal is annual through a life certificate and income certificate, not a fresh application.

Who is eligible for the Griha Aadhar Scheme?

You can apply if:

  • You are a married woman above the age of 18 years.
  • You have been a resident of Goa for the last 15 years, or your Goan-origin husband has, and the couple has settled in Goa for at least one year.
  • The gross income of you and your husband together does not exceed Rs 3,00,000 per annum from all sources.
  • You are a widow with a minor child who draws benefits under the Dayanand Social Security Scheme (DSSS). This category is expressly made eligible.

You cannot apply if:

  • You or your husband already receive benefits under the Dayanand Social Security Scheme, other than the widow-with-minor-child case above.
  • You or your husband is employed on a regular basis by the Government of Goa or its corporations and state-funded autonomous organisations.
  • You or your husband is employed on a regular basis by the Government of India, any other state government, or their corporations and autonomous bodies.
  • You or your husband is employed on a regular basis by a scheduled bank. Co-operative bank employees are not automatically excluded, their actual income is assessed against the Rs 3,00,000 ceiling.
  • Your combined household income crosses Rs 3,00,000 a year.

Contract staff and daily-wage workers are not treated as regularly employed, so a family where the husband works on contract with a government body is still eligible provided the income ceiling is met.

How to apply for Griha Aadhar online

  1. Open goaonline.gov.in and click Register, giving your email ID, mobile number, name, address and date of birth, then complete the OTP authentication.
  2. Log in with the credentials created, and go to Services → All Services → Directorate of Women and Child Development → Griha Aadhar Scheme.
  3. Answer the eligibility criteria questionnaire shown before the form. Only applicants who clear this screen are taken to the application form.
  4. Fill in the application form with personal details, residence details, income details and bank account details.
  5. Upload the scanned documents listed in the checklist, including the residence certificate, marriage certificate, income certificate and the signed verification report.
  6. Click Save, then proceed to pay the applicable service charge.
  7. On successful payment the application is submitted to the Directorate. An acknowledgement is sent by SMS and email; note the acknowledgement number, because that is what the portal's Track Status page needs.

How to apply for Griha Aadhar offline

  1. Obtain the prescribed application form, filling in every mandatory field and pasting a passport-size photograph signed across.
  2. Attach self-attested copies of all the mandatory documents, including the self-declaration attested before a Gazetted Officer.
  3. Send or hand in the completed form to The Director, Directorate of Women and Child Development, 2nd Floor, Old Education Building, 18th June Road, Altinho, Panaji, Goa 403 001.

How is the Griha Aadhar money paid?

Griha Aadhar assistance is released monthly by Direct Benefit Transfer into the beneficiary's own savings bank account. The Directorate asks for an Aadhaar-linked account precisely so that transfers do not bounce because of a name mismatch between bank records and the application.

Because the payment is monthly rather than a lump sum, the most common disruption is not rejection but a stopped credit. That usually traces back to one of three things: the annual life certificate not being filed, the fresh income certificate not being filed, or the bank account having gone dormant.

How to keep the Griha Aadhar payment running

Existing beneficiaries must submit, in the same month in which the benefit was first sanctioned to them:

  • A life certificate of self, signed by any Gazetted Officer, MLA or MP.
  • A fresh income certificate from the Village Panchayat Secretary or the Municipal Council Chief Officer.
  • A life certificate of the child, where the beneficiary is a widow with a child.

The Goa Online service page carries downloadable formats for the verification report, the self-declaration of occupation and income, and the child's life certificate, so beneficiaries do not have to draft these themselves.

Why Griha Aadhar applications get rejected

  • Residence certificate short of 15 years, or issued by an authority other than the Mamlatdar.
  • No marriage certificate and no child's birth certificate naming the applicant as mother, leaving the marital status unproved.
  • Income certificate from the wrong authority — it must come from the Panchayat Secretary or the Municipal Chief Officer.
  • Regular government or scheduled-bank employment of the applicant or her husband, disclosed at verification.
  • Bank account not in the applicant's own name, or a joint account where the applicant is the second holder.
  • Self-declaration not attested before a Gazetted Officer.
  • Duplicate benefit, the applicant or her husband already drawing DSSS.

Giving false information in the declaration is treated seriously: benefits already drawn on a false declaration are recoverable, and the beneficiary can be disqualified from the scheme.

Where to get help with Griha Aadhar

  • Goa Online services helpline: +91-8882988000, 9.30 am to 1.15 pm and 2.15 pm to 5.45 pm, Monday to Friday, excluding public holidays.
  • Email: services[dot]goa[at]gov[dot]in for portal and application-tracking issues.
  • Directorate of Women and Child Development, 2nd Floor, Old Education Building, 18th June Road, Altinho, Panaji, Goa 403 001, for questions about eligibility, sanction and the annual life certificate.
  • Track Status on goaonline.gov.in, using the acknowledgement number from your submission SMS.

No agent or middleman can add a name to the Griha Aadhar beneficiary list. The only charges payable are the government service charges shown on the Goa Online payment screen.

How to check your Griha Aadhar application status

Griha Aadhar applications are logged against the acknowledgement number generated the moment the online form is submitted and paid for, so that number is the starting point for any status check.

Checking online, for applications filed on goaonline.gov.in

  1. Go to goaonline.gov.in and log in with the same credentials used to apply.
  2. Open Track Application Status (sometimes shown as Application Status under your dashboard, not under the Griha Aadhar service page itself).
  3. Enter the acknowledgement number sent to you by SMS and email at the time of submission.
  4. The portal shows one of a few stages: submitted, under scrutiny at the Directorate, forwarded for verification, sanctioned, or returned for correction. A "returned" status usually links to a remark explaining what is missing.

If you registered on the portal but cannot find the acknowledgement SMS, the same number is also printed on the payment receipt generated after the service charge was paid, so check your download history on the portal or your email for that receipt before assuming the application never went through.

Checking an offline application

Applications posted or handed in at the Directorate of Women and Child Development do not get a portal acknowledgement number. For these:

  • Call the Directorate of Women and Child Development at Altinho, Panaji, and quote the date you submitted the form and the taluka office it was routed through, since offline files are tracked by receipt register rather than by a system-generated number.
  • Alternatively, call the Goa Online services helpline at +91-8882988000 (9.30 am to 1.15 pm and 2.15 pm to 5.45 pm, Monday to Friday); this helpline can look up both online and offline files once you give your name, taluka and the approximate filing date.
  • Visiting the Directorate in person with your acknowledgement copy or postal receipt is the most reliable route if a phone query does not resolve the query, since the file itself sits at that office.

Once sanctioned

A sanctioned application does not show a further "status" screen; the confirmation instead takes the form of the first monthly credit appearing in the beneficiary's bank account. If sanction has been confirmed verbally or by letter but no credit has appeared within a couple of payment cycles, that is a bank-seeding issue (Aadhaar not linked, or a name mismatch) rather than an application-status issue, and should be raised with the bank branch as well as the Directorate.

Frequently asked questions

How much money does the Griha Aadhar Scheme pay?

Griha Aadhar pays Rs 1,500 per month, which works out to Rs 18,000 a year, credited directly to the homemaker's own savings bank account. The payment is monthly and continues as long as the beneficiary keeps submitting her annual life certificate and income certificate.

What is the income limit for the Griha Aadhar Scheme?

The gross income of the husband and wife taken together must not exceed Rs 3,00,000 per annum. Income is counted from all sources, and the applicant must file a self-declaration attested before a Gazetted Officer confirming this.

Who cannot apply for Griha Aadhar?

A married woman is not eligible if she or her husband is employed on a regular basis with the Government of Goa, the Government of India, any other state government, their corporations or autonomous bodies, or a scheduled bank other than a co-operative bank. Beneficiaries of the Dayanand Social Security Scheme are also excluded, except widows with a minor child.

Can a widow apply for the Griha Aadhar Scheme?

Yes. A widow with a minor child who already receives benefits under the Dayanand Social Security Scheme is specifically made eligible for Griha Aadhar. She must submit the child's birth certificate along with a life certificate of the child.

How long must I have lived in Goa to get Griha Aadhar?

The applicant must be a resident of Goa for the last fifteen years, proved by a residence certificate from the Mamlatdar. If the applicant was born outside Goa, the 15-year residence certificate of her Goan-origin husband plus her own birth certificate are accepted, provided the couple has settled in Goa for at least one year.

Can Griha Aadhar be applied for online?

Yes. The Directorate of Women and Child Development lists Griha Aadhar as an online service on goaonline.gov.in, where you register with an email ID and mobile number, answer an eligibility questionnaire and upload documents. Applications can also be posted to the Director at Altinho, Panaji.

What paperwork must a Griha Aadhar beneficiary submit every year?

Existing beneficiaries must submit a life certificate of self signed by a Gazetted Officer, MLA or MP, and a fresh income certificate from the Village Panchayat Secretary or Municipal Chief Officer, in the month in which they were originally sanctioned the benefit.

What happens if the money is not withdrawn for several months?

Non-withdrawal of the assistance for a long period is treated by the Directorate as a sign that the beneficiary no longer needs or is no longer entitled to the assistance, and payment can be stopped pending verification. Restart the payment by contacting the Directorate with a fresh life certificate.

What is the helpline number for Griha Aadhar Scheme?
